Have you been asked “what is green growth” or even “what do

we mean to see green growth in action?” Well if this is the case,

welcome to KGID 2015 Seoul where we will begin to discuss, share

and demonstrate possible answers.

Korea Green Innovation Days (KGID) is the WBG’s key green

growth mainstreaming dissemination event, organized and funded

by the Korea Green Growth Partnership Trust Fund (KGGTF). KGID

2015 marks our 2nd Annual flagship event, where we are excited to

be presenting in the Republic of Korea.

This 2nd Annual KGID 2015 is unique. In the next 2 days, we

will share practical and tangible examples of multiple global

partners working towards achieving sustainable development. A

cadre made up of World Bank Group technical specialists, global

decision makers form eight countries, RoK officials, Universities,

Korean experts and practitioners in green growth and climate

change will take part.

We define green growth as a mechanism to achieve sustainable

development taking a holistic innovative approach to climate

change issues. Moreover leveraging technical and multi-faceted

perspectives as a driver for smarter future growth pathways.

REFLECTIONS FROM THE 1ST KGID 2014

FLAGSHIP WASHINGTON EVENT

The KGID 2015 build on the success of the

inaugural KGID 2014 event. Where experts

and practitioners presented green growth

implementation lessons of Korea and the

WBG to over 250 WBG staff and client

participants (173 WBG internal participants,

77 external participants). The event

covered topics of green growth from policy,

technology and financing angle, as well as

technical exchange on specific sectors (urban,

transport, industry, energy and water) were

conducted. The event significantly raised

awareness and dialogue among participants

and especially green growth policy makers.

ANGELICA NUNEZ

Mrs. Angélica Nuñez is Senior Urban Specialist within the Disaster Management and Urban Unit in the Latin America and Caribbean Region of the World Bank. She manages several lending and advisory projects on land, housing, urban

development, slum upgrading and disaster risk management in México, Brazil, Argentina, Bolivia, Colombia and the Caribbean. She has focused largely in analyzing the market distortions in the housing and land markets that can lead to unsustainable urban development and uncompetitive cities. Previously to her position in the World Bank, she was Senior Associate with an advisory firm in London, UK specializing in structured finance, infrastructure Project finance and public-private partnerships. Mrs. Nunez was born in Mexico City, Mexico and holds an MSc in Economics from the LSE.

ANH TUONG VU

Anh Tuong Vu is a resource efficiency expert with more than 18 years of experience. Her technical expertise is ranging from cleaner production, energy efficiency, and waste management to industrial pollution control. Currently, she is leading

the IFC Vietnam Resource Efficiency in Industry and Vietnam Sustainable Energy Finance programs. Prior to joining IFC, Anh was with of Vietnam National Cleaner Production Center, managing a wide-range of projects related to cleaner production, energy efficiency, waste management and sustainable designs. Anh holds an MSc in Environmental Technology and Management from the Asian Institute of Technology.

ANTON VAN RUITEN

Anton van Ruiten is Acting Manager and Principal Operations Officer in the Development Partner Relations Department at the International Finance Corporation in Washington D.C. He is the IFC relationship manager for Germany, Japan, Korea,

Luxembourg, and the Netherlands. Before joining IFC in 2000 he worked for Dutch management consultancy firm Berenschot, the Dutch Ministry of Economic Affairs as well as the EBRD in London and the European Commission in Brussels. Anton holds a Doctorandus Degree in Political Science/International Relations from the University of Amsterdam, A Master Degree in Political European Economy of the University of Hull, UK and an MBA degree from the Johns Hopkins University in Washington D.C.

BONTJE ZANGERLING

Bontje Zangerling is Urban Specialist within the Urban and Disaster Risk Management Unit for the Latin America and Caribbean Region of the World Bank. She works on several lending and advisory projects on slum upgrading, urban

infrastructure, housing, resilient urban development, and disaster risk reduction and financing in Mexico, Bolivia, Ecuador, Honduras, El Salvador, and Nicaragua. Previously, she worked in the Office of the World Bank’s Vice President for Sustainable Development supporting high-level dialogue on a wide range of issues related to sustainable development. Before joining the World Bank, she was a Research Fellow with the German Agency for Technical Cooperation (GTZ) in Namibia and also

worked for the German Development Bank (KfW). She is a German national and holds a Master’s degree in Economics and Regional Studies of Latin America from the University of Passau.

CARY ANNE CADMAN

Ms. Cary Anne Cadman is a Senior Environmental Specialist at the World Bank based in Jakarta, Indonesia. She is currently leading the Bank’s engagement on Green Growth in Indonesia and Lao PDR as well as developing a new National Blue

Economy Program and supporting development of a National Sustainable Landscapes Management Program in Indonesia. She is also the Indonesia Country Safeguards Coordinator overseeing the work of a team of twenty environmental and social safeguards specialists. Previously, Ms. Cadman managed a number of Environment and Natural Resources Management Projects based out of the Bank’s offices in Brasilia, Lilongwe and Yaounde. She has extensive environmental policy and field experience on a wide range of Bank projects in the Agriculture, Energy, Transport, Urban and Water sectors in a number of countries, including Angola, Brazil, Cameroon, Ethiopia, Kenya, Malawi, Mozambique, Tanzania and Uganda. She completed her tertiary education in Natural Resources Economics and Zoology.

