TIA Safety InformationProvided herein is the complete TIA SafetyInformation for Wireless Handheld phones.Inclusion of the text covering Pacemakers,Hearing Aids, and Other Medical Devices isrequired in the owner’s manual for CTIACertification. Use of the remaining TIAlanguage is encouraged when appropriate.

Exposure to Radio FrequencySignalYour wireless handheld portable telephone is alow power radio transmitter and receiver. When it is ON, it receives and also sends outradio frequency (RF) signals.

In August, 1996, the Federal CommunicationsCommissions (FCC) adopted RF exposureguidelines with safety levels for handheldwireless phones. Those guidelines areconsistent with the safety standards previouslyset by both U.S. and international standardsbodies:

ANSI C95.1 (1992) *

NCRP Report 86 (1986)

ICNIRP (1996)

Those standards were based oncomprehensive and periodic evaluations of therelevant scientific literature. For example, over120 scientists, engineers, and physicians fromuniversities, government health agencies, andindustry reviewed the available body ofresearch to develop the ANSI Standard (C95.1).

* American National Standards Institute;National Council on Radiation Protection andMeasurements; International Commission onNon-Ionizing Radiation Protection

The design of your phone complies with theFCC guidelines (and those standards).

Tips on Efficient OperationFor your phone to operate most efficiently:

] Do not touch the antenna unnecessarilywhen the phone is in use. Contact with theantenna affects call quality and may causethe phone to operate at a higher power levelthan otherwise needed.

DrivingCheck the laws and regulations on the use ofwireless phones in the areas where you drive.Always obey them. Also, if using your phonewhile driving, please:

] Give full attention to driving - driving safelyis your first responsibility;

] Use hands-free operation, if available;

] Pull off the road and park before making oranswering a call if driving conditions sorequire.

Electronic DevicesMost modern electronic equipment is shieldedfrom RF signals. However, certain electronicequipment may not be shielded against the RFsignals from your wireless phone.

PacemakersThe Health Industry Manufacturers Associationrecommends that a minimum separation of six(6’) inches be maintained between a handheldwireless phone and a pacemaker to avoidpotential interference with the pacemaker. These recommendations are consistent withthe independent research by andrecommendations of Wireless TechnologyResearch.

Persons with pacemakers:

] Should ALWAYS keep the phone more thansix inches from their pacemaker when thephone is turned ON;

] Should not carry the phone in a breastpocket.

] Should use the ear opposite the pacemakerto minimize the potential for interference.

] If you have any reason to suspect thatinterference is taking place, turn your phoneOFF immediately.

Hearing AidsSome digital wireless phones may interferewith some hearing aids. In the event of suchinterference, you may want to consult yourservice provider.

FDA Consumer UpdateThe U.S. Food and Drug Administration Centrefor Devices and Radiological Health ConsumerUpdate on Mobile Phones.

1. Do wireless phones pose a healthhazard?

The available scientific evidence does notshow that any health problems areassociated with using wireless phones. There is no proof, however, that wirelessphones are absolutely safe. Wireless phonesemit low levels of radio frequency(RF) energyin the microwave range while being used. They also emit very low levels of RF when inthe standby mode. Whereas high levels ofRF can produce health effects (by heatingtissue), exposure to low level RF that doesnot produce heating effects causes noknown adverse health effects. Many studiesof low level RF exposures have not foundany biological effects. Some studies havesuggested that some biological effects mayoccur, but such findings have not beenconfirmed by additional research. In somecases, other researchers have had difficultyin reproducing those studies, or indetermining the reasons for inconsistentresults.

2. What is the FDA’s role concerning thesafety of wireless phones?

Under the law, the FDA does not review thesafety of radiation-emitting consumerproducts such as wireless phones beforethey can be sold, as it does with new drugsor medical devices. However, the agency hasauthority to take action if wireless phonesare shown to emit radio frequency(RF)energy at a level that is hazardous to theuser. In such a case, the FDA could requirethe manufacturers of wireless phones tonotify users of the health hazard and torepair, replace, or recall the phones so thatthe hazard no longer exists.

