THE CHAMBERFor almost 78 years, the goal of the Liberal Chamber of Commerce has been to sus-

tain and improve economic and community vitality. With more than 400 members, the Chamber is comprised of individuals, retail and service businesses, corporations, and nonprofit groups that want to help achieve this goal.

Managed by a 22-member Board of Directors, the Liberal Chamber of Commerce works closely with its partners on issues important to our community. By working hand-in-hand with city government and other entities, the Chamber promotes and maintains a healthy business environment for new and existing businesses.

The Chamber’s staff includes executive director, Rozelle Webb; executive secretary, Joyce Keating; and receptionist, Christi Brown.

Welcome to Liberal, Kansas — the offi-cial home of Dorothy Gale from The Wizard of Oz — complete with a rep-

lica of Dorothy’s house, a Land of Oz Museum and a yearly event called Ozfest. Not only that,

we’re also very proud to be home to a thriv-ing business community, safe neighbor-hoods, superb educational opportunities, outstanding health care and a multitude of tourist attractions.

Located in Seward County near the banks of the Cimarron River, Liberal has a popula-tion of 22,000. The history of the commu-

nity dates back to 1541. In June of that year, Don Francisco Vasquez de Coronado and his

soldiers found their way to the area we now call Kansas. Very near the present site of

Liberal, the pioneers arrived searching for the fabled “Seven Cities of Gold.” In 1979, the city honored the sig-nificance of Coronado’s expedition by erecting an 8-foot bronze statue of his likeness, which now points the way to the museum.

In the late 1800s, water in the southwest Kansas plains was scarce. Wells were dug by hand, and water, a precious commodity, was often sold in sparing amounts. There was, however, one rancher who

made an exception to this rule.S.S. Rogers, whose ranch

was located on a well-traveled route

between the

eastern states and the Southwest, gave water freely to famished travelers and their animals. Those travelers often responded to his generous treatment with a comment such as “that’s mighty liberal of you.”

By 1885, Rogers had opened a general store and the government had established a post office at his sod house. Thus, the city of Liberal was born. It immediately became a shipping point for cattle, and in 1888, the plat for the present town site was opened. Within a year, the population had grown to 800. The agriculture that formed the basis for that early development still plays a vital role in our pres-ent economy.

Not long after, the railroad headed west and created a depot in Liberal, bringing commerce to the area that still exists today. And during World War II, a U.S. Army Air Corps training base was built to train B-24 pilots. Planes would stop and refuel in Liberal on their journeys between the Pacific and Atlantic campaigns.

In 1920, oil and natural gas were discovered in the Hugoton gas field, located primarily in south-west Kansas and parts of Oklahoma and the Texas panhandle. The Hugoton field is one of the largest gas fields in the world. In 1921, the first oil was discovered southwest of Liberal. This makes Liberal and the surrounding area very important to both major and independent oil and gas producers. In addition to the major industries of agribusiness and oil, Liberal now enjoys a diversified economy with a retail sector that draws visitors from a radius of 100 miles.

Liberal is a warm and friendly community, sure to make a lasting impression on all who live or visit here. The city offers exceptional opportunities for work, recreation and leisure activities. We are also an ethnically diverse community with the distinctive flavors of Latin America, Southeast Asia and India.

LOCATION

Liberal is nestled in the heart of the Great Plains. We experience a temperate cli-mate with an average temperature of

55 degrees. Average annual rainfall measures about 20 inches, while annual snowfall aver-ages 8 inches. The elevation of the area is 2,842 feet above sea level.

Liberal’s prime location has given it the name of the “Crossroads of Commerce.” With a trade area covering the corners of five states — Oklahoma, Texas, Colorado, New Mexico and Kansas — the city is positioned at the crossroads of U.S. Highways 54 and 83. U.S. Highway 54 is a major east/west thoroughfare stretching from Chicago to El Paso. U.S. Highway 83 is the longest continu-ous north/south highway in the United States. It begins in Canada and continues through Mexico, making it the only true NAFTA (North American Free Trade Agreement) trade route.

Over the past 10 years, a four-state coali-tion has been lobbying to upgrade Highway 54 into a four-lane corridor from Wichita to El Paso. Through the efforts of this group, a bill was passed making 54 a multi-state “high

priority corridor.” It is hoped that this status will bring more funding to the initiative and allow 54 to become a four-lane highway.

Rail service to the area is provided by Southern Pacific Railroad. The Liberal Municipal Airport, located within the city limits of Liberal, serves commercial, freight and private aircraft traffic. It has lighted runways and offers private aircraft storage. The facility is served by Great Lakes Aviation and has several scheduled daily flights to and from Denver.