DEEPAK BHATIA

Mr. Deepak Bhatia is the Global Lead for E-government in the Transport and ICT Global Practice. Deepak played a key role in the preparation of the Bank project in support of India’s 9 Billion dollars National E-governance plan. Deepak has

provided strategic support to several countries in their e-government and IT implementations including Albania, Caribbean, Ethiopia, Kazakhstan, Tajikstan, Kosovo, Mexico, Sri Lanka, Bangladesh, Pakistan, Philippines, Kenya, Serbia, Saudi Arabia etc. Deepak has also provided consulting advice to sister organizations such as the Islamic Development Bank, African Development Bank, EBRD, and Asian Development Bank. Most recently Deepak has helped with the creation of a global high level expert group comprising of CIOs from UK, USA, Canada, Estonia, Korea, Singapore, and Australia to provide strategic advice in the area of e-government and information society for the Bank’s clients. Deepak has two Masters Degrees in Computer Applications (M. Eng) and Business Administration (M.B.A).

Dr. Erika Jorgensen is an Economic Adviser in the World Bank’s Macroeconomics and Fiscal Management Global Practice where she focuses on the economics of green growth and climate action. She recently led a major program of analytic work

and technical assistance on green growth for FYR Macedonia. She is the lead author of a low-carbon growth country study for Poland. She is currently leading analytics for the Romanian Government on climate change and low carbon green growth. Over the past twenty years at the Bank, she has worked as a macroeconomist in Europe, East Asia, and Latin America. She holds a PhD in Economics from Harvard University as well as degrees from Oxford University and Williams College.

Ms. Eun Joo A Yi, a US national, is a Senior Operations Officer serving as the Korea Green Growth Trust Fund (KGGTF) Partnership Program Coordinator and Technical Advisor. From 2010 until she began her role with the KGGTF, she worked

with IFC Advisory Services (WBG) on private sector resource efficiency and clean energy initiatives. Prior to the WBG, she lived in Norway and Russia and worked in international science diplomacy and on climate, energy, and environment issues. Ms. Yi has worked with various organizations in the private, public, and multilateral sectors, including a Norwegian engineering firm, an international secretariat working with the US EPA and State Department, and Pfizer Inc. She holds a Master of International Affairs degree from Columbia University School of International and Public Affairs (SIPA), with concentrations in International Energy Management and Environmental Policy Studies. She received her B.S. in Biology, minor in environmental science, from State University of New York at Stony Brook (SUNY).

FAROUK BANNA

Farouk Banna is Urban Specialist with the Urban and Disaster Risk Management in the Africa Region at the World Bank where he works on solid waste management projects. Prior to this, he was Urban Specialist at the Global Urban and resilience Unit,

where he worked on investment projects and advisory services on solid waste management for World Bank clients all over the World. Prior to joining the World Bank, he worked between 2006 and 2012 as Environmental Engineer and Consultant for Camp Dresser & McKee and as Solid Waste Engineer for Orange County, North Carolina, USA. He holds a Master’s degree in Environmental Engineering from North Carolina A&T State University in Greensboro, and a Master’s degrees in civil engineering from the University of Lome, Togo.

FLAVIA CARLONI

Flavia Carloni is consultant for the World Bank Environment Unit - Sustainable Development Network and is Rio leading contact point for all matters regarding CDP, C40 research and measurement and planning networks. In this position,

she supports in the design and implementation of the Low Carbon City Development Program in Rio de Janeiro, including assistance in data collection (CDP), coordination with local institutions and technical advisory to the City Hall. She is also a Research fellow at the Federal Engineering Faculty (COPPE/UFRJ) Center for Integrated Studies on Climate Change and the Environment (Centro Clima), where she focuses on future trends in technologies and mitigation practices, potential costs of technological options appropriate to the Brazilian scenario, emission inventories, scenarios and action plans. Previously, Flavia worked as a consultant for various institutions such as PNUD, Brazilian Ministry of Science and Technology (MCTI), Institute of Advanced Studies (UNU-IAS), Thomson Reuters Point Carbon, Brazilian Panel on Climate Change and SEA Projects. Her activities covered the field of vulnerability and adaptation to climate change, Urban Development Co-Benefits Approach, GHG emissions allowances allocation, and Global Climate Change Mitigation.

GYU SEOK OH

Mr. Gyu-Seok Oh is President of Corporate Management of Daelim Industrial and is responsible for all the corporate center activities of Daelim Group, including strategy and planning, finance, procurement, and human resources management.

Prior to joining Daelim in 2011, he served as the CEO of C&M for five and half years, which is a leading cable and internet service provider in Korea with more than 3 million subscribers. He also has had an extensive experience in Korean telecommunications industry, both in fixed and wireless, by serving seven years in various senior executive positions at Hanaro Telecom and LG Telecom. Mr. Oh received MBA and BA degree in Economics at Seoul National University.

HANG MUN CHO

Hang-Moon Cho is Director of the Climate and Energy Research Center at the Seoul Institute where he researched environmental policy over 20 years. He has been led the Energy Plan of Seoul Metropolitan Government. He is also a member of

executive committee for One Less Nuclear Power Plant (OLNPP). Prior to his current position, he practiced as an environmental engineer in engineering and construction fields.