Although the existing scientific data do notjustify FDA regulatory actions, the FDA hasurged the wireless phone industry to take anumber of steps, including the following:

] Support needed research into possiblebiological effects of RF of the type emittedby wireless phones;

] Design wireless phones in a way thatminimizes any RF exposure to the user thatis not necessary for device function; and

] Cooperate in providing users of wirelessphones with the best possible information

on possible effects of wireless phone useon human health.

The FDA belongs to an interagency workinggroup of the federal agencies that haveresponsibility for different aspects of RFsafety to ensure coordinated efforts at thefederal level. The following agencies belongto this working group:

] National Institute for Occupational Safetyand Health

] Environmental Protection Agency

] Occupational Safety and HealthAdministration

] National Telecommunications andInformation Administration

] The National Institutes of Healthparticipates in some interagency workinggroup activities, as well.

The FDA shares regulatory responsibilitiesfor wireless phones with the FederalCommunications Commission (FCC). Allphones that are sold in the United Statesmust comply with FCC safety guidelines thatlimit RF exposure. The FCC relies on the FDAand other health agencies for safetyquestions about wireless phones.

The FCC also regulates the base stationsthat the wireless phone networks rely upon. While these base stations operate at higherpower than do the wireless phonesthemselves, the RF exposures that peopleget from these base stations are typicallythousands of times lower than those theycan get from wireless phones. Base stationsare thus not the subject of the safetyquestions discussed in this document.

3. What kinds of phones are the subject ofthis update?

The term ‘wireless phone’ refers here tohandheld wireless phones with built-inantennas, often called ‘cell’, ‘mobile’, or‘PCS’ phones. These types of wirelessphones can expose the user to measurableradio frequency(RF) energy because of theshort distance between the phone and theuser’s head. These RF exposures are limitedby FCC safety guidelines that weredeveloped with the advice of the FDA andother federal health and safety agencies. When the phone is located at greaterdistances from the user, the exposure to RFis drastically lower because a person’s RFexposure decreases rapidly with increasingdistance from the source. The so-called

CU720_Eng_1108 11/8/07 4:18 PM Page 98

Page 102: LG Shine User Manual

99

Safety Guidelines

‘cordless phones,’ which have a base unitconnected to the telephone wiring in ahouse, typically operate at far lower powerlevels, and thus produce RF exposures farbelow the FCC safety limits.

4. What are the results of the researchdone already?

The research done thus far has producedconflicting results, and many studies havesuffered from flaws in their researchmethods. Animal experiments investigatingthe effects of radio frequency(RF) energyexposures characteristic of wireless phoneshave yielded conflicting results that oftencannot be repeated in other laboratories. Afew animal studies, however, havesuggested that low levels of RF couldaccelerate the development of cancer inlaboratory animals. However, many of thestudies that showed increased tumordevelopment used animals that had beengenetically engineered or treated withcancer causing chemicals so as to be pre-disposed to develop cancer in the absence ofRF exposure. Other studies exposed theanimals to RF for up to 22 hours per day. These conditions are not similar to theconditions under which people use wireless

phones, so we don’t know with certaintywhat the results of such studies mean forhuman health. Three large epidemiologystudies have been published since December2000. Between them, the studiesinvestigated any possible associationbetween the use of wireless phones andprimary brain cancer, glioma, meningioma, oracoustic neuroma, tumors of the brain orsalivary gland, leukemia, or other cancers.None of the studies demonstrated theexistence of any harmful health effects fromwireless phone RF exposures. However, none of the studies can answer questionsabout long-term exposures, since theaverage period of phone use in these studieswas around three years.

