Available Tanker Incident Data TPI Data on last 3 years (state/incident type/cost) based on minimal data (34

incidents) most incidents occur between 5:00pm and 7:00am

TimingIssue- When do they happen?…. At the worst possible time! e.g.

Brisbane Floods, peak hour, at night, on public holidays, during staff shortages, etc.

Lesson- Continual planning, preparedness (Exercise and Training) and

review of the TERP- Just because you have a TERP, doesn't ensure people will read

it, follow it or have the resources and training to be able to implement it.

Issue- Initial information:- Accuracy of – Leaking? Not Leaking? Who’s truck? Correct

location, the type of product, UN No., etc.

Lesson- The first call or calls- Onsite contact – the importance of correct information- forming long term relationships with ‘stakeholders’

Communication Cont.Issue- Limitations of communication i.e. missing calls containing vital information

(products, resources, site information)

Lesson- Delegation: especially for longer term resources- Notation: of everything- Selective phone calls and call waiting – prioritise- Messages cannot be listened to (can’t catch up)- Use a call centre or designated person to record and provide information - Technology – advantages and limitations

Issue- Stakeholders – and their perceptions of the incident or scope

Lesson- Command structure ASAP - the importance of:- Continual updates – time sequence i.e. every hour/day - Experienced persons communicate better under pressure

ResourcesIssueLocation – City- Major capital city – resources usually available within reasonable timeframes

however - specialist equipment is not sitting around waiting for incidents or Drivers / Operators may out of hours, (fatigue, other works or ER’s)

Location – Country- Additional time for everything – local disposal will be an issue especially for DG loads- Specialist HAZMAT- is out of a capital cities (Fly in) - Food/Drink/Amenities/replacement crew

Lesson- Identifying and knowing where the resources are for optimal response.- Conveying any resource advantages or limitations to the stakeholders.

Long Term

Issue- Product Migration = a longer job

Lesson- Specialist company/Experienced personnel/Project Manager- Succession planning, resources, authorities – until sign off- Communicate and update constantly.

Issue- No single Authority or Platform for communicating lessons Learnt

regarding tanker incidents.
