OverviewofNewYorkStateDataCollection New York State has requirements for school districts, schools and BOCES. The Student Information Repository System (SIRS) is used in New York State (NYS) for the purpose of providing a single source of standardized individual student records for analysis at the local, regional and State levels with the goal of improving student performance and meeting state and federal accountability requirements. The following information is taken from the SIRS Website (http://www.p12.nysed.gov/irs/sirs/). SIRS Levels: There are multiple data collection points within SIRS:

1.) The first point is the local student management system (SMS) used by a district, school or BOCES. Student demographic, school enrollment, program, and other required data are typically collected in the local SMS.

2.) Level 0 (LVL 0) is a NYSED web-based application developed hosted by the

Regional Information Centers (RICs) and provided to enable districts to “cleanse” data per NYSED rules. Data is imported from the local SMS into LVL 0 or, data can be entered directly into LVL 0. Verified data is exported from LVL 0 in a format that can be loaded directly into the WNYRIC Data Warehouse.

3.) The WNYRIC Data Warehouse is one of eleven Level 1 (LVL 1) data

repositories hosted by RICs and some Big 5 city school districts (e.g. NYC). These organizations may also be referred to as the “LVL 1 Operators”. Each LVL 1 repository includes, at a minimum, all the data elements defined in the “SIRS Data Elements” document. Additional data elements needed to meet local or regional needs may also be included. In addition to meeting NYS reporting requirements, the data collected at this level are used for local data analysis and reporting including the pre-printing of scannable assessment answer sheets. The demographic data elements are also used in the NYSSIS process to create unique student NYSSIS IDs, which are stored and maintained at this level. The LVL 1 data repositories like the WNYRIC Data Warehouse are used to prepare data for submission to the Level 2 Repository. Data reporting from the LVL 1s are available only to district and school users with a legitimate educational interest.

4.) The Level 2 (LVL 2) Repository (SIRS) is a single statewide data warehouse,

where all required student data from the various LVL 1 repositories are combined. In the LVL 2 Repository, each student record is uniquely identified with a 10-digit NYSSIS number. Data in the LVL 2 Repository are available only to districts, schools, BOCES, RICs and NYSED users with a legitimate educational interest. LVL 2 SIRS data reports are available to authorized users primarily through the Level 2 reporting environment (L2RPT) hosted on RIC and some Big 5 websites.

IntroductiontoLevel0 Level 0 (LVL 0) is a web-based application that is used to enter and validate student data before it is loaded to the WNYRIC Data Warehouse (aka LVL 1). Generally, data from student systems, such as a student management system, cafeteria system, and special education system, is extracted and loaded into LVL 0. Starting in 2011-12, limited data from HR Systems is also extracted and loaded into LVL 0. If the district contracts with the Western New York Regional Information Center (WNYRIC) to support these systems, data will be extracted and loaded by WNYRIC staff. If you are a SMS (Student Management System) supported district, WNYRIC will extract data monthly during the regular school year. Some records are extracted monthly; others occur less often. Once the data is in LVL 0 the DDC/CIO is responsible for coordinating the verification of the data. Once the data are verified and free of errors, the DDC/CIO performs a transaction called a “Lock” to indicate the file is ready for loading to the WNYRIC Data Warehouse. If a district does not have a student management system, a cafeteria system, or a special education system, data can be entered directly into LVL 0 manually. Level 0 Security User security is established at the district level. Users with access can view all district data in LVL 0. Obtaining access to LVL 0 does require the district DDC/CIO to complete an AUP Security Form for ID/Password set up. The form is provided to you by the WNYRIC. The DDC/CIO can then establish access for other users in the District.

Logging on to LVL 0 Access: https://level0.wnyric.org/

Note that the address begins https and not http – indicating a secure (s) site. Enter your username and password and click the Log In button. Enter your LVL 0 User ID and Password and click Log In. Logging in provides access to the LVL 0 Welcome Page.

Level 0 Menus Menus appear across the top of the Welcome Page in red text - Elect. Import, Manual Input, L1-Data Prep., Reports, and L0 Express.

Center Page (Labeled #1-5 in screenshot on previous page) 1. Shows the current number of users logged on to LVL 0 2. ‘Change My Password’ link enables the user to change their password 3. Shows your district ID, Name and School Year. With Admin Access you may use the

drop down arrows to change the selections. 4. Message Board – Information is posted here as well as notifications 5. A notification (one shown here i.e. View) provides users with guidance for views,

errors and other pertinent information regarding the application. Logging Off

This tab, when clicked, logs the user out of the LVL 0 application and returns them to the LVL 0 Log In page.

