    The Republic of Korea has pursued a project to create lifelong learning cities at the city-, district-, and county-level since 2001 to vitalize the citizens lifelong learning. Lifelong learning cities started off in local governments of cities, districts, and counties, to build networks among lifelong learning resources within the regions, to provide more opportunities for lifelong learning to local residents, and ultimately, to continue developing the local societies as a result.

    Consequently, Koreas lifelong learning cities developed reflecting its own characteristics and context. In addition, by having local residents and societies actively participate, they enhanced the internal capacity of each region with the development of diverse lifelong learning programs. The creation of lifelong learning cities in Korea vitalized networks within and among regions largely contributing to promote lifelong learning culture and to develop local societies.

    Starting with 3 lifelong learning cities in 2001, Korea had 19 such cities by 2004, 76 by 2007, and a total of 90 by 2012. This rapid growth in the last 10 years or so is the result of the Korean governments support pursuing lifelong learning societies, and the will of local governments to enhance the quality of life and self-realization of their residents, ultimately improving their regions competitiveness and social cohesion.

    The National Institute for Lifelong Education, therefore, came to develop this material as an overview of the 90 lifelong learning cities in Korea, including major projects and achievements of those lifelong learning cities. It is our hope that this book will provide the basis for sharing major programs among lifelong learning cities, and develop creative lifelong learning programs benefiting each citys characteristics. In addition, it is our hope this material will be valued by the international community to share the experiences of diverse lifelong learning cities in the Republic of Korea.

    3 Major Programs or Projects2013 Adult Literacy Education Vitalization Project Completion of the 2013 Lifelong Learning Program Handbook

    Overview : This project serves as a stronghold to lead literacy education projects in Gangwon-do and develops and distributes diverse literacy education programs. Outcomes : It operates programs to vitalize literacy education, hosts Eoullim Hangul Hanmadang, completes auxiliary textbooks, and runs workshops for literacy teachers.

    Overview : This project aims to complete a handbook by collecting data on the current operation of 58 lifelong learning institutes and the programs within the jurisdiction (including statistical data on 6 classifications). Outcomes : It provides basic data to facilitate the networks of lifelong learning institutes in the jurisdiction and prevents overlapping program operation specific to institutes.

    1 Vision City of Ceaseless Learning, Great Gangneung!

    2 Features It has been selected as a foothold of adult literacy education

    for four consecutive years in Gangwon-do. It produces a program handbook to build lifelong learning

    networks : the 6 classifications of data on the current situations of about 60 lifelong learning related institutes and the programs in operation.

    It promotes common projects of building and facilitating networks, including libraries, seniors centers, community centers, elder colleges, education and culture centers, and lifelong learning related institutes of social welfare centers.

    Overview : The project was designed to improve seniors roles in the increasingly aging society and their self-identity and willingness to live, as well as their quality of life. The project operates programs such as the Youth School for Centenarians, Seniors Aging Well Program, and Senior University. Outcomes : Seniors aging well through lifelong learning (searching for alternatives to resolve social problems in this aging society through lifelong learning)

    Overview : The project was designed to resolve local problems through cultivation of professional seniors or older adults in lifelong learning. (such as story-tellers, reading teachers, and counselors for children and students). Outcomes : Integration and development of local society through job creation for professionals and talent donation (pursuit of a virtuous cycle of learning and volunteering)

    High SchoolsSupport Lifelong Learning Programs in Welfare Facilities for

    Senior Citizens

    Overview : Targeting people who didnt graduate from elementary, middle, or high school, this has provided a chance of acquiring academic background from 2009 to present. Outcomes : Acquiring the academic background of an elementary, middle, or high school before entering colleges.

    Overview : Targeting senior citizens using seven welfare facilities for senior citizens in Gangwon-do, this has supported lifelong learning programs tailored to facilities from 2012 to present. Outcomes : Widely expanding lifelong learning by resolving lifelong learning blind zones.

    1 Vision Samcheok-si, a plentiful culture, welfare, economic city! - Beyond AgeSchooingInterestingCulture, etc., we consider

    the lifelong learning as BASIC so as to improve the quality of citizens lives.

    2 Features It signed the MOU of lifelong learning with a military base

    for the first time among local governments. - Samcheok city Army 23 Division reaching the agreement of a lifelong learning network on December 17, 2008.

    It won an excellence award in the division of the primary local government of the 6th Lifelong Learning Award in 2009.

    It constitutes the student council of Samcheok Lifelong Learning College. - holding lifelong learning related events and consulting about lifelong learning.

    3 Major Programs or ProjectsHwacheon Hanok School English Academy

    Overview : This school aims to transfer the architectural technology of traditional buildings, such as temples, hanok, and more so as to expand opportunities for getting jobs and start-ups. Outcomes : It has produced 843 students and contributed to improved landscape in rural areas (with the construction of 56 Korean-style houses called hanok in its jurisdiction).