HEE JIP KIM

Mr. Hee Jip Kim is Co-Chairman of the Korea Energy New Business Committee of Ministry of Trade, Industry, and Energy (MOTIE) together with the 2nd Vice Minister. He is currently also teaching Energy Policy at Graduate School of Public

Administration, Seoul National University as a Visiting Professor. In addition, he is serving as a member in various committees including the Electricity Demand/Supply Committee, the Korea Energy Expert Committee, and the advisory board for the Minister of MOTIE. Prior to working for the Korean Government and public entities, he worked at Accenture for 26 years specializing in Business Strategy, Operation and Enterprise Transformation of the Energy and Resources industry (oil & gas, power, chemical, steel and water). He holds a MBA from University of Texas at Austin and a BA in Business Administration from Seoul National University.

HYOUNG GUN WANG

Dr. Hyoung Gun Wang is a Senior Economist of the South Asia Urban Unit at the World Bank. He is currently the task team leader of various knowledge products of smart cities, city e-government, urbanization review, affordable

housing, and urban development. His work programs and research interests are Urbanization and urban development, Smart cities and e-government, Local/regional economic development, Housing, GIS and spatial analysis, and Economic impacts of infrastructure investment. His work programs have spanned a range of developing countries including Afghanistan, Argentina, Bangladesh, Brazil, China, Colombia, DR Congo, Egypt, Georgia, Ghana, India, Kenya, Nigeria, South Korea, Liberia, Malawi, Mexico, Mongolia, The Philippines, Russia, Rep. of Congo, Senegal, Sri Lanka, Tanzania, Tunisia, Turkey, Uganda, Vietnam, and Yemen. He worked as an Economist at the Bank of Korea (the Central Bank of Korea). He holds a Ph.D. in Economics from Brown University.

HYUNG SOO KIM

Mr. Kim is a Director in the Bureau of Supporting Green Growth in Prime minister’s office. He is in charge of ‘the green growth strategy and cooperation division’ in the bureau which handles 2nd national green growth 5 year plan and

international cooperation. Prior to this, he had been in the Korean Ministry of Strategy and Finance (MOSF) for most of his public careers. He has experience of a tax, national budget, fiscal policies and public financial management.

IAIN G. SHUKER

Iain Shuker is currently the Practice Manager, Environment and Natural Resource Management, East Asia and Pacific Region, managing a $3 billion environment portfolio for the World Bank. He has worked in the Africa, Eastern Europe, and East Asia.

He is an economist with over 20 years of experience in the World Bank working on environmental and natural resource management, rural finance, disaster risk management and land reform issues. Prior to joining the World Bank he worked at the International Food Policy Research Institute working on trade and environment linkages. He has a PhD in Applied Economics from the University of Minnesota. He is a South African national and a keen environmentalist who spends a lot of his spare time in the African bush.

IEVGENIIA “ZHENIA” VIATCHANINOVA

Ms. Ievgeniia “Zhenia” Viatchaninova is ICT Professional with several years of experience in project design and management, and communications, particularly in Europe, Central Asia, and Africa. She presently works for the Global

and ICT Practice of the World Bank. Zhenia specializes in analytical and knowledge management activities in telecom and open data at the intersection of ICT and energy sectors. Most recently, she’s been managing communications and external partnerships for the Negawatt Challenge for Energy Efficiency and Innovative and Green Growth for Rural Areas of Kosovo, both funded through the Korean Green Growth Trust Fund. Zhenia earned a dual master in Public Diplomacy from Syracuse University in 2013, where she studied international relations and public relations as a Fulbright Fellow. In addition to international development, Zhenia has experience in radio journalism, public affairs and PR, event and nonprofit project management in Ukraine, Canada, and the U.S.

IL-CHUNG KIM

Il Chung Kim has taught economics in Dongguk University since 1985 and in State University of New York at Potsdam between 1982 and 1985. His major academic field is Environmental Economics and International Trade Theory. He also served as a

Dean of International Programs and Education and a director of Ecological Research Center in Dongguk University. Dr. Kim has been active in academic society as well as in social services beside his professorship. He served as the editor in chief of Korea Journal of Resource Economics, and the President of the Korean Environmental Economics Association. He has been members of various committees related to environmental and energy issues, including National Energy Commission under the Presidential

Office, Civilian Committee of Water Resource Management under the Office of Prime Minister, and several committees in the Ministry of Industry and Energy, Ministry of Environment. Currently he serves as the Co-Chair of Climate Change Forum of National Assembly, President of East Asian Association of Environmental and Resource Economics, and Vice President of the Korean Academy of Environment Science. Dr. Kim has published numerous professional papers, research project reports, some book chapters in environmental economics and policy issues. Dr. Kim received BA from Yonsei University in Korea and MA and Ph.D in Economics from University of Kansas in the USA in 1984.

JAEHAK OH

Vice President, The Korea Transport InstituteDr. Oh is Vice President and Director of National Transport Strategy Planning at KOTI. During the last 20 years, he has project managed more than 60 of KOTI’s transport projects. During 2006 to

2011, He was the project manager of the national R&D, “Transport Connectivity and Transfer Technology Development.” He has played a key role in innovating transport systems for green growth and formulating infrastructure policies for the Korean government. Since 2009, Dr. Oh has been the research project manager of High-Speed Railway(KTX) economic development which aims to promote regional and urban development through KTX station area development. Dr. Oh obtained his PhD degree for transport studies at University College London in 1990. Since 1992, he has been working for The Korea Transport Institute (KOTI), taking a one-year leave of absence during 1995 as Lecturer at the Tokyo Institute of Technology. At present, he is a SC Member of WCTR-Society and an Editorial Board Member for the WCTR Journal of Transport Policy.

