    5:21pm EST(Reuters) - Egyptian PresidentMohamed Mursi faced a rebellionfrom judges who accused him onSaturday of expanding his powersat their expense, deepening acrisis that has triggered violence

    in the street and exposed thecountry's deep divisions.The Judges ' Club, a body

    representing judges across Egypt,cal led for a s tr ike during ameeting interrupted with chantsdemanding the "downfall of theregime" - the rallying cry in theuprising that toppled HosniMubarak last year.Mursi's political opponents and

    supporters, representing the dividebe tween newly empoweredIslamists and their critics, calledfor r ival demonstrat ions onTuesday over a decree that hastriggered concern in the West.Issued late on Thursday, it marks

    an effort by Mursi to consolidatehis influence after he successfullysidelined Mubarak-era generals inAugust. The decree defends from

    judicial review decis ions taken byMursi until a new parliament iselected in a vote expected earlynext year.

    It also shields the Islamist-

    dominated assembly wri t ingEgypt's new constitution from araft of legal challenges that havet h r e a t e n e d t h e b o d y w i t hdissolution, and offers the samepro tec t ion to the I s l amis t -con t ro l l ed upper house o f pa r l i ament .Egypt's highest judicial authority,

    the Supreme Judicial Council,s a i d t h e d e c r e e w a s a n"unprecedented attack" on the

    independence of the judiciary.The Judges' Club, meeting inCairo, called on Mursi to rescindit.

    That demand was echoed byprominent opposition leaderMohamed ElBaradei. "There is noroom for dialogue when a dictatorimposes the most oppressive,abhorrent measures and then says'let us split the difference'," hesaid."I am waiting to see, I hope soon,a very strong statement of condemnation by the U.S., byEurope and by everybody whoreally cares about human dignity,"he said in an interview withReuters and the Associated Press.

    More than 300 people wereinjured on Friday as protestsagainst the decree turned violent.There were attacks on at leastthree offices belonging to theM u s l i m B r o t h e r h o o d , t h e

    movement that propelled Mursi topower.

    POLARISATIONLiberal, leftist and socialist

    parties called a big protest forTuesday to force Mursi to rowback on a move they say hasexposed the autocratic impulses of a man once jailed by Mubarak.In a sign of the polarization in the

    country, the Muslim Brotherhoodcalled its own protests that day tosupport the president's decree.Mursi also assigned himself new

    authority to sack the prosecutorgeneral , who was appointedduring the Mubarak era, andappoint a new one. The dismissedprosecutor general, Abdel MaguidMahmoud, was given a hero'swelcome at the Judges' Club.

    In open defiance of Mursi,Ahmed al-Zind, head of the club,introduced Mahmoud by his oldtitle.The Mursi administration has

    defended the decree on thegrounds that it aims to speed up ap r o t r a c t e d t r a n s i t i o n f r o mMubarak's rule to a new system of democratic government.

    Analysts say it reflects theBrotherhood's suspicion towardssections of a judiciary unreformedfrom Mubarak's days."I t aims to s idel ine Mursi 'senemies in the judiciary andultimately to impose and head off any legal chal lenges to the

    constitution," said Elijah Zarwan,a fellow with The European

    Council on Foreign Relations."We are in a situation now whereboth sides are escalating and itsgetting harder and harder to seehow either side can gracefullyclimb down."ADVISOR TO MURSI QUITSFollowing a day of violence in

    Cairo, Alexandria, Port Said andSuez, the smell of tear gas hungover the capital's Tahrir Square,the epicentre of the uprising that

    toppled Mubarak in 2011 and thestage for more protests on Friday.Youths clashed sporadically with

    police near the square, whereactivists camped out for a secondday on Saturday, setting upmakeshift barricades to keep outtraffic.

    Al-Masry Al-Youm, one of Egypt's most widely read dailies,hailed Friday's protest as "TheNovember 23 Intifada", invokingthe Arabic word for uprising.But the ultra-orthodox Salafi

    Islamist groups that have beenpushing for tighter application of I s l a m i c l a w i n t h e n e wconstitution have rallied behindMursi's decree.The Nour Party, one such group,

    stated its support for the Mursidecree. Al-Gama'a al-Islamiya,which carried arms against thestate in the 1990s, said it wouldsave the revolution from what it

    described as remnants of theMubarak regime.