Navigation: Level 0 Menus Overview

Elect. Import Menu – Used to access web pages used to ‘Import’ data into LVL 0 for Demographics, Enrollment, Program Fact, Assessment, SE Snapshot, SE Event, Grades, Staff/Stu/Crse records and other data as required by NYSED.

Manual Input Menu – Used to access web pages used for entry of data (updates or additions) for Demographics, Enrollment, Program Fact, Assessment, SE Snapshot, SE Event, Grades and Staff/Stu/Crse – OR – districts can use the ‘Manual Input’ screen to review a particular student record that exists in LVL 0.

L1-Data Prep. – Used to access web pages for final data validation and file creation for LVL 1 Submission. Process of file creation is referred to as “locking” data. Note – After validation and LVL 1 Submission the user has the option of downloading the ‘LVL 1 database submission text file. Follow the Save As instructions in the message window in LVL 0. See the example below – note the statement regarding data unlocked and available for update.

It is used after review of validation errors and their resolution.

Reports Menu – This menu is the tool used by Districts to run and review verification reports and other reports related to the processing of the data. Generally upon selecting a record (type) Districts can view the following:

L0 Express Menu – This menu is used to import course and staff data that is used to populate LVL 1 and LVL 0 with staff and course “look up” information (Staff Snapshot and Course tables).

The menu also provides an option for summary data for Course and Staff.

ElectronicImportDatatoLevel0 Data can be imported directly into the LVL 0 using the Elect. Import Menu for each record type. Formats are determined by NYSED and supplied by eScholar. Later, verified data is exported from LVL 0 in a format that can be loaded directly into the WNYRIC Data Warehouse (LVL 1).

Demographic Import Page

Step 1

‘Student Lite – Comma Delimited Text’ is the default radio button selection – Do

Not use Student Full. Step 2

‘Update EXISTING Records in Level 0 AND Insert NEW Records’ is the default

radio button selection – Refrain from using Insert NEW Records Only unless directed to do so by your SMS Representative.

Click the ‘Browse’ button and select your file to Import.

Click the ‘Prepare Import File’ you will see an Import/Validation Messages screen with directions on how to proceed.

Step 5 Example – Positive Validation

Click the ‘Validate Data’ button Your District Import Errors appears under Import/Validation Messages; these

errors also appear under the ‘Reports’ Menu. For more information regarding these errors please turn to section “Review & Resolve Report Errors” for assistance.

Review the error message and prepare another import for review. The process for using each of the import screens is similar. Yet each contains its own variables for step 1 and/or 2. The following screenshots illustrate this.

Placing a check in the “Check All” box selects all of the category types of the Program Services data to import. OR You can select specific categories for import. Depending on the time of year, you will be importing various categories of data. If you have support from the WNYRIC, your SMS team will pull data on your behalf and provide guidance.

Step 3 Following the choice to “Check All” you will change the default radio button from “DO NOT Delete Level 0 P.S. Records” to “Delete All Valid P.S. records (selected categories only)”.

Or, similar to Program Data, you may select specific test groups. Depending on the time of year, you will be importing various test groups of data. If you have support from the WNYRIC, your SMS team will pull data on your behalf and provide guidance. Step 3 Following the choice to “Check All” you will change the default radio button from “DO NOT Delete Level 0 Assessment Records” to “Delete All Valid Assessment records (selected test groups only)”.

Staff/Student/Course Import Page

Step 2 Use the drop down to select the reporting date group to import. All courses use the reporting date group of June 30th. In addition, courses requiring a NYS Assessment will use the assessment group date equal to the beginning date for the test administration period for the assessment. When you mouse over the assessment group it will show you the test names for that reporting date group. E.g. 2013-01-22 – Assessment Group displays the Regents Assessments. *Note – For courses requiring a NYS Assessment, your student management team will work with you on the sequence for loading the various assessment groups.

Step 3 Leave the default selections and follow the prompts to import your Staff/Stu/Crse records data. Note: Prior to importing this data the Course & Staff Snapshot need to be imported first, as well as Location Marking Period.

ReviewReportsandResolveErrorsThere are two types of errors that are considered critical errors and require resolution prior to the load of data to the WNYRIC Level 1 Data Warehouse. Import Errors The first types of critical errors are import errors. These occur when the file is first imported to Level 0. To view import errors, click the Reports Menu and select a record type (e.g. Demographic). Dist. Import Errors - Error Rpt #1

1. Click the radio button labeled Dist. Import Errors (Error Rpt #1).

2. If there are no errors, the window refreshes with a message indicating “0” error(s).

Or, if there are errors, the window refreshes with a list of errors. (See next page.)

