Epsom and Ewell Talking NewspaperFor the Blind & Visually Impaired

The Epsom and Ewell Talking Newspaper (EETN) is a service for people who have difficulty reading text. It is not necessary to be registered as blind to receive the Newspaper. The Epsom and Ewell Talking Newspaper produces and distributes an audio recording each week on a Thursday consis�ng of three main sec�ons:

The News – taken from local newspapers

The Magazine – with a varied selec�on of ar�cles, recipes, poems and jokes, and

The Supplement – with ar�cles both of general interest and of special interest to the blind and par�ally sighted.

There is no charge for the newspaper if you are registered blind. For those with an impairment that makes reading difficult, please contact EETN to see if you’re eligible to receive it for free. Soon, you’ll be able to listen for free via the EETN website (see below).

Independent Living Advice and Supportwith two of our advisers, Ian and Dean

Independent living advisers (ILAs) Ian Southey and Dean Beverley are part of the frontline team at Surrey Independent Living Council helping people get their direct payments up and running.

Both men have a wealth of experience in offering support and advice, ensuring those assessed by social workers to be eligible for direct payments find the right care and have the choice and control they want.

Direct payments are a great op�on and are provided to people or their carers so they can buy their own support services. They offer flexibility by giving

money to people themselves in place of social care services.

Using the scheme might entail employing a personal assistant and our ILAs areable to advise and support in thatimportant process.

“Becoming an employer is a responsibility but it is also a great choice to have,” explained Dean. “Direct payments can change lives because it’s great to be able to organise when and how you have your care and using a carer who has been chosen by you and who is employed by you.”

Help to keep good financial records, finding liability insurance, even si�ng in on interviews between clients and prospec�ve personal assistants is just some of the wide range of help on offer from our ILAs.

Direct payments are also not only about personal care. They can be used to poten�ally buy respite care or to take part in ac�vi�es, fund transport or to buy equipment for the home, depending on the individual’s assessed needs.

“Direct payments are about choice and so we are here to help make that happen. The scheme allows people to live independently and be part of their community, whatever their circumstances, by giving them the skills and advice to lead life on their own terms,” said Ian.

Of course, no-one has to use the direct payments scheme. Care can s�ll be given directly from social services, if preferred.

DYSCOVER – A LIFE WORTH LIVING“It was like a light turning on,” says Barry Mcillroy (right), remembering his first visits to Dyscover. A�er a stroke at just 56, Barry felt that his world had finished. “But at Dyscover you’re encouraged and you think, ‘hang on, no it hasn’t’. You can do anything you like in life.”

As a result of his stroke Barry has aphasia, a difficulty in speaking, wri�ng, listening and reading. He is fortunate to have made great strides in his language recovery, and now, three years a�er his stroke, Barry has regained his confidence and zest for life. He has progressed to being a volunteer at Dyscover, helping other members to get the most out of life.

Dyscover is a specialist Surrey charity offering people with aphasia long term support and opportunity. Our unique and comprehensive programme of conversa�on groups, courses and extra ac�vi�es is led by Speech and Language Therapists and supported by trained volunteers.

Weekly sessions enable people with aphasia of all levels of severity to communicate to the best of their abili�es in a happy and s�mula�ng environment. Help and support are provided for carers and other family members who have to come to terms with the profound changes in their lives. Dyscover is based in Walton-on-the-Hill, with a satellite in New Malden. Our services are available to anyone who we feel could benefit and is able to reach these centres. Dyscover receives no statutory funding and could not operate without its network of volunteers or the people who help to raise the funds that make our work possible.

On Sunday 19th October 2014 the annual Surrey Heath Sports Awards were held at Camberley Theatre. R-U-Able2 were there as a fairly large group wai�ng with baited breath to see if we had won any awards.

Organised by Surrey Heath Borough Council, the awards honour people from all over the borough who have excelled in sports.

R-U-Able2 are delighted that we have been awarded with the Sports Club of the Year Award, presented by Councillor Bob Paton, the Mayor of Surrey Heath.

Banstead Mobility Centre is part of the Queen Elizabeth Founda�on for Disabled People (QEF) and was ini�ally a�ached to the Banstead Rehabilita�on Centre for young people with brain injury.

Part of rehabilita�on involves ge�ng people independently mobile again, some�mes with the aid of wheelchairs, scooters and cars. Driving simulators and other equipment enable the staff to undertake assessments for mental and physical dexterity and alertness. As more diagnos�c equipment became available, the site at Banstead became too small, so the Mobility part of the service moved to a larger site at Carshalton, where it remains to date.

