6 2016 BWHA Annual Report

PRESIDENT’S REPORT Another year gone by and once again an opportunity to reflect on what has been achieved, celebrate the successes, and learn from our experiences.

Certainly the year started on a better note than the previous year, with many of the issues associated with the registration of players via the IMG database resolved. Whilst we have been using an on-line portal for player registrations for a number of years now, our ability to extract data is still limited. We will continue to persevere, since accurate player data is critical for our funding submissions, our interactions with the different levels of government, for seeking sponsorship, and for communicating with clubs and members.

Our winter fixture season was as busy as ever, with the following activity: • Ran hockey fixture competitions for juniors, seniors and masters, at four turf venues and two grass

venues, for over 3,300 registered players. Player numbers have increased marginally over both junior and senior divisions.

• Sent 20 teams to compete at State Championships for Super League, Opens, U18, U15, U13 and Masters as well as 4 teams competing in the U11 Southern Cross at Downey Park. The ability of these teams is evident in that top two placings were achieved in five of the six divisions.

We have actively worked with clubs to ensure inappropriate sideline behaviour is minimised, and comprehensively dealt with when it occurs. Clubs are committed to managing their spectators, reinforcing good behaviour, and dealing with bad behaviour. We will continue to work with clubs to address this area of concern, and I am pleased to note that this year has seen an improvement.

We continue to work with Brisbane Hockey Association (BHA) and Kedron Wavell Services Hockey Club (KWSHC) to administer the Brisbane Hockey Management Group (BHMG), which manages the Burringbar turf facility. Part funding has been secured for a second turf and preliminary planning, including the preparation of detailed site plans, is underway to provide the information needed to secure this funding.

The future of Hockey Zone has been given some serious consideration, since we lack support for this initiative from other hockey bodies. Certainly the filming of hockey games, and the segments on coaching and umpiring techniques and skills, is popular and well supported – and thanks to Paul Mills and his team for their enthusiasm and commitment. We rely on sponsors to help offset the costs of Hockey Zone and thank our major sponsors Powell Industrial, BMM, Azure Accounting, Just Hockey, Smiley’s Plastering and Play Works – your support is appreciated. Hockey Zone is a considerable investment by both BWHA and BHA, but we do this to ensure that hockey is exposed to as broad an audience as we can afford.

We persevere with our efforts to construct turf fields at Downey Park and further details are available in the Vice-President’s report.

We can be very proud of our collective achievements, and the way we have reacted to opportunities and challenges. I would particularly like to thank all the members of my management committee for their efforts, commitment, enthusiasm, and good humour. To our dedicated volunteers at club and association level – thank you, because without you we would not be able to exist. And last but certainly not least, my sincere thanks to Kath Proctor and all the BWHA staff for their ongoing support and tremendous work effort.

Dr Karin Walduck

President

VALE - JOYCE PROCTOR

7/9/1932 TO 14/4/2016

BWHA Life Member: 1999

Although Joyce never played hockey she has been very involved with BWHA having 4 daughters, 4 grand-daughters and to date 2 great grand-daughters playing in BWHA. Joyce has spent many hours on the social side of the Association as well as being manageress to many Brisbane teams.

After volunteering in her local community for many years, in the 1970’s she turned her time and energy to hockey, where all four girls were playing for Ascot District Women’s Hockey Club; through her interaction with Faye Wastell and the Mauchlan sisters, she began her volunteering for BWHA. She had many roles starting in 1980 as Equipment Officer, over the next 35 years she was on the Management Committee, House Committee, Uniform Officer, Veterans Team Manager, Social Secretary and up to this year on the Archives Committee. No job was too big, or too small, but most behind the scenes and many using her catering skills.

Joyce was a Life Member of Ascot Women’s Hockey Club; Brisbane Women’s Hockey Association and received a Distinguished Service Award from Hockey Queensland and a BCC Volunteer Award.

VICE PRESIDENT’S REPORT Since early 2012 we have been working to establish a synthetic surface at Downey Park, the home of Brisbane hockey for women and girls. The nature of this site (floodplain and landfill) makes it a challenge for development. This time last year we were optimistic that we were making progress with Brisbane City Council but negotiations have stalled due to flood issues.

Following the local government elections in March this year the Downey Park precinct was subjected to an electoral boundary adjustment. For many years Cr Vicki Howard has been the councillor for Central Ward and she has been a fantastic supporter of our association. We now fall under the Enoggera Ward and Cr Andrew Wines is our elected member. We have met with Cr Wines several times now and he is very supportive of our vision to develop Downey Park as a women and girls sporting precinct. We will continue to work with Cr Wines and Brisbane City Council officers on a solution that sees Downey Park become the most amazing facility for hockey.

I would also like to acknowledge a number of external providers who have been great supporters of this project: Tony Battams who has drawn plans for us, Tony Loveday from RMA Engineering who has done all our hydrology modelling, Andrew Middleton from Douglas Partners for our geotechnical engineering and Hannah Tohill from Wolter Consulting who has been our master town planner. These people have all contributed their time and energy to help us progress this project and for this we are grateful. This project requires a great level of skill and expertise that I certainly don’t have and it’s a joy to work with those that share our dream and want to see our facility developed. GERERAL MANAGERS REPORT

The 2015 Board of Management held 5 planning meetings in October and November 2015 to look at the rules and areas of concern raised during the season. This resulted in relaxation of the Dual Registration limits and trialling the early affiliation of teams for Division 1 to 5 – allowing for expanded divisions. This was seen as a way for clubs to plan, develop and recruit players for their teams. The grading practices of the past were not conducive to club development and this trial was an option supported by the clubs. It was made very clear to clubs that this concept would create its own problems especially in relation to club teams playing at varying venues and teams regularly umpiring their own teams, but the pros were considered greater than the cons and a trial year was accepted. BWHA also introduced Casual 10 game players and Reserve 10 game players to increase participation, by catering for players who cannot commit to a full season. These rule changes were provided to clubs at the Council Meeting following the AGM.

