The OCA consists of a series of events culminating in a two week CPX in May 2017. Ref (a) provides tasks and guidance for accomplishment of the entire OCA. This Lol addresses the planning, coordination and execution for STAFFEX Part 2 as one event of the OCA. STAFFEX Part 2 will be conducted at Canp Pendleton, CA, 21 Feb—3 Mar 2017; daily schedule of event provided in Enclosure (1) . Ref (b) identifies the US Pacific Command (USPACOM) Headquarters and Service Component personnel, and Joint Staff (JS) J7 Observer/Trainers (O/Ts) reauired to support STAFFEX Part 2; ref Cc) provides reportin:; instructions for these personnel; Enclosure (2) reiterates the personnel roster by JTF HQ staff section assiannent. 2. (1) Commander’s Intent. STAFFEX Part 2 Objectives. STAFFEX Part 2will focus on operational planning and rehearsal/refinement of staffprocesses that will prepare the JTF HQ and its subordinate FunctionalComponents (response cells) for execution of the OCA. STAFFEX Part 2 willaccomplish five significant objectives.

(a) Develop the CT? Concept of Operations (CONOP5) and FunctionalComponent supporting CONOPs for accomplishment of the GTE mission. Supportedby USPACOM J32 and JS J7 O/Ts, the JTF J35 will lead the Joint OperationalPlanning Process (JOPP) in order to develop those products needed for the JTFHQ, Functional Components, and the PACOM Exercise Control Group to executethe exercise.

(b) Exercise the communication/network architecture that willsupport command and control, and information management/knowledge managementduring the exercise. JTF 36 and Information Manager will execute andsupervise this activity.

(c) Rehearse and refine the JTF HQ Battle Rhythm that willsupport and drive the JTF Commander’s ability to command and control the JTFand to respond to the Geoaraphic Combatant Commander. Supported by CS 370/Es, the JTF J33 will lead this effort. End state is a battle rhythm thatcreates, maintains and supports operational initiative and decision makingacross the current operations, future operations and future plans eventhorizons.

d) Conduct Joint Operations Center (300) Watch Floor training todeveloo and rehearse the processes and procedures needed to track and managecurrent operations, and to respond to emergent anc crisis stuat1ons. JTF333 will oversee this training with support from CS 37 (JKO) Small GroupScenario Trainer (SGST)

(e) Develop personal and staff relationships within the JTF HQand Functional Components that will support intuitive command and controlacross the JTF during execution of the exercise.

(2) Concept of Operations. STAFFEX Part 2 will be executed in sixPhases:

(a) Phase 1 —— Preparation (upon receipt of this 101 through 20Feb 2017) . tn preparation for STAFFEX Part 2, all participants will completeJoint Knowledge On—line academics (see Enclosure (3) ) execute sectiontraining plans directed by ref (a); and review exercise scenario documents.

(b) Phase 2 —— Reception and Integration of STAFFEX Part 2 JointAugments (20—21 Feb 2017 and 26—27 Feb 2017) . Joint Individual Augments tothe CT? Staff and representatives of the Functional Component response cellswill travel to Camp Pendleton on 20 Feb 2017. The morning of 21 Feb 2017will be dedicated to accomplishing those administrative activities recuiredto receive and integrate these personnel into their assigned staffdirectorates and working/training spaces. These activities will be repeated26—27 Feb 2017 to receive and integrate augments to the 333 arriving for 300Watch Floor training. Enclosure (4) provides directive guidance and taskingfor the conduct of this Phase.

Cc) Phase 3 —— Operational Planning (21 Feb — 3 Mar 2017)During the first week of STAFFEX Part 2, the JTF hQ and Functional Componentrepresentatives, supported by PACCK J325 and J37, JS J7, and Joint EnablingCapabilities Command (JECC) personnel will conduot in—scenario operationalplanning to develop the JTF CONOPS. During the second week of STAFFEX Part2, the Functional Component representatives will develop supporting CONOPs tothe JTF CONOPS. Enclosure (5) provides a detailed schedule for the conductof this Phase.