The trade area for Liberal reaches an estimated population of 80,000. Customers who travel to our city come from Guymon, Hooker, Beaver, Turpin, Tyrone, Forgan, Balko, Boise City, Goodwell and Keyes in Oklahoma; Hugoton, Plains, Elkhart, Satanta, Kismet, Moscow, Rolla, Sublette, Meade and Ulysses in Kansas; Springfield and Walsh in Colorado; and Booker and Perryton in Texas.

Liberal’s central location is within a one- or two-day drive of Kansas City, New Orleans, Minneapolis, Los Angeles, Chicago and Dallas.

The Liberal Chamber of Commerce, working side-by-side with the City Commission, city manager and Office

of Economic Development, strives to make Liberal a better place to live and work. Together, we are committed to working with both existing and future businesses to promote economic and community development.

Liberal continues to experience dynamic growth in business and indus-try. The city’s location at the crossroads of U.S. 54 and U.S. 83 makes us a prime spot for new growth because of the link it creates between Mexico and Canada.

Agribusiness — including wheat, corn, sorghum, soybeans, alfalfa, cotton, sunflow-ers, cattle feeding and processing — is the base of our economy.

Liberal’s farmers are pioneers in the use of deep irrigation wells in grain farming. Currently, Seward County has 476 irriga-tion wells in operation, providing essential moisture to 92,760 acres. The success of wheat and milo farming exceeds expectations because most of the county lies above 287 feet of water-bearing gravel that moves in from the west and north. These wells average above 1,800 gallons per minute each, ensuring steady income to the farmers and stabilizing agriculture in the county.

National Beef is Liberal’s single-larg-est employer, with 3,500 employees. Many related industries support this business. There

are four large commercial feed yards in the area, finishing out thousands of cattle each year. Less than 40 miles away is an immense swine-processing plant that relies on 65 hog-finishing farms in that area.

Other agricultural industries, such as dairies, are moving into the area to take advantage of Liberal’s abundant supply of grain and water. The county’s agribusiness saw a 75 percent growth increase between 1991 and 2001.

In addition to agribusiness, the oil and gas industry makes up the backbone of the econ-omy in the Liberal area. Several petroleum company offices are located in Liberal, as

well as a multitude of petroleum-related ser-vice companies. Many area businesses market extensively throughout the surrounding five-state area, both nationally and internationally.

Since 1963, National Helium Inc. has been operating in Liberal. National Helium Inc. is the world’s largest helium-extrac-tion plant. UtiliCorp United constructed a $16 million generating plant adjacent to National Helium to serve the helium-extrac-tion plant. The helium plant can process about 1 billion cubic feet of natural gas daily. Another company called Gardner Cryogenics was founded to provide refurbishing of the helium tanks used to transport the liquefied helium.

Among the newcomers to our industrial base is Somerset Industries/Springhouse Frozen Foods. This company will create 50 new jobs in the community. They provide food service to U.S. prisons and cor-rectional facilities.

Plains Cotton Cooperative, also a recent addition, is a cotton warehouse, which has more than 300,000 square feet of space. The niche for this business was created by the increased production of cotton in south-west Kansas.

Wilkins Trailer Manufacturing is Liberal’s newest manufacturer. They have 30–40 employees who build tractor trailers. A new ethanol plant is currently being constructed eight miles east of Liberal by Conestoga Energy, LLC. They will need around 50 employees when they are ready for produc-tion in late 2007.

All of this business growth requires an outstanding transportation system. National Carriers has over 170 employees ensuring that the cattle get to the processing plant; that the meat gets delivered to markets across the United States, Canada and Mexico; and that other products are returned for use in this area. There are also several more truck-ing companies located here, serving busi-ness and industry with the goods they sell and purchase.

Work ForceThe available labor force in Liberal has

the benefit of being diverse. Because of our heavy agricultural and petroleum ties, there is an abundance of unskilled and semi-skilled general labor. But there is also a significant number of skilled workers with a variety of educational and technical backgrounds.

Education and TrainingVocational training is essential to the devel-

opment and maintenance of a strong economy. Both Seward County Community College and Southwest Kansas Technical School provide Liberal with a work force tailored to business and industry demands.

Incentive ProgramsSeveral business incentive programs are

currently in place, with others in the planning stages. These incentives include an Interest Write-Down Program, Enterprise Zone tax incentives, tax abatement for qualified manu-facturing companies, full-service industrial parks, and various state and local incentives that can be tailored to meet the needs of indi-vidual businesses and industries.

Liberal offers a wide variety of hous-ing, from historic homes adjacent to the original downtown district to

luxurious, modern homes under construc-tion. Residential properties include lakeside estates; ranch-style homes from the ’50s, ’60s and ’70s; and bungalows. There are also numerous two-story, four-square homes built in the Craftsman style of the ’20s and several Sears & Roebuck homes scattered across the community.

