RECOMMENDATIONS
That Report CAO-2015-019 regarding Community Improvement Plans Update, be received.
EXECUTIVE SUMMARY
The Bolton Community Improvement Project Area (CIPA) and Community Improvement Plan (CIP) were adopted by Council on April 21, 2009. The Bolton CIPA includes the downtown commercial core, parts of Regional Road 50 commercial corridor and the older industrial area as shown on Schedule A, attached.
On January 14, 2014 Council adopted the Caledon East Community Improvement Project Area and CIP as well as an amendment to the Bolton CIP. Caledon East CIPA includes all areas within the settlement boundary however the financial incentive programs only pertain to the commercial corridor on Airport Road and some areas on Old Church Road as identified on Schedule A, attached.
The CIPs are living documents that are monitored and amended as necessary, it is anticipated that the CIPs will be implemented over a 10-year period. Implementation of the CIPs promotes beautification and prosperity, improves form and function and enhances environmental features in the Bolton and Caledon East Community Improvement Project Areas.
As part of the Monitoring Program contained in the CIPs a periodic review is recommended in order to determine effectiveness. This report is intended to fulfill this recommendation.
DISCUSSION
Purpose (background)
CIPs provide a framework that guides community improvement through the identificationof a Municipal Leadership Strategy and Financial Incentive Programs. The companion Design Guidelines provide additional guidance for community improvement by identifying design principles and guidelines with respect to built form, facades, streetscape, and open spaces.
The Municipal Leadership Strategy (Strategy) in both CIPs will apply municipal resources to contribute to, motivate, and assist in community improvement activities and undertakings. While the Financial Incentive Programs are used to motivate private

property investment by offsetting costs.
Bolton CIP
The Bolton CIPA and CIP were adopted by Council on April 21, 2009.
The Bolton Strategy consists of the following initiatives:

Caledon East CIP
The Caledon East CIPA and CIP were adopted by Council on January 14, 2014. At this time Council also adopted By-law 2014-005 to amend the Bolton CIP for purposes related to streamlining administration, as well as ensuring congruency between similar programs in the Caledon East CIP.
The Caledon East Strategy consists of the following initiatives:
Road, Streetscape and Public Realm Improvements Wayfinding and Public Signage Public Trailways (creating new connections to existing trails) Implementation of Civic Campus Plan Design Guidelines and Sign by-law Update Commercial Core Design Study and Zoning By-law Amendment

Within the Caledon East CIP there are 6 Financial Incentive Grant Programs:

Applications received to date in Bolton and Caledon East represents a total of $210,491.56 paid or committed in financial incentives and an estimated $8.5 million in investment by commercial and industrial property owners to develop, redevelop or improve their property and streetscape.
In addition, numerous property owners have had preconsultation meetings with staff andare in the process of completing application requirements.
Marketing of Financial Incentive Programs
The Financial Incentive Programs are promoted through various means, such as:- brochure distribution to planning applicants during the preconsultation process,

Six Villages CIP
MMM Group was hired to develop a CIP for the villages of Alton, Caledon Village,
Cheltenham, Inglewood, Mono Mills and Palgrave. The statutory public meeting for the
Six Villages CIP is scheduled for November 11, 2015. It is anticipated that the CIP and
associated by-law will be brought forward for Council’s consideration before the end of
this year.
Financial Implications
In the 2015 Budget process $100,000 was removed from the base Operating Budget as efficiency in order to utilize the reserve funds available. The current balance in the reserve fund is $517,193 to be used for the Community Improvement Plans.
Following the payments and pending payments/commitments identified in the discussionsection of this report, there will be a total of $389,508 available for CIP grants for the balance of the year, as shown below:

As the reserve continues to decrease staff will bring forward a request in future budget toadd back the original base budget of $100,000.