Cd) Phase 4 —— Communications and C2 Services Validation (22 Feb— 2 Mar) . During this Phase, JTF HQ personnel (e.g. Principle Staff, JointAugments, Senior Watch Officers, Watch Section personnel) and FunctionalComponent response cell representatives will conduct communicationsconnectivity checks and information exchange processes to validate exerciserelated information flow and ensure the exercise communications architectureadequately supports information requirements. Additionall, Joint OperationsCenter watch standers and Battle Staff will access and use exercise C2systems and verify the communications links between the participatingexercise staffs. Enclosure (6) provides a detailed schedule for the conductof this Phase.

(e) Phase 5 —— JTF Process Development (27 Feb — 2 Mar 2017)

1. During the second week of STAFFEX Part 2, members of theJTF staff, not engaged in operational planning, will rehearse, refine andfinalize the JTF Battle Rhythm and associated products. Supported by JS J7O/Ts, the JTF J33 will lead the JTF staff through review and refinement ofthe JTF HQ Battle Rhythm. Enclosure (7) provides directive guidance andtasking for the conduct of this Phase.

2. Simultaneously, JTF J33 Current Operations personnel willconduct JOC Watch Floor training facilitated by JS J7 using the SEST.Enclosure (8) provides directive guidance and tasking for the conduct of thisPhase.

(f) Phase 6 —— STAFFEX Part 2 Out—briefs (3 Kar 2017) . Four out—briefs will be presented to the JTF Commander and Staff.

1. Out brief of the JOPP effort and any future planningefforts of the JTF HQ or Functional Components.

2. Review of the JTF Battle Rhythm with emphasis on thoseevents that the JTF Commander and/or Deputy Commander will participate in.

3. Results of JOC Watch Floor training to includerecommended adjustments to the JTF Watch Floor Standard Operating Procedures(SOP) , and a remedial training plan, if required.

4. Results of the COMXEX/INFOFLCWEX to includerecommendations for any additional corv_’nunicaticns architectureexercise/verification/validation.

b. Subordinate Element Xissions

(a) Provide aoprcoriate planners/reoresentatives to the JTF J35Operational Planning Team.

(b) Provide appropriate planners/representatives to theFunctional Component OPTs.

(c) No later than (NIT) 20 Feb 2017, in accordance with (11W)Enclosure (3), complete Joint Knowledge On—line courses.

(d) Provide assigned Watch Personnel to participate in JOC WatchFloor training.

(e) Provide requisite personnel to lead and/or participate in JTFHQ Battle Rhythm review/refinement.

(f) NIT 72 working hours after receipt of this LOl, provide I MEFG—6 with the BK17 OCA CPX communications requirements (computers, phones, 02applications) by classification, number and location on the I MEF Campus.Identify required C2 applications (see Enclosure (9) ) and the number ofcomputers those selected applications should be installed on. Identify anyrequired Joint 02 applications not included in Enclosure (9) to J6 Ops and:xo ffr.edately.

(g) Participate in conunications and C2 services validationchecks between the JTF Main and JTF (Fwd) on 27 Feb 2017, 1000—1400. Allindividuals (I MEF and Joint augments) must verify access required networksand apoilcations, includina web—based and/or cloud—based application fromtheir assigned/anticipated workstation.

(h) Participate in JTF Main Information Flow Exercise(INFOFLOWEX), 1 Mar 2017, 0800—1600 in order to validate access to servicesand applications for those exercise participants operating in the 21 Area.

(2) I MEF G—l/JTF Jl

(a) Plan and execute Reception Plan lAW Enclosure (4).

(b) Collect parent command Points of Contact (P00), and localcontact and lodging information.

(c) Develop and administer an accountability plan for all Jointpersonnel supporting STAFFEX Part 2.

(d) Coordinate with MARFORPAC G—1 to determine the reauirenents(if ar.y) to provide daily Personnel Status (PERSTAT) Reports during STAFFEXPart 2; be prepare to (BPT) consolidate and submit daily PERSTAT, asrequired.

