Welcome from the President

Our Royal Queensland Show (Ekka) competitions are the ultimate showcase of the best of the best. They reward and recognise our valued exhibitors for achieving excellence and promote agriculture and the critical role it plays in our everyday lives to Queenslanders.

In 2018, more than 4,125 exhibitors travelled to the Ekka for their chance to win a coveted blue ribbon and share in the $530,000 prize pool, including 1,186 new competitors.

We received 21,000 entries across 11,000 classes in 48 competition sections, with an increase in entries across many categories including Canine, Cookery, Dairy Goats, Education on Show, Poultry and Farriers and Blacksmiths.

It was pleasing to see large crowds acknowledging the achievements of our exhibitors, with more than 414,000 people attending the 2018 show - our biggest Ekka since 2011.

Some of our competitions were even recognised at the International Association of Fairs and Expositions (IAFE) Awards, which represents more than 1,100 fairs around the world. The Ekka won 24 international awards including 16 first places, with the Floristry, Race Around Ekka, Little Sprouts, Cookery and Student Made Cheese competitions all placing.

The RNA is also committed to providing exhibitors with world-class facilities to use, through our $2.9 billion Brisbane Showgrounds Regeneration Project.

In 2019, our Canine Competition exhibitors will use the new Alexandria Park, offering an undercover area for benching and a grassed area for judging. Also this year, all four storeys of our world first animal pavilion will be in use for the very first time, housing many animals including beef and dairy cattle, poultry and sheep.

For 143 years the RNA has been dedicated to championing agriculture and is honoured to stage Queensland’s largest event on behalf of the community each year.

• Please ensure your NVD exactly matches your RNA Exhibitor Name – this is essential for the Led Steer Sale and reconciliation at theabattoir. For exhibitors who are showing animals under multiple names, such as schools, please ensure the people dispatching youranimals are aware of this requirement. If you are bringing Stud Beef and Led Steer/Heifers on the same truck please note that separateNVD's are required for Stud Beef and Led Steer, even if from the same exhibitor.

• Significant changes made to accommodation arrangements – refer to the 2019 Accommodation Guide.• Changes made to carcass points for Open & Medium weight P8 Fat Depth – maximum points now given to 8-9mm [was 10-11mm].• Due to changes in the layout of Expo Place the majority of Led Steer and Heifers will be tied up and not stalled in pens. GENERAL REGULATIONS

Subject to the Royal National Agricultural and Industrial Association of Queensland Act 1971, and to the Rules, By-Laws and Regulations of the Association the following General Regulations shall apply.

The attention of Exhibitors is drawn to the fact that entries are accepted subject to the Royal National Agricultural and Industrial Association of Queensland Act 1971, and to the Rules, By-Laws and Regulations of the Association, in addition to the Special Regulations which appear in this schedule. ENTRY FORMS

Exhibitors must complete “STATEMENT BY EXHIBITOR” section on the front page of the entry form advising their taxation status.

PRIZE MONEY

1. Prize Money stated in the Schedule excludes GST.2. GST will be added to the Prize Money for Exhibitors who

are registered for GST purposes. Prize money will be paidinto your nominated bank account by 31 October followingthe Show.

3. The Association will provide a “Recipient Created TaxInvoice” to Exhibitors who are registered for GST purposes.

4. All cash prizes and trophies must be claimed within sixmonths from the closing date of the Royal QueenslandShow. Prizes not claimed and by that date will beconsidered to have lapsed, and the amount will become adonation to the Association. (RNA By-Laws)

WORKPLACE HEALTH AND SAFETY

1. The Brisbane Showgrounds are a designated Workplacewithin the meaning of the Workplace Health and Safety Act2011 and exhibitors/competitors are required to ensure thatthey and all persons under their direction or control,including their contractors or sub-contractors, comply withall requirements of the Act and the RNA holds each exhibitorresponsible to discharge its obligations to provide andmaintain a safe place and system of work during occupationby the exhibitor of any area of the Showgrounds.