Most of the new home development is located in the southern and northern sec-tions of town. In the south section, many of the homes are single-story homes that include basements and range in price from $80,000 to $120,000. In the northern sec-tion, there are many custom-designed homes that range from $100,000 to $600,000. Heavy renovation of existing homes is under way northeast of the city in the oldest section of town. The revitalization efforts here have been encouraged by help from the OTLR Inc. (a nonprofit housing organization), as well as by the city’s CHDO (Community Housing

Development Organization), with federal, state and local agents.

Another housing incentive in the com-munity comes from the Self-Help Housing Program. This incentive was designed for low-income families who wish to finance and build a new home. It is a USDA Rural Development program that is administered by the city of Liberal.

The Builders Incentive program also helps prospective homebuilders. Based on a sliding scale that correlates to the size of the home, the cash incentive ranges from $1,000 to $5,000. Funding for this program comes from the community’s 1 percent city sales tax.

If you’re looking for rental housing, there is an abundant supply. Located throughout the community you can find houses, apart-ments, condos, duplexes and manufactured homes. Rental rates range from small apart-ments starting around $350 per month to

lakefront homes priced at nearly $2,000 per month. The average rental rate for a three-bedroom home is about $600 per month.

For senior citizens, Liberal offers a retire-ment community and two skilled nursing facilities. Whether you’re totally indepen-dent and want the social interaction pro-vided in a group setting or need personal-ized, full-time care, there is a home waiting

for you.People in Liberal take

great pride in their neigh-borhoods and the com-munity. We have tree-lined

streets as well as new sidewalks and lighting made possible by the city sales tax. People enjoy seeing their money at work in their own neighborhoods.

Liberal is a very safe place to live. Even though the population is on the rise, the com-munity clings to its Midwestern values and attitudes about life. We know our neighbors and care about each other.

COMMERCE

Liberal is a major retail trade center of southwest Kansas and the Oklahoma panhandle. Over 350 retail shops and

services, restaurants, and entertainment facili-ties serve the 80,000 people in the trade area. Seward County has the fourth-largest “pull factor” of any of the counties in Kansas and continues to grow.

ShoppingYou can find anything that you want or need

in the city of Liberal. There are three major shopping areas in the city — the downtown shops and businesses, an indoor shopping mall, and a large outdoor shopping center. A recent revitalization project for the downtown area provided new sidewalks, flower boxes, shade trees and decorative street lighting. All

of these improvements greatly enhance the beauty of the central shopping area.

In 2000, the Wal-Mart Super Center was built, leaving its old facility available. Taking its place were businesses like West Lake ACE Hardware, Dunlap’s (department store), Hastings and Dollar General.

Service ProvidersBesides retail stores, Liberal has many

financial institutions and plenty of profes-sional service providers. Whether you’re look-ing for an architect, lawyer, doctor or accoun-tant, all can be found at convenient locations throughout the city.

Rounding out the commercial activity are the many business support services located here. Companies appreciate the local availability of travel agencies, printers,

building contractors and computer consul-tants. Together, these businesses create a thriving commercial hub for Liberal and all of southwest Kansas.

DiningWith plenty of eateries, Liberal offers an

unsurpassed variety of menus certain to sat-isfy everyone — from fine steak (Liberal’s own National Beef) to Oriental, Mexican and fast food. We have small cafés, family-style restau-rants and private clubs to suit any taste. More than 40 eating establishments are currently located in the Liberal area.

Southgate shopping center. This four-screen movie theater is not only popular among Liberal residents, but also among moviegoers from neighboring communities.

Concerts/TheaterThe Southwest Symphony Society meets weekly during

the school year and performs at various community events and concerts.

Live on Stage II brings five outstanding concerts to the com-munity each year.

Wizards of Harmony is a male barbershop singing group that provides entertainment at various events throughout the year.

The Rainbow Players is a community theater group. Players of all ages are welcome to participate in local drama and musical performances.

Both concerts and theatri-cal productions can also be seen at area schools and at Seward County Community College.

Sporting EventsIf you’re into sports,

Liberal hosts hundreds of local school and recreational events each year. From high school football games to Little League baseball, there’s something for everyone.

Liberal High School offers a wide range of sporting events to enjoy. The Redskins boast a four-time defending state-cham-pion football team, a 14-time defending state-champion men’s track team, and a 10-time defending state-champion women’s track team.

Sporting events for the SAINTS of Seward County Community College include men’s and women’s teams for basketball, tennis, baseball, volleyball and softball.

The city also has the coveted privilege of experiencing semi-pro baseball at its best. The Bee Jays baseball team is a member of the Jayhawk Conference, playing in the National Baseball Congress and sanctioned by the NCAA. The team plays home games at the recently renovated Brent Gould Field at Seward Community College, and admission is free.

