As part of the national KIPP network of schools, our mission has always been to graduate students with the strength of character and academic abilities needed to succeed in life – and in so doing, to prove what is possible in urban schools. An underlying component of our mission is that our commitment to our students and families stretches K-16, from our elementary schools to our KIPP Through College (KTC) Program.

c. Proposed school location. The proposed site of the school will be in the Bronx, with a particular focus on CSDs 7, 10, or 11. KIPP NYC is requesting to be co-located in public school district facilities.

d. Target population/community served. We are targeting for the site of the school CSD 7, 10 or 11, serving families in the South Bronx, North Bronx and portions of the East and West Bronx. KIPP currently operates KIPP Academy and KIPP NYC College Prep High School in CSD 7. The student population in CSDs 7, 10, and 11 is comprised mostly of low-income students of color. Over 80% of students identify as either Black or Hispanic, and in CSD 7, 97% of students are Black/Hispanic. In districts 7, 10 and 11, 92%, 86% and 85% of students qualify for free or reduced price lunch, respectively. Students with disabilities make up about one-fifth of the student population in those areas. The percentage of ELL students varies from 9% in CSD 11 to 19% in CSD 10. Stronger school options are needed in CSD 7, 10 and 11, as over 70% of public, non-charter school students tested were not proficient on the 2016 NYS ELA or Math exams. In terms of ELA/Math proficiency, CSD 7 and 10 rank in the bottom third of all NYC school districts. In particular, CSD 7 ranks 3rd to last out of 32 districts, with under 20% of students proficient in Math or ELA. Opening a school in any of the above districts would increase the number of options available to support academic growth.

brief description of the model school’s success and discuss why replication of the model school is needed or provides a high quality option for the intended population of students or community. In 2016, KIPP NY�’s students outperformed their district peers in Math and ELA on the New York State exams. The results are a marked improvement over 2014 and 2015 results. Last year in math, 55% of KIPP NYC students (3rd-8th) were at or above proficiency vs. 20% for their districts (on avg), 36% for NYC, and 39% for the State. In ELA, 45% of our students were at or above proficiency vs. 24% for their districts, 38% for NYC, and 38% for the State. We graduate 96% of our students from high school in four years and 89% of our students matriculate to college vs. a 74% graduation rate and 45% matriculation rate for low-income students in the U.S. Also, 46% of our students graduate from college with a �achelor’s degree within 6 years vs. 9% of U.S. low-income students. We believe we can replicate these results and improve upon them at our proposed new school. Our belief is based on the fact that we have well-documented and tested curriculum and programs at all grade levels, which we have refined over the past 22 years of our existence. It has become standard practice at KIPP NYC to use data to inform our work, including effective teaching practices, professional development, support for diverse learners, and support for our students as they transition to college. We are confident that we can replicate at the proposed school these results (if not better), serving a population of students who may not receive at another school the same level of support, quality instruction (including character education), and college preparatory opportunities that KIPP NYC offers.

h. School overview. KIPP NYC schools follow the KIPP approach to school design, which focuses on high expectations, character development, teacher and school leader development, and supporting students on the journey to and through college. With regard to high expectations, we invest a great deal in ensuring that our teachers deliver high-quality, rigorous curriculum and instruction. We use data to monitor students’ progress so we can devise strategies to tailor instruction so every child receives the appropriate level of support and challenge. Character development continues to play an important role in our work at KIPP NYC. We use a character framework that focuses on teaching and reinforcing among students eight key character traits. Our experience has taught us that academics without character development is insufficient for success and personal fulfillment in life.

KIPP NYC dedicates a great deal of time to developing our teachers and leaders. Time is built into the schedule for teachers to collaborate in co-teaching pairs, through content team meetings and in grade-level team meetings. Every Wednesday afternoon, staff participate in professional development and team meetings. In July of each year, we start our weeks-long training programs for new and returning teachers, and school leaders, to ensure we are ready professionally when students return at the start of the year.

Program. Our KTC team provides extensive college counseling and other wraparound supports to our students. This specialized support starts in middle school and continues until our students complete college (and in some cases, after college), thereby improving college persistence and graduation rates for our students. This long-term partnership with our students is one of the critical reasons families choose KIPP.

KIPP NYC has several unique guiding principles under which its schools operate. These guiding principles form the backbone of the educational programs and services that we provide in our schools. Our organization’s leadership and staff have committed fully to KIPP NYC students in the following ways: (1) prepare ourselves intellectually for our work; (2) follow up & follow through on our priorities to ensure we finish what we start; (3) hold ourselves and others accountable through relentless effort in attaining our goals; (4) run a tight ship that keeps us organized and looking sharp; and (5) establish anti-racist policies and practices and fight for social justice for all to build a better tomorrow.