2. Each exhibitor/competitor will assess the risk tothemselves, staff, volunteers, family, other exhibitors, RNAstaff, show visitors, children and any person foreseeablyaffected by the presentation of their exhibit.

3. Risks identified by exhibitors/competitors will be eliminatedor controlled by the exhibitor/competitor and particularattention will be paid to ensuring public safety and safety ofother exhibitors/competitors.

4. Exhibits will only be held and handled by competentpersons whose experience is known to theexhibitor/competitor.

5. A “No Smoking Policy” will be strictly adhered to andpoliced by exhibitors/competitors andexhibitors/competitors are advised that the use of Primusstoves, any heating or lighting appliances of a likecharacter, or any naked light, is strictly prohibited in thepavilions.

6. Any exhibitors/competitors intending to bring electricalequipment to the Showgrounds will be required to ensurethat such equipment is fitted with residual currentprotection and that all electrical leads, tools and applianceshave been inspected by a licensed electrical contractor andcurrently tagged. The use of double adaptors is prohibitedand all power boards must also be tested and tagged.

7. All exhibitors/competitors will comply with the requirementsof the Act and its Regulations and Standards in every otherrespect. This is essential for the safety of allexhibitors/competitors and the general public. The Actimposes very severe penalties in the event ofnoncompliance with its provisions. Anyexhibitors/competitors who do not comply will not beallowed to exhibit at the Royal Queensland Show.

8. The Brisbane Showgrounds is subject to a Special FacilityLicense issued under the Liquor Act 1992 and strict lawsrelated to the consumption and possession of liquor acrossthe Brisbane Showgrounds site. The consumption orpossession of liquor outside of the licensed bar areas is notauthorised by the RNA and in many cases may be anoffence for which on the spot fines can be issued by Policeand Liquor Licensing Investigators.

DISCIPLINARY COMMITTEE REGULATIONS & BY-LAWS

132. It there is any inconsistency between By-laws 133 - 153and any other By-laws of the Association, By-laws 133 -153 will prevail.

133. The functions of the Disciplinary Committee shall be tohear and determine all complaints, allegations and othermatters relating to:

a) prohibited substances, as defined in these By-laws orSectional Regulations.

b) any alleged breach of the Rules, By-Laws andRegulations of the Association by an exhibitor andrelating to an exhibit or to a competition, except if thealleged breach is of a kind that the Chairman of aSectional Committee considers is of a less seriousnature and should properly be dealt with by theSectional Committee, and

c) any other alleged breach of the Rules, By-Laws andRegulations of the Association that may be referred toDisciplinary Committee pursuant to By-Law 137 (a).

147. The Disciplinary Committee may announce its decisionorally or in writing. A decision that is announced orallyshall have effect in accordance with its terms.

148. If the opinion of the Disciplinary Committee is notunanimous, the decision of the majority shall prevail. If theDisciplinary Committee are equally divided on anyquestion concerning the guilt or innocence of a person,the question shall be resolved in that person’s favour.

149. If the Disciplinary Committee considers that there hasbeen a breach of the rules, By-laws or regulations of theAssociation, it may impose such a penalty as it considersto be appropriate, including without limitation:

a. a reprimand;b. a monetary fine (payable at such time/s as the

Disciplinary Committee may determine);c. withdrawal or withholding of any award or ribbon;d. disqualification in respect of any class;e. expulsion from the Showground;f. where the person concerned is a member, a

suspension or termination of that membership;g. a ban;h. exclusion;i. prohibiting a Person from exhibiting or competing

at the current Show or at any future Show;

j. a direction that an Exhibit beremoved from the Showground;

k. any other mandatory requirement; andl. any other penalty provided for in other

regulations of the Association.

150. There shall be no appeal from any decision of theDisciplinary Committee.

INSURANCE

All Entries and Exhibitors are subject to RNA Regulations and By- Laws set out in this schedule as well as other By-Laws that may pertain to this competition.