The 82nd Annual General Meeting was held on Tuesday 24th November 2015. Awards recognising the valuable role volunteers play in the growth & development of our association were given out with special mention to our Junior Section Volunteer of the Year Leisa Campbell and Senior Section Volunteer of the Year Kris Birch. The Management Committee remained relatively constant with new member Sue Reid replacing Life Member Jenny Heron who decided to stand down after many years of outstanding service. It cannot be understated the role Jenny has played at BWHA during the past 25 years (and more), her record speaks for itself:

• On the Board of Management for 25 years; • 8 of which were as BWHA Secretary, at a time where the Secretary had little or no paid assistance; • 18 years on Senior Fixture & Grading Committees, Masters selection committees, and managing

BWHA teams; • She has also been on many other BWHA, HQ, Sports Council and Southern Cross Committees since

she started her involvement with the BWHA Board of Management. • Jenny was appointed a BWHA Life Member in 2001.

At the HQ Forum in November it was decided that HQ would collect all fees and insurance through the IMG database in 2016. While this reduced the workload for clubs & BWHA to collect and forward this part of the playing fees to HQ, it does need some tweaking with all players required to pay the full allowance regardless if they are fulltime or casual players, which seems a little disproportionate. BHA & BWHA also joined databases to allow for better family/club registrations. The IMG database continues to be problematic at the competition level and Bron Morris & Sue Barsby have worked hard in this space to make improvements for us. Thanks Bron & Sue for all your work in this area.

The Management Committee met in December to finalise portfolios, and appoint convenors to committees. During this “off-season” period much work was done on grant applications and preparation for season 2016. Unfortunately we were unsuccessful in gaining State Government funding for a turf at Downey Park, while a blow, this has not stopped the determination of our Vice President Christine Blanchard. Her report will provide all details and the progress to date of this essential project. Thank you Christine for pursuing this with such determination.

9 2016 BWHA Annual Report

However we were successful in receiving grants for Goal Nets, Umpire and Coach development and recycling bins – thank you to all involved with these grants, they take a significant load off members fees to provide all the things the association needs. Special thanks to Sonya Fisher who is the BWHA Treasurer but also oversees all grants, the Hockey Zone area and is a tireless volunteer in the umpire and technical area – well done Sonya.

Discussions also continued throughout the year on taking over the running of the SHC from HQ to a joint BHA/BWHA group. This has been discussed for nearly 2 years now. Despite BHA/BWHA indicating from the start our willingness to take over the whole facility lease (grass/turfs/building) this appears unlikely at the moment, only time will tell what will be the final decision on this matter.

Our first Council meeting for the calendar year was in February and as always was very busy discussing:

• HockeyZone – Paul Mills attended to speak about the program for 2016 and the support the whole hockey community needed to bring to continue its growth in success. Thank you to Paul for his drive and passion with this joint BHA/BWHA venture. A special thank you to all our long time & new sponsors of the program.

• Appointing Sue Reid to investigate clubs feelings on the Points Cap and other rules, thanks to Sue for the dedication to this task and the reports provided to make better decisions.

• The completion of “Job descriptions” for the Operations Manual by Kris Birch to allow a better understanding of the associations roles. Thanks Kris for working on this and completing it in a timely manner – it will be a valuable ongoing resource.

• To try and reduce paperwork, admin folders were not given out, but all calendars, and forms where available on the website for easy access. Thanks Lisa for having all this ready by the meeting date.

The Junior Committee worked tirelessly again lead by Leisa Campbell to start with and then Maree Knight when Leisa had to resign due to other commitments. Thank you Leisa for all your hard work, we wish you well for the future, Maree, Judy, Alyson & Tash carried on with enthusiasm. This is a large section of our association and many decisions need to be made. Thank you all for your hard work and good humour in working through this demanding area of our association.

Due to the increased size of the senior turf divisions, divisions 2 to 5 started their fixtures the first week of March. Division 1 with only 9 teams started 3 weeks later. The trial on clubs selecting their own divisions did result in improved competition across all divisions (as the points table will attest to) but it did require the clubs to work hard in getting players and umpires to varying venues each week. Thank you to Lesley Bennett and all members of the Umpire and Technical and Grading and Fixture committees for your hard work and thoroughness.

We provide Rasey Park as a venue to conduct the JTAS (primary) hockey competition from February to March. This is a great development opportunity for players and umpires and increases participation, but requires early preparation of these fields. We gained grants for irrigation at Field 13 & Rasey Park in 2015 and this installation was completed to allow this heavy use of the fields. Working Bees in March saw the Downey & Rasey Park facilities prepared for fixtures in April, thank you to all clubs for your support of this. Volunteers Meg Brodie, Andrew, Kris, Ange and casual staff Noala and John do an enormous amount of work all year round, well done and thanks. We now have 7 fields under irrigation which should improve the quality of the fields. The BCC installed tanks, pumps and associated infrastructure at Rasey Park to support the irrigation system we installed. This was greatly appreciated, but it now becomes equipment we must depreciate and maintain. The BCC also installed 3 tanks behind the wooden building near F10, this was part of the water harvesting project. In conjunction with Brisbane Softball we are now looking for grant monies to connect these tanks to our irrigation system to reduce costs further. Work on the park never stops and we appreciate the fraternity of DP Netball and Brisbane Softball – we all love the park and work hard to look after it.