Import Errors – Review and Resolve in both LVL

3. To resolve an error, review the error message. To edit the student record in Level 0, click the student ID hyperlink to the left of the Last Name column. The screen refreshes with a manual input page containing details about the student’s record (e.g. Demographics). See sample below.

4. Update the record correcting the missing or incorrect information. For example, in the sample above, the field Race 1 Code is missing data. To correct this, the user would select the appropriate code from the drop down.

5. Click the ‘Validate & Save Student Data’. 6. Click the ‘Back to Error Rpt’ button and continue correcting errors until all are

resolved.

Verification Errors The second type of critical error is the verification error. To view the verification errors, click the Reports Menu and select a record type e.g. Entry/Exit Enrollment.

1. Click the radio button labeled View Verif. Errors (Error Rpt#2).

and click the bar labeled Run Verification Report.

2. If there are no errors, the window refreshes with a message indicating “0” error(s).

Or, if there are errors, the window refreshes with a list of errors. In the sample below there is a student record with two enrollment errors, Error EE2034 and EE2014.

3. Review the error message EE2014. To edit the student record, click the student ID hyperlink (left). The screen refreshes with the manual input page for student enrollment data.

In the example above, the addition of the exit date and the exit code of 153 for the entry record of 7-01-2012, will correct the error EE2014. Once the correction entry is keyed in, click the ‘Validate & Save Data’ button.

Click the ‘Back to Verify Rpt’ button and continue to resolve remaining errors. To confirm all errors are resolved, run the verification report again.

4. The enrollment verification error EE2034 is derived from a cross check against the demographic record. To resolve this error, update the demographic record with the missing grade 9 entry date.

5. Click the ‘Validate & Save Student Data’.

6. In this case there is no ‘Click the ‘Back to Error Rpt’ button. To continue correcting the enrollment errors, you will need to access the Report Menu again, and select Enrollment.

Note: Errors can be corrected manually in the SMS and the LVL 0 systems or errors can be corrected in the source system (SMS) and then re-imported into LVL 0. This depends on the number of errors and the time needed to correct them. If you’re using WNYRIC support for your SMS, your SMS representative can provide guidance on which option to use.

Lock Data and Prep for LVL 1 Submission Once all import and verification errors are resolved, the next step is to prepare data for Level 1 submission. This process is often referred to as “locking” the data. Once data is locked, the WNYRIC Data Warehouse Technical Team will load it to LVL 1. In LVL 0 this is referred to as an “upload”. All of your data files will be locked for submission to Level 1 by the DDC (District Data Coordinator) or a designate. You should see your data in LVL 1 reports within 48 hours of locking your data.

L1-Data Prep. – This menu provides access to the Web pages used for final data validation and file creation for loading to the WNYRIC DW LVL 1. The following screen shot(s) show the Demographic L1 Data Prep Web pages. The example below is using the ‘Demographics’ in L1-Data Prep.

1. Click on the ‘Validate Now’ button to make sure all errors have been resolved.

If you have not resolved them all, you will get an error message indicating errors (see example below).

If this occurs, you will need to access the appropriate report for this record from the Reports Menu. Please see prior section entitled Reviewing Reports and Resolving Errors.

If you have resolved all import and verification errors, you should receive the following message:

Program Service Data Prep for Level 1

To validate and lock data, options exist for Program Services. These are similar to those options encountered in the Program Svc Import Page. You can choose to either “Check All” or, check individual program categories.

1. Click either the “Check All” box or click each box for individual categories.

2. Click the “Validate Now” button. If errors are found for any of the program types you selected it will “un-check” the box and list the errors. If there are no errors the box will remain checked for the selected program category.

Assessment Data Prep for Level 1

Similar to Program Service, options exist for the Assessment Data Prep page. You can choose to either “Check All” or, check individual test groups.

2. Click the “Validate Now” button. If errors are found for any of the test groups you selected it will “un-check” the box and list the errors. If there are no errors the box will remain checked for the selected test groups.

SE Snapshot Data Prep for Level 1

The SE Snapshot Data Prep page also has options:

1. Select the radio button for the Snapshot Type.

SE Event Data Prep for Level 1

The SE Event Data Prep page has the same options as Demographic and Entry/Exit Enrollment.

1. Click the “Validate” button.

2. If there are no remaining errors, click the “Check box” and follow the prompts to complete your data prep.

Class Grade Detail Data Prep for Level 1

The Class Grade Detail page has the same options as Demographic, Enrollment and SE Events.