The RNA reserves the right at all times at its absolute discretion without assigning any reason to:(a) substitute a Judge when necessary;(b) re-allocate Judging days for a particular breed.(c) if entries numbers require an extra Judge, appoint an additional Judge if necessary.

Full copies of the RNA By-Laws may be obtained upon application to the Competitions Department.

161. The RNA may (but is not obliged to) take out a policy ofinsurance in respect of the legal liability on the part of anExhibitor for loss or damage suffered by a third partycaused by any act or omission of an Exhibit or theExhibitor.

162. The RNA, RNA Staff Members and Officials of the RNAare not liable to any Exhibitor if the RNA fails to take out apolicy of insurance effectively protecting any Exhibitor orExhibit, or if any such policy does not operate toindemnify the Exhibitor in respect of the loss or damage inquestion.

LED STEER REGULATIONS

Subject to the Royal National Agricultural and Industrial Association of Queensland Act 1971 and to the Rules and By-Laws of the Association the following Regulations shall apply.

Exhibits that are under treatment on arrival at the Brisbane Showgrounds must have treatment sheets submitted to the relevant Superintendent’s Office within 12 hours of arrival and scheduled pharmaceuticals must have authorisation of the prescribing Veterinary Surgeon.

Any animal which in the opinion of the Council Stewards is not in a fit state to be exhibited may be rejected by them and debarred from competing in the class or classes for which it is entered. Any animal rejected must be removed from the Showgrounds as soon as the exhibitor is notified. No animal showing signs of any disease or illness particularly warts, ringworm and pinkeye will be allowed onto the grounds.

The 2019 RNA Premier Beef Presentation will take place on Saturday 10 August 2019 at 8.45am

The exhibitor irrevocably consents to the RNA publishing or reproducing, in any manner whatsoever, any particulars or information in relation to their exhibits; the publication or reproduction may be in a printed form or visual image through electronic means and/or on the internet.

Classes are for steers suitable for the butcher, supermarket and export trades and showing no permanent incisors. Any steers that are found to be overweight showing incisors cannot be shown, and cannot be transferred to the Prime Beef Competition, but can be sold in the Prime Beef Auction. Cattle entered must have been reared on their own mothers.

Entries can be both pure bred or crosses.

Transfer of entries from the Junior Led Steer classes to the Open Classes is allowable for weight reasons only.

National Vendor Declaration Forms (NVD's) and a MSA Vendor Declaration Form are to be submitted to the Led Steer Superintendents Office on arrival at the Showgrounds before receiving their stalling allocations. *Please note* different/separate NVD's are required for Stud Beef and Led Steer even if for the same exhibitor. All cattle must be accompanied by a current version of the NVD “Edition: April 2013”, no old versions will be accepted. Separate NVD's are also required if the same exhibitor is using different Agents. All NVD's must have an agent nominated on the form for sale requirements.

ALL CATTLE ENTERED MUST BE DEHORNED. To avoid bruising, only dehorned cattle (polled or dehorned not showing any regrowth in excess of 3cm) are eligible to compete in this division. Cattle showing fresh horn or castration wounds will be disqualified. The length of horns/scurs will be measured from the hairline.

All cattle entered in the Led Steer and Carcass competition must be presented at the scales with nose rings and be ready for weighing.

Junior Steer and Open School Steer classes will commence weighing at 1.30pm on Sunday 4 August. The open classes will be weighed on Monday 5 August at 7.30am.

Led steers and heifers will be weighed once only, no pre-weighing will occur. Steers and heifers will be weighed by row.

Junior Steer and Heifer classes will be judged from 8.30am on Tuesday 6 August 2019 in the Main Arena. Open Steer judging will take place in the Main Arena at 8.00am on Wednesday 7 August 2019.

All animals must be paraded by the nominated owner or their grooms.

Hoof Point Scoring will be First - 46 to 50 points. Place getters 1/2 point difference down to a minimum of 40 points. Unplaced entries will have a gap of 1 point from place getters or be allocated 38 points.