JAEHYANG SO

Ms. Jaehyang So is the Director, Trust Funds and Partnerships at the World Bank. A Korean national, Ms. So joined the World Bank in 1992 as a Young Professional. She has worked throughout World Bank’s front line and corporate units focusing on

privatization of utilities, financial and corporate restructuring of state owned enterprises, and infrastructure operations in East Asia, South Asia, Eastern and Central Asia, and Africa. Prior to her current position, Ms. So was the Manager of the Water and Sanitation Program (WSP), one of the longest running global partnership programs of the World Bank, where she led the development and implementation of the program’s results management and monitoring systems and significantly leveraged the financial mobilization efforts and resources of the program. Ms. So has also served in selected corporate assignments throughout her career, including Adviser to the Managing Director, supporting the World Bank Group’s strategy, budget, and resource mobilization efforts. Prior to the World Bank, Ms. So was a corporate strategy consultant at Monitor Company, a management consultancy in Cambridge, Massachusetts, advising Fortune 100 level companies.

JANG IK LEE

Dr Jang Ik Lee is Research Professor at the State University of New York. He also leads as the Associate Director at International Learning Institute at SUNY Korea. Prior to this position, he served as the division chair at Educational

Administration & Management of Higher Education at Ajou University where he was responsible for school leadership and school innovation for 12 years. During his term as the division chair, he also directed planning and developing of development program at Center for Teaching and Learning for a year at Ajou University. Before working at Ajou University, he worked as a Research Fellow at Korean Research Institute for Vocational Education and Training, where he researched on national and local HRD policy, career guidance system research, and information resource management. He holds Ph. D. in Educational Policy and Management from University of California, Berkeley.

John Hosung Lee is an Operations Analyst in the Korea Green Growth Trust Fund (KGGTF) at the World Bank. He has been with the World Bank since 2012 and been working on projects which aims to solve urban problems through

governance, financing, planning, use of ICT and promotion of private sector development. Prior to the Bank Mr. Lee worked at Korea Research Institute for Human Settlements (KRIHS) and a management consulting firm in Korea. He studied Architecture from Korea University in Seoul and Urban Planning from Columbia University in New York City.

JOOHO RHIM

Dr. Jooho Rhim received his bachelor degree in civil engineering from Seoul National University, Seoul, Korea in 1998, and the master and Ph.D. degrees in Urban Planning and Design from the same university in 2000 and 2006, respectively.

His doctoral thesis was about relationship between land-use planning and public transportation demand.

In 2006, he joined the Housing and Urban Research Institute, the Korea National Housing Corporation (KNHC). From June 2007 to February 2009, he served as an expert advisor at the Central Urban Planning Committee in the Ministry of Land, Infrastructure, and Transportation (MoLIT). Since the merger of the KNHC and the Korea Land Corporation (KoLand) in October 2010, he has been with the Land and Housing Institute (LHI) in Daejeon, Korea.

He has been participated in research projects on planning and developing sustainable cities, and his current research interests include urban regeneration, green development assessment system, and urban agriculture. He is a member of the Korea Planners Association (KPA) and Urban Design Institute of Korea (UDIK).

JORGE ARMANDO GUERRERO ESPINOSA

General Coordinator, National Housing CommissionMr Jorge Guerrero graduated from the Faculty of Sciences of the Autonomous University of Mexico (UNAM) where he conducted studies of Actuarial. He has a Master Degree in Economics

from the Center for Tuition and Economic Research, as well as a Master Degree in Finance from the Autonomous Institute of Mexico. He began his professional career at the Institute for Social Research of UNAM, working in projects of Government Policies for Higher Education and the National System of Researchers. Within the housing sector, he has an extensive experience of over 10 years, in areas related to International organizations, and sustainable housing financing, thanks to his performance in Federal Mortgage Society (SHF) where he worked as a specialist of the Deputy General Directorate of Promotion and Development of Housing Market. He also collaborated in the development and implementation of the produce “Green Mortgage SHF” for families who are not affiliated to the Social Security System, as well as in the design of a public policy to promote housing for rent, property tax payment and mortgage maintenance.

JULIE BABINARD

Julie Babinard is a Senior Transport Specialist in the Transport and ICT Global Practice who provides technical and policy advice on international development issues related to infrastructure services and transport systems at the World Bank.

Her primary research, publications and operational experience focus on inclusion, employment, health and environmental aspects of transport operations. Ms. Babinard holds a Master’s in International Policy Studies from Stanford University with a background in environmental and natural resource economics. She has published a number of papers, chapters and strategy notes on international development economics topics, including transport and access issues for vulnerable users. Prior to joining the Bank in 2001, she worked as a researcher for the Freeman Spogli Institute for International Studies at Stanford University, California, and at the International Food Policy Research Policy (IFPRI), Washington DC. She is the Co-Chair of the Transport Research Board (TRB) Accessible Transportation and Mobility Committee.

JUNG EUN OH

Dr. Jen Jung Eun Oh is Sr. Transport Economist at the World Bank, Transport and ICT Global Practice. At her position, she has led and worked on several investment operations and analytical and policy advisory works in the areas of urban transport,

green transport, roads sector development and trade facilitation. Her scope of work includes both low- and middle-income countries, and more recently, has been focused on transition economies in Eastern Europe and Central Asia. Before joining the World Bank in 2008, she worked in the U.S. and South Korea, in transport policy-making, public financing policies, transport demand analysis and modeling, with partners in the government, academia and research communities. She holds a doctoral degree in transportation systems and a master’s degree in economics, both from Purdue University, and a master’s and bachelor’s degree in urban studies and civil engineering from Seoul National University.

