These fuels power the world and we can’t deny the fact that the market dynamics of these fuels have direct impact on the economy.

In India, we are witnessing some of the toughest days for fuel trade with fuel prices touching the highest ever numbers. There is an increasing need to get the fuel prices under control to lessen the cost traders and commuters are bearing. As one of the fastest growing economies in the world, India needs to find answers to the problem of fuel prices that can affect its economic growth, if not handled correctly.

One of the major solutions is to be self-dependent and self-sufficient. As a nation, we still depend on huge imports of crude oil and it’s time for us to start exploring new resources, produce more fuels and cut down imports as much as as possible.

Speaking of HITEX, events in the last two months have catered to several segments of the industry from plastics to pharma, from sports to construction and architecture, from cable television and internet services to corporate gifting and from industrial equipment to jewellery and lifestyle products. The diversity of events at HITEX is what makes it one of the most preferred venues in India for events of all statures. We have some of the biggest events coming in the next two months at HITEX.

Let’s look into more updates on these and what’s happening in HITEX in the pages inside.

K. V. Nagendra PrasadCOO, HItEX

Message from cooOil and gas hold immense importance in our daily lives. The entire world leans towards Fuel. And, India is no different. Our planet is enriched with mixture of fuels, crude oil, natural gases and several other needful resources. Among others, crude oil is the most important and highly desired because crude oil gives us our everyday fuels – diesel and petrol.

Diesel and petrol are lifelines for public, trade and personal transport.

Diesel is an important element of economy as most of the products in the trade are transported by trucks and trains run by diesel. It also runs our cars, construction and farm equipment, ships and submarines. As a transportation fuel, diesel offers a wide range of performance, efficiency, and safety features.

On the other hand, petrol is common man’s fuel. Majorly used for personal transport, petrol has been transforming individuals’ lives and keeping them on the move. Petrol succeeded to improve the mobility of the middle class and it has changed the way we commute.

With petroleum and diesel prices in India

increasing on a daily basis, vehicle owners

and commuters are worried.

With moderate prices of crude oil, con-

sumers in most parts of the world are en-

joying pain-free visits to the fuel stations.

Unfortunately, that’s not the case in India.

The oil pricing gets complicated for India

due to the fluctuating strength of rupee

against the dollar.

Diesel makes up to about 40 per cent of

all oil products consumed in India, and

is the most important fuel for consumers

and trade transport. Diesel also has a trick-

le-down effect on inflation. Higher diesel

prices result in more expensive freight mak-

ing transportable goods more expensive.

Until they were called off in 2014, subsi-

dies on diesel were helping keep its price

under control. State-run explorers oil and

Natural Gas corporation (oNGc), oil In-

dia Limited and state gas utility Gas Au-

thority of India Limited (GAIL) also have

been paying to subsidize fuel prices, to

the tune of $10 billion, by selling crude

and fuels to the state retailers at discounts.

Petrol is the primary fuel used for cars and

two-wheelers. Higher prices of petrol af-

fect people who commute by their cars

and two-wheelers.

oil and gas occupies approximately 35

per cent share in India’s energy consump-

tion. India is the third largest energy and

oil consumer in the world and the fourth

largest importer of liquefied natural gas

(LNG).

consumption of petroleum products in

India stood at 183.5 MMT (million metric

tonnes) in FY 2015, 184.6 MMT in FY 2016

and 193.75 MMT in FY 2017.

DIESEl &PETrOlEUMThe Indian Scenario

The slump in oil prices globally in 2014 pushed prices in India below the levels set by the govern-ment. So, when India got rid of price controls that year, local prices actually fell. During the continued descent of crude oil prices, rather than passing on the entire reduction to consumers immediately the government opted to add tax and meet the bur-den it has been bearing to subsidise fuels. As the oil prices began to rise again, consumers started to feel the pinch doubly with the tax still in place.

IMMEDIaTE SOlUTIONSWe could reinstate the formula for subsidizing die-sel and petrol by bringing upstream companies to share a part of the burden. currently, prices of diesel and petrol are set using a complex formula under “trade parity price,” based on what the gov-ernment terms or the estimated price of the fuel if the ratio of imports and exports is 80:20.

The government is said to have asked the state-owned oil marketing companies to bear some of the burden and not pass higher costs on to consumers.

BUrDEN frOM IMPOrTS

Import volume of crude oil

in India grew substantially

from 171 MMT in 2012 to

213 MMT in 2017. Imports

during April - November

2017 was 144.7 MMT valued

about $ 51.1 bn, growing by

9.31 per cent quantity and

15.3 per cent in value com-

pared to the same period of

2016.

The demand for petroleum

products is expected to

reach 244,960 MT by 2021-

22 and India aims to cut

down oil and gas imports

dependence from 77 % to

67% by 2022.

The government is reportedly now con-

sidering a ‘windfall tax’ on all oil produc-

ers in the country, public and private sec-

tors alike, in an attempt to moderate fuel

prices that have continued to scale new

heights. The wind fall tax could be accom-

panied by a minor slash in the excise duty

rate. If implemented, it will bring the much

needed relief to public.

All fuels are not market-linked and the

government still bears a part of costs for

kerosene, the common man’s fuel, and

LPG, the kitchen fuel.

lONGTErM SOlUTIONSWe should soon start producing more oil

products from the abundant raw material

we have.

India has large crude oil and natural gas

reserves. Proven oil reserves amount-

ed to 600 MMT and natural gas reserves

amounted to 1.2 trillion cubic meters in

2016. With 3.14 million sq. km of potential

reserves lying unexplored until 2016, there

exists vast headroom for new discoveries.

oNGc is investing Rs 920bn ($14.15bn) in

35 major projects, including 14 to bring new

finds to production and six to improve re-

covery from ageing fields. The organisation

is also planning to almost double its natural

gas production within the next five years.

We should also increase our refinery infra-

structure. In FY17, India had 234.5 MMT

per annum of refining capacity, making it

the 2nd largest refiner in Asia. By the end

of 2017, the oil refining capacity of India

reached 247.566 MMT per annum. As

of end of 2017, private companies own

about 35.63 per cent of total refining ca-

pacity while 6.99 per cent is under joint

ventures. Another area that demands at-

tention is increased oil recovery from oil

fields as a significant amount of identified

oil ends up as leftover in spite of existing

production infrastructure.

Until we are ready to replace the crude oil

fuels with the emerging alternatives, we

should ensure that their pricing of does

not affect day-to-day activities of business

and the everyday lives of citizens.