All ribbon winners in Classes 1 to 6 will be auctioned at an unreserved sale after the completion of judging. All ribbon winners in Classes 7 to 9 have the option of participating in the unreserved auction or taking the grid price. The remainder of cattle in Classes 1 to 9, 13, 14, and 16 to 18 will be sold to Nolan Meats, Gympie on a grid price. The RNA will negotiate a private sale grid price with this company prior to show for animals not eligible for auctions. This grid will include normal commercial grid penalties.

Classes 1 to 9, 13, 14 and 16 to 18 will be transported by the RNA to Gympie Abattoirs.

On the Hook Judging will be carried out by qualified Aus-Meat Chiller Assessors. A maximum of 100 points for each carcass comprising each entry shall be allotted by the Judges on the scales as detailed later in this Schedule.

Carcasses will be trimmed to Aus-Meat standard.

Every endeavor will be made to showcase one side of each of the Champion from each Division (On Hoof and Carcass sections) in a meat display during show. Carcasses will be transported to the meat display from Monday 12 August until Sunday 18 August 2019.

Collection of the carcasses displayed in the meat display will be made on Monday 19 August 2019. Carcasses not required for display may be collected on Monday 12 August 2019. The purchaser of carcasses on display is responsible for the cost of

delivery from the meat display.

EXHIBITOR ATTIRE

All persons leading stock during judging or parades are required to be neatly attired. All competitors must wear a breed uniform, dust coat or vest.

VETERINARY TREATMENT & INSPECTION

No pharmaceutical shall be administered to any animal exhibit except under the direction of the Association’s Veterinary Surgeon who shall advise the Council Stewards if in his opinion such pharmaceutical is likely to have any effect upon the animal which would be material to its changes of being awarded a prize and in such case the Council Stewards may debar the animal from competing. A Council Steward may at any time direct the Association’s Veterinary Surgeons to take a sample of blood, saliva or urine from an exhibit for testing.

DISEASE OR DANGER Should there be any reason to suspect that any Exhibit is either diseased or dangerous, or objectionable, the Council through its Officials, reserves the rights of removing the same from or refusing its admittance to the Royal Queensland Show.

An Exhibitor who detects or suspects any illness amongst any of his entries whilst the animals are at the Showgrounds must:

• Report this fact immediately to the Superintendent responsible for that particular section;

• Ensure that the animal/s is/are contained within its/their accommodation area/s unless advised otherwise by the Superintendent or the Associations Veterinary Surgeon; and

• Where feasible to do so, contain soiled bedding from the animal/s within its/their accommodation area.

Council may at its discretion require to have any biological tests carried out on any animal exhibited at the Royal Queensland Show or to have materials collected from such animals in order to have tests carried out, after such animals arrive at the Showgrounds.

If in the opinion of a Council Steward of a Section, an Exhibit in such Section requires Veterinary treatment then if the Exhibitor cannot be contacted immediately, the Council Steward may instruct a Veterinary Surgeon to treat such Exhibit and the costs of such Veterinary Surgeon shall be paid by the Exhibitor to the Association. The Association shall not be in any way liable to an Exhibitor for any damage to or injury to such Exhibit.

Where, in the opinion of the Association, an Exhibit, being an animal, should be destroyed or removed from the Showgrounds, the Association’s Veterinary Surgeon or the Association may destroy or remove the Exhibit from the Showgrounds, or both. Alternatively, the Association may require the Exhibitor to destroy or remove the Exhibit from the Showgrounds, or both. Any costs incurred by the Association pursuant to this By-Law must be re-imbursed by the Exhibitor. The Association shall not be responsible for any loss or damage caused (inter alia) through disease or infection howsoever arising.

ANIMAL BEDDING Bedding will be provided by the Association. Extra bedding is available from the Official Produce Store operating on the Brisbane Showgrounds at exhibitors' expense.

