Environmental and Social Survey of PCGIP/EEPs schemes and Public Consultation
APPLICATION OF ESMF
Environmental and Social Screening: Environmental and Social Screening of PCGIP and ADP schemes was
carried out.
Environment and Social Management Plans: Prepared Environmental and Social Management Plans (ESMPs) for
each scheme of E-2 category. EPA, Punjab accorded approvals.
ESMP cost was included in Procurement plan and Bidding Documents Training session held with contractors in Gujranwala on April 19, 2014
APPLICATION OF ESMF (CONTI….)
Environmental and Social Monitoring: Monitoring Team (Do, Environment, DO, Social Welfare,
Env & Social Safeguard Specialist & Monitoring and Evaluation Specialist), focal persons conducted environmental and social monitoring of E-2 schemes to ensure effective implementation of the mitigation measures included in the ESMP
Site visits, photographic records, public consultation at each step, Lab analysis and development of monitoring report) .
Monitoring was conducted with the help of checklists.
APPLICATION OF ESMF (CONTI….)
Third Party Validation: For an independent assessment of the ESMF implementation, was
held in Gujranwala on 3-5 July 2014. TPV team visited following 05 schemes of CDG-G.

2. Repair/Rehabilitation of Jinnah Road From G.T.Road to Shamsi Chowk I/C Gill Road & DC Road, Gujranwala
3. Repair/Rehablitaion of Road from Munir Chowk to old Session Court Road
4. Repair / Rehabilitation of Road from Civil Line National Bank Chowk to Commissioner

5. Rehabilitation of Road from Sialkot Road to Jinnah Stadium Chowk, City Gujranwala
Lesson Learnt and Experience Sharing• General public and residents of the city are satisfied and happy for R & M
of Roads from PCGIP funds
• For small schemes like R& M and District ADP Schemes, general public and local community were not involved before PCGIP/ESMF
• Due to Public Consultation the moral of inhabitants is enhanced for Government Departments, especially works and Services Department
• Eventhough there is legislation for mitigation of environmental issues raised during development of ADP Schemes, but there was no implantation of Environmental laws due to non awareness.
• Due to frequent training sessions organized by the Urban Unit, we are now familiar with Punjab Environmental Protection Act 1997 (Amended 2012), Environmental Impact assessment and (EIA) Initial Environmental Examination
• CDG also implementing ESMF on its ADP Schemes, which is helping for sustainable development
• Labours are providing training regarding use of Personal Protective Equipments (PPEs) and implementation of Social & Environmental Management Guidelines.
• The labour/workers are provided with following Personal Protective Equipments (PPEs) during scheme execution:
• Safety Masks
• Safety Helmets
• Safety Shoes
• Gloves
• Safety Jackets
• Safety Glasses
• Ear Plugs/Ear Muffs
• First aid in case of injuries
• Emergency Contact Nos. are al so displayed at site areas
Environmental and social Screening of R&M schemes, which was not carried out before PCGIP
Environmental and social monitoring of schemes by ESMF Committee during execution, which was not done before PCGIP
Gender issues is a problem during public consultation
Due to Consolidated ADPs , so many problems are being resolved
Over all there is a positive impact on environment of the city due to implementation of ESMF