1. Click the “Validate” button.

2. If there are no remaining errors, click the “Check box” and follow the prompts to complete your data prep.

Staff/Student/Course Data Prep for Level 1

The Staff/Student/Course Data Prep page is similar to the Staff/Student/Course Import page. You have the option of choosing “All” or an individual group from the drop down selection menu. Note: These are the same reporting groups used on the Staff/Student/Course Import page.

1. Choose a ‘Reporting Date Group’ from the drop down selection menu (All Staff/Stu/Crse or an individual group).

2. Click the “Validate Now” button to ensure there are no errors.

3. Click the “Check box” to lock your data and follow the prompts to complete your data prep.

Accommodation Data Prep for Level 1

The Assessment Accommodation Data Prep page has the same options as Demographic, Entry/Exit Enrollment, SE Events and Class Grade Detail.

1. Click the “Validate” button.

2. If there are no remaining errors, click the “Check box” and follow the prompts to complete your data prep.

A Few Things to Remember:

When you click the box to lock the data, the date and time are recorded in a report called the “Lock History Log”.

When the file is created for LVL 1 submission the record in LVL 0 unlocks and is recorded in a report called “Unlock History”.

When the WNYRIC DW Team performs an upload an entry is made in the “District Upload Log Dates”.

Files need to be locked in sequential order. Demographic must be locked whenever enrollment is locked. If the other records

types are locked, Demographic and Enrollment must be locked at that time, as well.

WNYRIC Districts – If you lock and create the file for submission in LVL 0 by 12 noon on Thursday, the data will show the following Monday in the available L2RPT Reports.

Reports Section In the section entitled “Reviewing Reports and Resolving Errors”, two types of verification reports were introduced, as well as their usage. In addition to these report types, there are additional reports that can be found under the Reports Menu. Some of these are common to all types of records; others are specific to a particular type of record. The common reports for all records are listed below:

The Import Log provides the name of the district person or RIC person who imported the file and the Date/Time the file was imported. Sample of a Lock History report (Exit/Enrollment Record):

The Lock History provides the name of the district person who locked the district files and the Date/Time the file was locked.

The Unlock History provides the name of the person or RIC who unlocked the district file, the Date/Time it was unlocked and the reason for unlock. In this example, the WNYRIC loaded files on behalf of the district to the LVL 1, which automatically unlocks the district files. Sample of a Dist Upload Log (Program record)

This example illustrates the WNYRIC as the responsible person for upload and the Date/Time the file was imported, and a Record Count. Sample of District Summary (Class/Grade/Detail record)

The District Summary provides an overview of the District’s total Valid and Error records, as well as the Lock dates and the name of the person who locked them.

Sample of District School Summary (use SE Snapshot)

The District School Summary provides an overview of the BEDS, EOY (end of year), BEDS error and EOY error count. These counts are by the District School building location. In addition to the common types of reports, each record (Demographic, Enrollment, etc.) may also have reports that are unique for that record. The screen prints that follow illustrate this. The Demographic record has blank field and duplicate ID report.

As seen in this example, the Blank Fields report shows the field name and the count of errors for that field.

The field name is a clickable link that takes you to the list of students containing the error. The student ID’s are clickable links taking you to their Demographic template to

correct the field. This example lists the homeroom as the blank field .

Entry/Exit Enrollment has the Credential Counts report.

This report compares the current enrollment count for each credential types (diploma types) to the previous year’s count. Program Service has Category Breakdown and Waiting for Level 1 reports.

The example above shows the Category Breakdown view, which lists the program categories, with valid counts, errors and person and date locked.

Program Service has Waiting for Level 1 report. This report shows a list of locked files waiting to load to Level 1.

Assessment Report has the Test Breakdown Rpt.

This report is also available for the Assessment Accommodation record.

This report contains counts with clickable links to the student records. Once there you can choose to click the student link to view the student assessment record entry.

SE Snapshot has the report for BEDS and EOY (end of year) verification errors specific to the time of the year.

These report tools are used in the same manner as those reports found in the section entitled ‘Review Reports and Resolve Errors’. SE Event has the Event Type Breakdown report.

The Event Type Breakdown shows both Valid and Error information for:

Both Staff/Stu/Crse and Grade Detail contain the Course Roster by Teacher report.

1. Click on the Staff ID link to view the students with course relation to that teacher.

2. Click the Student ID link to view the Staff/Stu/Crse Current Student information.

3. Click the “Back to Roster Rpt” to review the rest of the student(s).

The information in the dashboard reports is already available under the reports for each section. This report is a resource for your review of existing errors that need attention prior to locking as well as tracking the last Import and Uploads of your data.