5. What research is needed to decidewhether RF exposure from wirelessphones poses a health risk?

A combination of laboratory studies andepidemiological studies of people actuallyusing wireless phones would provide someof the data that are needed. Lifetime animalexposure studies could be completed in afew years. However, very large numbers ofanimals would be needed to provide reliableproof of a cancer promoting effect if one

CU720_Eng_1108 11/8/07 4:18 PM Page 99

Page 103: LG Shine User Manual

Safety Guidelines

100

exists. Epidemiological studies can providedata that is directly applicable to humanpopulations, but 10 or more years follow-upmay be needed to provide answers aboutsome health effects, such as cancer. This isbecause the interval between the time ofexposure to a cancer-causing agent and thetime tumors develop - if they do- may bemany, many years. The interpretation ofepidemiological studies is hampered bydifficulties in measuring actual RF exposureduring day-to-day use of wireless phones. Many factors affect this measurement, suchas the angle at which the phone is held, orwhich model of phone is used.

6. What is the FDA doing to find out moreabout the possible health effects ofwireless phone RF?

The FDA is working with the U.S. NationalToxicology Program and with groups ofinvestigators around the world to ensurethat high priority animal studies areconducted to address important questionsabout the effects of exposure to radiofrequency(RF) energy. The FDA has been aleading participant in the World HealthOrganization International ElectromagneticFields (EMF) Project since its inception in

1996. An influential result of this work hasbeen the development of a detailed agendaof research needs that has driven theestablishment of new research programsaround the world. The project has alsohelped develop a series of public informationdocuments on EMF issues. The FDA and theCellular Telecommunications & InternetAssociation (CTIA) have a formalCooperative Research and DevelopmentAgreement (CRADA) to do research onwireless phone safety. The FDA provides thescientific oversight, obtaining input fromexperts in government, industry, andacademic organizations. CTIA-fundedresearch is conducted through contracts withindependent investigators. The initialresearch will include both laboratory studiesand studies of wireless phone users. TheCRADA will also include a broad assessmentof additional research needs in the contextof the latest research developments aroundthe world.

7. How can I find out how much radiofrequency energy exposure I can get byusing my wireless phone?

All phones sold in the United States mustcomply with Federal Communications

CU720_Eng_1108 11/8/07 4:18 PM Page 100

Page 104: LG Shine User Manual

101

Safety Guidelines

Commission (FCC) guidelines that limit radiofrequency(RF) energy exposures. The FCCestablished these guidelines in consultationwith the FDA and the other federal healthand safety agencies. The FCC limit for RFexposure from wireless telephones is set ata Specific Absorption Rate (SAR) of 1.6watts per kilogram (1.6 W/kg). The FCC limitis consistent with the safety standardsdeveloped by the Institute of Electrical andElectronic Engineering (IEEE) and theNational Council on Radiation Protection andMeasurement. The exposure limit takes intoconsideration the body’s ability to removeheat from the tissues that absorb energyfrom the wireless phone and is set wellbelow levels known to have effects.Manufacturers of wireless phones mustreport the RF exposure level for each modelof phone to the FCC. The FCC website(http://www.fcc.gov/oet/rfsafety) givesdirections for locating the FCC identificationnumber on your phone so you can find yourphone’s RF exposure level in the onlinelisting.

8. What has the FDA done to measure theradio frequency energy coming fromwireless phones?

The Institute of Electrical and ElectronicEngineers (IEEE) is developing a technicalstandard for measuring the radio frequencyenergy (RF) exposure from wireless phonesand other wireless handsets with theparticipation and leadership of FDAscientists and engineers. The standard,‘Recommended Practice for Determining theSpatial- Peak Specific Absorption Rate (SAR)in the Human Body Due to WirelessCommunications Devices: ExperimentalTechniques,’ sets forth the first consistenttest methodology for measuring the rate atwhich RF is deposited in the heads ofwireless phone users. The test method usesa tissue-simulating model of the humanhead. Standardized SAR test methodology isexpected to greatly improve the consistencyof measurements made at differentlaboratories on the same phone. SAR is themeasurement of the amount of energyabsorbed in tissue, either by the whole bodyor a small part of the body. It is measured inwatts/kg (or milliwatts/g) of matter. Thismeasurement is used to determine whether

CU720_Eng_1108 11/8/07 4:18 PM Page 101

Page 105: LG Shine User Manual

Safety Guidelines

102

a wireless phone complies with safetyguidelines.