    Overview : This academy aims to strengthen the basics of English in its jurisdiction by supporting step-by-step English learning programs for children aged between 4 and 13 (with four types of kindergarten, cyber education, and native English speaker-led classes). Outcomes : It performs childrens English musicals twice a year and sends 70 youths abroad to study annually.

    2 Features It was designated as the first lifelong learning city in

    Gangwon-do It has realized free education for all high school students and

    university tuition fee in half It runs seamless programs to support English education for

    students aged four to adults.

    3 Major Programs or ProjectsGwacheon-sis Integrated Lifelong Learning Systems

    Overview : This aims to provide citizens with a one-stop lifelong learning services and serves to lay the foundation for a cyber lifelong learning city where everyone can access lifelong learning related services anytime, anywhere. Outcomes : We have provided a guide on facility use and information on current lifelong learning programs by linking with lifelong learning facilities in its jurisdiction, including the Gwacheon-si Lifelong Learning Center and cultural centers in the jurisdiction.

    Overview : We run the Cyber Lifelong Learning Center that can be a practical lifelong learning venus ranging from infants to adults who can access diverse contents anytime and anywhere. Outcomes : We run the Cyber Lifelong Learning (Home Run), Cyber English Town, and Elementary Cyber Education.

    3 Major Programs or ProjectsAcademic Credit Bank System Constituting and Operating the Gwangmyeong Lifelong Learning Network Council

    Overview : The Academic Credit Bank system serves as an alternative college in Gwangmyeong-si where there is no college by providing an opportunity to acquire a college degree and supporting the second-life plan. Outcomes : This system runs 40 courses, such as paedology, a course to obtain the lifelong educator license, including psychology run since 2009. Until now, about 200 in total have acquired degrees.

    Overview : This council aims to realize public and private governance so as to build organic relationships with institutes in the jurisdiction. Outcomes : It promotes diverse cooperative projects, such as the Saturday School with Home and Community, Old Downtown Learning Center, 4050 Gwangmyeong Local Teacher Empowering Project, Gwangmyeong Lifelong Learning Festival and more. Particularly, 4050 Gwangmyeong Local Teacher Empowering Project is a well-positioned program on behalf of Gwangmyeong by contributing the plentiful experiences and talents of people in their 40s and 50s to their communities so as to lay the foundation for growth.

    1 Vision We build an educational community where everybody is included via education, and learns and shares social life (by offering vision, slogans, or goals).

    2 Features Declared the first lifelong learning city in Korea. In

    September 2001, it was designated as the first lifelong learning city nationwide.

    Building and Operating the Gwangmyeong-si Lifelong Learning Network Council. In 2012, it established networks with 141 lifelong learning related institutes in the jurisdiction, forms multilayer networks specific to institutes and types, and promotes various cooperative projects by operating the Lifelong Education Council, the Lifelong Learning Practices Committee, and the Regional Lifelong Learning Practice Committee

    It moves ahead with the project of founding the lifelong learning village in the Third World in Burkina Faso and East Timor.

    3 Major Programs or ProjectsVisiting Tailored Lifelong Learning Class Guri-si Mokmin Academy

    Overview : In 2008, we enacted the ordinance on the Visiting Tailored Lifelong Learning Class for the first time. Since then, we have run tailored lifelong learning programs to give a chance for learning to the disadvantaged and many people in need. Outcomes : - Year-round one school one lifelong learning class;- College for vendors in traditional markets; - Academy visiting apartments; - Goguryeo Smithy Village Program; - Well defined Taegeukgi city, Guri-si;- Support learning activities of military members;- Making hanbok for multicultural families.

    Overview : In a creative knowledge-based society in the 21st century, we aims to produce innovative local leaders through a wide range of general lectures where everyone can participate. Outcomes : - Running academies from the first academy in 2007 to the

    fifth in 2011. - With attendees of 300 for each academy, a total of 1,500

    completed the course. - After completion the course, they constitute a volunteer service group for each academy and return their ability to the society every year.

    1 Vision We create aHigh Quality Life and High-Class Lifelong Learning Citywhere everyone can open their future in their own way anytime and anywhere through lifelong learning and feel the pleasure of returning what is learned to their society.

    2 Features It realizes lifelong learning to acquire licenses via the linkage

    of learning-labor-welfare and improve job capacity. It provides diverse programs to the disadvantaged (the

    disabled, multicultural families, and market vendors). It creates a lifelong learning environment of becoming the

    one through education-welfare-sharing culture.

    3 Major Programs or Projects123 Lifelong Learning Infrastructure Networking Learning Lighthouse

    Overview : This is a unique lifelong learning system only for Namyangju citizens in order to guarantee citizens right to learn by establishing lifelong learning infrastructures, such as the Learning Lighthouse within 10 minutes, the Community Center within 20 minutes, and the library within 30 minutes from residential districts.

    Overview : This project is to designate unused spaces in apartments or villages as a village learning center and to support lifelong learning programs for residents. Goal : It aims to provide opportunities for citizens lifelong learning and communication between citizens so as to enhance citizens competency and create a community attribute of putting a premium on learning. Outcomes : 38 Learning Lighthouses are in operation (target: 100).