Travel AccommodationsLiberal is home to 16 motels and one bed and breakfast, with a total of 805 rooms. Two of these motels have meeting facilities. The Seward County Event Center can accom-modate meetings, conventions, trade shows and exhibitions holding up to 2,000 people.

Southwest Medical Center (SWMC) operates as a not-for-profit acute-care hospital. The first patient received

medical service in August 1964. Southwest Medical Center is a business entity governed by a Board of Trustees (appointed by the Board of County Commissioners of Seward County) and an administration selected by the Board of Trustees.

Through the years, SWMC has become a regional medical center serving patients

from a five-state region of Kansas, Colorado, Oklahoma, Texas and New Mexico. As the hospital evolves in a changing industry, one of the goals is “Keeping Quality Healthcare Close to Home.” This means recruiting and retaining highly skilled physicians, utilizing state-of-the-art medical technology, and embracing compas-sionate patient care.

Southwest Medical Center has more than 400 employees who work with 30 physicians to offer a wide range of medical services. Facilities and services include an intensive care unit, a birthing center, surgical suites, an emergency department, a mental health unit, rehabilitation and therapy services, radiology services, and laboratory services.

This is a dynamic hospital with a medical staff that utilizes the most advanced equipment in the health care industry. SWMC exists for the sole purpose of serving residents of Liberal and surrounding communities in the region.

Many other medical facilities can also be found in Liberal. Southwest Guidance Center is an outpatient community health center. It is staffed by clinical psychologists, social workers, psychia-trists and clinical nurse specialists.

Veterans are welcome to stop by the Seward County Veteran’s Services office if they have medical needs. The facility is open from 9 a.m. to 12 p.m. daily and provides transportation to the VA hospital in Amarillo.

Hospice service in our community is provided by Liberal Home Health and Hospice.

The Seward County Health Department offers family-plan-ning services, prenatal programs, immunizations and child health screenings.

Numerous independent medical personnel in the community meet individual and family needs for other health services. These health providers include dentists, orthodontists, chiropractors, optometrists and physical therapists.

For senior adults, there are facilities for assisted living and adult day care. Often residents are able to live independently but enjoy being provided with meals and varying levels of assistance. For people who need 24-hour-a-day residential care, Liberal has two traditional skilled nursing facilities.

If you’re healthy and have an interest in preserving your health, you’ll find several health and fitness clubs in Liberal. At these facili-ties, you can participate in racquetball, martial arts, dance, weight lifting and exercise classes of all kinds. There are also more than 90 acres of parkland with playing fields throughout Liberal, as well as facilities for swimming, golf and other healthy activities.

Education is vitally important to Liberal residents. The city has a proud tradi-tion of education and provides a cut-

ting-edge school system for our community. Each facility, whether public or private, offers a multitude of learning opportunities to equip students with the skills they will need to meet the challenges of the 21st century.

Unified School District 480Liberal Unified School District (USD) 480

is committed to excellence in teaching and learning for all students. The city has invested $23.6 million in education in the past few years to either build new facilities or remodel existing buildings.

The public school system consists of a senior high school, two intermediate schools, two middle schools and seven ele-mentary schools. It also provides a speech clinician, special education and a full-time psychologist.

USD 480 educates more than 4,700 stu-dents in 12 schools. The student-to-teacher ratio is approximately 19-to-1, and the total

district employment is 759. The system includes 340 teachers, counselors, nurses and other certified personnel. It is fully accredited by the Kansas State Department of Education and the North Central Association of Colleges and Schools.

Southwest Kansas Technical School (SWKTS) offers 19 programs to high school and/or post-secondary students from our district and the surrounding area. These programs include drafting technology, air conditioning/refrigeration, auto mechanics, carpentry, communications technology, die-sel technology, microprocessor technology, auto business management, machine shop work, medical assistant, office occupations and welding technology. There are also other short-term classes offered throughout the year. SWKTS is involved with the local high school and area businesses to provide students with workplace opportunities.

Some special programs of USD 480 target specific learning needs. These include the Migrant Education program, special education and gifted-level programs for all grade levels. There is also an after-school program called H.U.G.S. (Help Us Grow Successfully). This after-school option is for students in grades 1–6 and provides enrichment activi-ties, fitness opportunities, food and nutri-tion instruction, and tutoring. LATER@SMS (South Middle School) and LATER@LHS (Liberal High School) are after-school tutor-ing programs for middle and high school stu-dents. The high school also hosts Open Gym nights twice a week.

Private EducationFor those parents who want their children

to learn in an atmosphere that blends spiri-tual development with academic scholarship, there are two private Christian schools in the area. Southwest Kansas Christian Academy and Fellowship Baptist School offer K–12 instruction with accelerated education programs.

Family Resource CenterThe Family Resource Center was cre-

ated to meet the literacy needs of USD 480 parents and teachers. The center’s goal is to serve district families in a variety of areas with the purpose of increasing family literacy and student scores through parental involvement.