(3) I MEF G—2/JTF J2

(a) Identify a G—2 representative to receive and integrate Jointpersonnel assigned to the JTF J2 (Enclosures (2) and (4)) . Provide the nameof this representative to I MEF G—l for inclusion in the Reception Plan.

include required Joint augmentation and Functional Components for thedevelopnent of US JTF Concept of Operations (CONOPS) and supportingFunctional Component CONOPS.

(b) Identify JTF and Functional Component Operational PlanningTeams (OPT) membership, including Joint Staff J7 Observer/Trainers(Enclosures (2) and (4))

(c) IAN Enclosure (5) lead JTF OPT through JO?? to develop theJTF CONOPS.

(d) Schedule appropriate planning spaces ISO JTF and FunctionalComponent OPTs.

(e) Coordinate initial JOPP efforts on behalf of the FunctionalComponent OPTs (Enclosures (2) and (5)).

(f) Prepare and present an out brief for the JTF Commander, on 3Mar 2017, concerning the results of JTF and Functional Component OPTs. Thisout brief is not intended to be an in—scenario brief of the JTF CONOPS, butis to address the progress/status of JTF and Functional Component planningand any required future planning effort Cs)

(g) Identify a G35 representative to receive and integrate Jointpersonnel assigned to the JTF J35 and JE, and the JFLCC, JFMCC, JACCE, andJSOTE Response Cells (Enclosures (2) and (4) ) . Provide the name of thisrepresentative to I MEF 0—1 for inclusion in the Reception Plan.

(c) Develop quick—reference guides to assist external personnelin accessing NIPR and SIPR services; Promulgate lAW 3—1 Reception Plan.

Cd) BPT establish/provide help—desk services during STAFFEX Fart2.

(10) I NSF SSec

(a) Identify a I MEF Command Deck representative to receive andintegrate PACOM Political Advisor (Enclosures (2) and (4)). Provide the nameof this representative to I MEF 3—1 for inclusion in the Reception Plan.

(b) EPT provide the POLAD to support JTF and/or FunctionalComponent OPTs.

(11) I NSF Security Manager

(a) 3PT support 3—1 Reception Plan by providing a securityclearance roster (based on JPAS Visit Request submissions) of Joint personneland conduct additional JPAS security clearance procedures as nay be requiredfor external personnel that did not submit JPAS Visit requests.

(b) Referencing JPAS Visit Request submissions and Enclosure (2),prepare an appropriate number of STAFFEX Part 2 security badges to be issued:so 3—1 Reception Plan (see Enclosure (4)).

(12) I MEF Surgeon. Support 3—1 Reception Plan by providing briefsconcerning sick call and other medical services available to externalpersonnel during their participation in STAFFEX Part 2 (see Enclosure (4))

(13) I MEF Chaplain. EPT support G—1 Reception Plan by providingbriefs concerning spiritual services available to external personnel duringtheir participation in STAFFEX Part 2 (see Enclosure (4)).

(14) Comitandino General, Joint Task Force (Forward) (JTF(Fwd))

(a) Provide appropriate planner support to the JTF OPT.

(b) BPT establish an OPT during STAFFEX Part 2 to developJTF(Fwd) supporting CONOPS to JTF CONOPS.

(:5) Commanding Officer, MEl Headquarters Group

(a) Per G—35/J35 recuest, provide the appropriate planner to theJTF and/or Functional Conponent OPTs.

(b) Provide the appropriate planner to conduct site surveys anddesign a force laydown plan for those participants in the 21 Area.

Cc) BPT erect tentage ISO STAFFEX Part 2 participants working inareas not supported in the I MEF Operations Center or Battle SimulationCenter (BSC)

(d) BPT provide logistics and life support services ISO the JTFEQ force laydown.

Ce) BPT provide physical security for those facilities with nopermanent security infrastructure, to include manning of an Entry ControlPoint (ECP) for the BSC.