10 2016 BWHA Annual Report

The grass fixtures commenced in April and the park was full every Saturday catering for every level and age in our sport – well done to all who played, officiated or supported in 2016. While our senior grass team numbers were marginally down, due to the increase in teams on the turf our overall player numbers increased in 2016. Car parking continues to be our major challenge on Saturdays, so we are looking at what options we have to improve this.

It was wonderful not to conduct a Judiciary this year, but a number of people had to be spoken to about their behaviour especially on Saturday morning by our “Pink Vest” Duty Supervisors. We all must ensure the behaviour of our members and supporters is appropriate, so we can all enjoy the sport we love. Thank you to all junior parents and supporters who assisted on Saturday mornings.

Thank you to our Downey Park staff: Canteen - Robyn/Abby; Bar – Michael; Admin – Lorraine; Time Stewards Taylah/Shona; Rookie – Mel, First Aid – John, Courtney, Lauren & Gayle; the Saturday grass fixtures could not run as smoothly without you. A special thanks to volunteer Bruce Carroll who assists every week at Downey Park, opening and closing the facility and any other jobs asked of him.

The past few years have seen us purchase through grants, equipment to minimise flood risks, all our fridges & freezers now have the motors at the top of the machine and where possible plaster board and cupboards have been replaced with stainless steel or wire. So when we had a small flood in June, there was very little damage, just the normal big mess of mud. The staff at BWHA must be commended on the way they simply role their sleeves up, put on “wellies” and clean the mud. There was no insurance claim with only minimal loss of stock as the weather event was predicted and action taken to put everything up that we could.

This year we continued “themed” Council Meetings to inform and engage our members and encourage them to provide clear directions for the association. With the greater use of electronic medias, it is not a wise use of our valuable volunteers to have them attend meetings were information is simply distributed. This can easily be done with email, web, facebook etc. At one of these meetings a small working group was established to try and reduce the paperwork required by the association. This group has met a few times and has resulted in a number of changes to forms and rules to assist club administrators. We will continue to only hold Council Meetings when we have a topic to discuss and provide Management Reports after every Management Meeting to keep our members informed. Thank you to all club delegates for giving up your time to attend meetings.

We again developed, trialled, selected, trained and toured 20 representative teams this year. What a major workload for our staff and volunteers. Thank you to all involved, the results and statistics are later in this report. Thank you to Regie, Amy & Sue for all your hard work, to all selectors, coaches, managers and umpires, you are all vital to make this happen for our players – well done. We also continued to offer development opportunities for goal keepers, masters and grass level players, all were very well supported, thank you to the coaches for their time and expertise.

Thank you to our Archive Committee, Life Members and long-term supporters for continuing to work for BWHA, documenting the important history we have and organising social events. Special thanks to Elma, Shirley, Joyce, Jenny, Faye & Bev. 2016 also saw Faye Wastell awarded an OAM for her outstanding contribution to BWHA. Congratulations Faye, a well deserved accolade.

Our sincere condolences to all our members who have suffered loss this year, and we congratulate those who have experienced great joy and exciting events. The hockey family is a large and varied one and we share in the highs and lows of our extended family. From me, my sisters and our families a special thanks for all the kind words and support offered by the hockey community on the passing of our mother and BWHA Life Member – Joyce Proctor,

11 2016 BWHA Annual Report

Thank you to the many volunteers that support our sport, especially to our President Dr Karin Walduck who stepped down as the HQ President this year, but has continued with her outstanding commitment to BWHA. Thank you to the staff members casual, part-time and full time who all provide a great service to our sport. Thank you to the government departments and sponsors who allow us to grow and develop with support, both financial and in-kind.

Kathleen Proctor General Manager/Secretary

TREASURER’S REPORT

This year has been as busy and diverse as ever and I thank everyone for their support and timely responses as needed – particularly Kath in the office who has done a great job again in keeping the invoices paid and the income followed up and receipted!!!

The full audited 2016 Financial Statements are at the end of this annual report for your reading. A few items of note are: • Brisbane City Council (BCC) provided new infrastructure (tank, pump, fence, gantry etc) at Rasey Park

and we have added a line in our Reserves to bring this equipment onto our Balance Sheet. This is now shown as “Contributed Assets (BCC)” at the bottom of the Balance Sheet. The inclusion of these assets has also increased our depreciation expense.

• We have consolidated the Buildings at Cost, & Plant and Equipment into 2 lines and split the accumulated depreciation to reflect this (with no material change in the figures) it just allows easy checking against the Profit and Loss report.

• When looking at the Long Service Leave Accruals it was noted that two staff members are now at about eight years’ service – so it was appropriate to increase our current liabilities.

So the result of the year’s operations and the above was a net profit of $16K. We applied for a number of grants this year and we thank the following agencies for their support: • Brisbane City Council - $8,110.00 for Umpire & Coach Development • Department of National Parks, Sport & Racing - $7,500.00 for Portable Goal Nets for Rookie hockey • Community Benefit Gambling Fund: $13,849.09 for Goal Boxes & witches hats at Rasey Park • Federal Department of Infrastructure & Regional Development (Stronger Communities): $19,500.00

(50%) for six sets of heavy duty Goal Boxes for Downey Park. • Keep Australia Beautiful – Beverage Container Recycling Community Grant: $12,420.00 for 3 recycling

bin stations for Downey Park. • We also completed the installation of irrigation at Rasey Park & F13: $73,000.00, with the Qld

Department of National Parks, Sport & Racing grant funds from 2015. All these grants take time and work to gather quotes and information and then when successful to fully acquit them. Thank you for everyone who has assisted with this. We are still working closely with the Department of Sport and Brisbane City Council to find a way to fund artificial turfs at Downey Park.

