• Over 23 000 events reaching 12.8 million people

• 14 000 labelled projects and events. incl. over 900 EU funded projects (Creative Europe, H2020,Erasmus +, Interreg, etc)

• The social media campaign reached some 18 million people (FB/Insta=10.9 million and Twitter = 6.9million).

Work Plan for Culture 2015-2018

Every four years, EU Member States agree the themes on which the OMC should focus in the Council Work Plan for Culture Mandate for SCT OMC

Identify ways to create a European tourism offer based on tangible and intangible cultural heritage as a competitive factor in order to attract new forms of sustainable tourism.

Explore how digitisation of cultural content and digital services can foster the expansion of trans-European tourism networks and further the development of itineraries, including small emerging destinations, also taking into account contemporary arts activities, festivals and cultural events.

Summary of Recommendations

• Urgently establish a European Over-Tourism Task Force comprised of the main stakeholders to monitor cultural heritage destinations at risk or in a state of over-capacity and to report annually on trends

• Break down silos that exist between stakeholders by mainstreaming, collaborating, and creating synergies at the various levels.

• Promote community ownership through training, discouraging seasonality by offering activities and pricing structures that encourage longer stays in the low season, and promoting lesser known sites and cultural heritage practices to take pressure off the known “hot-spots”. (Example - World Heritage Journeys – next slide)

• Develop digital tools and technology to facilitate remote access; the continuous assessment of visitor impact; carrying capacity guidelines; new interpretation techniques (AI); marketing and business intelligence.

Break down silos that exist between stakeholders by

mainstreaming, collaborating, and creating synergies at the

various levels. In particular, the working group identified

collaboration within the Directorate Generals of the EU, the

ministries of the member states (especially economics,

cultural, and regional affairs), and the use of bottom-up

approaches and tools, where applicable, in policy design,

strategic planning and management, that involves the relevant

partners

Promote community ownership through training, discouraging

seasonality by offering activities and pricing structures that

encourage longer stays in the low season, and promoting lesser

known sites and cultural heritage practices to take pressure off

the known “hot-spots”. Overall, supporting local communities

by consultation, engagement, incentivisation and encouraging

a participatory approach to development, was seen to be

paramount.

World Heritage Journeys

• Supported by the European Union (DG GROW), showcases UNESCO outstanding cultural heritage in a travel platform that promotes sustainable tourism development across Europe.

• Implemented in partnership with National Geographic - 34 World Heritage sites through four different thematic itineraries; Royal Europe, Ancient Europe, Underground Europe and Romantic Europe.

• Aims to develop a greater understanding of Outstanding Universal Value. Cultural heritage is the primary focus - combining both built heritage, with historic and existing intangible cultural heritage expressed through the community’s living cultural values.

• By including both iconic and lesser-known sites presents Europe’s World Heritage sites from a new perspective and encourages visitors to “travel differently”

• A travel web platform showcasing different itineraries as well as activities and attractions

• Each of the 34 participating World Heritage sites are committed to the development of sustainable and high-quality experiences – to spur investment in culture and community-centred creative industries.
