A meeting of the Mayor and Council of the City of Sidney, Nebraska, was convened in open and public session at 7:16 P.M. on November 8, 2016 in the Council Room. Present were: Mayor Nienhueser and Council Members: Gallaway, Gaston, and Arterburn. Absent: Gay. Others Present: City Manager Sadler, City Clerk Anthony and City Attorney Leef. Notice of the meet-ing was given in advance thereof by publication in The Sidney Sun Telegraph, the designated method for giving notice, a copy of the proof of publication being attached to these min-utes. Advance notice of the meeting was also given to the members of the City Council and a copy of their acknowledgment of receipt of notice is attached to these minutes. Availability of the agenda was com-municated in the advance notice and in the notice to the City Council. All pro-ceedings shown hereafter were taken while the con-vened meeting was open to the attendance of the public.

Mayor Nienhueser informed the public of the location of the posted Open Meetings Act.

The “Dash for the Splash Triathlon” organization pre-

sented a $4,000 check that was earned from this year’s Triathlon. The check was to be used for needed items at the Aquatic Center.

The passage and adoption of said ordinance having been concurred in by a majority of all mem-bers of the City Council was declared passed and adopted and the Mayor in the presence of the City Council signed and affixed his signature thereto. Whereupon Mayor Nienhueser announced that the Planning Commission of the City of Sidney, NE has submitted to the City Council its final report rec-ommending approval of an ordinance to revise Chapter 1252 Mobile Homes of the Codified Ordinances; and that a public hearing would now be held at 7:25 p.m. and parties in interest would be heard as adver-tised. The following filed written comments: None. The following appeared in person or by agent or by attorney and were heard: Ben Dayton, City Zoning Administrator, reviewed the proposed ordinance. All persons having been heard, Mayor Nienhueser closed the public hearing at 7:27 p.m.

That Baker & Associates has submitted Payment No.1 for Project #066-156-16 Jennifer Lane Hiway Access in the amount of $61,541.65; and

That the Mayor and Council hereby find and determine that pursu-ant to contracts hereto-fore made, the contractor, Adams Civil Resources, LLC for constructing same has filed with the City Clerk certificates showing the performance of said con-tracts as follows: JENNIFER LANE HIWAY ACCESS (SID54); AMOUNT DUE CONTRACTOR $61,541.65. City Manager’s Report: Ed reported word has been received that Sidney’s Credit Assessment is A+. Selling of the City’s cur-rent bonds should take place soon. Reminder of the Parade of Lights in and around Hickory Square is December 3rd.

Council Comments: Mayor Nienhueser: Thanked Ed and Geri for their efforts toward receiving the bond rat-ing for Sidney. Council Members Gallaway and Gaston congratulated the Lady Raider’s volley-ball team for winning a berth at State. Councilman Arterburn shared that he had attended the Trunk or Treat event.

Reports-Board: Chuck checking water while Jeff is gone. Jeff will get list together of owners who still have trailers and vehicles on streets after October 31st. Letters will be sent out with regard to remaining vehicles. Christmas lights will be put up after Thanksgiving. Maintenance: Water tests good; New relief valve was installed on West Well. North Well House has a new coat of paint. Jeff will order 1 load of gravel from Croell @ $5.00 @ ton/$50.00 @ load to haul. Jeff will check gravel at cemetery also. Clerk: Will write a check for $1000.00 to school district due them from liquor license sales. Village will pay $2304.25 to make up the difference in the Museum total bill and the insurance money the Village is holding until the work is finished. When work is finished the insur-ance company will send a holdback amount which will help the Village recoup the difference paid.

Barb Reimers with Points West Insurance, here with information on replacement costs ver-sus actual cash value costs regarding the insur-ance held on the Village properties. Committee of McConnell, Rushman, and Twarling will be looking at

actual values of buildings and water tower in the Village and meet with Barb to discuss possible insur-ance increases.

Weston McConnell and Mike Harms with Viaero will be meeting with Fire Department regarding Viaero Tower site.

Nebraska Department of Roads hosting an open house informational meet-ing DECEMBER 1, 2016 AT THE SENIOR CENTER - 224 MAIN STREET FROM 4:00 TO 6:00 PM to answer questions about the high-way construction to take place through Dalton. The department urges all con-cerned to attend the meet-ing. Flyers will be put up at the usual places in town.

Board discussed infor-mation on the NEWARN interlocal agreement. Item was tabled until next meeting to allow the Board members to study the agreement.

Clerk will call to make reservations at the Steel Grill in Bridgeport December 5, 2016 for the Employees Appreciation Dinner.

Public Forum-Chairman signed building permit for Chuck Hammond; signed letter for Visitors Center, who gave tourism $2000.00 for Village pro-motions; signed letter for waste water exemption; signed service agreement with Copier Connection; McConnell and Hammond will be doing employee evaluations next week.

Mr. Brenner reported on the staff open house; that Mr. Henderson has created new hazardous chemicals binders for the science rooms; beef donations are needed in December and February; that banners for those donations will be ordered; and the micro-bus arrived and will be used as a route bus.

Dear Annie: As I under-stood it, your primary job as a spouse is to respect, protect and support your spouse in all things, to always be truthful and never ask the other to do anything that you yourself would not do. However, all of the aforementioned becomes moot, it seems, when it comes to getting married later in life to a spouse with grown chil-dren.

Before we married, we decided my wife’s domi-cile would be where we would live. I’ve been here as her husband since December 2004. I feel as though within these walls, we’re equal (even if she does have a larger income), and I think I do

my best to be my best, most of the time. I do, however, resent the fact that her sons are able to do as they wish without regard for us.

Recently, without any recourse, her eldest son began to yell at me. He told me to shut up and not even look at him. I somehow ended up being the one at fault. I feel as though he should have been shown the sidewalk.

On another occasion, I “forgot my place” and told another of my wife’s sons how rude I thought it was for him to blow his nose (rather loudly, I might add) in the same room as his mother while she was on the phone with a client.

His response? “That was

where the tissues were.”This same son, a self-

proclaimed mama’s boy, has recently decided to call me expletives and tell me I’m worthless.

Because I now refuse to be at ‘’her home’’ dur-ing any family gatherings, it’s assumed that I hate her children, when in fact I just don’t like being dis-respected any more than anyone else does. I find myself angry with my wife for not standing with me on the right side. At this point, I don’t want to spend holidays in a com-promising situation, even though that would mean not spending them with her. -- Married My Wife, Not Their Mother and Them

Dear Married: Actually, you did marry them, too, in a way. When commit-ting to a life with someone who has children from a previous marriage, you have to embrace the fam-ily as your own.

That said, I agree with you that your stepsons have said and done repre-hensible things. Your wife shouldn’t have allowed them to speak to you that way. She needs to step up and mediate.

You have to do your part, too. Set aside your pride and let go of past resentments. If you want a happy marriage, you have no choice but to reconcile with them. No matter how foul their mouths, they will always be your wife’s

baby boys. She will never choose you over them -- and it wouldn’t be fair to ask her to.

Dear Annie: This is in response to “Disappointed Dude,” who didn’t like his dates “snooping.”

Reading his email? Not OK. But Googling him and his friends? Absolutely! That’s fair game.

I’m a retired child pro-tective social worker, and I would encourage all the girls I worked with to do this. It’s a safety issue.

Not everyone is who he says he is. Too many girls and women are not cautious enough about whom they are dating. They could end up used, abused and even worse.

Maybe “Dude” could consider discussing this issue with the woman he is seeing. Together, they could look up his online profile, and she could learn about friends and relatives from his past. If he had a daughter, I bet he would look up every man she dated! -- Seen More Than I Want
