    his way to Beijing with Russiassupport for his six-point peaceplan for Syria. But online editorCamille Otrakji says the plan

    faces major hurdles both withinSyria and outside of it.During his three-day visit toMoscow, Annan discussed hisplan with President DmitryMedvedev and Russias foreignm i n i s t e r , S e r g e y L a v r o v .Medvedev and Lavrov backedAnnans roadmap for peace,which calls on both sides toannounce a ceasefire and to

    conduct inclusive political talks.Camille Otrakji, an editor for the

    Syria Comment online magazine,believes it is difficult to foreseethe outcome of Annans mission. There are too many players topredict, he told RT I dontthink there is any plan that canmeet the needs of all the people. Itcan meet the needs of the peoplein the center of the politicalspectrum.Otrakji believes those on the

    extremes, on the one hand thosein favor of making Assad

    president for life, and on the otherthose in favor of putting him ontrial, would not be satisfied withthe plan. However, most of the Syrianpeople have demands that areeasier to accommodate, he saidOtrakji pointed out that the

    o p p o s i t i o n was ex t r em elyf rac tu red . They vary from the Communists

    to the Islamists and everything inbetween, he said Most of the

    opposition leaders are still afraidto sign onto this plan becausetheyre afraid they will lose therespect of what they call thestreet, which is the extremists inthe opposition. But they wouldhave to be a bit more courageousa show up for the dialog process.Otrakji recalled that there was

    already a precedent for thisroadmap. We have the Arab Leaguesinitiative, he said. And the

    Syrian government surprised theArab League by being veryaccommodating and motivated tohelp the plan work. It was afailure because Qatar and SaudiArabia did not want to continuebecause they expected the Syriangovernment to fail to respect it.He also said the report issued by

    the Arab League also failedQatars and Saudi Arabias

    expectations as it mostly blamedthe opposition for initiating the

    violence in Homs.Otrakji also noted that TurkishPrime Minister Recep TayyipErdogan may t ry to derai lAnnans mission . I think the real troublemaker isgoing to be Prime MinisterErdogan, he said He alreadyattacked Kofi Annan because hedid not consult everyone beforehe proceeded with his plan.

    He expressed his view thatErdogan had his own plan and

    that Annans success would meanthat the Turkish leader wouldhave no role to play in theconflict ." Im afraid he will do all he canto make it fail through his proxiesin Syria, which is mainly theMuslim Brotherhood, Otrakjistated.Daoud Khairallah, professor of

    international law at Georgetown

    University, noted that KofiAnnans plan was within the

    framework of international law. As a general principle ofinternational law, intervention inother countries affairs is notallowed and this is well stated inarticle two of the United Nationscharter, he told RT Mr KofiAnnan is in the right position.He said the only time the UN

    Security Council could call forintervention is if there was athreat to international peace andsecurity, not because of internal

Of more than 2 ,200passengers and crew the exactnumber, like much about Titanic,is still in dispute only 712 (or713) survived, largely for lack oflifeboats.On its centennial, the saga will be

    retold again, in a 3-D release ofthe 1997 blockbuster movie; aminiseries on ABC written byJulian Fellowes, creator ofDownton Abbey; and NationalGeographic Channel programsfeaturing Robert Ballard, the

    m a r i n e g e o g r a p h e r w h odiscovered the wreck in 1985, and

    Titanic director James Cameron.There will be dozens of new

    books as well as memorialservices, themed dinners, re-enactments and exhibits.     Many little stories make up agreat one. There's the gold

    wedding ring of Isador Straus,founder of Macy's, whose wife,Ida, turned down a spot in a

    lifeboat to stay, and die, with herhusband. There's a baton thatbelonged to bandleader WallaceHartley, whose musicians playedas the ship sank.The exhibits stress the classic

    elements that have allowedTitanic's legend to trump those ofbigger ships and disasters:Reputation. Titanic was theworld's largest ocean liner themost luxurious, famous andexpensive and widely believed

    to be, if never advertised as,unsinkable. Which is why thesea's oldest story ship sinks seemed sensational.Passengers. The names of somewho died are still familiar: JohnJ a c o b A s t o r , B e n j a m i nG u g g e n h e i m , W a s h i n g t o nRoebling II. Passengers includedsilent-film star Dorothy Gibson;Archibald Butt, the president's topmilitary adviser; and Margaret"Molly" Brown, wife of a miningmillionaire and henceforth knownas "unsinkable."Class. Astor, one of the nation'srichest men, was in the same boatas immigrants who had never hadindoor plumbing. Yet 53% of firstand second class surv ived ,compared with 22% of third class(or steerage).Heroes and villains. Those whowent down with the ship includedits captain, architect and chief

    o f f icers ; i t s musicians; i t sengineers, who kept the lights on

    until the end. Then there was J.Bruce Ismay, head ofWhite StarLine. He was responsible for

    Titanic having so few lifeboats,yet he escaped in one. H u b r i s . I n a n a g e o f technological advances, Titanicrepresented humankind's inabilityto control technology and itso v e r c o n f i d e n c e i n , a n doverreliance on, machines. Peoplehave seen parallels ever since.Drama. The ship took more than2 hours to sink, allowingindividual stories to play out in aconfined, defined setting.