Also available at the Family Resource Center is a Lending Library with items that have been selected to enhance the educational and skill development of children. Transportation and a Spanish interpreter are available.

Seward County Community CollegeSeward County Community College

(SCCC) was established in Liberal, Kansas, in 1967, with classes officially starting on September 2, 1969. Since beginning with 331 students, SCCC has grown to an enrollment of over 2,100 students today.

SCCC offers Associate in Science and Associate in Arts degrees. Both credit and non-credit courses are offered through the Business and Industry program, which contributes to the work force development of the citizens in southwest Kansas and the Oklahoma and Texas panhandles. Various community-educa-tion courses are offered each semester to meet the educational, cultural, leisure and recre-ational needs of the community.

SCCC participates in the Kansas Jayhawk Community College Athletic Conference with teams in men’s and women’s basketball and tennis, men’s baseball, and women’s volleyball and softball. A wide variety of student organi-zations are also available for student partici-

pation, and there is a full program of student activities and intramural activities.

Other exceptional educational opportuni-ties are available through the Colvin Learning Center, the SCCC Cosmetology School and Epworth Allied Health.

Colvin Learning Center offers opportuni-ties to learn English and to get a GED. The Epworth Allied Health Center is a four-year nursing and medical technology school.

Community LibraryLiberal’s Memorial Library serves the resi-

dents of the city and the surrounding com-munities, supplying more than 66,000 vol-umes of books, tapes, videos, newspapers, periodicals and other items. The library also offers computers and extensive CD-ROM resources. Some of the facility’s special collec-tions include genealogy research materials and Kansas historical documents.

Young visitors to the library have the opportunity to participate in story-time sessions for children ages 3–5 years old, after-school activities through-out the school year, and special programs for National Poetry Month, National Library Month and more.

During the summer, the library features the summer reading program for children, as well as visits from storytellers and occasional craft sessions.

EDUCATION

Memorial Library in Liberal has over 66,000 volumes for patrons to access.

Seward County Community College offers degree programs, credit courses and community education.

The city of Liberal has a progressive local government with a profes-sional administration operating under the commission-manager form. The Liberal City Commission is made up of five local residents elected

at-large from the community. The commissioners serve four-year or two-year terms based on the number of votes they receive in the election. The mayor and vice mayor are selected annually by the current commissioners.

Liberal is a full-service municipality that provides basic services including Administration, Airport, Building Inspection, Code Enforcement, Planning and Zoning, Community Development, Convention and Tourism, Economic Development, Fire Department, Human Resources, Parks and Recreation, Police Department, and Public Works.

In an effort to provide community improvements, the City Commission asked the electorate in 1994 for a 1 percent sales-tax increase. The referendum passed and was enacted for seven years. In 2001, the tax was passed again and will be in place for 10 more years. Funds derived from the 1 percent tax are split into five categories: streets, drainage and other capital improvements (50 percent); economic development (25 percent); crime prevention (10 percent); housing (10 percent); and city beautification (5 percent).

The Liberal Police Department has 39 sworn officers, including the chief of police, three captains, two lieutenants, five sergeants, four corporals, three detectives and 21 patrol officers. The department operates out of one station and possesses 20 pieces of motorized equipment.

The Liberal Fire Department includes 15 full-time employees, consisting of a fire chief, a deputy chief, a fire inspector, three captains and nine full-time firefighters. There are also 20 volunteer firefighters. Liberal’s fire department operates out of two stations that are manned 24 hours a day, 365 days a year. The department offers quality fire protection, emergency rescue, fire-preven-tion education, inspections and suppression operations.

A five-member commission governs Seward County. Voters elect the com-missioners to four-year terms of office. Departments under county government include Appraiser, County Administrator, County Attorney, County Clerk, Clerk of District Court, Emergency Medical Services and Elections Offices. The Seward County Sheriff’s Department employs 12 full-time patrol officers. A new jail and judicial center was built in 1998.

The county provides around-the-clock ambulance service manned by EMTs and paramedics. A private air ambulance is stationed at the airport and provides 24-hour service. Each flight has a nurse, a paramedic and two pilots on board.

Liberal and the surrounding area are filled with countless recreational and tourist activities. From fishing and golf to festivals and a pancake race, you will find something to do all

year round.

Tourist SitesDorothy’s House

The community got the idea for Dorothy’s House and the Land of Oz when community leaders were constantly asked, “How’s Dorothy?” when they mentioned they were from Kansas. Since no other Kansas community had adopted our famous daughter, Liberal gave Dorothy a permanent home.