9. What steps can I take to reduce myexposure to radiofrequency energy frommy wireless phone?

If there is a risk from these products - and atthis point we do not know that there is - it isprobably very small. But if you are concernedabout avoiding even potential risks, you cantake a few simple steps to minimize yourexposure to radio frequency(RF) energy.Since time is a key factor in how muchexposure a person receives, reducing theamount of time spent using a wirelessphone will reduce RF exposure. If you mustconduct extended conversations by wirelessphone every day, you could place moredistance between your body and the sourceof the RF, since the exposure level drops offdramatically with distance. For example, youcould use a headset and carry the wirelessphone away from your body or use awireless phone connected to a remoteantenna. Again, the scientific data do notdemonstrate that wireless phones areharmful. But if you are concerned about theRF exposure from these products, you canuse measures like those described above to

reduce your RF exposure from wirelessphone use.

10. What about children using wirelessphones?

The scientific evidence does not show adanger to users of wireless phones, including children and teenagers. If you wantto take steps to lower exposure to radiofrequency(RF) energy, the measuresdescribed above would apply to children andteenagers using wireless phones. Reducingthe time of wireless phone use andincreasing the distance between the userand the RF source will reduce RF exposure. Some groups sponsored by other nationalgovernments have advised that children bediscouraged from using wireless phones atall. For example, the government in theUnited Kingdom distributed leafletscontaining such a recommendation inDecember 2000. They noted that noevidence exists that using a wireless phonecauses brain tumors or other ill effects. Theirrecommendation to limit wireless phone useby children was strictly precautionary; it wasnot based on scientific evidence that anyhealth hazard exists.

Safety Guidelines

11. What about wireless phoneinterference with medical equipment?

Radio frequency(RF) energy from wirelessphones can interact with some electronicdevices. For this reason, the FDA helpeddevelop a detailed test method to measureelectromagnetic interference (EMI) ofimplanted cardiac pacemakers anddefibrillators from wireless telephones. Thistest method is now part of a standardsponsored by the Association for theAdvancement of Medical instrumentation(AAMI). The final draft, a joint effort by theFDA, medical device manufacturers, andmany other groups, was completed in late2000. This standard will allowmanufacturers to ensure that cardiacpacemakers and defibrillators are safe fromwireless phone EMI. The FDA has testedhearing aids for interference from handheldwireless phones and helped develop avoluntary standard sponsored by the Instituteof Electrical and Electronic Engineers (IEEE).This standard specifies test methods andperformance requirements for hearing aidsand wireless phones so that no interferenceoccurs when a person uses a ‘compatible’phone and a ‘compatible’ hearing aid at the

same time. This standard was approved bythe IEEE in 2000. The FDA continues tomonitor the use of wireless phones forpossible interactions with other medicaldevices. Should harmful interference befound to occur, the FDA will conduct testingto assess the interference and work toresolve the problem.

10 Driver Safety TipsYour wireless phone gives you the powerfulability to communicate by voice almostanywhere, anytime. An important responsibilityaccompanies the benefits of wireless phones, one that every user must uphold.

When operating a car, driving is your firstresponsibility.

When using your wireless phone behind thewheel of a car, practice good common senseand remember the following tips:

1. Get to know your wireless phone and itsfeatures such as speed dial and redial.Carefully read your instruction manual andlearn to take advantage of valuable featuresmost phones offer, including automatic redialand memory. Also, work to memorize thephone keypad so you can use the speed dialfunction without taking your attention off theroad.

2. When available, use a hands-free device. Anumber of hands-free wireless phoneaccessories are readily available today.Whether you choose an installed mounteddevice for your wireless phone or a speakerphone accessory, take advantage of thesedevices if available to you.

3. Position your wireless phone within easyreach. Make sure you place your wirelessphone within easy reach and where you canreach it without removing your eyes from theroad. If you get an incoming call at aninconvenient time, if possible, let yourvoicemail answer it for you.

4. Suspend conversations during hazardousdriving conditions or situations. Let theperson you are speaking with know you aredriving; if necessary, suspend the call inheavy traffic or hazardous weatherconditions. Rain, sleet, snow and ice can behazardous, but so is heavy traffic. As adriver, your first responsibility is to payattention to the road.