Note – When viewing the ‘Locked’ column on the Dashboard and you see ‘NO’ you can review the ‘Lock History’ and the ‘Unlock History’ reports for more information. Reports – Information Reports This page will allow you to run information reports or download all records for a given record type (e.g. Enrollment). The Information Reports supplement the verification reports and represent possible problems requiring research by the district. However, nothing in these reports will prevent data from being sent to LVL 1.

When you select your “Data Type” from the drop down selection menu and click the “Run Report” button, the report generates a list by student of the “Potential Problem?” that needs to be corrected in your data. The clickable links, as seen in the example below, take you to the record that needs update.

You can download the error report produced using the “Download” button located above the Information Reports title.

You also have the option of “Download All” report records using the ‘Download All Records’ button.

Take note when you select a Data Type and click the “Run Report” button the Download All Records button activates. The “Download All Records” button allows you to download all records for the selected data type for the current district and school year. E.g. Staff/Stu/Crse Data Type – Download all Staff/Stu/Crse Records button available.

Manual Input Screens – An Overview

The manual input screens can be used to manually input data, to correct verification errors or they can be used to view data that has been already entered into Level 0. Note: When making manual changes to Level 0, you must also make the changes within your SMS system at to ensure consistency of your data between software systems.

From the pull down menu for Manual Input, click the record type of the manual input page you would like to view. (e.g. demographics). In the middle of the page, there is a navigation tool bar for ease of movement between the various manual input pages (Demo, Enroll, Prog, Assess, Snapshot, Event, Grades and Staff/Stu/Crse).

On the same page there is also a ‘Search’ box labeled Student Search. You can search using a student ID or student last name.

e.g. King, Kingdom, Kinsey etc. For a Last Name Search, you can enter the full last name or a partial last name followed by an asterisk (*). The search will then provide a listing student records matching the search criteria. The following characteristics are common in all of the manual input pages:

(*) An asterisk denotes a required field

Dropdown selection. It is recommended that you click the drop down arrow and make your selection rather than key in your selection. This reduces the risk of a misspelling. You also have the option of keying in the first letter of one of the choices and the application will auto fill the text entry box.

Student ID is the 9 digit local student ID used by the District/School.

Date Entry must be 4 digits for the year (YYYY), 2 digits for the month (MM) and

2 digits for the day (DD).

At the bottom of each screen are buttons for Deleting, Validate & Save and Add. For guidance on their use please contact your Student Management Support team.

Demographic Manual Input Page This page contains personal information about the student. This data is required for all students.

Enrollment Manual Input Page This input page is for viewing data or inputting data that records a student’s enrollment entry/exit in a school within a district. This data is required for all students.

Program Fact Manual Input Page This input page is used for recording and/or viewing a student’s participation in a special program such as CTE, students with disability, reduced lunch etc. This data is required dependent upon student participation in program.

Assessment Record Manual Input Page This input page is used to record student assessment scores. E.g. Regents as needed by district. 3-8 ELA and Math scores are reported directly from Test Scoring/Scanning.

SE Snapshot Manual Input Page This is used for data associated with the October BEDS Day Snapshot and reports VR 1-9 in the PD Data System https://eservices.nysed.gov/pdsystem/.

SE Event Manual Input Page This page is used for data related to timely evaluations for students referred for eligibility determination, within the state established timelines. Data can be seen in the VR 11, 12 and 14 reports in the PD System.

Note – You must complete Link 1 data prior to adding Link 2; data for Link 2 must be completed prior to adding Link 3 and so on. The same applies to delete. You must delete Link 4 prior to Link 3 and Link 2 and so on.

Grade Detail Manual Input Page Grade Detail is used to record the final grade in a course. For grades 7-12, the grade must be numeric e.g. Regents Integrated Algebra. This page is dependent on the presence of a course code.

Staff/Stu/Crse Manual Input Page This page is used to record the Teacher/Student data linkage data (TSDL). Prior to importing this data, the Course & Staff Snapshot needs to be imported first, as well as Location Marking Period. All Course and Staff Snapshot and Location Marking Period data are imported/input using the Level 0 Express. For more information about the data on this page and its uses please refer to:

Accommodation Manual Input Page This input page is used to record test accommodations for all students who are provided with such accommodations during the administration of an assessment.

The School Administrator’s Manual for secondary-level tests and the administrator’s manuals for specific test titles for elementary/middle-level tests contain lists of accommodations available to students.