    Bu t t h e T i t an i c M u seu mAttraction does more than tell thestory.On one level, it addresses the

    human loss and suffering. Co-owner Mary Kellogg-Joslyn saysthat on April 15, while otherscelebrate Titanic, "we'll paytribute to the victims" at aceremony with spiritual music andthe lighting of an eternal flame.On another level, however, the

    attraction invites visitors toparticipate, and revel, in acatastrophe where 1,500 peopledrowned or were crushed orfrozen to death.Visitors, called "passengers," are

    handed a "boarding pass" bearingthe name and brief biography of aTitanic passenger or crewmember.They learn whether they "survive"only at the end of the tour, whenthey enter a darkened MemorialRoom with the names of those

    aboard Titanic on the wall. Enroute, death and disaster areplayed for a mixture of laughs,sobs and thrills, like a hauntedhayride on Halloween.

    On the bridge, visitors who takethe wheel and invariably fail tomiss the iceberg are jocularlyadmonished by a guide dressed asa ship's officer for not turning fastenough. They shrug and smile.If it seems like a game, it is. In

    another gallery, children (andsome adults) try to steer awayfrom the iceberg on a videoscreen. The record so far: 34,000hits, 1,700 misses. Mike Davis, a visitor fromMansfield, Ga., was unconcernedthat his 1912 counterpart did notsurvive: "You don't want it to beso dismal that you can't enjoyyourself. This place doesn't leaveyou down in the dumps."A fascination renewedAt 100, Titanic is close enough toseem real and sufficiently remoteto be entertaining.

    For four decades after thesinking, interest in the story

    faded. One reason could be thatthere were too many relatives andsurvivors for whom the memorywas too painful.About two dozen survivors were

    still alive on the 75th anniversary.But the last, Millvina Dean, diedin 2009 at 97. Lillian Asplund, thelast who had any memory of thenight, died in 2006 at 99.To visit the Titanic Museum

    Attraction now is to see how anytrauma, eventually, becomes just a

    story.In this, Titanic is in a very

    different place from a disaster towhich it has often been compared,and that has only recently begun

    its own slow journey into history.Melancholy remindersAmong the least prophetic of the

    countless words about Titanicwere uttered aboard Life Boat 13around 2:20 a.m., as the liner sankbeneath the Atlantic. "That's thelast of her," a survivor said.But Titanic never disappeared

    from the world's imagination, noteven during a disaster that echoedand eclipsed it.On the morning of Sept. 11,

    2001, Titanic's famous credo wasin the thoughts of at least oneoccupant of the south tower of theWorld Trade Center. A witnessl a t e r i n t e rv i ewed b y USATODAY said a man told twowomen who were pushing aheadto get on elevators, "This isn't theTitanic, ladies. It's not women andchildren first."There were other connections.

    Some fleeing the Trade Center

    went east down cobblestoned JaneStreet, passing the dilapidatedRiverview Hotel, where Titanicsurvivors were housed after theyarrived in New York.Many of the 9/11 refugees wound

    up at the South Street Seaport,where a small lighthouse, coveredwith a film of gray ash, stoodwitness to the catastrophe.This was the Titanic Memorial,

    built largely through the efforts ofMolly Brown. "The world has a

    short memory for the thingswhich thrill and shock it mostdeeply, and it is well for us to stopand stand and look," a ministersaid at the dedication in 1913. To

    remember Titanic, he said, was"to refresh our soul in thepresence and inspiration ofheroism."In the days after the attacks, therewere other reminders of 1912.New Yorkers gazed at signs withthe names of the missing, just asthey had stood outside White StarLine off ices to check thepassenger l i s t .Pier 54 on Manhattan's West

    Side, where the liner Carpathiadocked with Titanic's survivors,became the site of the FamilyAssistance Center, where relativeswent to obtain death certificatesfor missing loved ones.Will Titanic's 100th anniversary

    affect our understanding of 9/11,or vice versa?The meaning of Titanic's story

    always has depended on the timewhen it was told, says StevenBiel, author of Down With the

