HIGHLIGHTS 2017

The Simcoe County Library Co-operative had an interesting and productive year in 2017. The Co-operative entered the second year of the Simcoe County Libraries Immigrant Hub Project; the County Library and its members collaborated with the Local Immigration Partnership in the “It Starts” campaign, and the Click Connect Service was launched. Some of the year’s highlights are outlined below:

The Library Co-operative, in concert with member libraries, continued the two-year project to establish libraries as community hubs for immigrants to Simcoe County. The Simcoe County Libraries Immigrant Hub Project (see page 9) is increasing newcomers’ access to government and local information, providing multilingual resources for immigrants and their families and providing a welcoming environment where immigrants feel they belong.

The Co-operative, collaborated with the Local Immigration Partnership, in the “It Starts” campaign. This was a public awareness initiative to address racism and discrimination in Simcoe County. The campaign ran for the month of June and pledge forms were available, in both official languages, at all the public libraries in the County. The campaign invited participants to take a proactive step against racism and discrimination by signing the pledge and displaying the pledge card, either physically in their workplace or digitally on social media. Over eight thousand (8,000) pledge cards were distributed, and two hundred (200) photos were received by the Local Immigration Partnership staff.

The Click Connect Immigration Assistance Service, was officially launched in November 2017 at the Stayner Branch of the Clearview Public Library. Click Connect is a new service for immigrants living in Simcoe County. The Welcome Centre in Newmarket, in partnership with the Library Co-operative and public libraries in Simcoe County, is providing access to immediate settlement, accreditation, employment and language services through the use of video conferencing technology. Newcomers are able to access the service via a dedicated laptop computer located in their local library. The service is provided free to all newcomers. The service was rolled out in libraries, starting in December, and will be available across the County by early in 2018.

Susan Wall, Library Technician, retired from the Library Co-operative after twenty-nine (29) years of service.

Gayle Hall, Chief Librarian, was the recipient of the Community Champion Award at the fifth Annual Newcomer Recognition Awards in October 2017.

The Library Co-operative continues to fulfill its stated mandate to supplement and enhance the library services provided by its members to the residents of Simcoe County. As always, credit for its success is shared by a variety of groups and individuals. Special thanks go to Simcoe County Council and the Library Board for their continuing support, to the Chief Librarians’ Committee for their helpful advice, and to the staff of the County Library for their dedication and hard work.

COUNTY OF SIMCOE LIBRARY CO-OPERATIVE OVERVIEW

GOVERANCE The County of Simcoe Library Co-operative is a unique organization in the Province of Ontario. It is the only public library co-operative in the province and its statutory obligations are set forth in the Public Libraries Act. The Co-operative is funded and operated by County of Simcoe, although the Library also receives a modest annual operating grant from the Ontario Ministry of Culture.

MEMBERSHIP Membership in the Co-operative is restricted to public library boards in the County of Simcoe, with the exception of the separated cities of Barrie and Orillia. All municipalities in the County contribute to the support of the County Library Co-operative through the general County levy; therefore, all municipal public libraries in Simcoe County are eligible to use the services of the Co-operative. Currently, there are fourteen separate library boards comprising twenty-nine libraries and branches in Simcoe County. Participation in any program or service of the Co-operative is strictly voluntary.

SERVICES Block Rotations of Special Collections

The County Library selects, acquires and processes material to circulate in blocks to members of the Co-operative. At present, the County Library has thirteen (13) special collections for block rotation: large print books, DVDs, Blu-ray DVDs, read-alongs, music compact disks, books on compact disks, books on MP3, Playaway audio books, Playaway Bookpacks, Playaway Launchpads, Playaway Views, video games and multilingual material. These materials are assembled into two or three different sizes of blocks for each material type. Blocks are rotated between two and four times a year, depending on the requirements of individual libraries. The blocks are delivered to and retrieved from member libraries via the library van.