    Samir Morkos, a Christ ianassistant to Mursi, had told thepresident he wanted to resign, saidYasser Ali, Mursi's spokesman.Speaking to the London-basedAsharq Al-Awsat newspaper,Morkos said: "I refuse to continuein the shadow of republicandec i s ions tha t obs t ruc t thedemocra t i c t r ans i t ion" .Mursi's decree has been criticized

    by Western states that earlier this

    week were full of praise for hisrole in mediating an end to theeight-day war between Israel andPalestinians."The decisions and declarationsannounced on November 22 raiseconcerns for many Egyptians andfor the international community,"State Department spokeswomanVictoria Nuland said.The European Union urged Mursi

    the Coptic Christians will bev u l n e r a b l e a n d o p e n t opersecution; and that civil rightswill be eroded. Economically,Egypt is a basket case and isgoing to need a helping hand fromthe IMF. The role that Morsiplayed in the ceasefire will havebeen noted positively both in theWhite House and the IMF butthat is not the note being read inTa h r i r S q u a r e . O n F r i d a yafternoon, surrounded by securitymen, President Morsi spoke to thecrowds. They were protestingagainst the sweeping powers hehad awarded himself, which hes a y s p r o t e c t t h e E g y p t i a nrevolution rather than undermineit Morsi has placed himself

    above judicial oversight until then e w, a n d m u c h d e l a y e d ,constitution is prepared. Thecrowds were sceptical. Protestersattacked the offices of MuslimBrotherhood in Alexandria andother towns on the Mediterraneancoast. With the sounds of warfarein Gaza stilled for now, Morsi hastime to devote to mending fencesat home. Rebuilding Egypt, acountry where entire civilisations

    The pr imary F isca l Cl i ff challenge is this: Democrats insiston raising taxes on the rich.Republicans, who are terrified of Grover Norquist and primarychallenges (and who generallyhate tax hikes) refuse to do votefor tax hikes.So the question is: How can you

    raise taxes and not actually votefor a tax hike? One possibility isto jus t wai t , and le t t axesautomatically rise for everyone,but then this would represent fullyhitting the Fiscal Cliff, and themiddle class gets dinged. Jonathan Weisman at The NewYork Times reports on one planthat's being considered: It would

    prevent the rich (defined, perhaps,as people making over $250,000)from taking advantage of thelower marginal tax rates on thelower parts of their income.Weisman explains:Under the existing tax code, the

    first $17,400 of adjusted grossincome for a couple filing jointlyis taxed at 10 percent. Above thatlevel, up to $70,700, income is

    taxed at 15 percent. Incomebetween $70,701 and $142,700 istaxed at 25 percent. Grossincomes up to $217,450 are taxedat 28 percent. The next bracket,33 percent, ends at $388,350 forcouples. The top bracket hitsadjusted gross incomes onlyabove $388,350.All taxpayers get the advantage

    of the lower tax rates below thetop threshold, whether they earn$40,000 or $40 million.If Republicans insist that the top

    35 percent rate cannot changewhile Congress tries to rewrite thetax code, negotiators could decideto technically keep all the Bush-era tax ra tes in p lace , bu teliminate the lower tax rates forrich households.On Twitter , Bloomberg View's

    Josh Barro (an expert on taxation)and Nate Silver explained onehuge problem with this idea. If theelimination of the lower tax rateskicked in at, say, $250K, thensomeone who makes $250K

    would have lower take home paythan someone who makes $249K(and gets to keep all the lowermarginal rates). It would alsomean a h igher tax on the250,000th dollar of earnings, thanthe 1 millionth. The beauty of thecurrent tax system is that nobodyever gets less take home pay bymaking more money.

    So if the tax code switches to justwhat's described above, then it's ahorrible idea.A solution to this is a "phase-in"

    schedule, so that someone making$250,000 doesn't automaticallylose all of the lower rates... justsome of them. But even still youhave a problem, as Josh explains ,where a taxpayer ' s h ighes tmarginal rate, in that certain phase-in band, jumps above the officialmarginal rate.

    In short, anyone who makes justover the cap considered "rich"could get uniquely screwed.So it sounds like a very janky

In the daysbefore the Nobel Peace Prizebecame a joke, it was expectedthat scientific progress would leadto moral progress. Nations wouldaccept international laws andeveryone would get together toreplace wars with internationalconferences.