JUN SEOK HWANG

Junseok Hwang is professor of Information Science and Technology at Technology Management, Economics and Policy Program (TEMEP), Seoul National University and Director of International Technology Policy Program (ITPP). Prior to this, he

was an Assistant Professor in the School of Information Studies at Syracuse University. He received his Ph.D. in Information Science and Telecommunications from the University of Pittsburgh, a Master’s degree in Telecommunications from the University of Colorado. His current research focuses on economics of information and networks, management and policy of convergence technologies, social impact study and forecasting of emerging technologies, knowledge management, patent research and policy analysis. On this topic of research, he is actively working for Digitalogy, and Technology and Humanities Convergence study.

KIHOON KWAK

Mr. Ki-Hoon Kwak is a senior manager of the MDB Co-financing Team and has worked at Korea Eximbank since 2010. He holds a BA in Economics from Seoul National University.

KWANGIK WANG

Dr. Kwangik Wang is a Senior Research Fellow at the Korea Research Institute for Human Settlement (KRIHS). He earned his bachelor’s degree in Landscape Architecture from Kyunghee University and master’s degree in Regional Planning from

State University of New York at Albany. He received his Ph.D. in Urban Engineering from Tokyo University. He also received a certificate in Advanced Institute of Urbanization, Emissions and the Global Carbon Cycle in the Global System for Analysis, Research and Training (START) and the National Center for Atmospheric Research (NCAR). He served as Researcher at the Korea National Housing Corporation, Research Assistant at Tokyo University, Researcher at the Korea Institute of Construction Technology and the New York State Emergency Management Office. He has received many grants and awards as the the Research Seed Grants from National Center for Atmospheric Research (NCAR) for his research excellence. His research interest includes theory of urban structure, urban environmental & energy policy related to the climate change, land use plan and GIS.

MANSHA CHEN

Mansha Chen is Urban Specialist at the World Bank. She led the development of the Sustainable Urban Land Use Planning and the Integrated Urban Transport Planning e-learning courses. She is currently working on new

e-learning courses on land readjustment, land market assessment and land-based financing. She has been working with key regional/national institutions in Asia and Africa on urban management capacity development programs. She holds ME/BE in Urban Planning and a BA in Economics. Prior to joining the World Bank she worked as an urban planner in the Chinese Academy of Urban Planning and Design under the Ministry of Housing and Urban Rural Development.

Maria Emilia Zielinska is a graduate student of Master Program in Urban Administration and Planning in the International School of Urban Sciences at the University of Seoul. She is a public official and works for the Department of

Architecture and Land Use Planning of the Municipal Office of the City of Warsaw, Poland, where her main responsibilities involve evaluation and supervision of land use plans drafting procedures for the city center of Warsaw. She has a Master Degree in Urban Planning from the University of Warsaw.

MIGUEL ENRICO C. PAALA III

Miguel Paala is a Project Manager for the Planning and Project Development division of the Department of Transportation and Communications in the Philippines. He graduated with a degree in Management Engineering in the Ateneo de Manila University. He leads a diverse set of projects ranging from rail, water and road, one of which is the Road Safety Database System. He is currently pursuing his Master’s degree in the University of the Philippines.

MI HOON JEONG

Dr. Mihoon Jeong is the manager of Korea Industrial Complex Corporation and in charge of international cooperation for Green Business team. She holds a bachelor’s and a master’s degree in Environmental Science and Engineering at Ewha

Womans University. She received a Ph.D. from Purdue University with the area of natural resource management and studied in optimization for managing adverse impacts from urbanization in the perspective on smart growth. Before she joined KICOX, she had several work experiences in environmental field, in particular, soil and water.

NANCY L. VANDYCKE

Dr. Nancy Vandycke is the Lead Economist of the Transport and Information and Communications Technology Global Practice of the World Bank, Washington DC, USA. She is the lead author of several World Bank Group strategies—including the

infrastructure and water strategies, and of policy papers presented at the G20 Summit and at international fora on behalf of the Bank. She currently leads the strategic and analytical engagement with external stakeholders. In the course of her previous assignments at the Bank, Dr. Vandycke has led the policy dialogue on policy and regulatory reforms within the framework of—among others—infrastructure provision and private sector development. She has also overseen and managed the operational implementation of several investment projects, in Russia, Poland, Romania, and Central Asian countries. She has published and written extensively on urban transport, infrastructure and health, and private sector development, but also on a range of developmental issues, including natural resources, investment climate, and growth. Prior to joining the World Bank in 1999 as an Economist, Dr. Vandycke was a Lecturer at the University of London, UK, and at Georgetown University, USA. She spent several years as a Research Associate at the Russian-European Center for Economic Policy in Russia, and at the Centre for Economic Performance in the United Kingdom. She was also an Advisor to the Belgian Chair at the International Monetary Fund in Washington, DC. She holds a Doctorate in Economics from the London School of Economics.

His practical experience spans from conventional end-of-pipe treatment to upstream pollution prevention measures to help manufacturers in chemicals, refining, pharmaceutical, resins and paints, textiles, and other diverse industries minimize emissions/wastes and save water and energy. Before joining IFC in 2011, he worked for various multinational chemical manufacturing and environmental consulting companies. He has a BS and a MS in chemical engineering and is a registered professional engineer in the US.