ACCOMMODATION

All exhibitors please note that there is only limited accommodation on grounds. All exhibitors are recommended to seek offsite accommodation. Those wishing to apply for on accommodation should do so on the following basis: a. Application must be on the appropriate accommodation

request form/online entry b. Accommodation will be considered on the basis of 1bed

per 3 animal entered. c. Cost – bed and mattress $10 per person per night by

booking online, $15 per person per night by manual form and $25 if turn up on the day (if available) and $5 per person for schools

d. All accommodation must be prepaid by the date on the accommodation request form

e. No refunds on any accommodation booked and not used.

PLEASE BE AWARE THE RNA DOES NOT GUARANTEE ACCOMMODATION FOR ALL OR ANY EXHIBITORS. ALL ACCOMMODATION REQUESTS WILL BE CONSIDERED AND THOSE SUCCESSFUL WILL BE NOTIFIED APPROXIMATELY 3-4 WEEKS PRIOR TO SHOW COMMENCEMENT. The Beef Cattle Committee reserves the right to reallocate space previously allocated to any exhibitor upon the arrival of their exhibits on the grounds if the numbers indicated by them do not arrive. EXHIBITOR PASSES

Passes for Led Steer will be sent to exhibitors prior to the Show by the RNA. Any exhibitor who does not receive their passes prior to the Show will have the original passes cancelled and will have to collect new passes from the RNA Administration Office. Exhibitor Passes will be issued on the following basis:

• 1-3 head entered - 1 pass • 4-more head entered - 2 passes

If you would like to purchase more passes, please do so at time of entry. These passes will allow entry before 9am and are strictly for exhibtors/competitors and their handlers. Competitor Pass will be available: • 2 X additional 10 day $100 • 5 X additional Competitor Pass – single day $17.50 ADMISSION OF VEHICLES TO GROUNDS All vehicles entering the grounds will be required to apply for a Vehicle Permit Pass prior to entering the Brisbane Showgrounds. Permit applications will be available online at www.ekka.com.au prior to the Show.

MEAT STANDARDS AUSTRALIA (MSA) From 2013, the RNA Led Steer Competition and Sale has been approved by Meat Standards Australia (MSA) as an eligible MSA pathway and ALL entries will be eligible to be MSA graded. Therefore ALL Led Steer Exhibitors (Open, Junior Steers and/or Junior Heifers) MUST become MSA registered to be eligible to enter the competition and to optimize the highest possible sale value of their steers/heifers. To maintain MSA Approval status ALL steers and heifers MUST remain of full feed and water up unto despatch from the showgrounds.

ANY STEER/HEIFER FOUND TO HAVE FEED AND/OR WATER WITHDRAWN, WILL BE AUTOMATICALLY DISQUAILIFED FROM THE LED STEER COMPETITION AND WILL NOT BE ELIGIBLE FOR MSA GRADING.

Individual National Vendor Declaration Forms (NVD's) AND a MSA Vendor Declaration Form will be required for each different exhibitor.

BIOSECURITY QUEENSLAND REGULATIONS

All Queenslanders have a ‘general biosecurity obligation’ (GBO) under Queensland's Biosecurity Act 2014 (PDF, 1.5MB). Not complying with the GBO is an offence.

This means that everyone is responsible for managing biosecurity risks that are:

• under their control and• known about, or should reasonably be expected to

know about.

Under the GBO, individuals and organisations whose activities pose a biosecurity risk must:

• take all reasonable and practical steps to prevent orminimise each biosecurity risk

• minimise the likelihood of causing a ‘biosecurity event’,and limit the consequences if such an event is caused

Any animal which in the opinion of the Council Stewards is not in a fit state to be exhibited may be rejected by them and debarred from competing in the class or classes for which it is entered. Any animal rejected must be removed from the Showgrounds as soon as the exhibitor is notified. STOCK

Only Cattle tick free stock will be allowed entry to the grounds. EXHIBITORS REQUIRE THE FOLLOWING:

• National Vendor Declaration (Cattle) and Waybill, orMovement Record Document

• National Health Declaration Form – version 18/10/17

NSW Livestock owners can travel direct to the RNA showgrounds and check their paperwork in with QDAFF staff or RNA appointed staff on entry. QDAFF staff will then inform NSW livestock owner, in writing, that they MUST contact Kirra Yards on 07 55364714 and inform them of their return journey 24 hours prior to leaving the RNA showgrounds.