    Instead technological progress just gave us bett er ways to killeach other. There have been fewi n n o v a t i o n s i n t h e m o r a ltechnology of global harmonysince Immanuel Kants PerpetualPeace laid out a plan to grantworld citizenship to all refugeesand outlaw all armies, invasionsand atrocities with the wholeshebang would be overseen by aLeague of Nations.That was in 1795 and Kants plan

    was at least more reasonable thananything we have two-hundredyears later today because it atleast set out to limit membershipin this body to free republics. If we had done that with the UnitedNations, it could conceivablyh a v e b e c o m e s o m e t h i n gr e s e m b l i n g a h u m a n eorganization. Instead its a placewhere the dictators of the worldstop by to give speeches about

    human rights for a show thatsfunnier than anything you could

    Since the League of Nationsfolded, the warring peoples of theworld have added the atom bomb,the suicide bomber, the jet plane,the remotely guided missile, therape squad, the IED, the childsoldier and the stealth fighter tot h e i r a r s e n a l s .     hate war for sentimental reasons,but their leaders and mostcommitted activists dont hatewar, they hate the people who winthe wars.The plan for perpetual peace is

    really a plan for perpetual war. Itnecessitates that the civilizednations who heed its call amassoverwhelming quanti t ies of firepower as deterrents againstwar, which they will pledge tonever use because if the threat of destroying the world isnt enough,

    their bluff will be called and theywill fold. And if they dont fold,then the world will be destroyed

    because the humanitarians saidthat peace was better than war.It also necessitates that the actual

    wars that they fight be as limitedas possible by applying precisiontechnology to kill only actualarmed enemy combatants whileminimizing collateral damage.And that humanitarian objectivealso necessitates that the others ide rep ly wi th a coun te r-objective of making it as hard aspossible to kill them without also

    killing civilians.The humanitarian impulse makes

    the anti-humanitarian impulseinevitable. The more precisely wetry to kill terrorists, the moreingeniously the terrorists blendinto the civilian population andemploy human shields. Every peace dove, everyp e a c e s o n g , e v e r y p e a c eagreement, made the rivers of blood that followed not onlyinevitable, but mandatory.

    For decades, every time thatIsrael was on the verge of finishing off the terrorists, therecame a call for a ceasefire or apeace agreement. The call washeeded and the violence continuedbecause all the peace agreementsand ceasefires were just prolongedunfinished wars. They were agame of baseball that never endedbecause no home run was ever

    scored. Instead the New York Yankees were being forced to

    play the Martyrs of Muslimtownfor thirty years with the umpirestepping in every t ime thehometown team was on the vergeof winning the game. Each peace

    agreement did not mean peace, itmeant that the MuslimtownMartyrs would have another fewyears to go on killing and beingkilled.Peace meant that the war would

    never end. Instead of perpetualpeace, it made for perpetual war.

    In 1992 Israel deported 400Hamas terrorists. It didnt killthem, lock them up or bake theminto a pie. All it did was kick them out of a country they didntrecognize and closed the doorbehind them. That deportationbecame the leading human rightscause of the day . The UN issued aunanimous resolution condemningthe deportation. The Red Crossbrought them blankets. Newsweek accused Israel of Deporting theHope for Peace.

    And so Israel took the 400Hamas terrorists, the hope forpeace, back. Over the next 20years they shed rivers of bloodand rivers of blood were shedbecause of them. There was neverany peace with them and theymade peace impossible.But the humanitarians had gotten

    their way, as they always got theirway, and their way was the blownup bus and the shattered cafeteria,the burning building and thesuicide bomber making his waythrough a crowded mall, thechilds mother lovingly tying on

    his martyr costume complete withAlfred Nobels great invention,

    the jet plane releasing its cargo of b o m b s a n d t h e t e l e v i s i o nscreaming for war. But all thesewere far better than that 400Hamas terrorists should sniffle

    round of fighting. This is theessential ideology of Hamas,derived from the core Islamicprinciples over the proper role of non-Muslims in the Muslimworld. It is not interested in a two-state solut ion, job creat ionp r o g r a m s o r a n y o f t h emeaningless shiny toys thatdiplomats wave when they arrivein the region. Its goal is to makeIslam supreme over all othersystems by destroying a non-Muslim state in what it considersto be Muslim territory.Perpetual peace was not made for

    such conflicts. Peace was madefor reasonable people who arewilling to give and take. It wasnot made for those who only take.Peacemaking is not a policy, it is

    a religion that we are all obligatedto believe in. It is an immoralmoral principle that ends in war.Peacemaking in the World War IIcost more lives than Hitler couldhave ever taken on his own.Peacemaking in the War onTerror has cost a hundred timesmore lives than the terroristscould have ever taken on theirown.The business of peace is the
