Sub: - Improvement and Strengthening of Roads under Package No C 1 in Udham Singh Nagar District of Uttarakhand Cleaning of WMM Top surface before Priming.Sir, During the site visit of Bajpur - Beriadaulat Motor Road, it was noticed that the WMM Top surface prepared by the Contractor for receiving Prime Coat is not in accordance to clause no 501.8 of MORT&H. Photographs depicting the same are enclosed.Main reasons behind this are:-1. Engagement of only 5 labours for cleaning and

2. Un-availability of broomer.Although on several occasions, CSC pursuant to clause no 502.4.1 of MORT&H requested the Contractor to carefully swept clean of dust and loose particles without disturbing the interlocked aggregates.CSC once again reiterates to make proper arrangement for cleaning the surface of WMM top before priming so that under stated objectives of application of prime coat are met with:-a. Capillary voids in the base course are plugged.

b. Loose particles if any on the base course are bonded.

c. Surface of the base course is sealed and becomes water resistant.

d. Base course becomes hard and tough.

e. Proper adhesion between base course and bituminous coat in conjunction with tack coat is achieved.

Please be guided accordingly and submit the method statement of bituminous works. Refer clause no 114.1 page 182 and 115.1 page no 217 of technical specification.Thank You