c) Municipal By-law Enforcement / Review
i. The Town may enhance Town By-
law enforcement activities within
the CIPA in respect to building
maintenance, signage, and open
storage screening in order to
improve the physical and visual
qualities of Bolton
ii. The Town may undertake a review
of any municipal By-law, such as
the Town’s Sign By-law, in order to
update requirements to be
consistent with the goals and
objectives of community
improvement, as identified by this
Plan.
Property Standards Staff continue monitoring
the CIP area to ensure compliance with the
Town of Caledon Zoning By-law and Property
Standards. Mobile signs are monitored on a
weekly basis for compliance with the Town of
Caledon Sign By-law.
The newly formed Regulatory and Inspection
Division of Public Works will be reviewing
resources needs to determine how to become
more efficient and enhance service levels with
the intent to provide more rigorous enforcement
of the Town’s bylaws in a timely way.
A new Clean Yards Bylaw is under review with
intention of implementation in 2012
A draft Clean Yards By-law has been
developed and will be brought forward to
Council in the near future.
Town of Caledon Property Standards By-law
requires outside storage areas to be enclosed
and will respond on a complaint basis for
areas of concern.
Mobile signs were monitored for compliance
on a weekly basis.
d) Open Space and Pedestrian and Cycling Network Linkage Program
i. Section 5.4 of the CIP Strategy
identified an open space and
pedestrian and cycling network in
Bolton that is characterized by
unlinked open spaces, sidewalks,
trails, and public washroom
facilities.
The Town has acquired land along the Humber
River through the development process to
enhance the Humber River Heritage Trail
connection from Regional Road (RR) 50 to
Hickman Street.
Through the development process a portion of
the Humber River Heritage Trail has been

connected to the trail network downtown

new open spaces and the
development of new sidewalks and
trails within the CIPA, in order to:
- develop a more complete
network that will improve the
potential for cycling, leisure,
recreational, and cultural
activities;
- increase public access to the
Humber River; and
- encourage pedestrian
movement and cycling, and offer
alternatives to the use of
automobiles.
iii.Potential linkages that would
contribute to completing the open
space and pedestrian and cycling
network are identified in the CIP
Strategy, and may guide the
Town’s linkage program.
upgraded along the frontage of the condominium
development known as River’s Edge.
The Town has upgraded the trail through Mill
Park to a 3 metre wide asphalt multi-use trail.
Staff has worked with the Bolton Community
Action site to develop plans and secure funding
for park improvements and trail connection
located at both the southeast and southwest
corners of RR 50 and the Humber River.
Staff has been working with the Bolton
Community Action Site and the TRCA to develop
a trail link from RR 50 to Mill Street on the south
side of the Humber River.
ROP Active Transportation plan supports
continuous sidewalks on both sides of RR
50/Queen St from Mayfield to just north of King.
Town of Caledon Council has directed that the
RR 50/Queen St sidewalks be implemented
through development applications wherever
possible. As well, sidewalk improvements on
one or both sides of King St from approx. Town
Line to Gore Rd.
Bike lanes or paved shoulders are proposed for
all Region roads, wherever possible.
Region of Peel adopted an Active Transportation
Plan that provides the framework to allow for
bike lanes within their corridors (RR 50/Queen
St & King St)
PW staff working with TRCA for storm water
Street from downtown Bolton to Cross Country
Boulevard.
The Town has supported Bolton District
Horticultural Society and the TRCA in tree
planting initiatives in Mill Park.
Ann Street reconstruction project provides
sidewalk connection along Ann Street.
Town Public Works staff are retro-fitting
roadways where feasible with bike lanes as
funds permit to link into the Region’s Active
Transportation Plan linkages