Neeraj Prasad is Manager for Knowledge and Partnerships in the World Bank’s Climate Change Vice-Presidency. He began his career as a development administrator in India, and after selection to the Indian Administrative Service, he

Dr. Ranjan Bose is an accomplished energy and environment professional with extensive global experience in research, evaluation and formulation of policies and strategies to implement sustainable energy solutions in urban planning, transport,

climate change mitigation, municipal services and governance. He joined the World Bank, Washington DC in March 2008 as Senior Energy Specialist (Urban Energy) to provide critical upstream analytical, advisory and technical assistance on clean energy and technology, economics, transportation energy and environment, regulations and standards, and planning for the World Bank’s engagements in cities green growth agenda. His work as a team leader emphasizes holistic solutions that cut across sector

boundaries through delivering diagnostic analytical tools for decision making to advance the vision of sustainable cities. Prior to the World Bank, he served TERI (The Energy and Resources Institute) New Delhi for 25 years and retired as Director from the Regulatory Studies and Governance Division in 2008. Ranjan received a PhD from IIT, Delhi and was a Fulbright Post-doctoral Scholar at the Univ. of Pennsylvania, Philadelphia. The IPCC acknowledged him for his contribution to the Nobel Peace Prize for 2007 to the IPCC.

ROLAND WHITE

Roland White is World Bank Global Lead: City Management, Governance and Financing, with a 25 year career in urbanization, urban development and the management and financing of cities. He has led major analytic, policy advisory and investment

operations in over 25 countries across three global regions – Africa, South Asia, and East Asia and the Pacific. He has written widely and speaks regularly in these fields. He is currently leading a major Program of World Bank analytic work on urbanization and city development in Africa, one of which aims at understanding the impact of urbanization on the natural environment and developing green urban development strategies for African cities.

SAMHIR VASDEV

An interdisciplinarian at the intersection of design and development, Samhir is part of the ICT Innovations team in the World Bank’s Transport & ICT Global Practice. He helps governments collaborate with citizens to deliver services more

creatively using technology, design, and lean methodologies. Samhir has organized several international innovation challenges and coordinated various open data and open innovation initiatives from Tanzania and Lebanon to Chile and Mongolia. He holds a BA in Political Science and an MA in Communication, Culture and Technology, both from Georgetown University in Washington DC.

SANG DAE CHOI

Mr. Choi is a Director General in the Korean Ministry of Strategy and Finance (MOSF). He has been working over 20 years on fiscal policies and public financial management issues including national budget. Recently, for two years from 2013

to 2015, Mr. Choi worked at the World Bank Group as a Senior Economist of the Climate Change Group and the Sustainable Development Network (SDN). He contributed to developing climate change and green growth strategies in countries and sharing Korea’s green growth implementation experiences. His work focused on mainstreaming climate change and green growth in the public financial management, in particular, in the national budgetary process. During the former Korean administration’s planning and implementation of green growth initiatives, he served to justify and defend Korea’s green growth budget among all competing priorities.

He was formerly the Washington correspondent for Maeil Business Newspaper and a Founding Member of the World Knowledge Forum and Vision Korea Project. He has also worked at SBS, Seoul Broadcasting System, during which he set up the Future and Vision Project Team in 2004, in addition to founding and serving in the capacity of the Executive Director of the Seoul Digital Forum. He has a BA and MA in International Relations from Seoul National University.

SANGJOO LEE

Dr. Sangjoo Lee is Director of Happiness Housing Development Division in Korean Ministry of Land, Infrastructure and Transport (MOLIT). From 2013 to 2015, he worked at the World Bank as a Senior Urban Specialist on the issues of urban

development, green urban growth, and transport policy. Prior to joining the Bank, he had worked at the Ministry of Land, Infrastructure, and Transport (MOLIT) in Korea for 15 years. His assignments in Korea were Director of Overseas Construction Policy Division, Assistant Secretary to the President for Regional Development, Senior Deputy Director of Road Planning Division, and Senior Deputy Director of Urban and Metropolitan Transportation Division. He received a Ph.D. in construction management at the University of Colorado at Boulder.

SANG KEON LEE

Dr. Sang Keon Lee is a Senior Research Fellow and Director of the National Infrastructure Research Division at the Korea Research Institute for Human Settlements (KRIHS). He received his B.S. in Architectural Engineering and M.S. in Urban

Planning from Yonsei University, Seoul, Korea. His holds Ph.D. in Civil Engineering from Virginia Tech, Blacksburg, U.S. where he studied ICT application in transportation sector. He is acting as the Korean head of delegation and convener of the u-ITS ad hoc Working Group at ISO/TC204, as well as the Executive Director of Korean Society of Transportation Engineers. During the last 25 years, Dr. Lee has explored widely in the fields of Intelligent Transportation Systems and ICT; and his current research interests are ubiquitous traffic information standardization and globalization of smart city technology for developing countries, including Integrated Operation and Control Center (IOCC). Dr. Sang Keon Lee’s current projects as project director are focused on international consulting in the fields of ICT and smart city.

SANG KYUNG LEE

Mr. Sang Kyung Lee is a staff of Climate Change Division and in charge of managing overseas business of Sudokwon Landfill Site Management Corporation (SLC). With his profession in environmental engineering, he is also working on producing report of current state regarding SLC’s overseas business to the National Assembly of the Republic of Korea as well as feasibility studies of Indonesia, Sri Lanka for SLC’s overseas assistance business.