III. Enrollment and Retention Strategies a. Describe the school’s strategies to attract and recruit its students. Our recruiting efforts

specifically target students in the communities surrounding our schools, and employ efforts that we have found to be effective in prior years. Enrollment efforts include mailers to targeted buildings and neighborhoods; subway and bus advertisements; visits to organizations with similar missions in the area; and targeted e-mail and digital advertising. These recruiting efforts have also included leveraging the networks of the KIPP students, their families, and KIPP alumni as well as that of teachers and staff to spread the word about KIPP NY�’s educational programming and class openings. KIPP NYC is committed to enrolling and retaining students with disabilities, English Language Learners, and students who are eligible for the free or reduced price lunch program. All outreach is conducted with bilingual English/Spanish materials. Also many off our schools’ staff members are Spanish speakers, including the school office administrators who are responsible for much of the outreach. This has enabled us to connect with families and organizations in NYC communities where Spanish is the primary language. During student recruitment processes, the schools clearly communicate that they are open to all students, including those with disabilities and ELLs, and that KIPP offers programs for all students.

b. Describe the school’s strategies to retain its students. At all of our schools, we offer comprehensive services to students with disabilities and ELL students. With nearly 90% FRPL students and nearly 20% of students with IEPs across our 11 schools, supporting the needs of ALL students is at the heart of everything KIPP NYC does. At every KIPP NYC school, we have a leader of student support services who works with the �ommittee on Special Education and the school’s Special Education teachers to ensure that students with IEPs are getting their required academic services and are on track to meet their goals. The schools offer ICT classes as well as SETTs. Related services in speech are provided by KIPP NYC speech pathologists. Counseling services are typically

provided by our social workers. For other related services, we contract through the DOE. A number of academic intervention programs are in place to help students with IEPs and those who are in need of RTI support. For example, to better serve our lowest readers, many of whom are students with disabilities, our schools have a relationship with Scholastic to implement their research-based Read 180/System 44 reading intervention program. To ensure that the needs of students with special learning needs are met, our Special Education Teachers and ESL teachers work side by side with general education teachers to review data and make modifications for students who need it. ESL teachers provide support to teachers who need help modifying lessons and to students through pullout sessions. The inclusion of many bilingual staff members facilitates communication about academic and socioemotional progress with students and their families.

IV. Public Outreach and Community Support a. Public outreach conducted to solicit community input. Please see Table 2.

b. Initial assessment of parent interest in your proposed charter school. KIPP Academy has been operating in the South Bronx for over 22 years. We are a consistent and stable presence in our community. In recent years, the demand for a seat in our school has consistently exceeded 150 applications per seat. We have undertaken a comprehensive program of community outreach to better understand the opinions of our families and other community members related to expanding KIPP NYC schools in the Bronx. To date we have received input from over 460 people and 240 (51%) of these people have provided specific written input. Overall, 448 people support the opening of new KIPP schools in the Bronx, 453 want more K-12 school options in their community, and 379 know someone who has applied to and been unable to gain a seat in a KIPP NYC school.

6. Please provide a personal statement regarding the experience and skills that you

bring to the table.

Being a Board member of a KIPP NYC charter school has been a great honor, which I take very seriously. I have learned through that experience how to hold KIPP NYC accountable to the student outcome goals that it sets for its schools. As a KIPP parent, I am intimately aware of the programs that are the most effective in terms of serving our students, which are my own children. I have witnessed certain approaches that have worked with my kids and plan to refer to these in my interaction with my future fellow Trustees and KIPP leadership. My aim will be to keep the Board and leadership focused on what works while at the same time innovating to serve children in ways that will boost their learning.

commitment in relation to the development and preparation of the application (as a

member of the applicant group), and/or in relation to the operation of the charter

I have been committed to New York City and its people for over 25 years. I was a teacher, worked for ACS (then known as the Bureau of Child Welfare), and I now work for the Department of Probation. I am also from the area, having been born and raised in Yonkers. I have dedicated my life to serving this city. A critical part of my life has been the education that I sought for my children, which included years at KIPP NYC schools. I made the decision to educate my children at KIPP because I believe its rigorous academic program and approach to character building would give my kids the best opportunity to succeed in college and in life. I am committed to giving more students the same opportunities that I gave to mine. I believe I can accomplish that commitment by serving on the Board of KIPP NYC Public Charter Schools.