Rose Lane to enhance the Humber River
Heritage Trail connection.
The Bolton North Hill Pedestrian Safety group
was formed to look at pedestrian improvements
on the North Hill in Bolton. Construction of a
concrete sidewalk on the west side of RR 50
from Hickman St. up to Cross Country Blvd. and
from Bolton Heights Road to Columbia Way. To
be constructed by the Region of Peel in 2012.
Other improvements will include pathway
improvements and street/pathway lighting
improvements.
Parks staff working with TRCA to provide
Humber River bank erosion stability and trail
improvements completing and improving the
connection from the River’s Edge to Hickman
Street.
e) Streetscape Improvement
i. Section 5.4 of the CIP Strategy
identified a number of streetscape
improvement opportunities, in
order to:
- improve the physical and visual
qualities of Bolton;
- protect and enhance the unique
attributes, nature, and identity of
Bolton; and
Town staff worked with the Bolton Community
Action in developing the parkette located at the
southeast corner of RR 50 and Humber River.
Staff continues to work with the Bolton
Community Action Site in developing plans for
the parkette to be located at the southwest
corner of the Humber River and RR 50. Town
funding has been secured for that project.
Staff is working to design and implement
improved streetscape as part of the Ann Street

pedestrian environment.
ii. The Town may invest in the
following improvements within the
CIPA in order to implement the
recommendations of the CIP
Strategy:
- develop of a continuous
sidewalk network;
- use consistent sidewalk
materials and dimensions;
- implement principles of barrier-
free design/universal access;
and
- implement additional street
furniture such as benches,
lighting, street signs, banners,
trees and planters.
iii.With respect to improvement to the
Regional Road 50 corridor, this
Municipal Leadership Program
may be undertaken in partnership,
or with assistance from, the
Regional Municipality of Peel.
reconstruction project.
Staff worked with Bolton Rotary and the Region
of Peel to implement planters along the RR 50
corridor from Allan Drive to Ellwood Drive.
Public Works will continue with the upgrading of
the streetscaping in 2012, portions of King St in
the Core Area will be upgraded to the new
standard.
Public Works is working with the BIA to improve
service level standards in the Core Area, such
as street & boulevard sweeping, debris pick up
and weed control.
Parks staff is worked with BIA and Region staff
to facilitate bench locations in the downtown
core, street tree improvements and a planter
location on Mill Street.
Parks staff working with BCAS and TRCA to
provide landscape improvements to the newly
designated Founders Park on Mill Street.

Program Details To Last Update (April 2012) To September 2015 f) Roadway,
Crossing, and Intersection Improvement
i. Section 5.4 of the CIP Strategy
identified a number of roadway,
crossing, and intersections
improvement opportunities in the
historic core, commercial corridor,
and older industrial areas in order
to create a safe and comfortable
environment for pedestrians.
ii. The Town may invest in the
following improvements within the
CIPA in order to implement the
recommendations of the CIP
Strategy:
- add bike lanes to the road cross-
section;
- reduce lane widths and
introduce medians in the
commercial corridor;
- implement marked crossings
(painted walkways/cobblestone);
and
- implement crossing signals.
iii. With respect to the Regional Road
50 (RR 50) specifically, upon
completion of the Bolton Arterial
Road, the Town may, in
partnership, or with assistance
from, the Regional Municipality of
Main roads such as Queen St/RR 50 and King
St are under the Region of Peels jurisdiction.
Some of the recommendations indicated in
Program f) are identified in the Queen St/RR 50
Streetscape Plan and the Region has accepted
this plan as their guideline for this corridor.
Town Staff will follow through with the Region
whenever they are proposing capital or
maintenance projects within this corridor to
assure the Region’s commitment to the Town’s
Streetscape plan.
Region of Peel adopted an Active Transportation
Plan that provides the framework to allow for
bike lanes within their corridors (RR 50/Queen
St & King St)
Simpson Road EA completed and approved.
Detailed design underway.
Bolton Transportation Master Plan is finalized.
Upon Council endorsement implementation of
recommendations will begin as prioritized
through the annual budget process.