The Mobility Centre at Carshalton covers a much larger area with offices, a wai�ng room/coffee

shop, a huge room housing a wide variety of manual and electric wheelchairs and

scooters for people to try. There is a large outside space for people to see and try lots of different car adapta�ons. Here, in a realis�c road se�ng with traffic lights, zebra crossings and different gradients

and surfaces, people are able to take advantage of the services of therapists,

vehicle adapta�on specialists and driving instructors. These experts work with the person

concerned to complete a very thorough assessment of the safest, most suitable mobility aid for them.

Over the years I have had driving assessments, advice on electric wheelchairs and have

recently been back to an ‘Open Fun Day’. On this occasion I was

par�cularly interested in their latest acquisi�on, which is a ‘mock up’ of an aircra� cabin. Apparently, if people have difficulty si�ng comfortably in a standard aircra�

seat, they are able to have an individual assessment and have a

personal seat made to fit into the aircra� seat.

SILC’s new Appren�ce Personal Assistant

Skills for Care have invited Personal Assistants across the country to access a small grant to allow them to take an appren�ceship. At a recent PA network Lisa Gill stepped forward and said she would like to take this opportunity to complete a Level 3 appren�ceship. Marianne Davis from Skills for Care said: “This is a great opportunity to support a PA’s development and we are delighted that Lisa and SILC are able to support us on this offer. We look forward to sharing Lisa’s progress”.

Supported Managed Accountswith two of our finance assistants, Dave and Sarah

People struggling to manage their direct payments can rely on the supportof Surrey Independent Living Council’s financial experts Dave Gosdenand Sarah Gordon.

The pair manage hundreds of direct payments for those who aren’t ableto do so themselves. This is done through SILC’s Supported ManagedAccounts (SMA).

Dave and Sarah set up accounts for direct payment invoices and expenses so they can be paid on behalf of clients. These cover services like employing personal assistants, paying for equipment or respite care.

For those who are not able to manage their payments, or for carers who are busy doing their vital job, this is a good choice.It provides an important safety net and is an expanding part of what SILC does to make direct payments work every day for people in Surrey.

“The vast majority of people who use direct payments organise their care and pay for it themselves, but there are people who need the choice and control this scheme offers and also need help to administer it - that’s where the SMA comes in,” explained Dave.

“It’s really about us taking the strain and ensuring care is organised and paid for, so that direct payments work for people but without them worrying if they are managing it the right way.”

Sarah added: “People o�en start by managing their direct payments but their circumstances may change over �me and we can offer this safety net whenever it becomes too much.

“Having the op�on of an SMA is vital to the success of direct payments for many people who need it.”

Tour of Britain – CamberleyHow excited we all were to be invited along to take part in the start of the Tour of Britain. We were partnered with ‘Wheels for All’ riding disability bikes at the start of the race in Camberley.

My sister Bethany and I, with a few of our other friends from R-U-Able2, were so excited to be taking part and to be included in this special day.Prior to the day we prac�sed in Woking at the track in Sheerwater, we picked out the bikes we wanted to ride on the day and we had so much fun trying out all the different bikes. I couldn’t make my mind up what bike to choose for the day because I enjoyed riding all of them.

Bethany liked riding the tandem with Natasha Hall, one of the R-U-Able2 buddies who had difficulty in controlling the bike which added to the fun and excitement of the day. While we were wai�ng to start the race we managed to meet Christopher Lawless from the Great Britain Cycle team, as well as mee�ng the Mayor of Surrey Heath who presented us with a cer�ficate for taking part in the Tour of Britain. This will be a day I will always remember, because it was great fun taking part and mee�ng everyone.

As we approach Christmas I wanted to end the year on a high note! Life is so difficult for Carers, and if you have been following this column, you will know I am the first to record various sta�s�cs constantly being published regarding our na�on’s, very high, “Carers popula�on”. However for Christmas I would love to share with you some extracts from le�ers SILC receives throughout the year with regard the very successful NHS ini�a�ve - the GP Carer Support Payment Programme (CSP). Each extract following is from a Carer who has received recogni�on from their GP Prac�ce, and from a ‘light touch’ Clinical Assessment, has received a CSP.

my amazement when the

Thank you so much for our GP Payment. My Dad and I are on benefits. My Dad loves gardens and we got a year ’s membership to Wisley Gardens. He enjoys the flowers and butterflies so much . We also shared some meals together — A MILLION thank you’s !!

