“Software identification and impact assessment to measuring instrument metrological characteristics” enclosed in the program if any software exists. This clause provides conformance inspection of the following software identification data:

1. software name,2. software identification name,3. software copy number (identification number),4. software digital identifier (reconciliation total of executable code(for

independent software products, reconciliation total is calculated only in the part of software which can influence on measuring instrument metrological characteristics)),

5. software digital identifier calculation algorithm,6. safety protection level check against unpremeditated and premeditated

alterations in accordance with Measurement Procedure 3286-2010 (A, B or C levels).

General technique for SEM calibration by TGQ1 measures

• Aggregate uncertainty of measurements, during calibration of SEM, is a quantitative characteristic of accuracy. The main components of this uncertainty are:1) Uncertainty of actual value length of period of TGQ1 measure by the results of the last calibration of this measure.2) Uncertainty of measument of length of period of TGQ1 measure directly with the help of SEM calibration.• Both parameters are entered in calibration record;• Measurement uncertainty can be calculated in absolutes units (m, micrometer, and nm) and in relative units (especially in percents).

Key difference

1. Current provision (according to Rostekhnadzor requirements):All types of means of measurement on the platform must have certified copies of type approval certificates of the means of measurement. (Point 28.2 of Rostekhnadzor administrative procedure of state function licensure execution for application of technical devices certain type at hazardous industrial facilities, confirmed and registered by Russian Federation Justice Department №112 at 29.02.2008)

2. Future provision (RF Government Decree No. 250 dated April 20, 2010):As of January 1, 2012, all means of measurement, without exception, installed at a hazardous production facility shall require mandatory verification by government metrology centers (Regional Standardization, Metrology and Certification Center)).

3. Proposed provision for future projects:Only means of field instruments measurement incorporated in measurement loops that impact the safety of the control system and that require verification shall have type approval certificates. The obtaining of a certificate for a control system and the inclusion in the description of its type of the loops indicated above can sharply reduce the number of certificates for types of means of measurement used on the platform.

Basis of final listing of Metrology loops

1. Structure of measurement and control system by subsystems and loops, provided by the designers.

2. Assessment of critical instruments loops according to values of levels SIL1, SIL2 and SIL3, provided by the designers.

3. Expert review of all loops, identification of those having the greatest impact on safety, and classification of all loops identified according to functional attributes.

4. Developing a list of means of measurement incorporated in potentially “hazardous/Safety” loops. Analysis of list according to types of means of measurement and presence of approved type certificates.

Key Loop Checking Activities

1. Compiling a list of required loop verification procedures, and developing the missing procedures (based on results of the analysis per No. 3)- using Commissioning loop checking procedures.

2. Compiling lists of loops subject to checks (verification) and additionally checking offshore Object (on the territory RF) ; approval of the number of loops.

3. Performing checks (verification) for the selected & agreed with consumer,loops in Object. Conditions for a successful verification. The work is performed by the certifying organization with the participation of CSM (Center for Standardization and Metrology) and Consumer Commissioning acceptance testing team.

4. Documenting the loop (measurement channel) verification procedures as part of the overall Instrumentation and Control System Verification Procedure for entry into the State Metrology Register.

Future Use of Loop Verification Procedures

• The Verification procedures will be used according to Russian government order №250 dated 20.04.2010, CSM and VNIIMS during regular verificationof the Instrumentation and Control System (for the loops entered in the Register).

• The remaining Instrumentation and Control System shall be calibrated by an accredited laboratory.

• Verification of registered loops as per verification procedures, according to the schedule, which was agreed with CSM.