5. Do not take notes or look up phone numberswhile driving. If you are reading an addressbook or business card, or writing a “to-do”list while driving a car, you are not watchingwhere you are going. It is common sense.Don’t get caught in a dangerous situationbecause you are reading or writing and notpaying attention to the road or nearbyvehicles.

6. Dial sensibly and assess the traffic; ifpossible, place calls when you are notmoving or before pulling into traffic. Try to

Page 108: LG Shine User Manual

105

Safety Guidelines

plan your calls before you begin your trip orattempt to coincide your calls with times youmay be stopped at a stop sign, red light orotherwise stationary. But if you need to dialwhile driving, follow this simple tip— dialonly a few numbers, check the road and yourmirrors, then continue.

7. Do not engage in stressful or emotionalconversations that may be distracting.Stressful or emotional conversations anddriving do not mix; they are distracting andeven dangerous when you are behind thewheel of a car. Make people you are talkingwith aware you are driving and if necessary, suspend conversations which have thepotential to divert your attention from theroad.

8. Use your wireless phone to call for help.Your wireless phone is one of the greatesttools you can own to protect yourself andyour family in dangerous situations — withyour phone at your side, help is only threenumbers away. Dial 911 or other localemergency number in the case of fire, trafficaccident, road hazard or medical emergency.Remember, it is a free call on your wirelessphone!

9. Use your wireless phone to help others inemergencies. Your wireless phone providesyou a perfect opportunity to be a “GoodSamaritan” in your community. If you see anauto accident, crime in progress or otherserious emergency where lives are indanger, call 911 or other local emergencynumber, as you would want others to do foryou.

10. Call roadside assistance or a specialwireless non-emergency assistance numberwhen necessary. Certain situations youencounter while driving may requireattention, but are not urgent enough tomerit a call for emergency services. But youcan still use your wireless phone to lend ahand. If you see a broken-down vehicleposing no serious hazard, a broken trafficsignal, a minor traffic accident where noone appears injured or a vehicle. you knowto be stolen, call roadside assistance orother special non-emergency wirelessnumber.

Consumer Information onSAR (Specific AbsorptionRate)This Model Phone Meets theGovernment’s Requirements for Exposureto Radio Waves.

Your wireless phone is a radio transmitter andreceiver. It is designed and manufactured notto exceed the emission limits for exposure toradio frequency (RF) energy set by the FederalCommunications Commission (FCC) of the U.S.Government. These limits are part ofcomprehensive guidelines and establishpermitted levels of RF energy for the generalpopulation. The guidelines are based onstandards that were developed by independentscientific organizations through periodic andthorough evaluation of scientific studies. Thestandards include a substantial safety margindesigned to assure the safety of all persons, regardless of age and health.

The exposure standard for wireless mobilephones employs a unit of measurement knownas the Specific Absorption Rate, or SAR. TheSAR limit set by the FCC is 1.6W/kg. * Testsfor SAR are conducted using standardoperating positions specified by the FCC with

the phone transmitting at its highest certifiedpower level in all tested frequency bands.Although SAR is determined at the highestcertified power level, the actual SAR level ofthe phone while operating can be well belowthe maximum value. Because the phone isdesigned to operate at multiple power levels touse only the power required to reach thenetwork, in general, the closer you are to awireless base station antenna, the lower thepower output.

Before a phone model is available for sale tothe public, it must be tested and certified tothe FCC that it does not exceed the limitestablished by the government-adoptedrequirement for safe exposure. The tests areperformed in positions and locations (e.g., atthe ear and worn on the body) as required bythe FCC for each model. The highest SAR valuefor this model phone when tested for use atthe ear is 1.14 W/kg and when worn on thebody, as described in this user’s manual, is0.649 W/kg. (Body-worn measurements differamong phones models, depending uponavailable accessories and FCC requirements.)While there may be differences between SARlevels of various phones and at variouspositions, they all meet the governmentrequirement for safe exposure.