In conjunction with the grants, it is essential that we work with and inform our political representatives: BCC – Cr Andrew Wines, State – Hon Grace Grace MP, Federal – Hon Teresa Gambaro MP/ Hon Trevor Evans MP. We have met with all these members as well as Cr Krista Adams, the Hon Sussan Ley MP and government officers and we thank them for their time and dedication to the promotion of our sport and the wonderful park for women’s sport that we call Downey Park. Hockey Zone

The television show was extended from 30 minutes to an hour and we added full weekly game coverage at no additional expense to Hockey Brisbane. The Hockey Zone was viewable 14 hours a week on TV, compared with the five hours per week in 2015.

We have set new standards of quality with our game coverage this year and sent out to film all the semi-finals this year. By the end of the season we covered 85 games in full on livestream.

We have featured 13 local clubs in our “Club of the Week” and provided extensive interviews with 15 top players all who have international honours.

Scott Boyde from Easts is the new skills champion in our “Top Dog” competition for 2016, runner up was Emily Caton from University

There has been continued growth in the YouTube views – we now stand at 1.42 million hits up 600,000 from last year, so you can see in 2016 we have had almost as many hits as we did in the first 4 years put together. The “Skill Up” coaching videos are the biggest draw card.

Growth in Livestreaming viewers is at around 50% on last season.

The website and Twitter show consistent traffic but have not seen huge growth.

One area of newly utilised potential and large growth in 2016 has been Facebook, we have posted a number of videos directly to Facebook and nowhere else. Call them “viral” but though short and some silly, they rated very well.

Although growth in views and quality seem to continue every year this is not being matched by the revenue generated by sponsors.

So a big thank you goes out to those who have supported HZ – Powell Industrial, Brisbane Money Management, Azure Accounting Solutions, Smileys Plastering, The Playworks and Just Hockey.

DATABASE There have been continuing challenges with the functionality of the SportsTG (formerly IMG) database in the competition management space. We are still working with Hockey Australia for some resolution to these.

An Administrative Working Party has been convened, with our efforts focusing on reducing the administrative overheads at both an Association & Club level. 2017 should see a reduction and consolidation in documentation required from Clubs and a more streamlined BWHA website.

Investigation is also underway regarding the viability of continuing with the current SportsTG competition management system, with alternatives such as other “off-the-shelf” products of a similar nature or a bespoke system being reviewed for action during 2017.

I’d like to thank the volunteers on the Administrative Working Party (Chris Blanchard, Di Brodie, Jane Hayes, Maree Knight & Liz Lobb) for their valuable contributions.

VOLUNTEERS As at 1 November 2016 BWHA has received nominations for most committees. We still require nominations for the following positions:

- Appeals Committee; - Judiciary Committee; - Archives Committee; - Grounds Committee; - Uniforms Officer; - Turf Umpires Steward; - House and Canteen Committee; - Competitions and Fixtures Grading Committee; and - Junior Committee.

It is positive to note that we have noticed some new names within this year’s nominations and we wish all new volunteers a positive and enjoyable experience with BWHA. While there are slightly less nominations than last year, it seems apparent that there will be a Junior Committee next year. This is a very important committee because our juniors are the future of our sport and association.

The practice of asking clubs to assist with setting up and packing down at Downey Park and Rasey Park continues to work well (the Club Duty Day), and we will retain this practice for 2017. We thank all clubs for their assistance with these tasks and their efforts have not gone unnoticed.

The pink vests continue to be effective and this practice will also continue into 2017. Reports received from clubs indicate that people are actively seeking out the “pink vests” on game days to assist with the enforcement of safety rules and any disagreements that arise on the day. The “pink vests” are here to stay at this stage, and we thank all people who have donned a pink vest in the past for their assistance with making this initiative such a huge success.

COMPLIANCE

The Blue Card Register has worked very well and will continue into 2017. The Blue Card Register is an easy reference point that enables us to ensure that Blue Card holders do not inadvertently allow their registration to lapse. It would be appreciated if all volunteers could provide the association with their Blue Card details, if they haven’t done so already. It is also important for volunteers to keep an eye on their Blue Card expiry dates to ensure that they remain current. Due to the onerous requirements related to child protection it is essential that the association maintains a proactive approach, and not a reactive approach, in this regard.

We encourage any clubs who have not implemented a Blue card register to contact BWHA so we can send a useful template to them.

To protect our volunteers in the unlikely event of an accident or injury, we require clubs to ensure that all volunteers are signed in when they are assisting on a Club’s Duty Day. This is to ensure that accurate records are maintained for insurance purposes. Clubs have been very diligent in this regard, and we ask that this diligence be maintained.

Thank you to all people who have assisted BWHA this year. Every small contribution makes a difference and lightens the workload for all involved. Hockey would not happen if it was not for out volunteers!

Compliance Management

Communications and Analytics Portfolio

This was my first season on BWHA Board of Management and I have really enjoyed the experience.

At the beginning of the season I was tasked with discussing the CAP system applied to Division 1, 2 and 3 with club representatives. I undertook analysis of results in Division 1, 2 and 3 for the past 6 years (i.e three years before the introduction of the CAP and the three years the CAP has been introduced) and this indicated that there was no major impact in player movement or team results over the years. I met with all clubs who compete in the Division 1,2 or 3 competition and through this consultation and the feedback from clubs it was determined that the CAP would be removed and further options be considered if clubs thought there was value in pursuing a competition levelling mechanism in the future.