Instructions for Establishing 31(0 SIPR Account for I MEF BK17 OCA CPX SmallGroup Scenario Trainer

In preparation for participating in the I MEF Future Operations SmallGroup Scenario Trainer (SGST), individuals must have a JKO SIPR Account.Follow these instructions to establish JKO SIPR accounts:

1. Participants with SIPR Smart Card and without a JKO SIPR account shouldgo to (https://jkolms.jten.smil.mil) and select the Login using my STPRSmart Card link.

2. First time users will be directed to the My Profile page to establishan account profile. Complete the initial student profile and clickSave.

3. On the day of the Small Group Scenario Trainer, the individual will beenrolled in the SGST. Click on the SOST Tab on top of page then clickon Enter Small Group Scenario Trainer tab. (:ndividuals will not beable to enter the SGST until they are enrolled by JKO.

STAFFEX Part 2 Personnel Reception Plan

1. Situation. I Marine Expeditionary Force (I MEF) will be conducting itsJoint Task Force (JTF) Certification and Operational Capabilities AssessmentCOCA) in May 2017. To support this certification, the G1 (now referred to asJ1) has been tasked to establish a Reception Plan for STAFFEX Part 2.

2. Mission. On 21 and 27 February 2017, the J1 will conduct the JTFpersonnel Reception Plan for STAFFEX Part 2 in support of the I MEF JTFCertification.

3. Execution

a. Commander’s Intent. Traditional commander’s intent omitted.

b. Concept of Operations. Prior to STAFFEX Part 2, personnel will beidentified to fill unit line numbers (ULN) on the Joint Manning Document(JMD) . Personnel who are not assigned to I MEF (e.g. joint augments, JointEnabling Capabilities Command (JECC), etc.) will contact the Ji, confirmtheir intent to attend, and complete all of the assigned tasks in referenceCc) (e.g. JKO training, JPAS visit request, travel and lodging arrangements,etc.). On the date of arrival, STAFFEX Part 2 attendees will check in withthe JI at the reception desk, located In the vicinity of (or inside) the MDCentrance, before proceedinc to the MDC auditorium for reception briefs andhand—off to their respective sponsoring J—shop counterparts. Receptionoperations conclude when all joint auoments have received all receotionbriefs and have joined their J—shop.

c. Tasks

(1) I MEF CE Principal and Special Staff

(a) Prior to STAFFEX Part 2 commencement, ensure that allidentified participants possess the necessary access requirements listed inreference (c) (JPAS visit request, network access, POCs, maps, etc.)

STAFFX Part 2 JTF Battle Rhythm Rehearsal

1. Situation. I Marine Expeditionary Force (I MEF) will be conducting itsJoint Task Force (JTF) Certification and Operational Capabilities AssessmentCOCA) in May, 2017. To support this certification, the G33 (now refered toas J33) has been tasked to develop, refine and validate the JTF battle rhythm(BR) . During STAFFEX 2, the J33 will conduct a full rehearsal of the JTF BRfor a three—day cycle. This cycle will present the identified boards,bureaus, cell, centers and working groups (B2C2WG’s) . Upon conclusion of thethree—day rehearsal, the J33 will present the refined and validated BR tc theJ3 as part of the STAFFEX 2 outbriefs.

2. Xissicn. From 8—19 May, 2Cfl, the J33 will manage the JTF battle rhythmin support of the : MEF JTF Certification. Be prepared to support therefinement and validation of all B2C2G events and scheduling.

b. Concept of Operations. In order to complete the assigned tasks forthe JTF Certification, the J33 will conduct a working group to meet regularlyto refine the BR prior to the start of the BR rehearsal.

(1) J33 led a working group on 13 and 20 Jan 207 to establish theinitial JTF BR and to present a refined BR to the I MEl staff which furthervalidated the scheduling.