    Old Canoe, a cultural history ofTitanic.At the time, the sinking was

    widely said to have shown theheroism and chivalry of men infirst class, who put women andchildren first and kept third-classmen from storming onto thelifeboats. It also seemed to setback the cause of women's rightsbecause of their preferentialtreatment.Walter Lord's 1955 book A Night

    to Remember appeared at theheight of the Cold War, a monthafter the Soviet Union tested a 1.6-megaton hydrogen bomb. ToLord, Titanic's sinking marked the

    end of a time of confidence andcertainty, and the beginning of anera of anxiety and doubt.In the 1980s, Ballard's discovery

    of the wreck 2 miles down onth e o cean f l o o r seem ed aquintessentially Reagan-eratriumph over supposed limits.Ballard was hailed as an explorerof a new frontier to replace theOld West.A decade later, James Cameron's

    movie featured a populist lovestory with a self-realizing feministheroine, Rose. The villains weremostly in first class, especiallyRose's diabolical fianc.In 2001, the 9/11 attacks struck

    many of Titanic's deepest themes:the shock of the unthinkable,heroism amid disaster, technologyrun amok.Each was a hybrid. Titanic was

    an accident invited by humanmalfeasance (steaming too fast in

    an ice field without enoughlifeboats). Sept. 11 was an attackexacerbated by the unanticipated even Osama bin Laden didn'texpect the twin towers to collapse.

    In each case, a supposedlyindestructible man-made structurefailed an unexpected test; peopleof many nations and all classesdied together; many of theirremains were never identified orreclaimed; the exact death toll waslong in dispute; and each event

    was the subject of protractedoff icial invest igat ions andinformal controvers ies .Both disasters seemed to mark

    the sudden end of something a

    s e n s e o f c o m p l a c e n c y ,c o n f i d e n c e , i n n o c e n c e ,i n v u l n e r a b i l i t y .The tragedies of 1912 and 2001

    "touch people in the same way,"Kellogg-Joslyn says. "They bothwoke people up to what wasgoing on," adds Edward Kamuda,president of the Titanic HistoricalSociety.The centennial raises the questionof whether Titanic's meaning willbe changed by 9/11, or somethingelse. Figuratively, at any rate,Titanic remains afloat."Some people say that with the100th anniversary, the ship is nowgoing to fade away," says CharlesHaas, president of the TitanicInternational Society.     At the beginning of thosearguments Monday morning,

    justices on the court's liberal andconservat ive wings seemeddoubtful that the law, known asthe Anti-Injunction Act, wouldserve as a roadblock to decidingthe constitutionality of one of theObama administration's signatureaccomplishments. That lawgenerally requires people to pay atax before they challenge it incourt.The arguments had little to do

    with the core constitutionalquestion - whether Congress can

    force people to buy healthinsurance - that has made thehealth care challenge one of the

    most-watched high court cases ina generation. Instead, the justicesfocused on a little-known tax lawand pointedly questioned whetherit would bar challenges such asthis one, or whether the healthlaw's penalty for not buyinginsurance should be considered atax at all.Justice Sonia Sotomayor said that

    she counted at least four cases inwhich the high court had allowedchallenges to go forward in spite

    of the law. Chief Justice JohnRoberts asked whether findingthat they couldn't hear the healthcare challenge would requireoverturning at least one of thoseolder cases.     called taxes by lawmakers, or thatclearly functioned as taxes. Thehealth care law, Breyer said,"doesn't use the word 'tax' once.""They called it a penalty and not atax for a reason," Breyer lateradded, referring to Congress'intent to avoid the Anti-InjunctionAct.Long replied that the penalties fornot buying insurance are assessedby the IRS, and that they changebased on a person's income - all

    features of taxes.The justices seemed inclined,

    however, to consider that the Anti-Injunction Act might indeed be"jurisdictional," as the Obamaadministration contends. Decidingotherwise could open the doors toother lawsuits in which taxes arechallenged even before they arepaid.