I spoke to just about every club during the season and on each occasion was made to feel welcome and hope that through these discussions clubs felt they could discuss topics that concerned them. I have tabled a report based on my discussions and have a number of actions to follow-up on. I hope to repeat these meetings in season 2017 to again have that close consultation with club representatives.

I have also undertaken analysis on our Masters competition which included player profiles and have tabled another report on suggested changes to the current Masters format.

I’d like to again thank all clubs for the time they took to discuss issues with me and look forward to furthering these discussions in 2017.

COMPETITIONS PORTFOLIO REPORTS COMPETITIONS: FIXTURES & GRADING TURF

For the first time it was decided at the end of 2015 to ask clubs what teams they believed they would have in 2016 and what divisions they would like. From these affiliations it was decided to allow clubs to have teams in those divisions and no grading games were held. This did make divisions with differing numbers, making fixtures a little harder to allocate, but it did give clubs the opportunity to plan and recruit with certainty. We originally received nominations for 56 teams of which 2 dropped out, giving us a total of 54 teams for the season. As we only had 9 teams nominate for DIV 1 it was decided that this grade would start after the others, who all had similar numbers (DIV 2 - 11 teams; DIV 3 – 12 teams; DIV 4 – 11 teams; DIV 5 – 11 teams).

Fixtures starting on the first weekend of March made for a long season – but once fixtures were done all flowed smoothly. There were a number of challenges with the different team numbers in different grades, but we will learn from this for subsequent seasons. All divisions were very close, with a number of finalists not decided until the last fixture games of the season.

Congratulations to all teams who played in the final series, and to the minor premiers and premiers. Thanks to Jenny Heron and Di Brodie for being on the fixtures committee with me.

DOWNEY PARK – GRASS

There were 40 teams nominating for the 5 grass divisions. Unfortunately there were only 6 nominations in both DP1 and DP2. This low number is of concern as these two divisions are the premier divisions on grass. There were 9 teams in both DP3 and DP4 and 10 teams in DP5. Luckily only one wet day was required and was played on a Sunday. Thanks to the ground staff, Noala Gordon and John Robinson for their tireless work in maintaining the fields and line markings during the season.

MONDAY MASTERS

Thank you to all the over 35 women who competed in the Monday Masters competition. The season began with 24 teams: 6 in MM1, 8 in MM2 and 10 in MM3. Two games into the season Easts withdrew from MM1, leaving 5 teams, one of which felt they would no longer be competitive in that competition. Again MM1 and MM2 were combined with quite disastrous results. MM2 teams were reluctant to play the MM1 teams and halfway through the season the divisions were split to 4 teams in MM1 and 9 teams in MM2. MM3 remained unchanged.

UMPIRES & TECHNICAL

16 2016 BWHA Annual Report

Being an Olympic Year, rule changes were minimal. Following the successful application of the new rule of playing the ball above the shoulder in general play in Divisions 1-3 in 2015, BWHA opted to apply this rule through all Senior Turf and Grass, Masters and Junior competitions in 2016.

Each weekend eighty-eight umpires were required to ensure that the BWHA Senior turf and grass competitions could proceed. The allocation of umpires is the job of the turf and grass umpire stewards. This year Judy Hartnett was the Grass Umpire Steward and the turf umpires were allocated by Kath Proctor. Both umpire stewards plan and allocate umpires based on information given by clubs. As in previous years the umpires were a mix of experienced, limited experience and novice umpires. Each year BWHA receives complaints about umpires, usually as a result of the umpire’s inexperience or umpiring at a level beyond their competency. As in previous years there were a number of cases of umpires failing to arrive for their allocation. There is no excuse. All clubs need to ensure their umpires are advised of their allocation.

BWHA provides technical staff to run all the turf games, with the help of club officials. Thank you to the paid staff and volunteers who assist with the running of the competition.

Lesley Bennett

Umpires & Technical Convenor

TURF UMPIRES’ STEWARD’S REPORT In 2016 a number of rules were changed that affected the allocation of turf umpires:

• Unlimited division numbers – resulting in the split of club teams across multiple venues; • Playing most division 1 games at 3.00pm or 4.30 – which meant Div 2 & 3 had the burden of most

very late or very early games, requiring self-umpiring; • Clubs were allowed to list up to 3 male badged umpires on their Senior Umpires Register, but only a

few clubs took advantage of this, which is not a problem as a women’s sport it is important we empower and train our own female members to meet the requirements of our sport.

• Only badged umpires would receive payment in 2016, with the pay rate for International and National umpires rising.

These changes and the annual movement of umpires bring new challenges every year. We lost a couple of our international umpires to retirement, a few other umpires chose to officiate at the Gold Coast only, but we welcomed Shannon from Tasmania and Annette back from retirement, and a number of regional umpires continued to officiate in our association on a regular basis and we thank Catherine, Debbie, Helen , Kerryl, Tara & Miranda for that.

Our core of talented umpires remains strong with Lynn, Bernie, Alyson, Lyn, Debbie, Lauren and Sonya working hard to ensure our Division 1 games are well umpired. BWHA continues to bring many young and promising umpires through the ranks and we thank them for their commitment – Lucy, Monique, Tamara, Lauren to name a few. Our umpires are very fortunate to have Jan Hadfield and Lyn Hill available to mentor and assist their development. All these umpires and coaches have assisted me this year, normally at short notice to fill gaps due to injury or illness – I can’t thank you enough for your generous support and help.