CATTLE TICK CONTROL

The Brisbane Showgrounds will continue to operate as a CATTLE TICK FREE ZONE and all associated cattle movements must be tick free.

Exhibitors have a general biosecurity obligation to take all reasonable and practical steps to prevent or minimise the spread of cattle tick.

A biosecurity certificate, issued by an accredited certifier, will be required to accompany dairy cattle movement across the cattle tick line, moving from a property in the cattle tick infested zone onto the Showgrounds.

The RNA will continue to conduct tick inspections prior to stock entering the Showgrounds. If a live cattle tick is found on a carrier, all carriers in that consignment fail the inspection and will not be allowed entry to the Showgrounds.

The RNA will allow exhibitors to have their animals inspected on property prior to entry to the RNA grounds. All exhibitors who adopt to have their cattle inspected at home must use an accredited certifier and provide the accredited certifier details along with the treatment certificate on entry to the grounds.

The RNA will employ an accredited officer for cattle tick inspection on arrival for those who did have their cattle inspected on their properties.

All exhibitors must adhere to the regulation of ticks and animals must be treated within 24 hours of travelling to the Brisbane Showgrounds. The RNA will employ an accredited officer for cattle tick inspection on arrival for those who do not treat cattle on their properties. All procedures are to be carried out within guidelines of the Bio-security Act. All National Health Declarations will be forwarded to Bio Security for their clearance/permission to compete at 2017 Royal Queensland Show. The accredited officer will also provide random tick scratching throughout the show. Any animal found with Cattle Ticks will result in the whole herd from that PIC being sent home. No animal may enter the dairy pavilion unless they have the necessary tick free status. All relevant paper work must be handed to a representative of the RNA. Time of arrival must be advised for animals entering from infested areas on the Final Numbers form and must state details of treatment or untreated animals. Animals requiring inspection/scratching on grounds must not enter the dairy pavilion until necessary inspection has been carried out in the Wash Bay Area, or suitable area as directed by accredited inspector.

JOHNE’S DISEASE – for Bovine Johne’s Disease

It is your General Biosecurity Obligation as the exhibitor NOT to knowingly spread the disease. Any Cattle from suspected herds that have not yet been cleared by Biosecurity Queensland will not be accepted on to the showgrounds.

Rules: • Exhibitors must advise their Johne’s Disease status at the

time of entry.

• Exhibitors must not enter animal(s) which are reasonablyknown or suspected of being infected with Johne’sdisease, including animals which have been introducedwith a significant likelihood of being infected.

• Exhibitors must supply a health statement/declaration thatprovides information about the health of the animalincluding Johne’s risk. The health statement/declarationmust not be false, incomplete or misleading.

FODDER AND BEDDING REQUIREMENTS AND CONDITIONS

Fire Ant Requirements

For hay grown outside the Fire Ant Risk Area - moving to the RNA • No restrictions

For Hay grown within the Fire Ant Risk Area - moving to the RNA. • Exhibitors purchasing hay from hay producers within the

Fire ant Restricted Area need to ensure that the produceris on an Approved Risk Management Plan (ARMP) for Fireants and is complying with their agreed risk mitigationfactors , which include

• Freshly made hay where the hay has been raked at leasttwice within 24 hours of baling.

• The hay is baled within 24 hours of the last turn and

• If the baled hay is removed from the paddock within 24hours of baling, it may be moved to any destination withinQueensland with no further requirements.

Stored Hay made in accord with the above requirements • hay stored within the Fire ant Restricted Area must be

stored off the ground or on an approved hard stand witha product registered for red imported fire ants 4 days prior

to the movement. or

• The hay has been lured and the lures have been submittedto Biosecurity Queensland Control Centre and found to befree of Fire ants. Visual surveillance for the presence of Fireants has been conducted on the surrounding area and alsofound to be visually free of the pest.