In 1981, Oliver Brown, a Liberal resident, knew of a house that resembled Dorothy’s. Volunteers moved the house to the Coronado Museum grounds, where it was transformed into a replica of the house shown in the movie. Soon thereafter, Gov. John Carlin declared the house as the official home of Dorothy Gale. Later, Gov. Sebelius signed legislation making it official that Liberal, Kansas, is the “Home of Dorothy” and the “Gateway to the Land of Oz.” Highway 54 was soon thereafter aptly named “The Yellow Brick Road.”

Dorothy’s House has been carefully restored and furnished with period furnishings to reproduce the warmth of the farmhouse where Dorothy realized that “there’s no place like home.”

In the Land of Oz, visitors wander down the Yellow Brick Road through 5,000 square feet of animated entertainment — good and bad witches, the Munchkins, talking trees, and winged monkeys, along

with Dorothy, the Scarecrow, the Tin Man and the Cowardly Lion. Also on display is a wide array of Oz memorabilia, including the origi-nal model of Dorothy’s house used in the 1939 filming of The Wizard of Oz.

An annual celebration called Ozfest takes place the second weekend in October. Fans from near and far, as well as the original Munchkins from the movie and other celebrities such as Robert Baum, great-grandson of L. Frank Baum, attend this event and have the opportu-nity to purchase unique Oz souvenirs in the gift shop housed in the Coronado Museum building.

It is the goal of the Museum Board to erect a life-sized statue of Dorothy and Toto in the rainbow flowerbed near Dorothy’s house. There have been 100 signed and numbered limited-edition bronze scale replicas of the sculpture made and sold to raise funds for this project.

Coronado MuseumThe Seward County Historical Museum, or the Coronado Museum,

was established in 1961. The museum offers a collection of items dating back to 1541, when Don Francisco Vasquez de Coronado and 36 soldiers entered what is now southwest Kansas, searching for the fabled “Seven Cities of Gold.” An 8-foot bronze statue of Coronado points the way to the museum from Highway 54.

Housed in a landmark structure originally built in 1918 as the residence of the Lee Larrabee family, the museum features a unique collection of items used in the settlement of the Kansas territory dur-ing its Wild West days. These items include old medical equipment, an antique organ, quilts and home furnishings. Also included in this exhibit is a model re-creation of early Seward County. There is also an exhibit that pays tribute to the culture of Native Americans who lived on Kansas land long before Coronado came to the region.

In addition to permanent exhibits, the museum features rotating exhibits that change about every six weeks. Exhibits on display in 2005 included the Great Plains Chautauqua, a traveling living history event. Liberal was one of only two sites that showcased the Chautauqua exhibit in 2005.

Riverside School HouseThe Riverside School District was estab-

lished in 1890, with E. Hirn as the first teacher. The one-room school served a small area along the Cimarron River. At times, when the river was high, students were considered tardy, but not absent, because they could not get across. The Riverside School was built in 1890, with the last class being held in 1927.

The original school house has been moved to its new home on the Coronado Museum grounds, and restoration plans are in progress. In the future, it will be available for use by student groups who want to experience the “good old days.”

Mid-America Air MuseumThe Mid-America Air Museum contains

the fifth-largest collection of military and civilian aircraft in the United States. The city of Liberal, once home to a major Beech Aircraft manufacturing facility and a pilot training base during World War II, established the museum to help preserve a proud local and national aviation heritage. In 1987, the museum was established in its current loca-tion, an old Beech aircraft facility. Since then, it has grown from a small collection of planes to the incredible collection it is now, largely due to a donation in 1997 of 56 planes by retired U.S. Air Force Col. Tom Thomas, Jr.

The museum houses one of the country’s finest hands-on aviation science exhibits; hosts

special events like air shows, fly-ins and an aviation camp; presents guest speakers; and features aerospace education programs for stu-dents in its theater. This is a “must see” for aeronautic enthusiasts, history buffs and tour-ists alike.

The Baker Arts CenterThe Baker Arts Center is a dynamic 5,000-

square-foot facility offering visitors the oppor-tunity to view visual art exhibits that include works by regional and local artists. The facility is the former home of Irene Dillon and Francis Marion Baker, who recognized the need for a public art education facility in southwest Kansas. When Mrs. Baker died in 1984, she donated her home and personal art collection to the Baker Arts Foundation.

Today, The Baker Arts Center offers a visual art exhibit that features national travel-ing exhibits, local one-artist shows, an annual juried art show, works from area high schools, and pieces from its own collection. The facility includes four galleries where exhibits display pieces ranging from oil, acrylic and water-color paintings, to sculptures, photography, quilt displays, handmade jewelry, woodwork-ing, glassworks and collages. There is also a Discovery Center providing hands-on creative visual and theatrical art experiences to young children, an educational studio for art classes and workshops, and an extensive art library. Classes in photography, painting, ceramics, sculpture and printmaking are offered at the center for students of all ages.