Some clubs do a great job to develop and promote umpiring from within their clubs, others see it as the last thing they have to worry about, but unfortunately they usually are the first to complain if their game umpire was not good. Karma is a strange thing – all clubs need to do their bit to ensure all games have quality umpires – the job of allocating umpires would be much simpler if many quality umpires were available.

Amy Ryan (RDO) has worked hard to organise mentoring and testing of umpires on many games during the year, we liaise closely to provide suitable allocations for this to occur. Thanks Amy for all your work in this area.

GRASS UMPIRES’ STEWARD’S REPORT

2016 was my fifth year as the BWHA grass umpire steward. My developing familiarity with club umpire co-ordinators and the regular senior grass umpires assisted me this role again this year.

Club umpire registers

All but 5 out of 16 clubs who fielded senior grass teams provided an umpire register that listed umpires rather than providing a list of players to ‘take their turn’ at my allocation discretion. Naming umpires is by far a better way of ensuring umpiring is of standard for the enjoyment of the umpires and players. The greatest number of umpire ‘no-shows’ came from clubs who provided lists of players who did not seem to know about their allocation. If umpire details relating to a availability e.g. injuries and preferences for any particular weeks should be updated during the season by email to the office so allocations can be made with the latest information.

Umpire allocations

Downey Park fixtures required the allocation of 38 umpires each week – 4 less than 2015 due to there being 2 less grass teams and the need for byes in DP3 and DP4.

In 2016 two clubs had their umpire allocations named as clubs rather than specific umpires. One of these clubs has an agreed process in place in relation to mentoring. The other failed to provide a valid umpire register for the year. Umpires named on club umpire registers need to know that they have been listed and be prepared to be named. The fewer the number of umpires named the more regularly they will be named to umpire.

As a default process I try to allocate umpires who play at DP an umpiring either directly before or after their game unless otherwise stated on the umpire register. If players would prefer a break between their game and umpiring allocations please include this information on 2017 register as well as whether umpires have a preference to umpire before or after they play. I cannot guarantee to make this happen all the time but I can try.

Umpire development

The average number of umpires listed on the umpire registers per club was 3.3. Umpire development appears to remain a challenge at club level. Many clubs use the same umpires from week to week which provides consistency but limited development of new umpires.

BWHA encourages umpire mentoring yet there was not a huge increase in umpires being mentored this year. I encourage clubs to consider expanding their mentoring and umpire development plans for 2016 and beyond. With club support DP senior grass games can be an appropriate learning environment for young umpires.

The allocation of umpires to the grass finals is done by members of the umpiring and technical committee as a way of recognising the ability and development of DP umpires during the year. Some umpires approached this year were again pleased to be recognised in this way.

Recommendations remain the same as 2015:

• That clubs continue to provide information about umpires through the umpire register and to me in person at the games or by email to assist me to allocate suitable umpires to suitable games each week.

18 2016 BWHA Annual Report

• That clubs consider expanding their umpire mentoring plans to get more umpires competent to officiate on grass games and other competitions.

COMPETITIONS: RECORDING & REPORTING (MATCH SECRETARY REPORT)

Thanks to grass and turf teams for mostly complying with the rules this year and making the role of match secretary reasonably easy.

Most clubs would be aware that we have a number of rules and processes that do make for hard work for club volunteers. We established an administration working party this year to try and simplify some of the processes. Hopefully, by making a few small changes to our processes, in future seasons we can lighten the loads of our volunteers and office staff. Having our rules easily managed and applied ensures a fair and safe competition for all.

In recent years BHA has searched historic match secretary records to determine the number of Division 1 games played by each player in the competition. A '300+ Club' was then established to recognise those players who played at the high Division 1 level for an extended period. BWHA thought it would be nice to do the same for our players. Initially the records back to 1993 were available and only one member of the BWHA 300+ Club was recognised. Kathryn Flood was presented with her award early in the season to recognise her 321 games in Division 1.

The Archives Committee were also able to find the match secretary records dating back to 1978. A search of these records revealed another three members of the 300+ Club - Kathy Proctor (Duggan) (333 games), Teresa Kuss (Gilford) (320 games) and Kelly Free (Thomas) (301 games). Nikki Taylor was inducted into the 350+ Club with a record 372 games in Division 1.

Playing more than 300 games in our Division 1 competition is a significant achievement and means that these players have played at the highest level for more than 15 years. These ladies are to be congratulated for their achievements and recognised for the high calibre players they are and the strength and commitment they bring to our competition.

Records will be kept in the future to recognise subsequent players who make this number of games. Congratulations to these ladies on a tremendous playing career. It's also worth noting that every one of these players is still involved in the BWHA competition whether it be playing, administration or coaching so it's a credit to our competition and our sport that we can hold high level players for so long.

DEVELOPMENT PORTFOLIO REPORT

MEMBER DEVELOPMENT OFFICER (MDM) Looking back through 2016 it has been an exciting year for Hockey in Brisbane. We have shared in so many exciting hockey moments with so many people.

I am proud to announce that once again over 1500 members registered to participate in some form of development program or event this year in addition to playing Hockey. Highlights of the year for me would definitely be the U7 & U9 QAS training sessions, The “Master Classes” for 35+ players and the “Ekka Day Hockeyroo” skills clinics. It is an honour to be a part of the BWHA Development team as we strive to provide

19 2016 BWHA Annual Report

a diverse variety and high quality programs to all of our valued members. I am pleased to announce we will finish off the year with the return of the 1&9 Coaching clinics to Brisbane, presented by Mark Knowles, Jodie Kenny, Jake Whetton and Madonna Blyth. In 2017 we will welcome the Toni Cronk Goal Keeping Academy to Brisbane.