Electronic Online Databases

The County Library purchases annual subscriptions to a variety of commercial online databases that can be accessed via the Internet. Free access to these databases is provided to the library patrons of all member libraries. The databases cover a wide spectrum of subject areas from current events to history, and from science to literature. In 2017, the County Co-operative

had subscriptions to eighteen (18) different databases: Ancestry Library Edition, Automotive Repair Reference Centre, Canadian Reference Centre, Canadian Points of View Reference Centre, Computer Tutorials, Consumer Health Complete, Cypress Resume, Hobbies & Crafts, Reference Centre, Home Improvement Reference Centre, Literary Reference Centre, Mango Languages, Masterfile Premier, NoveList – 8, NoveList Plus, NoveList Select, Primary Search, Science Reference Centre, and Small Engine Repair Reference Centre. Electronic Books and Audio Books Electronic books and audio books are books that are in digital format and are accessed via the Internet. The County Co-operative contracts to Overdrive for its digital technology and services. The service permits all County residents, with a valid library card and an Internet connection, to download digital audio books and e-books to their computers, tablets, smart phones, MP3 players and e-readers for free. Remote patron authentication software ensures that anyone accessing the collection is a registered patron of a member library. The digital collection is accessed through the PULSE (Public Libraries Sharing E-Media) website at pulse.simcoe.ca. Reference and Local History Collections The County Library has a substantial reference and local history collection comprising over 1,500 items. Titles are available for limited loan to member libraries. Library Journals

The County Library subscribes to thirteen (13) different library journals. These journals provide professional advice in library specific fields such as collection development. These journals are routed to individual libraries based on members’ preferences. Large Print and Video Pools The County Library is responsible for the acquisition, processing, maintenance and rotation schedules for the Large Print and the Video Pools. The Pool collections are owned and funded by those members of the Co-operative who have decided to join the Pools. At present, there are five (5) libraries or branches that belong to the Large Print Pool and ten (10) that belong to the Video Pool. Consortium Purchasing The County Library purchases a variety of library supplies in bulk, such as DVD and CD cases, spine label protectors, pockets, etc. and sells them to member libraries at cost. The Co-operative also negotiates the bulk purchasing of computer software and software licenses, such as virus protection, on behalf of member libraries. Wireless Public Internet Access

In partnership with the Simcoe County Information Technology Department, the County Library provides free wireless Internet service in all member libraries and branches. This service allows library patrons to access high-speed Internet in their local libraries. Patrons and visitors can bring their own laptop computers or other wireless devices into the library and connect to the Internet. The wireless system requires users to login using their library barcode and password. Visitors may obtain a temporary barcode from the local library staff. Library Automation and Systems Administration For many years, the County Co-operative has taken the lead in supporting the automation of member libraries. The databases of eleven member libraries – Clearview, Coldwater, Collingwood, Essa, Midland, New Tecumseth, Penetanguishene, Ramara, Springwater, Tay and Wasaga Beach – as well as the County Co-operative database, reside on the two County Library servers located in the County Administration Centre. The servers are maintained by the County Information Technology Department. The Chief Librarian of the County Library administers the Symphony library software program, provides training to the staff of member libraries and troubleshoots any problems encountered with the software. A third server hosts the Web Reporter software. This software is used to retrieve statistical information from the library databases and create a variety of reports, charts and graphs on acquisitions, circulation patterns, patrons and collections. Cultural Places Pass Program The Cultural Places Pass is a partnership among all the libraries in Simcoe County (including Barrie and Orillia) and members of Sumac, Simcoe County’s Cultural Network. Library patrons and visitors to public libraries in Simcoe County are able to borrow single-day passes to nine different museums, archives, art galleries, historic sites and interpretive centres located in the County. With the online reservation system, patrons can search for available passes and reserve a pass for the cultural institution of their choice. The program is administered by the County Library and operates from the Victoria Day weekend through the Thanksgiving Day weekend. Training

The County Library provides training and training opportunities for the staff of member libraries. Topics include web-site development, cataloguing, electronic databases and e-media. County Library staff also provides training sessions on specific aspects of the library software program. STAFFING The Library Co-operative has a current staff of five people – the Chief Librarian and four library technicians. The Chief Librarian administers the library, supervises the staff, selects material for purchase, administers the automation system, and liaisons with staff from member libraries.

The Acquisition Technician orders and receives all material acquired by the Co-operative and performs a variety of clerical functions such as answering the phone, filing, and maintaining the records management system. The Cataloguing and Processing Technician processes all new material, labels the special collections and ensures that each item is correctly entered into the database.

