Because of this, there is an ever-increasing amount of organizations that help advocate for the LGBT community.     III. On-boarding process

    A. Afilias ORMS

    Afilias maintains an Online Registrar Management System (ORMS) that significantly simplifies the administrative aspects of accreditation and contact management.

    Once ICANN has accredited your registrar, all registry accreditations for this TLD will be done via the ORMS (Online Registrar Management System) at Afilias. Most registrars are already using ORMS, which makes the addition of this TLD very simple and fast. Your organizations ICANN Primary Contact will recieve an e-mail notification once this application has been opened for you in ORMS.

    If you are already using ORMS, just log into your ORMS account at apply.afilias.info and select this application, and the system will walk you thru the steps. If you are not yet using ORMS, let us know at [email protected] and well set you up.

    B. OT&E (Operational Testing and Evaluation)

    OT&E is not required for this TLD if you are already operating in any other TLD supported by Afilias.

    If you are a new registrar to Afilias TLDs, you will need to successfully complete OT&E before being granted access to any Afilias registry resources.

    V. Policies/Legal

    A. Policies

    Acceptable Use Policy

    A complete and current copy of this policy is located at get.lgbt/LGBTAUP

    Registrants of Names in the .LGBT Top Level Domain (TLD) are responsible to ensure that such Names are at all times registered and used in compliance with all applicable national, federal, regional, state and local laws, ordinances and regulations (Applicable Laws), including, without limitation, applicable laws relating to hate speech, discrimination and other such activities.

    Registrants are prohibited from using the .LGBT domain in a manner that is harmful, threatening, abusive, harassing, defamatory, or hateful with respect to the LGBT community. Domain names that are likely to deceive, disparage or cause a material detriment to the LGBT community are explicitly prohibited (e.g., www.ihate.lgbt, www.anti.lgbt, etc.).

    In addition to any other rights of the Registry Operator (Registry) existing under the Registry-Registrar Agreement between the Registry and any applicable registrar or otherwise, the Registry reserves the right to deny or cancel the registration, renewal, or transfer of any Registered Name; or to place any Registered Name on registry lock, hold, or similar status, with respect to any such Registered Name that the Registry, upon reasonable belief formed after reasonable investigation, deems to be registered or used in a manner that constitutes a violation of the .LGBT Acceptable Use Policy.

    The Registry is not responsible for registrants content, and therefore, cannot guarantee that sites in the .LGBT TLD will be free from content that violates this Acceptable Use Policy. However, failure to enforce this Policy does not constitute a waiver of our right to enforce it; nor does this Policy create any obligations to users or any third party beneficiary rights or private rights of action.

    Registrants in violation of any Applicable Laws may be subject to prosecution or other enforcement of such Applicable Laws by the appropriate authorities.

    A complete and current copy of this policy is located at www.afilias.info/policies.The following policy (Afilias Domain Anti-Abuse Policy) is announced pursuant to section 3.5.2 of the Registry-Registrar Agreement (RRA) in effect between Afilias and each of its Registrars, and is effective upon thirty days notice by Afilias to Registrars. Abusive use(s) of domain names within Afilias owned and operated Top Level Domains (TLDs) should not be tolerated.

    The nature of such abuses creates security and stability issues for the registry, registrars and registrants, as well as for users of the Internet in general. Afilias defines abusive use as the wrong or excessive use of power, position or ability, and includes, without limitation, the following:

    Illegal or fraudulent actions; Spam: The use of electronic messaging systems to send unsolicited bulk messages. The term

    applies to e-mail spam and similar abuses such as instant messaging spam, mobile messaging spam, and the spamming of Websites and Internet forums. An example, for purposes of illustration, would be the use of email in denial-of-service attacks;

    Phishing: The use of counterfeit Web pages that are designed to trick recipients into divulging sensitive data such as usernames, passwords, or financial data;

    Pharming: The redirecting of unknowing users to fraudulent sites or services, typically through DNS hijacking or poisoning;