It is exciting to know that there has been an increased number of clubs that have accepted our offer to support their development at a local level, it is fantastic to see this opportunity growing in the BWHA community, and we welcome discussions of how we can support your club/team/coaches in 2017.

A record number of coaches participated in Level 1 Coaching Accreditation programs. It would be great to get more club coaches involved in the Development, Selection and Representative programs that BWHA run through the junior age groups each year.

BWHA have had a very successful year in 2016 with Rep teams at all age groups competing for the highest honours in their age division. U11/1 placed 2nd, U13/1 placed 2nd, U15/1 placed 2nd & U15/2 placed 3rd, U18/1 placed 1st and also Super League placed 1st. It is very exciting to have teams continually placed in the top 3 teams in the state. Congratulations to all of our team officials who work tirelessly to compete at the highest levels each year. It is a constant measure of the depth of talent that we produce here in QLD and particularly Brisbane from local Club junior levels to QAS. The QLD Women have won 11 of the 16 National titles on offer this Olympiad (4 years) with NSW winning 3 and VIC 1, ranging from U15s to AHL. Full credit to everyone involved, even from the smallest role in this success across QLD.

There is so much to look forward to in 2017 and of course we will be in full swing trying to capture potential new players attracted by the Rio Olympics and build up to the 2018 Commonwealth Games.

The QLD Hockey Festival will replace the “Opens” tournament in 2017 and I eagerly look forward to seeing this tournament evolve into a competitive platform for 18+ aged players to continue to develop their skills and gain representative honours for their Association.

BWHA will coordinate the inclusion of hockey into the Corporate Games Tournament to be held at the new University of Queensland hockey facilities. We welcome all to register a team and join in the fun with your work mates.

Thanks to all for the positive support of BWHA on social media, all feedback received suggests that this is a positive platform to share information with our members.

Thanks to the amazing BWHA staff, The BWHA Board of Management, various club officials and volunteers that strive daily to provide the best hockey experience for everyone in Brisbane, it is an honour to be part of such a dedicated group.

Merry Christmas and all the best for 2017

FACILITY AND DEVELOPMENT PORTFOLIO REPORT FACILITIES REPORT

This year has been difficult personally and I cannot thank Noala Gordon enough as she is the person who has given us all perfect fields at Downey and Rasey Parks on which to play hockey. I have been missing in action

21 2016 BWHA Annual Report

and she has picked up the ball, strongly supported by John Robinson. They are an awesome pair. Thanks guys for covering my back and doing the work.

I am stepping down from BWHA management at the AGM this year having been responsible for facilities since 2010. In the intervening 6 years there have been many changes. The main change has been Noala Gordon stepping up as supervisor and the employment of John Robinson. Noala also does many, many hours of voluntary work every week to keep the fields trim and taut. Both have an extensive knowledge of sports turf which is a very specialist area. We joined the Sports Turf Association and attended workshops at which we met some real specialists. For instance the people who maintain the Gabba and Lang Park were amongst the lecturers.

We have bought one Toro zero turn mower with a 72 inch cutting pan which has reduced the time to cut a field from about two and a half hours to one. This means we can cut the fields more often which improves the grass and provides a better playing surface. Field 1 has irrigation and good grass so we bought a smaller Toro with catchers to remove the grass thereby making a faster playing surface, currently field one takes about three hours to cut, then there is the problem of where to dump the grass. Then fields 10, 11 and 12 were irrigated. John’s skill came into play as there were initially problems with the sprinklers. Because the three fields were irrigated they needed to be mowed more often as the grass grew with the water. This is where the big mower became a huge asset to us.

To protect the investment in mowers we obtained a State Government grant to build a shed on the only piece of high ground on our lease, behind the clubhouse. After much haggling with Brisbane City Council regarding heritage listing the shed was built. It has been designed with a large door in the middle so goal boxes can be moved into the shed for repair and rebuilding. This enabled us to move one shipping container to Rasey Park for storage purposes and to put the other beside the shed for the two golf buggies. The shed has proved valuable as Noala and John can work under cover out of the rain and sun.

Now Rasey Park has been irrigated and field 13 levelled and irrigated these fields are now suitable for hockey. Rasey particularity becomes very dry and the grass cannot grow as the trees surrounding the fields soak up the moisture while field 13 was a roller coaster and dangerous. Again this all requires more mowing. The BCC has initiated a water harvesting program. To get the water to fields 2, 6, 7, 8, and 9 will be the next project.

I have enjoyed my time sitting on the mower wherever I am directed. I have also enjoyed my time with Noala and John. Although I will no longer be responsible for our facilities I will be available to mow or whatever is needed. My thanks to John and Noala for all the work and their friendship over the last six years. Merry Christmas to everyone involved with BWHA.

TOURS, UNIFORMS & EQUIPMENT REPORT Tours – another good year with Southern Cross & Championships wins. We took out the following Championships: Super League, U18 Div 1 and Masters Div 1. With Southern Cross – we won U18 Div 1 & 2, U15 Div 1 & 2 and U13 Div 1 & 2. Congratulations to all Coaches, Managers & Players.

Thank you to all Selectors who volunteered this year – it is a very time consuming job and often thankless but all players have equal opportunity to be seen. All Brisbane teams represented us well to the best of their abilities and this experience will only assist them in the future. Thank you to all Coaches, Managers and Umpires for your time that you put into each team and in achieving the best possible results. Congratulations to all of the players who made Qld teams, who made Shadow and who were identified.