The two Circulation Technicians schedule rotations, assemble and check block material into and out of the library, circulate reference material and pool items, repair large print books and audio/visual material, box material for rotation and operate the Library delivery van. In 2017, the Co-operative also employed a Project Coordinator for the Simcoe County Libraries Immigrant Hub Project. The position is a two-year contract and is focusing exclusively on the requirements of the project.

SIMCOE COUNTY LIBRARIES IMMIGRANT HUB PROJECT

The Simcoe County Library Co-operative applied for and received a two year grant from the Ministry of Tourism, Culture and Sport in 2016 to enhance the role of the public libraries in Simcoe County as community hubs for immigrants. The Simcoe County Libraries Immigrant Hub Project is focused on creating cultural, educational, social, and economic opportunities for immigrants across the County. The Co-operative is collaborating with member libraries and the Local Immigration Partnership in this project. The project is now in its second year.

The Chief Librarian submitted an Interim Report on the Project to the Ministry of Tourism, Culture and Sport in December 2016. The Report outlined the milestones that had been reached, the outcomes that had been achieved, and the activities that had taken place. It also included a financial report detailing expenditures to date. In January, the Chief Librarian participated in a conference call with Ministry representatives to discuss the Report. The Ministry requested clarification of a few metrics and budget expenditures. The Chief Librarian’s explanations were accepted, and the second year funding for the project was approved.

The Project Coordinator for the Immigrant Hub Project tendered her resignation at the end of 2016. The subsequent search for a replacement resulted in twenty-nine (29) applicants submitting their resumes. The Chief Librarian and the Human Relations Recruitment Consultant interviewed six of the potential candidates and selected Ruth Sawyer as the new Project Coordinator.

Ruth commenced work in February and initially focused on familiarizing herself with the project and its stakeholders, as well as identifying potential programs that could be developed for use in libraries. She received an update on the 2016 project status from Amanda Kelly, the previous Project Coordinator and attended the Local Immigration Partnership’s “Immigration 101” training session.

The Coordinator met with the Library Liaisons from each of the County’s local libraries to get their input on how the Immigrant Hub would continue to evolve. She also met with representatives from the YMCA Immigrant Settlement Services. The YMCA staff were very eager to support the project and offered to meet with library staff from member libraries to help them feel more competent in advising the immigrant population. They also offered to set up regular visits to interested libraries to provide settlement services and lead conversation circles. The Library Liaisons were regularly updated about project developments and culturally significant dates through postings on the project intranet. The Coordinator encouraged library staff to utilize this platform to share their ideas and stories with one another.

Ruth met with ESL students at the YMCA’s Immigrant Services to promote libraries; talk about what libraries mean to newcomers; and get suggestions for programming. She connected with a number of service providers to start building partnerships and encouraged them to deliver programs for immigrants through public libraries. In addition, she met with Local Immigration Partnership Project Coordinator, Tonya Nicholson, to discuss how employment-focused initiatives could be incorporated into the library project.

The Project Coordinator researched immigrant-focused programs that were being developed or had already been delivered by Canadian libraries and cultural groups. She compiled a list of potential programs that could be offered by Simcoe County libraries to newcomers in their communities. She also compiled a Multicultural Calendar and distributed it to the local libraries.

In June, Ruth worked on finalizing programming plans. She contacted Change the World, a youth action group, to make arrangements for the participants’ #ItStarts Pledge artwork to be showcased in County libraries. She worked with Contact in Alliston and libraries in South Simcoe to develop an art tour of the art pieces that Change the World had created. She also worked with the member libraries to encourage them to organize events to celebrate Canada’s Multiculturalism Day. Several libraries developed special diversity displays; two (2) held potlucks; four (4) exhibited diversity trees; one (1) posted daily messages to social media about their ongoing participation in the #It Starts campaign, and one (1) held a special craft activity.

The Project Coordinator met with the Coordinator of the Simcoe County Master Gardeners’ group and finalized plans to bring speakers into those libraries that expressed interest in hosting talks on gardening in Simcoe County. Many newcomers have gardening experience, but do not know what types of plants are suited to this area. There was a specific focus on addressing issues around food insecurity and gardening in a changing climate. These sessions were open to all library patrons, which helped to foster friendships between immigrants and established residents of Simcoe County. Several of the libraries hosted multicultural potlucks using ingredients that the patrons had grown.