Thank you so much for the GP Carers Support Payment it has helped so much. We can’t tell you ‘how much’. ‘B’ has Down’s Syndrome and we are blessed with a very active boy. He can cycle (very fast) on a two wheeled bike. The holiday willbe great.

I am so grateful to my GP. What I crave most is just some ‘space’ occasionally from the perpetual repetition of the same questions which sadly my sister cannot avoid - as well as some relief from the continual concern I have for her well-being. I will go on a Retreat for 8 days. Thank you.61

I am Carer to my 6 year old granddaughter who has Cerebral Palsy. I put the payment towards a wonderful holiday for us. Our first family holiday together. It was “just what the Doctor ordered”!I cannot thank you enough.

URGENT REMINDER ‘FLU JAB’If you are a carer of ANY age, you are included in the very important

vaccina�on programme to help prevent FLU. Please arrange an appointment with your Prac�ce Nurse for your vaccina�on at your earliest convenience.

GP appointments via SkypeA GP in Manchester has installed Skype to enable Pa�ent/Carers who find it difficult to leave their home (due to caring responsibili�es), to have a GP appointment via the internet. The GP advised that whilst it does not ‘replace’ face-to-face appointments, it has been well received, especially with his Parent/Carers and those caring for a family member with demen�a. He uses this type of consulta�on three �mes a week currently.

TailpieceFinally, this year (2014) has been an important year. It has seen the enactment of two important pieces of legisla�on which recognises Carers. The Care Act 2014 and the Children’s & Families Act 2014. It remains to be seen, how Agencies will respond to this NEW legisla�on, however, there are lots of opportuni�es to provide carers with greater recogni�on and the support and respite they so deserve.

Financial Monitoringwith one of our Financial Monitoring Advisers (FMA), Gillian

People request assistance with reconcilia�ons for a variety of reasons, and Gillian Tjia-McMurray helps them to complete the necessary paperwork, showing how their care has been used and paid for.

Those using the service need to keep good records like bank statements and receipts for purchases to show they have spent the money appropriately and kept to the budget. Gillian then helps make sense of it and ensures it all adds up.

“This a very fulfilling job that allows me to really help people get to grips with running their care even if some�mes I get given a bag of 200 taxi receipts to plough through!” explained Gillian.“People using direct payments are very conscious it’s not their money. They want to be careful with it and it makes a huge difference to their lives, so helping them is great.

Gillian helps people using direct payments to fund care totalling £94,000 a year right down to £200 that was used for one session of respite care – showing just how flexible direct payments can be.

“The best part is doing a job that I feel really helps people. I o�en go away from homes saying to myself ‘I made someone feel be�er today’. They can be worried about very small things related to their direct payment account that I can help with and that makes a difference.”

SILC’s successful Support with Confidence 5 day PA Training Course is in line with the Skills for Care 8 Common Induc�on Standards.

In March 2015 The Care Cer�ficate will be introduced – this replaces both the Na�onal Minimum Training Standards and the Common Induc�on Standards and it will comprise of 15 Standards.

In order to stay in line with the Care Cer�ficate and the 15 standards, the Support with Confidence Training Course will be increased to 6 days. These will be held in 2 x 3day blocks (Tuesday to Thursday).

Whilst Individual Employers are not bound by the same requirements as other employers in having to complete the Care Cer�ficate, it is good prac�ce to encourage Personal Assistants to a�end SILC’s training, which will give PAs with the knowledge to provide caring, compassionate and quality care.

Competency within their role can be assessed by the Individual Employer (with SILC’s assistance if required).

Personal Assistants Ma�er forum

Did you know that from April 2015 SILC is going to be introducing the ‘Good Boss’ logo onto PA Finder?This logo will be awarded to employers who a�end ‘Good Boss’ training, sign up to the employers’ Code of Conduct, and work in line with good HR prac�ce.Similar, to the ‘Support with Confidence’ logo - this logo will enable prospec�ve PAs to see at a glance, those Employers who have signed up to the Code of Conduct, and have made a commitment to good working prac�ces, and development of PAs.

Our first PA Get-together was held on13th November 18.00-20.30.This event was funded by Skills for Care

Over 20 people a�ended and were able to meet David Ashley from FISH insurance, who talked about Contracts of Employment and Marianne Davis from Skills for Care who talked about training and appren�ceships.

We will be holding Personal Assistants Ma�er forums quarterly.