SEOYOUNG JANG

Ms. Seoyoung Jang is practice manager for eco-mobility team and transportation policy division. She graduated from Seoul Women’s University majoring in the social welfare in 2002. She worked for the Office of waterworks as an administrator in

Seoul Metropolitan government for 7 years. She has also worked for the Suwon city hall since 2007 as a logistics, social welfare, waste management and transportation policy administrator. Prior to this, she studied pre-MBA course in San Diego State University.

SEUNG JICK YOO

Dr. Seung Jick Yoo is President of Greenhouse Gas Information & Research Center of Korea. Prior to this position, he worked at the Korea Energy Economics Institute as a senior research fellow. Over the past 20 years of his career, his main

research topics are including, but not limited to, climate change policy and measure, energy security, resource economics, and GHG reduction target setting. He holds a Ph.D. in Economics with the concentration of Environmental Economics from University of California, Berkeley and M.A in Economics from Yonsei University.

SHIN LEE

Dr Shin Lee is Associate Professor at the University of Seoul. She leads the MURD, Master of Urban and Regional Development, program in the International School of Urban Sciences. She was Senior Lecturer until March last year at the School of Planning and

Geography, Cardiff University, UK, where she taught and researched transportation and urban planning for 13 years. Prior to that, she was

SIJIN LEE

Dr Sijin Lee is Chairman of Korea Environment Corporation. Since 1989, he worked at Kyonggi University as a Professor of Department of Environment Energy System Engineering. During the last 26years, he also served as a member of the

advisory committees for the Government of Republic of Korea in the areas of environment preservation, environment management and evaluation, and environment technology verification. He holds a Ph.D. in Water Quality from University of Iowa and Master of Water Quality from Manhattan College.

SOUVANPHENG BOUPHANOUVONG

Dr. Mme. Souvanpheng Bouphanouvong is Chairperson of the Economics, Planning and Finance Committee (EPFCP) and a Standing Member of the National Assembly of the Lao PDR since 2011 to present. Prior to this, she was the

Vice-Chairperson of the EPFC and the Head of the Secretariat of the National Committee for the Advancement of Women in 2006. She was first elected as the member of the member of the National Assembly in 2000. She holds two PhD degrees in Political Economics and Political Studies from Viet Nam. As Chairperson of the Economics, Planning and Finance Committee, Dr. Souvanpheng played a key role in preparing Lao PDR for World Trade Organization (WTO) membership. She has also pushed to shift the economy from a subsistence to intellectually based economy, in which small and medium enterprises are strengthened by focusing on value added production. Dr. Souvanpheng, as one of Lao PDR’s most active legislators, is leading the National Assembly in its transformation to become more transparent and independent institution. As Lao PDR formulating its 8th National Social Economic Development Plan (NSEDP), Dr. Souvanpheng is one of the strong advocates for integrating green growth principle into the plan in order to ensure equitable shared prosperity, sustainable growth and environment.

SUNGGON KIM

Assemblyman Sunggon Kim (The New Politics Alliance for Democracy) is the Member of the 19th National Assembly of the Republic of Korea and Co-Chairman of Korea Governance Forum on Climate Change. Since he first became the member

of the National Assembly (15th) in 1996, he held prominent positions in various committees and serves as a chairman/co-chairman for following (in-service only): Chairman of Korean Solidarity for Peace and Reunification; Chief Vice Chairman of Central Committee of Democratic Congress on Global Koreans of Democratic United Party; Chairman of Political Forum for the Unity. He is also serving as Chief Head of Seoul Peace Education Center (since 2001) and Member of Foreign Affairs & Unification

Committee (since 2012). Throughout his career, he focuses on foreign affairs, peace, unification, and environment issues. Prior to the member of the National Assembly, Sunggon Kim was in a teaching position in Yonsei, Ehwa, Wonkwang, and Yongsan University. He holds Ph.D in Religion from Temple University (USA) and BA in History from Korea University.

TAESUN SHIN

Head Manager, K-Water Mr. Taesun Shin has conducted a wide range of works related to water at K-water (Korea Water Resources Corporation) since 1996. He is working at the research center for water policy and economy

in K-water, dealing with water related projects, including the Water and Green Growth Project which was in collaboration with the Korean government and World Water Council from 2012. He contributed to the 7th World Water Forum as a Thematic Process design group coordinator of the theme 3.1.Green Growth, Water Stewardship and Industry and session coordinator of the Asia-Pacific Regional Process: Water and Green Growth. He got an MBA in the University of Birmingham in UK.

TAE YONG JUNG

Deputy Executive Director, Graduate School of International StudiesDr. Tae Yong Jung is Deputy Executive Director of Institute for Global Sustainability (IGS) and a professor of Graduate School of International

Studies at Yonsei University. He has 25 years of experience in the areas of energy, climate change, and environment. Prior to current position, he was working globally at the Asia Development Bank, Global Green Growth Institutes, and World Bank as an energy and climate policy specialist. Dr. Jung holds a PhD and MA in Economics from Rutgers, The State University of New Jersey and BA in Economics from Seoul National University.

TAO WANG

Mr. Tao Wang, Director of Mitigation and Adaptation at the Green Climate Fund (GCF). He takes the leadership role in developing and implementing the Fund’s investment framework, results management framework, and developing a

pipeline of mitigation and adaptation projects and programs. Prior to joining the GCF, Mr. Wang was Senior Portfolio and Risk Officer at the Climate Investment Funds (CIF). He also headed the carbon finance operations at the World Bank. Earlier in his career, Mr. Wang was a consulting manager at Accenture. Mr. Wang holds a Master’s degree in Finance/Financial Engineering from University of California at Berkeley.