(2) During the OCA STAFFEX 2, the J33 will lead the I MEl staffthrough a three—day cycle of the BR. The J33 will ensure each itemidentified on the JTF BR is deconflicted by time and space. All B2C2WGevents on the BR will convene during the assigned time. Each event willreview and validate inputs/outputs, all products, decisions supported orprovided as well as required participants. This information will be capturedon the B2C2WG 7—Minute Drill Card and will be maintained by the J33. Uponconclusion of the three—day BR rehearsal, the J33 will provide the J3 with arefined and validated BR to reviewed and aoprovedby the JTF Commander andimplemented during the JTF Certification.

c. Tasks

STAFFEX Part 2 Joint Operations Center Watch Floor Training

1. Situation. I Marine Exteditionary Force (I MEF) will be conducting itsJoint Task Force (JTF) Certification and Operational Capabilities Assessment(OCA) in May, 2017. To support this certification, the G33 (now refered toas J33) has been tasked to establish and train a Joint Operations Center(JOC) using its current standing operating procedures (SOP’s) as the startingpoint. Training for this certification has been ongoing since March 2016 andwill continue through the conduct of the exercise, culminating with the JointFacilitated After Action Review (JFAAR) upon conclusion of the the May 2017certification.

2. Mission. From 8—19 May, 2017, the J33 will conduct JOC operations insupport of the I MEF YIP Certification. Be prepared to develop, refine andvalidate all SOP’s for operating a JOC.

3. Execution

a. Commander’s :ntent. Traditional commander’s intent omitted.

b. Concept of Operations. In order to complete the assigned tasks forthe JTF Certification, the JOC will complete a series of training evolutions.These evolutions are building in nature and add to the capabilities of theJOC.

(1) Previous training events include: MEFEX 2016 (Mar-Aug 2016), 11thMEU Certification Exercise (7—23 Sep 2017), Exercise BALIKATAN 2017 (BK17)OCA Staff Exercise (STAFFEX) Part 1 (15—17 Nov 2017), Exercise STEEL KNIGHT(1st MARDIV) (7—9 Dec 2016), and Software Beta Test (18 Feb 2017).

(2) During BKl7 OCA STAFFEX part 2, the I KEF JOC will conduct theSmall Group Scenario Trainer (SGST) which will enable the JOC to conductvarious Joint Staff level battle drills within the JOC with a full watchfloor. This evolution will be the first time the JOC has worked through itsbattle drills at the Joint Staff level and serves as an opportunity todevelop, refine ar.d validate new battle drills to be employed during the JTFCertification in May 2017.

c. Tasks

(1) I MEF CE Primary and Special Staff

(a) As directed by the I MEF TACSOP and based on OPT/WGassignment, lead and/or participate in boards, bureaus, cells, centers andworking groups (B2C2WG) events as appropriate.

(b) Validate JOC system requirements resident in the I MEFKOC/JOC. Identify all equitment, data systems, space shortfalls andrecormnended changes to the J33 Chief NLT 13 Feb 2017.

(c) Complete reauired C2 systems operator training prior to 13Feb 2017 as per section SOPs.

(a) Coordinate with the G3 to ensure there are (7) NIPR workstations that can be used by the Joint Knowledge Online personnel. Thesestations will not be on the JOC Watch Floor due to seating arrangements.

(b) Coordinate with the Ooffnand Post Systems Administrators(CPSA’s) to ensure all computers have the following programs and parametersare installed and ready to be used: :nternet Explorer 7.0 or Firefox 2 orhigher, Java 7 or higher, Defense Collaboration Services (DOS) , JavaScript1.3 or higher, Flash 8 or Flash 23.C.C, one set of headphones per workstation(COO and support personnel) and screen resolutions 1024 x 768 or higher.

(4) Security Manager

(a) Implement an exercise badge system for non—MEF personnel toaccord proper access to exercise locations.

(b) Received and consolidate visit requests to the I MEF SMOcode for Joint augment personnel requiring access to the I MEF MOC/JOC.

d. Coordinating Instructions

(1) All exercise participants bring Conon Access Card (CAC) and SIPRToken in order to log—on to the exercise network. Be prepared to completethe : ICE S:PR and NIPR SAAR forms. For non—USMC participants, create anaccount by submitting approved SAAR form and OThER N course certificate (fromKarinenet) to the I MEF G—6.

(2) The Battle Rhythm will be disseminated SEPOOR per the BattleRhythm Working Group POA&M.