Rock Island DepotLiberal’s historic depot has been completely

refurbished with a $3 million combination of funding from the city and state, private con-tributions, and a lot of hard work.

The first building was restored several years ago and now houses the offices of the Chamber of Commerce, the city’s Economic Development Department and the Housing Department.

The second phase of restoration was com-pleted in the fall of 2001. The old Grier Eating House was transformed into a popular local restaurant, Vargas, which serves lunch and dinner daily. Upstairs in this building is the Veterans Outreach Clinic.

Every summer, the area around the depot is bustling with all the activities of its old-fashioned Farmers Market. From midsummer through early fall, farmers and area residents bring their prize harvests of fruits and veg-etables to the depot and sell them from dawn until dusk.

Mighty SamsonThe Samson Bridge was erected in 1939

by the railroads to cross the Cimarron River. It was built three miles east of Arkalon as a potential railroad crossing. When the original railroad crossing at Arkalon was flooded, the Chicago, Kansas and Nebraska Railway diverted the railroad track to the Samson Bridge. Called the Samson of the Cimarron, the Mighty Samson is 1,268 feet long and was considered an engineering marvel of the day.

Recreation/SportsBee Jays Baseball

Each summer, baseball fans of all ages enjoy Bee Jays baseball — Liberal’s own semi-pro team. The Bee Jays have made a name for themselves by winning the national champi-onship four times, most recently in 2000.

The team is named after baseball pioneer Byron Bancroft Johnson, the creator of the American Baseball League. The Bee Jays have

resided in Liberal for more than five decades, dating back to 1955. Players for the team are recruited from colleges across the nation.

The Bee Jays’ season runs from June until August. Thanks to the sponsorship of local merchants, admission to the games is free. These games are played at Brent Gould Field at Seward County Community College.

Because the team wants to give back to the community, they offer a skills clinic for kids ages 7–12 in June. During the free clinic, participants learn basic skills to help them become better ball players.

During the baseball season, players stay with host families in town. And as many of these families have found out, it’s not always easy letting go of their Bee Jays player when the season comes to an end. The players often become parts of their gracious hosts’ families.

More SportsOther recreational facilities include batting

cages, a Frisbee golf course, a newly con-structed skate park, a shooting range and a new miniature golf course. For the golfer, there are two courses in town. Willow Tree Golf Course is a beautiful 18-hole public course with tree-lined fairways. A private golf course is located at the Liberal Country Club. A new 18-hole course and housing development is being built six miles north of Liberal.

If you like to swim, there is an outdoor pool located in Light Park that is open during the summer months. Indoor swimming for community residents is available at Seward County Community College year round.

A perfect spot for hiking, fishing and camp-ing is Arkalon Park. This park has ponds, streams, marshes and three lakes well stocked with fish. Many species of wildlife, including beavers, deer, turtles, snakes, squirrels, rac-coons and a variety of birds, make Arkalon Park their home. Nature trails through the marsh area provide an opportunity to see wildlife in its natural habitat.

children and adults, including sports leagues and instructional programs. Sports programs for kids include swim lessons, soccer, baseball, blast ball (baseball for 4-year-olds), basketball and tennis. Adults can participate in basketball, volleyball, dodge ball and softball. Other program offerings include exercise classes, arts and crafts, and workshops. Special seasonal events are scheduled for adults and youth.

Parks & Recreation sponsors a very unique project called the “community garden.” This service allows everyone the opportunity to grow their own vegetables regardless of where they live and how much yard space they have. And it provides gardeners with pre-dug plots and all the water that they need.

Nature Day Camp is another Parks & Recreation-sponsored event. Held at Arkalon Park, the two one-week camps are for children 5 to 12 years of age. Campers have the opportunity to enjoy nature up close and personal. They get to examine foliage, bugs and trees and also have a chance to go fishing.

Kids Inc.Kids Inc. is a nonprofit organization that began in 1961. Its purpose is to give the youth of

Liberal a direction in their athletic endeavors. Kids Inc. offers winter sports for kids from age 8 through the sixth grade at no charge. Sports include wrestling, volleyball, soccer, basketball and football. Kids Inc. is also building a large miniature golf course.

major events that draw visitors from many neighboring cities and states.

Pancake DayNewcomers to Liberal might be astonished to see people dashing down city streets on

Shrove Thursday — pancake griddles in hand, held closely to their apron-covered chests as they race. But that just means it’s Pancake Day, a holiday all of Liberal celebrates.

Pancake Day dates back to 1445 in Olney, England. One woman was busy preparing her pancakes on Shrove Tuesday when the church bell rang, signalling that it was time to go to church and be shriven of her sins. Without even removing her apron, she quickly grabbed her griddle and ran to the church, thus becoming the first pancake racer.

Since then, Olney has declared Shrove Tuesday the official Pancake Day in England. Each year on this day, women from Olney race with skillets and pancakes to the church — just as it was done in 1445.