improvements to RR 50:
- coordinate access from RR 50;
- address on-street parking;
- reduce lane widths and
introduce medians;
- improve pedestrian amenities;
and
- establish a public transit route
along RR 50 that will help to link
Bolton to the broader Town and
Region.
g) Transit Oriented Development Strategy
i. The Town may work with GO
Transit and other Inter-Regional
transit operators to develop a
service strategy for both bus and
rail services that will best serve the
community of Bolton’s needs.
ii. The strategy may address issues
such as station locations, stop
locations, bus and rail routes,
frequency, access to parking, and
design integration with the
surrounding buildings and land
uses.
iii. The strategy may also address
Council has directed that Coleraine West be
constructed with alternative development
standards. The intent of the new standards is to
allow for more “Green” alternatives and to
review the need for and accommodation of
transit
Currently PW has an agreement in place for
parking of Go buses at the Castlederg Yard to
facilitate public transit for the citizens of Caledon
Parks staff worked with Bolton Rotary and
Region of Peel staff to provide Go Bus shelter
along the RR 50 Go Route.
GO is now utilizing the James Dick property
to the South of the new round about
Fire Hall 302 is currently being designed and
will move to the northwest corner of Cross
Country and RR 50. This will include
urbanization along RR 50 to the northern
limit of the property.
Bolton Transportation Master Plan includes
recommendations to:
- Expand GO transit service
- Examine the need to introduce local transit
service between Bolton and other Caledon
service centres (PW-2015-039)
- Council directed staff to develop a Public

transportation options.
Transit proposal for Caledon and return to
Council for review and approval. Staff will
undertake discussions with Brampton
Transit and York Transit to extend services
to Caledon as a transit link.
- Extend George Bolton Parkway from RR 50
to Albion Vaughn Road
h) Update to the Town Parking / Intensification Study
i. The Town may undertake a review
of the existing Bolton Downtown
Core Public Parking Study (April
2004), in order to update the public
parking options and associated
improvements in Bolton core.
ii. The Town may wish to combine
this study with an intensification
study that explores the
development potential of the core
in ways that are respectful of the
existing historic character.
iii. The study may also investigate the
potential and feasibility to relax
parking standards within the
Bolton core in order to promote
intensification.
iv. The Town may also expand the
study to consider public parking in
the commercial corridor.
Bolton Core Area Parking Study Update was
finalized and presented in Council Workshop
and to the BIA. Adoption of the
recommendations of the Study and direction
from Council is anticipated for April of 2012.
Design of improvements to the existing
municipal parking lot at Ann & Sterne St, is
completed. Work to be done in conjunction with
the Region of Peel water main project.
Town of Caledon Intensification Strategy was
initiated in 2013 and is ongoing. It is
anticipated that the Strategy will be brought
forward for Council’s consideration in early
2016.
In September, 2014 Council endorsed the
Bolton Heritage Conservation District (HCD)
Study recommendations and initiated Phase 2
of the Bolton HCD project, entailing
development of the Bolton HCD Plan and
Design Guidelines. It is anticipated that the
HCD Plan will be brought forward for Council’s
consideration in late 2015.
Municipal parking lot in downtown Bolton (Ann
& Sterne St) has been completed, including
the installation of 2 Electric Vehicle charging
stations. This site is now the location of the
Bolton Farmers market.

Acquisition of Land for Road Reconfiguration and Open Spaces
i. Section 5.4 of the CIP Strategy
identified several opportunities for
municipal land acquisition. For
example:
- in the industrial area where the
existing road network is
incomplete, the Town may
acquire land in order to
reconfigure the roadways and
improve road connections and
truck/car/pedestrian movement;
and
- in addition to the Town’s existing
plans for the development of
parks and open spaces along
the Humber River, there are
opportunities for the acquisition
of land to develop and link public
open spaces.
ii. The Town may undertake
municipal land acquisition in
accordance with Section 28 of the
Planning Act, in order to
reconfigure roadways and
increase the number of public
open spaces.
Simpson Road extension EA is underway. The
environmental concerns from extending
Simpson Rd are greater than anticipated and
further study is required. Finalization of the EA
is anticipated in 2012.
Acquisition of land through River’s Edge
development to provide trail linkages to
downtown Bolton.
Simpson Road EA completed and approved.
Detailed design completed for the North
section of Simpson around the George Bolton
Parkway. Construction start is slated for Fall
2015 and Spring 2016.
Detailed design completed for the South
section of Simpson south of Parr Blvd to
Mayfield Road is ongoing. Construction start
is slated for Summer 2016.