As a KIPP parent for many years, I have seen firsthand the impact that its schools have on students and their families. I firmly believe that my children would not be where they are today if it weren’t for the academic and character education that KIPP provided to them. I believe that I can accomplish that through service on the Board of KIPP NYC Public Charter Schools. This is due to the fact that I know the KIPP programs well because I have been involved in the schools for many years, working not only with my children, but with other family members as well. I think I have a strong sense for what our students and their families need, and I will share this with my fellow Trustees and KIPP NYC staff.

The philosophy is to focus on results: academic gains, character development, and the outcomes that ultimately matter most for our students - graduating from high school and college, embarking on a career, and becoming self-sufficient and happy.

25. Please explain your understanding of the educational program of the charter school.

KIPP NYC Public Charter Schools combines a rigorous academic program with character education. This combination makes the educational program of KIPP NYC unique. It plays a significant role in the success that KIPP NYC has achieved in getting a high number of its students to and through college. The KIPP Through College program, which supports students after they’ve left high school, is a critical component of the KIPP NYC education program and sets it apart from other schools.

26. Please indicate what you believe to be the characteristics of a successful charter

school. In particular, please provide the specific steps you think the board of the

charter school will need to take to ensure that this charter school is and remains

successful.

KIPP NYC Public Charter Schools’ main attributes make it a successful charter school and separate it from other schools: high expectations, empowered staff, more time in the classroom, character education, and support for getting to and through college. The KIPP NYC Public Charter Schools Board is responsible for ensuring that these attributes and the mission of KIPP NYC are carried out faithfully and that student outcomes are at a high level. Also, I believe the Board is responsible for ensuring that students are kept at the center of the work and that we always keep their interests at the heart of the programs. As a Board member, I will ensure that this happens, and encourage my fellow Board members and KIPP NYC leadership to remain intently focused on the mission.

Statement of Intent—All Applicant Group Members

6. Please provide a personal statement regarding the experience and skills that you

bring to the table.

Through my experience as a KIPP NYC Public Charter Schools Board member, I have developed a robust understanding of approaches that a charter school needs to pursue in order to generate strong student outcomes. In addition to my service as a Board member, I have worked with several members of KIPP NYC leadership, advising them on compensation and talent management strategies. By working with KIPP NYC staff, I develop great insight into how the organization develops its policies and programs. This view into KIPP NYC enables me to make more informed decisions at a Trustee. My former work experience is also helpful in this capacity. I frequently leverage my time as a management consultant at McKinsey & Company and at Teach For America in New York City when working at the Board level or with KIPP NYC staff. I believe that the students and families that KIPP NYC Public Charter Schools serves benefit from my professional background and my service to KIPP NYC over the past few years. I am also on the Board of the Character Lab, a nonprofit that develops, disseminates, and supports research-based approaches to character that enable kids to learn and thrive. As a Board member, I have learned a great deal about the research-driven approach to character education. I am able to take such learnings from the Character Lab’s work and apply them to KIPP NYC.

commitment in relation to the development and preparation of the application (as a

I take extremely seriously the responsibilities that come with being a Trustee of KIPP NYC Public Charter Schools. Through my experience as a Trustee, I know that the position requires a meaningful commitment to ensure that the Board of Trustees is an excellent steward of the education corporation and holds the schools accountable to their short- and long-term goals. I am excited to take on such responsibilities and the challenge that comes with closing the achievement gap. This is an endeavor that I have pursued for many years, first at Teach for America, and now as a Board member at KIPP. As mentioned above, I pride myself on going above and beyond the typical role of a Trustee, lending my expertise to KIPP senior leaders in the realm of talent development and compensation strategies. Given the effective working relationship, I anticipate that I will continue to work closely with KIPP NYC staff going forward in my capacity as a KIPP NYC Public Charter Schools Trustee.

bring to the table.

I have been a KIPP NYC school board member for over 10 years, during which

time I have served as Board Chair for several years. I will bring to the

proposed school the same leadership and stewardship that I have brought to

the other schools under the KIPP NYC Public Charter School Education

Corporation. Through my years of service, I have developed strong working

relationships with other Board members and KIPP staff. I will leverage these

partnerships to ensure that the KIPP NYC Public Charter Schools Board holds

leadership accountable to hitting its student outcome and other goals (e.g.,

student attrition). I will also continue to use my hard skills in business,

finance, and technology to support the schools when needed.

Through this experience, I developed a robust understanding of approaches that a charter school needs to pursue in order to generate strong student outcomes. I will share these approaches with the Board of KIPP NYC Public Charter Schools and the leadership of KIPP NYC.
