• potential uses: cargo-handling/clothes recycling/historic ship building

• report states that ‘the PLA… has identified a number of operators, handling primarily bulk cargoes, who have sought to occupy the revised wharf area’

• incompatible with surrounding land uses, also with shipbuilding