Program Details To September 2015 4.1 Road, Streetscape and
Public Realm Improvements
Town to encourage, support and have input with the Region of Peel transportation improvements in Caledon East. Develop a Streetscape Improvement Strategy which supports public realm improvements that:
a) Ensure the safety of pedestrians and cyclists;
b) Provide for dedicated cycling lanes or pathways, connecting with the Caledon Trailway and other trails
c) Provide enhanced crossing treatments at the intersection of Airport Road and Old Church Road. This may include specially demarcated crosswalks, curb bump-outs or other traffic calming measures and pedestrian-oriented design features to improve the safety and ease of crossing at this intersection;
d) Provide for plug-ins at light/hydro poles, to provide electricity for season decorations;
e) Provide enhancements to the pedestrian realm in a manner that is consistent with the community’s character (sidewalks, street furniture, lighting, etc.);
f) Reduce focus on automobiles and improve focus on pedestrians and cyclists, including an increase in the portion of the right-of-way dedicated to pedestrians and cyclists;
g) Include traffic calming measures;
h) Replace existing lighting with LED;
i) Are integrated and consistent with the Regional Road Characterization Study;
Old Church Road reconstruction from East of Innis Lake to Marilyn

Trailway with separate speed actuated “cross-ride” for cyclists and

5 Wayfinding and Public Signage
Develop a Town-wide wayfinding signage strategy/guidelines document to plan for and design wayfinding signage throughout the Town, including Caledon East.

Program Details To September 2015 5.1 Public Trailways Integrate trailway improvements with the streetscape
improvement strategy (refer to Section 4.1). In particular, include opportunities to create new connections to existing trails.
Staff is working with the development sector and TRCA staff to provide trail connections through new developments to public trails.
5.2 Implementation of the Civic Campus Plan
Supportive of the Civic Campus Plan, specifically with regard to improvement to green space and the creation of new connections to the Caledon Trailway.
Town Hall entrance has been redesigned as part of the Old Church
Road rehabilitation project with the Region. This design includes the
provision for the green spine and connection to the Trailway to the west
of the parking area.
5.3 Design Guidelines and Sign By-law Update
1. Prepare comprehensive design guidelines for Caledon East. These guidelines should be supplemental to the Town’s industrial and commercial design guidelines. Further, should the Town proceed with an update to Town wide guidelines, this project may be incorporated into that exercise.
2. Update the sign by-law to provide special requirements for the core area of Caledon East, requiring that signs be pedestrian-oriented with consideration given to the design guidelines contained in this Plan. The Town may address all community cores through a comprehensive by-law update.
Terms of Reference for the development of comprehensive Caledon
Urban Design Guidelines is underway.
Guidelines will address appropriate sign design.
Regulatory Services staff to work with Planning staff on incorporating
changes to the Sign By-law to recognize community design guidelines.
5.4 Commercial Core Design Study and Zoning by-law Amendment
1. Undertake a design study for Caledon East’s commercial core, having regard to potential issues and conflicts between existing zoning standards and Official Plan policies.
2. Implement a Zoning By-law Amendment for the Commercial Village (CV) zone, creating a new exception for Caledon East’s core commercial area, to implement the findings of the Caledon East commercial core design study.
Staff have started an update of Comprehensive Zoning By-law 2006-50,
as amended. It is anticipated that the update will be completed in 2016
and will resolve a number of zoning issues within Caledon East in the
Commercial Village zone.
