Do with the spirit of wisdom those to whom in Thy name we entrust the authority of government, that there may be justice and peace at home, and that through obedience to Thy law, we may show forth Thy praise among the nations of the earth. READ and PASSED. The Chair appointed the Senator from Kennebec, Senator DAGGETT to deliver the message. The Sergeant-At-Arms escorted the Senator to the Governor’s Office. Subsequently, the Senator from Kennebec, Senator DAGGETT, reported that she had delivered the message with which she was charged.

_________________________________ THE PRESIDENT: As most of you know, the Senate lost one its own yesterday. Former Senate President Ken MacLeod passed away yesterday afternoon after a long struggle with cancer. President MacLeod was born in Skowhegan, was raised in Brewer. He served in the Senate for eight years, the last six years, from 1969 to 1974, as Senate President. President MacLeod was respected and admired by people throughout the State of Maine and by lawmakers from both parties. He worked with Governor Curtis to secure passage of the referendum that lead to the State income tax. He was a dedicated, committed, and straight forward public servant. Ken was a lobbyist, actually, when I first came to the legislature many years ago and he was universally respected for his knowledge, his energy, and his integrity. There are few people like Ken around and he definitely will be missed. As far as I know, funeral arrangements have not been announced yet. Once they are, we'll provide them to the members of the chamber. Senator MARTIN of Aroostook was granted unanimous consent to address the Senate on the Record. Senator MARTIN: Thank you, Mr. President, members of the Senate. If you read the article in the Bangor Daily, A.J. Higgins got it right when he began his comments about former President MacLeod. He said he was pragmatic, witty, and courageous. Absolutely no question, for the years that I knew him, having served with him in, obviously, a different end of the hall. It is interesting how things happen because last night I was signing a letter to him when the phone call came that he had just passed away after his battle with cancer. It started me thinking about things about Ken. I first got to know him when I was a student at the University of Maine studying history and government. He was a freshman legislator in the 101st Legislature, leading an economic block against the then Speaker of the House, David Kennedy. I happened to be in the gallery watching the scene and the debate. I knew then that he was going to go places because, you see, he won that debate. The then Speaker Kennedy had to send the budget back to the Appropriations Committee to be worked on again. Subsequent to that, as you may know, he ran a Congressional campaign against Bill Hathaway and lost because, of course, 1964 was not a very good year for Republicans, and some of us would like to see that happen again. But the following year he became a member of the Senate. I'm the only member of the body who actually served with him, like I said, at the other end and actually, for four years, I was the Democratic floor leader in the House while he served the four years in the Senate. A couple of things come to mind, because with him, his word was his word and his bond forever. I can remember his discussion with us and with then Governor Curtis on the income tax legislation. Of course, as you know, we enacted that by basically the barest of

margins in the Senate. A petition drive occurred and he lead the fight to support it publicly, even though he was going against an awful lot of members of his own party. One of the funnier things I remember, and just to show you how he would keep his word, the debate was on about whether or not Maine should have add an Equal Rights Amendment to the State Constitution. The Equal Rights for Women Amendment. He had kept voting against it and finally a member of the press said to him, 'what do you need to do to vote for this?' And as you know, Polly Curtis, the wife of Governor Curtis, was lobbying very hard. He said, 'if she makes me and bakes me a cake, I'll change my mind.' It took about two seconds for that to get back to the Blaine House and Polly Curtis walked in with a cake, into the President's Office, and at that point he said, 'okay, you have my vote. Me and my big mouth got me into trouble and I'm going to vote for it.' It is that kind of individual that he was because whatever he did, and whatever he choose to do, he would always make sure that he told the truth, he would always keep his word, and he was always truthful with everyone he spoke to. And then of course, following that, most of you in this room would remember him as a lobbyist. Lobbying for various groups and persons around this state. Frankly, he just continued that approach and never swayed from making sure that, even though he didn't like to tell you, if you asked him a question, you got the answer, even though it might be against his own client that, at that time, he was representing. Finally, I need to say that I also knew him from another point of view because he and I actually worked for the same insurance agency for a period of time. I knew him from that role as well. There is absolutely no question that he was one of Maine's great public servants and if I had to use a phrase to remember him by, I would say he was a "can do" public servant. Absolutely no question about it in my mind. So as we adjourn today, I hope we keep his memory in mind of what all public servants ought to be like.