    Even if i t 's jurisdictional,however, the justices appeared toagree with arguments by SolicitorGeneral Donald Verrilli that forpurposes of the Anti-InjunctionAct, the penalty is not a tax. Thatprompted a challenge from JusticeSamuel Alito, who quipped thatthe government would argue onTuesday that the penalty is,indeed, a tax and therefore withinthe powers of Congress to enact. Paul Clement, a former U.S.solicitor general representing the26 states challenging the 2010

    law, has said the Anti-InjunctionAct should be set aside because

    the main challenge focuses on themandate to get insurance, not thepenalty paid by those who don't.

    was even more pronounced whenrespondents were asked theirimpressions of how the war wasgoing. The poll found that 68

    percent thought the fighting wasgoing somewhat badly or verybadly, compared with 42 percentwho had those impressions inNovember.The latest poll was conducted by

    telephone from March 21 to 25with 986 adults nationwide. It hasa margin of sampling error of plusor minus three percentage points.The Times/CBS News poll was

    consistent with other surveys thismonth that showed a drop in

    support for the war . In a

    Washington Post/ABC News poll,60 percent of respondents said thewar in Afghanistan had not beenworth the fighting, while 57percent in a Pew Research Centerpoll said that the United Statesshould bring home Americantroops as soon as possible.     Negative impressions of the warhave grown among Republicansas well as Democrats, accordingto the Times/CBS News poll.Among Republicans, 60 percentsaid the war was going somewhator very badly, compared with 40percent in November. AmongDemocrats, 68 percent said thewar was going somewhat or verybadly, compared with 38 percentin November. But the poll foundthat Republicans were more likely

    governor of Massachusetts.The argument on Monday was asort of appetizer to Tuesdaysmain course, a 90-minute debateover whether the court has theauthority to hear the case yet,given an 1867 law, the Anti-In ju n c t io n Act , t h a t say staxpayers may not challenge taxesuntil they become due.The first penalties for violating

    insurance do not take effect until2014, and they must be paid onfederal tax returns in April 2015.This case presents issues of greatmoment, said Solicitor GeneralDonald B. Verrilli Jr., and theAnti-Injunction Act does not barthe courts consideration of thoseissues.The justices appeared to agree,

    and they seemed ready to proceedto the main question. A decisionon the constitutionality of the

    health care law is thus likely by

    June, as the presidential campaignenters its final stages.It remains possible, though, that

    the Anti-Injunction Act will play

    a role in the case, if at least someof the justices are dissatisfied withthe available options during theirdeliberations and are looking for away to avoid a decision.The Anti-Injunction Act says thatno suit for the purpose ofrestraining the assessment orcollection of any tax shall bemaintained in any court by anyperson. In other words, peoplewho object to taxes must pay firstand litigate later.That is so, said Justice Stephen

    G. Breyer, because taxes are, forbetter or worse, the lifes blood ofgovernment.The United States Court of

    Appeals for the Fourth Circuit, inRichmond, Va., ruled last yearthat the 1867 law left courts fornow powerless to decide thehealth care laws constitutionality.The Obama administration had

    pressed this argument in trial

    courts but abandoned it on appeal,choosing instead to try to get a

    quick and clear decision from thecourts.The challengers to the law have

    always said the law poses noobstacle to immediate review.In asking the Supreme Court to

    hear the case last year, theadministration suggested that thejustices appoint an outside lawyerto argue that the law bars thechallenges. The justices askedRobert A. Long, a Washington

    lawyer in private practice, to doso, and he went first on Monday.I would not argue that this statuteis a perfect model of clarity, Mr.Long said. But he said law wasjurisdictional, meaning itforbids courts from hearing suitseven if, as here, neither sideobjected.Mr. Long was followed by Mr.

    Verrilli, the solicitor general,a r g u i n g f o r t h e O b a m aadministration, and Gregory G.

    Katsas, who represents the privateparties challenging the law.Mr. Verrilli, whose style of

    argument is sober and deliberate,will return on Tuesday, arguingagainst two more co lorfu llawyers: Paul D. Clement ,represen t ing the 26 s tateschallenging the law, and MichaelA. Carvin, representing theprivate challengers.Mr. Verrilli walked a fine line on

    Monday. He told the court that the

    administration wanted a prompt

    ruling on the health care law andthat the 1867 law should not standin the way. At the same time, heasked the justices not to damagethe federal governments ability torely on the 1867 law in othercases.There were other complications.

    Mr. Verrillis argument that thepenalty is not a tax for purposesof the 1867 law was in potentialtension with one he will make on

    Tuesday, that the mandate wasauthorized not only by Congressspower under the commerce clausebut also by its power to levytaxes.Today you are arguing that thepenalty is not a tax, JusticeSam u el A.     Mr. Verrilli said the nameCongress gave to the payment

    required for violating the mandatein the health care law calling ita penalty, not a tax matteredfor purposes of the 1867 law butwas irrelevant in connection withthe constitutional taxing power.The challengers to the law,

    represented by Mr. Katsas, agreedwith Mr. Verrilli that the courtmight decide the case on themerits now. Mr. Katsas said thepenalty for failing to obtain