    1 Vision Namyangju, a High-Class Lifelong Learning City, for Citizens and the New Future

    2 Features It aims to guarantee universal rights to learn and resolve the

    gaps between the extents of regional lifelong learning by creating the 1-2-3 Lifelong Learning Infrastructure.

    It promotes the creation of a governance-type learning lighthouse village, based on citizens participation and various regional leader networks by nurturing regional talent.

    3 Major Programs or ProjectsProfessional Training Program for the People Concerned in

    Lifelong Learning Citizens University

    Overview : Professional training programs for the people involved in each domain and workshops to strengthen the competency of hands-on staff in networks are run, including a course to enhance the capacity of learning clubs, teaching, and learning academies and more. Outcomes : It supports the growth of good learning clubs, bolsters trainers competency, and develops the network of the people concerned in the lifelong learning.

    Overview : This university runs diverse educational courses (e.g., five courses plus ten programs), including the humanities in order to achieve the integrated reconstitution of citizens daily lives. Outcomes : It raises citizens awareness and bolsters the learning power of the community.

    2 Features Partnership-Centered Multilayered Networks : Support for

    network growth specific to regions and domains Separate plus Together Collaborative Systems : the first

    system runs the basic courses of village schools centered on the Community Center. The second system runs advanced courses centered on grassroots and civil society groups. The third system enhances regional leader capacity and runs professional training programs centered on the lifelong learning center.

    City Lifelong Learning LIFE Project Happiness Company

    Overview : Based on a lifelong learning village, we aim to explore and cultivate potential local talent (resident teachers) in order to induce learning type social job creation by shifting a village to a learning type workplace. Outcomes : Producing core talent of propelling the learning village (coordinators, teachers, leaders, etc.), creating jobs, making a village type learning community, running open markets, etc.

    Overview : Through visiting lifelong learning for people alienated from education (homeless persons, multicultural marriage immigrants, street cleaners, exemplary drivers, etc.), we help them recover their hope and self-esteem, provide equal educational opportunities, and realize equal education in order to create the lifelong learning city welcoming people. Outcomes : Holding exhibitions, doing club activities, strengthening the will of rehabilitation (the homeless), and forming talent donation culture.

    1 Vision Human Lifelong Learning City Suwon Full of Pleasure of Learning and Happiness of Sharing.

    2 Features Suwon Hwaseong Fortress designated as World Heritage by

    the UNESCO on December 16, 1997. Humanity Centered City, Human City Suwon : providing free

    course on humanities for a variety learning opportunities (e.g., General Humanity Academy for Suwon citizens, Visiting Course on Humanities, Humanity Courses with Themes, etc.)

    Overview : This school invites professional instructors in a variety of advanced areas of study and provides an opportunity for knowledge acquisition so that citizens can vigorously foster their emotions and lead social change through the lifelong learning programs. Outcomes : Its open classes enable the extended participation of citizens from all walks of life and all ages. It meets citizens demand for lifelong learning by selecting themes according to the results of a survey on citizens needs.

    Overview : This project is to support outreach lifelong learning for senior citizens so that they lead a happy life 100 years.     Overview : Through these systems, we are to act as a high-class city via a project of performing full free education and improving educational environments after first getting out of a situation where educational facilities and environments are getting weak in rural areas. Outcomes : The number of students who moves out is reduced.I In terms of prestigious university entrance rate and university entrance rate at national level, we rank 15th nationwide. All of these show that despite a small county, Hadong-gun is positioned as a international educational city by providing more than city-type educational support.

    Overview : As a lifelong learning village established in 2010, it has acted as a benchmark for many other local governments due to its resident-centered lifelong learning projects and projects linked to the community. Outcomes : 10 lifelong learning programs are in operation; it was selected in the 2013 Gyeongsangbuk-do small library project.

    Overview : It is a consumer-centered learning system that deploys teachers if over 5 Andong citizens apply for a desired program. Outcomes : In 2011, 739 citizens participated in 94 courses; in 2012, 520 in 80 courses.

    1 Vision We aim to construct a lifelong learning city where every citizen has easy access; lifelong learning can be realized; everyone learn, grow, and live together; and nature, men, and culture coexist in harmony.

    2 Features It was designated as the first lifelong learning city in Daegu

    Overview : This project provides programs for babies and lifelong educational programs for retirees, including 4050 generations, to acquire licenses to replan their lives and be reemployed. It also creates jobs by building networks with local colleges, companies, hospitals, etc. Outcomes : Opening the Welding department of Korea Ploytechnics VI Pohang Campus/promoting employment in the steel complex via boiler facility training; operating a course of cultivating hospice specialized care givers by linking with the Sunlin Hospital for employment and volunteer activities for the community.

    Overview : This program is for adult literacy for senior citizens, where people such as retired teachers, public officials, and more return their abundant experiences and talents to the society.