One of the main focuses of the project in 2017 was marketing and promotion. In July, the Coordinator began to concentrate on finalizing promotional material and developing a marketing strategy. She worked with the Steering Committee and the County Communications Department to finalize the design of the new signage to promote the multilingual collection. She also developed a “Get to Know Your Library” brochure to inform immigrants of services that are available in County libraries. This document was translated and printed in twelve different languages and distributed across the County. Content was also developed to standardize immigrant-targeted information on the libraries’ websites. A graphic for the Multicultural Book Club tote bags was designed and approved and the tote bags were delivered in September.

The Project Coordinator attended Georgian College’s International Student Orientation Day on August 31 to promote library services to this segment of the student population. She distributed one hundred twenty-five (125) “Get to Know Your Library” brochures. She also delivered additional brochures and bookmarks to the International Student Centre for distribution to students.

In September, the Coordinator focused on conducting outreach with sponsorship groups and service providers. She met with four (4) separate Church sponsorship groups to discuss the challenges that they experienced in sponsoring refugee families. She solicited suggestions about how libraries can best support new immigrants. Each group faced unique challenges, but all highlighted the fact that their families would benefit from financial literacy training. All agreed that the best way to market to and connect with new immigrants is to develop strong ties to Settlement Service providers and Adult Learning Centres. This reinforced the project objective

of encouraging Library Liaisons to take on active outreach roles in order to ensure that new Canadians identify the library as a place to access information and engage with their new community.

The Coordinator also delivered a presentation to the Orillia COMPASS group, which is comprised of secondary school administrators and social workers. The presentation outlined the services that libraries provide to immigrants and subsequently, the Coordinator was contacted by some of the attendees who requested more information and brochures.

In November, the Project Coordinator reached out to the Immigrant Job Finding Club at Georgian College’s Employment Centre. This proved to be a very valuable connection. The Job Finding Club offered to deliver workshops to newcomers at library locations across the County, and arrangements were made with three (3) member libraries. Additionally, conversations began with the Local Immigration Partnership to organize community events in cooperation with select libraries in 2018.

The continued development of the multilingual collection remained a high priority in 2017. Building on the previous acquisitions, the collection was expanded to include an additional five languages, bringing the total to thirteen – Arabic, Chinese (Cantonese), Dutch, German, Hindi, Mandarin, Portuguese, Punjabi, Russian, Spanish, Tagalog, Urdu, Vietnamese. A variety of material types was purchased including books, DVDs, e-resources, educational tablets and magazines. Over 2,630 titles had been acquired by the end of the year. The material circulates to the libraries through exchanges or on interlibrary loan.

An important component of the project was staff and immigrant surveys. Staff surveys had been conducted in 2016 to assess the success of the initial Cultural Competency and Liaison training. A further round of surveys was scheduled to evaluate changes in staff perceptions. Post-project Cultural Competency surveys were drafted and a meeting was held with the County Research Analyst team to clarify objectives and to ensure that the questions were comparable with the surveys that had previously been administered to library staff. In October, the follow-up Cultural Competency surveys were administered to all library staff and the Multicultural Library Liaisons. The Co-operative received one hundred twenty-three (123) responses from staff and twenty-five (25) from the Liaisons. A statistical analysis of the surveys is being conducted by the County research analysts and the results will be available in mid-January, 2018.

The final two Cultural Competency training sessions were held on November 30 and December 4 at the County Administration Centre. These sessions were provided for library staff who had missed the original training in 2016. They included twenty-one (21) attendees from five (5) different library systems. The analysis of the surveys from this group will be available in mid-January, 2018.

The Simcoe County Libraries Immigrant Hub Project completed a very successful year in 2017. The Project accomplished the milestones that had been set out and remained on target and on budget. The Project will wrap up in the first quarter of 2018 with the Final Report due in June. The expectation is that the Project will achieve its ultimate goal of positioning the public libraries in the County as community hubs that are welcoming places for immigrants.