THANTA KONGPHALY

Mr. Thanta Kongphaly is the Director of Planning and Finance Department under the Economic, Finance and Planning Committee of the National Assembly since 2007. He is plays the leading role. Prior to this, he was the Permanent Secretary of the

Ministry of Planning and Investment (MPI) in 2001, and Director of International Economics Research Division (formerly known as NERI) in 1998. Mr. Thanta holds a Master Degree in Business Administration from Leipzig University, Germany in 1997, and a

Mrs. Viengsamay Srithirath is a Country Officer at the World Bank Lao PDR Office. She is the main focal person in Lao PDR to coordinate and liaise with the Government counterparts on the Bank’s engagement on green growth in Lao PDR.

Viengsamay’s knowledge and in-depth understanding of the country’s political economy, operational context and evolving challenges has helped sharpen the World Bank assistance and engagement strategy with the Government as well as Development Partners in Lao PDR. As a Country Officer, she supports the implementation of the Bank’s portfolios in Lao PDR. In additions, she also provides operational supports to a numbers of projects related to natural resources and environment. Viengsamay has a bachelor degree in International Business Management from USA, and Master Degree in Natural Resources Management from Australia.

YEONG-HEE JANG

Director, Seoul Housing CorporationYeong-Hee Jang is the Director of the Urban Research Office of the Seoul Housing Corporation, an implementation agency of the Seoul Metropolitan Government (SMG). Also she is the

Acting Commissioner of the Seoul City Planning Commission and Housing Development Planning Committee of the Ministry of land, Infrastructure and Transport in Korea. Her research focuses on Seoul’s housing issues and policies as well as urban development and redevelopment policies. She was the Vice President and principal research fellow of the Seoul Institute for a long time.

YONG-SOO SONG

Manager of Waste Facility Management Team, Gwangju City GovernmentYong-soo Song is a Manager of Waste Facility Management Team in the Division of Responding Climate Change at the Gwangju Metropolitan

City Government. Prior to his current position, he worked at the Public Water Service Office and Environmental Policy Division of the city government. He also worked at the Secretariat of Urban Environmental Accords (UEA) in 2012 to prepare opening of UEA office in Gwangju, foster its projects, establish a network with World Bank’s Urban Knowledge Platform, etc. Before joining the city government, he majored environmental engineering at Chosun University in Gwangju, Korea.

YOON JONG CHOI

Mr. Yoon Jong Choi is Director of Park and Landscape Policy Division in Seoul Metropolitan Government(SMG). Prior to this, he was a Director of Park Development Division and Natural Ecology Division of SMG. He handles everything about

managing parks and green spaces, planning huge parks, citizen participations and cooperation, recreations and cultural activities in parks. Specifically, he engaged in whole process of constructing

World Cup Park, the park was changed from the large landfill site. He received a master’s degree from university of Illinois through a long-term fellowship program for overseas study. He also participated in field research at Carl Vinson Institute in Georgia as a research scholar from 2012 to 2014.

YOONJU HEO

Dr. Yoonju Heo is a global project manager at the Seoul Metropolitan Government. She is in charge of the international development cooperation in Global Partnership Division, currently coordinating the partnership between Seoul and Bandung. She

also manages collaboration with national and public organizations to share Seoul’s experiences with overseas cities. Prior to the Seoul Metropolitan Government, she worked in several public agencies such as Seoul Institute, Seoul Museum of History and Yeongdeungpo District Office.

YOON KYUNG KIM

Mr. Yoon Kyung Kim is Deputy Director-General of International Finance Bureau in the Korean Ministry of Strategy and Finance. Over the last twenty years at the Korean Ministry of Strategy and Finance, he focused on international financial cooperation,

international finance policy, and fiscal planning. From 2012 to 2014, he also worked at the International Monetary Fund where he negotiated the IMF’s program in Sudan and conducted reviews on implementation as a senior economist. He received his B.A. in Economics from Seoul National University and M.A. in Development Economics from University Manchester.

Dr. Ziad Nakat is a Senior Transport Specialist at the World Bank with the Transport and Information Technology Unit in the Middle East and North Africa region. He has joined the Bank in 2006 as a Transport Specialist in the Eastern Europe and

Central Asia Region. He has experience in over 20 countries in Europe, Central Asia, the Middle East and North Africa. He is currently Transport Program Coordinator for the Mashreq and Gulf Cooperation Council countries in the Middle East and North Africa Region, in charge of several World Bank projects and activities notably in Saudi Arabia, Egypt, Morocco, Lebanon, Jordan, and Oman. He has experience in various transport fields including road/railway planning, urban transport, asset management, infrastructure economics, infrastructure finance, energy subsidy reforms, alternative fuels, risk management, and stochastic modeling. Prior to joining the Bank, he worked as a researcher in the Pacific Earthquake Engineering Research Center in California on the reliability of offshore oil and gas pipelines, and in the Institute of Transportation Studies in California on infrastructure management and investment policies. Dr. Nakat has a Bachelor’s degree in Civil and Environmental Engineering from the American University of Beirut; an MA in Economics from the University of California, Berkeley; and an MS and PhD in Civil and Environmental Engineering from the University of California, Berkeley.