Hay, Chaff, Silage and Green Fodder may only be introduced if:

1. It is grown in and held in a Tick Free Zone and transporteddirectly to the Brisbane Showgrounds. or

2. It originates from a Cattle Tick Infected Zone but thefodder has not had contact with livestock in the ninemonths prior to entry to the Brisbane Showgrounds. or

3. It is silage from a Cattle Tick Infected Zone, which hasbeen harvested and wrapped in plastic for a period of notless than 28 days prior to entry to the BrisbaneShowgrounds.

4. The surrounding area to a distance of 30 metres fromwhere hay has been stored on ground has been treated

Led Steer/Prime Beef Fodder & Bedding Requirements

As from midnight on the Wednesday prior to the start of the Show, no fodder or hay type bedding will be permitted onto the grounds unless for, and accompanied by, livestock on the same vehicle, unless the Director otherwise permits.

Any hay or straw not certified will be refused entry to the grounds.

PRIZE AWARDS

The Prize Ribbons, affixed to exhibits, shall be distinguished by the following colours:

Eligibility: Steers entered in the Led Steer and Carcass Competition upon payment of the Jackpot entry fee.

Entry Fee: $65 per head (all of which will be added to the prize purse) in addition to the Led Steer and Carcass Competition entry fee.

Applications to Enter Close: Friday 14 June 2019 with the Led Steer and Carcass Competition entries (late entries will not be accepted).

Divisions: The competition will be conducted in three divisions - Lightweight, Mediumweight and Heavyweight, with the overall winner being selected from these divisions.

Prizemoney: The prizemoney purse will be distributed as follows: Hoof - 10% of total purse for the highest points scorer from each of the three divisions ie Lightweight, Mediumweight and Heavyweight. (Total 30%) Hook - 10% of total purse for the highest points scorer from each of the three divisions ie Lightweight, Mediumweight and Heavyweight.(Total 30%) Jackpot - 40% of total purse for the winner of the highest combined total points from both Hoof and Hook Sections.

Special Conditions: The following regulations in addition to the Led Steer and Carcass Competition Regulations will apply:

1. Steers nominated for the Jackpot must be declared at thetime of weighing.

2. Steers entered in Junior classes are not eligible for theJackpot Competition.

3. Steers will be judged by objective measurement and pointsallocated under the Aus-Meat Chiller Assessment Systemas outlined in the Led Steer & Carcass CompetitionSchedule.

4. Hoof and Hook Aggregation Judging Points will beweighted with Hook Points being double the value of HoofPoints.

5. Severely bruised bodies will not be eligible for a prize butwill be appraised as unbruised carcasses.

This competition is open only to exhibitors entering cattle in both the Stud Beef Cattle section and the Prime Beef or Led Steer section.

The award is designed to encourage seed stock producers to be conscious of the importance of the trade requirements of commercial beef producers, in their endeavour to meet necessary carcass specifications.

Points earned from Breeders Group classes only will also be counted from the Stud Beef Section. No other group class points will be included.

An Interbreed Competition for Teams of Three Led Steers, each representing a Breed Society with the winning team being determined on an aggregate of points awarded. Junior Led Steers are eligible to compete. The Conditions of the Competition are as follows: 1. Entry as laid down in Classes 10A and 10B with each steer

in the teams presented for judging in Class 10A, carrying any ribbon awarded in previously judged classes.

2. Teams will be judged in Class 10A with a maximum score 50 points for each Steer with a maximum team total of 150 points. Evenness of weights within an individual team should not be taken into account.

3. Teams will be judged in Class 10B with a maximum score of 100 points for each Steer Carcass with a maximum team total of 300 points. Evenness of weights will not be taken into account.