In 1950, the Liberal Jaycees contacted the Rev. R. W. Collins, the Vicar of Olney, to propose an international competition. Since then, Olney and Liberal have raced against each other, keeping a running

score of race winners.Over the years, a

three-day celebration has grown around the event in Liberal. Festivities include a pancake feed, eating and flipping contests, musical programs, and a talent show. Other activities during the weekend include old-

time artisans displaying their crafts, a talent contest, the Miss Liberal pageant, and High Tea.

OzfestOzfest, which is held the second weekend in October, has drawn

more than 20,000 people in years past. The event attracts fans, “Oz scholars” and cast members from the movie. Several of the original Munchkins have attended the event, along with Robert Baum, the great-grandson of L. Frank Baum (creator of Dorothy and The Wizard of Oz).

Activities at the event include a downtown parade, appearances by the Munchkins, a Toto Trot, look-alike contests, an Oz Theme Hat Contest, and a showing of the movie at the end of the festivities.

Seward County FairThe Seward County Fair is the largest free fair in Kansas. Exhibitors

and visitors to the fair come from a five-state area including Texas, Colorado, Oklahoma, New Mexico and, of course, Kansas. The event offers attractions for everyone. Guests can enjoy a rodeo, stock-car races, a carnival, live concerts and exhibit judging. Competitive exhibits showcase the hard work of participants from the entire five-state area. Items for judging include garden produce, quilts, fine arts

and collectibles. During the fair, you can also attend the Farmers’ Olympics, the Southwest Anglers youth competition, a gospel songfest and a demolition derby.

Annual Christmas ParadeTopping off the event calendar for Liberal is the Annual Christmas

Parade. Held downtown, the parade is made up of floats and march-ing bands, along with holiday-themed decorations and entertainment. Prior to the parade, which begins at dark, visitors can enjoy horse-drawn carriage rides, tasty food sold by local vendors, Christmas shop-ping, and live entertainment. The finale of the parade is a drawing for some large prizes.

The population in Liberal has changed greatly over the past decade. Immigrants from Mexico, other Latin American countries and Asia have come to the area to fulfill their life dreams. This has created a rich opportunity for residents to experience these cultures

along with their food, their customs and their languages.Several events are scheduled annually to recognize the cultural heritage of our diverse

population. Once a year, Liberal celebrates Cultural Diversity Day. More than 40 nationalities gather together to eat, dance and display the rich heritage of their ethnic traditions.

In May, the Hispanic community embraces the Cinco de Mayo celebration. Each year, this event is held at the Activity Center and attracts a large number of residents and visi-tors. Scheduled for the weekend closest to May 5, the event provides a good opportunity for Hispanics and non-Hispanics to get together and enjoy the festivities. More than 100 busi-nesses make donations to this event. Special features of the event include a beauty pageant and crowning of a queen, mariachi bands, dancing, a salsa contest, folklore groups, a parade, and a chili-eating contest. This weekend event is not to be missed.

The African American Celebration takes place the third Saturday in June at Mahuron Park. The event, first celebrated in Liberal in 1981, often begins as early as Tuesday and offers unique activities each year. The most popular feature of the celebration is the “feed” on Saturday. The food is free and often includes hamburgers, hot dogs, fish, ribs, fried chicken and brisket. As many as 500 guests have attended this event. Entertainment is family-oriented and geared toward children. There are musical chairs, a clown, volleyball, a basketball tournament, a dunk-ing booth, bingo and a street dance.

Fund raising for the event is accomplished through T-shirt sales. A local artist creates a different design for the T-shirt each year. People from several neighboring cities come to this celebration of African-American heritage.

Reminders of the Christian tradition and values that run deep in Liberal are visible in the many churches

that are scattered across the community. A variety of worship expressions, faith traditions and architectural styles make up the religious community of Liberal. Clergy and parishioners from various faiths attend worship services at 40 churches repre-senting 28 denominations.

Uniting the faith community in the area is the Liberal Ministerial Alliance. This group coordinates a community church service that is held each Thanksgiving. Other community-wide services include topical sessions held on Sunday nights at the high school using satellite-hookup technology.

The presence of spiritual benevolence is truly unsurpassed in this community. The Ministerial Alliance plays a vital role in helping people with their needs. Many member churches help fund a shelter called the Stepping Stone. It is open seven days a week and assists people as they look for jobs. Liberal also has several food pantries that serve needy families in the area.

Area churches practice community outreach in many different ways. Pastors from various churches take turns hold-ing chapel services at rest homes and the retirement center. Members also take turns writing “The Pastor’s Corner” for the local newspaper.

It is the goal of Liberal’s church com-munity to join efforts, resources and hopes to accomplish work that might be difficult or impossible to do alone.