    Willful distribution of malware: The dissemination of software designed to infiltrate or damage a computer system without the owners informed consent. Examples include, without limitation, computer viruses, worms, keyloggers, and trojan horses;

    Fast flux hosting: Use of fast-flux techniques to disguise the location of Websites or other Internet services, or to avoid detection and mitigation efforts, or to host illegal activities. Fast-flux techniques use DNS to frequently change the location on the Internet to which the domain name of an Internet host or name server resolves. Fast flux hosting may be used only with prior permission of Afilias;

    Botnet command and control: Services run on a domain name that are used to control a collection of compromised computers or zombies, or to direct denial-of-service attacks (DDoS attacks);

    Distribution of child pornography; and Illegal Access to Other Computers or Networks: Illegally accessing computers, accounts, or

    networks belonging to another party, or attempting to penetrate security measures of another individuals system (often known as hacking). Also, any activity that might be used as a precursor to an attempted system penetration (e.g., port scan, stealth scan, or other information gathering activity).

    Pursuant to Section 3.6.5 of the RRA, Afilias reserves the right to deny, cancel or transfer any registration or transaction, or place any domain name(s) on registry lock, hold or similar status, that it deems necessary, in its discretion; (1) to protect the integrity and stability of the registry; (2) to comply with any applicable laws, government rules or requirements, requests of law enforcement, or any dispute resolution process; (3) to avoid any liability, civil or criminal, on the part of Afilias, as well as its affiliates, subsidiaries, officers, directors, and employees; (4) per the terms of the registration agreement or (5) to correct mistakes made by Afilias or any Registrar in connection with a domain name registration. Afilias also reserves the right to place upon registry lock, hold or similar status a domain name during resolution of a dispute. Abusive uses, as defined above, undertaken with respect to domain names within the TLD shall give rise to the right of Afilias to take such actions under Section 3.6.5 of the RRA in its sole discretion.

    Registrar Concurrent Connection Handling Policy

    Afilias is focused on provisioning a secure, stable and resilient registry system for its registry operator and registrar customers. One of the mechanisms used to ensure stability is by providing controlled, fair access to Afilias supported registries at all times, using mechanisms which ensure that each

    registrar is assigned a regulated number of concurrent sessions and bandwidth into the registry system.

    Concurrent Connection Limits

    A session is considered an active connection to an Afilias supported registry system (EPP or Web Administrative Tool) using your credentials.

    Upon successfully completing the OT&E process and receiving final approval to access an Afilias supported registry system, each registrar may maintain up to 60 concurrent sessions into the registry.

    Each session is supported by a sustained network rate of up to 15Kbps.

    The maximum concurrent sessions and bandwidth per session can be increased or reduced at the discretion of Afilias, in consideration of the volume and purpose of bandwidth usage against the registrars available sessions.

    Should a registrar demonstrate client/server interactions that jeopardize equivalent access, performance, security, stability or resiliency of the registry system, Afilias may take such steps as may be required to maintain equivalent access, performance, security, stability or resiliency of the registry system. These may include, in the sole and absolute discretion of Afilias, reducing wholly or in part the number of concurrent sessions and/or associated bandwidth permitted to the relevant registrar.

    Web Admin Tool Access

    When registrars access the Web Admin Tool (WAT) and log in to the registry, that session will be counted against the allocated concurrent session limit for the registrar. In a more general sense, any and all logins to the registry, via automated clients or manual logins, will be counted as part of the Concurrent Sessions assigned to the registrar.Once the registrar reaches the concurrent session limit, any subsequent login attempts will be rejected and the registrar will receive an error message.

    Connection Pooling

    When registrars access an Afilias supported registry system, they will be granted 60 concurrent sessions to access the registry system.

    In the event that an accredited registrar, with the approval of the registry operator, undertakes an agreement to have their registry-related operations performed by another accredited registrar, they may assign the allotted sessions for their credentials to the registrar performing said services. In demonstrating this agreement, both registrars will be required to follow all registry administrative and legal procedures in order to proceed. Documentation for such arrangements/assignments,