ARCHIVES REPORT

Attention! Attention! We, on the archives committee need some help with the Association Archives. Each year we receive photographs etc. from ex Association members which have to be recorded in albums. This is a rewarding endeavour for anyone who likes ancestry and to keep records and results up to date. Both Shirley and I are more than willing to give as much aid as possible to any incoming people willing to take on this task. The Brisbane Women’s Hockey Association has some colourful characters who were initially involved in setting up this Association and we would like this to be carried on.

Many of the records that need to be processed are currently being saved on electronic devices and hopefully these will be the permanent records.

If anyone can spare some time in the next few weeks your help would be appreciated with computer input etc.

Cataloguing is also needed to aid in the location of items we have on show in the Club House and this also is quite rewarding.

CANTEEN SUPERVISOR REPORT Once again I would like to offer many thanks to the junior staff in the canteen. They were a happy group and the newbies learnt very fast. Thank you to Abby for sharing the shift and filling in when I was unable to work. I don't think we were as busy as last year - I'm sure we still had a successful season.

The new additions of chip rolls and gravy were very popular with the customers.

Thank you again for giving me the chance to be involved with the Association.

44 2016 BWHA Annual Report

CHAIRPERSONS REPORT 2016 has been another very successful year for Junior Girls hockey in Brisbane. BWHA continues to provide a competition structure of the highest quality and the development opportunities for the players within BWHA is second to none.

Junior Committee Representatives 2016

Competition Structure

Turf: This year saw increasing numbers of teams competing each Friday and Saturday, from U7 Rookey to Junior Turf Division 1. The demand on access to fields means that many competitions, both on turf and grass, have an odd number of teams, with byes as a part of the draw. This allows for increased numbers of teams to be accommodated.

Junior Turf: BWHA continues our 3 x JT and 1 x 13T competitions, with grading looking to optimise the competition equality and development opportunities for players. The 13T comp graded 11 teams this year, again exposing more girls to turf hockey and using Rasey Park for field coverage allowing girls to continue their grass skills leading into State Championships for this age group.

Whilst there were variances in the scores, round 1 gave the opportunity for all teams to play each other. When the teams split for round 2, the smaller comps were then more competitive, seeing players finish their season more rounded and as more confident players.

The split in the 13T competition for round 2 resulted in 2 Grand Finals being played on turf – this was also a change with the Grand Finals played Saturday morning rather than the traditional Friday night. It was a successful morning with more girls enjoying a Grand Final on the turf.

Grass: Grass hockey is a hugely successful component for girls and women in Brisbane. Grass hockey allows players to establish confidence, basic skills, team spirit and a love of the game, that they can then take to whatever level they aspire. Development of grass players must not be underestimated for its value, for the good of our game and the future of our competitions. 2016 was another successful season, 1 day was rained out, however it was covered without resistance. Grand Final day was a day of Joint Premierships, with a record number, again showing the depth and consistency of the standard of hockey played.

45 2016 BWHA Annual Report

Junior Umpiring One of the most important ways to support the future of our game is to provide a strong and supportive Junior Umpire development program. Without umpires, we do not have hockey games and this year we have worked to provide young umpires with mentoring and assistance. This is not always easy, as sadly at times umpires are exposed to spectators that forget the importance of umpires to our sport, and also our codes of conduct. 2016 did see some intervention needed to protect and support umpires, but thankfully, these situations are very much a minority. BWHA and the Junior Committee will continue in our commitment to the development of young umpires, into 2017 and beyond.

We have seen many young umpires badged in 2016, a testament to these young kids. BWHA were also well represented at all State Championships with all umpires doing very well.

U11 Southern Cross Tournament The U11 Southern Cross Tournament held at Downey Park in 2016, is a wonderful spectacle of hockey for South East Queensland’s youngest representatives. The value of U11 representative opportunities is to give the girls a chance to play in an environment of high-level competition and to develop the Pride in representing your Association. BWHA proudly hosted the 2016 competition along with the U11 Coulter Shield (Boys U11 competition) supported by Brisbane Hockey Association and together we watched the success of skill developing in our young players and umpires.

These girls all aspire to play for their country, and the U11 Representative season, is the first step in this journey. Thank you to the many helpers who supported the Junior Committee in delivering a hugely successful day of hockey.

Junior Committee As a group of 4 volunteers, we met when able, before BWHA Council meetings. General day to day business, was managed very successfully, through email and phone communication. Each Saturday morning on a rotational basis, Junior and Management Committee, provided a presence at Downey Park, to ensure the environment of positivity, for players, umpires and supporters alike, to enjoy watching Junior Sport. The second year of Club Roster duty continues to be a successful way of managing the large grass competition that happens each Saturday. The clubs have an understanding of what it takes to run our Associations competition and they each offer volunteers to share the load. The introduction of the system has been very successful and in general, clubs are taking their responsibility very seriously. Thank you to the Junior Clubs of BWHA for their part this year.

In September, BWHA held a special Council meeting focussing on juniors. We would like to thank the clubs that participated in discussions that night. The feedback will be taken forward in planning discussions with BWHA Management to guide the competition for 2017.

The Junior Committee representatives shared a common goal of commitment to the continued growth of Junior Girls Hockey in Brisbane. In consultation with BWHA Management Committee, the Junior Committee endeavoured to provide quick, positive and appropriate decisions or guidance, to offer all players, teams and clubs, the best outcomes to concerns or requests. Our goal for the season was to promote the best opportunities and environment that we could, for Junior Girls hockey to be played within the BWHA competitions. On reflection, the BWHA Junior Committee has delivered on this goal and we commit to continue to work with BWHA Management, to see this maintained into the future.

Thank you to the BWHA Management Committee for the opportunity to work as a Junior Committee group, to focus on Junior Girls Hockey.