4. The winning team will be that which gains the highest aggregate points in Classes 10A and 10B.

The RNA acknowledges with appreciation Nolan Meats for their assistance in purchasing cattle in Class 13 and 14 and Classes 16 to 18. ALL SCHOOL AND INDIVIDUAL EXHIBITORS MUST BE 18 YEARS OF AGE AND UNDER

REGULATIONS 1. Judging will commence in the Main Arena on Tuesday 6

August 2019 at 8.30am. 2. Persons participating in these competitions must be full

time students at a school or college which has made application for entry in the RNA Open or Junior Steer Competitions or individuals or groups whose exhibits have been entered in their name and must be 18 years of age and under at the date of showing.

3. Exhibits to be either pure bred or cross bred beef breeds showing no permanent incisors.

4. All cattle entered in this competition must be ready for weighing by 1.30pm on Sunday 4 August 2019. Cattle will be weighed at the prime beef cattle scales.

5. Vendor Declaration Form must be submitted to the Prime Beef Superintendants Office between 3.00pm and 4.00pm, Sunday 4 August 2019. IT IS NOLAN MEATS REQUIREMENT THAT ONLY 2013 LPA EDITION NATIONAL VENDOR DECLARATIONS BE USED. Exhibitors please note, that individual Vendor Declaration Forms (NVD's) are required for each different exhibitor. Different/separate NVD's are required for Stud Beef and Led Steer even if the same exhibitor. ALL EXHIBITORS ARE TO VISIT THE LED STEER SUPERINTENDENTS OFFICE ON ARRIVAL TO THE GROUNDS WITH A COMPLETE NVD DOCUMENT

BEFORE RECEIVING THEIR STALLING ALLOCATION.

6. All animals must be quiet when paraded in the ring for judging. Unruly animals may be disqualified by the Stewards at their discretion.

7. All animals must be paraded by the nominated owner. 8. 1st, 2nd and 3rd ribbon winners in classes 16 to 18 will be

auctioned on Wednesday 7 August 2019. All other steers will be bought by Nolan Meats with a sale grid price available Tuesday afternoon.

9. Champion and Reserve Champion Junior Led Heifer and/or first ribbon winners will begin the Led Steer Sale on Wednesday 7 August 2019. All other Led Heifers will be sold to Nolan Meats on the sale grid.

10. Junior Led Heifers and their carcasses are not eligible to compete against Junior Steers nor for the right to contest the Grand Champion prizes.

11. When lodging entries, the breed of exhibit must be stated. 12. Individuals, Rural Youth Clubs, schools, project clubs and

other similar organisations and groups may enter as the nominated owner of the beast in the competition, in which case all members involved in the nomination should qualify under the age range as in Regulation 2. A member of the group must be nominated in writing to act as leader of the animal during judging and the nominated seller of the animal on behalf of the group.

13. The owner or nominated owner will be responsible for looking after and feeding the exhibits during their stay on the grounds. Each exhibitor to make own arrangements if feed is to be purchased from the Produce Merchant on the Showgrounds.

14. The maximum liveweight of exhibits will be Steers - 490kg, Heifers - 460kg and the minimum will be Steers - 375kg, Heifers - 325kg. Heifers outside this weight range will be ineligible to compete but may be slaughtered on the Nolan Meats grid. Steers outside weight ranges (see Special Regulation 20 of Led Steer) are ineligible to compete in the Junior Competition, but may be processed on the Nolan Meats grid.

15. All exhibits will be mouthed at the time of weighing. 16. ALL CATTLE ENTERED IN THIS DIVISION MUST BE

DEHORNED BEFORE ARRIVAL ON THE SHOWGROUNDS, OR THEY WILL NOT BE ELIGIBLE TO COMPETE.

17. To avoid bruising only dehorned cattle (polled or dehorned not showing any regrowth in excess of 3cm) are eligible to compete in this division. Fresh horn or castration wounds not allowed. The length of horns/scurs will be measured from the hairline.

18. Except as otherwise provided either expressly or by implications in these regulations or in the definition of a class in which it is entered, an animal entered for exhibition or competition shall be presented in the judging ring in its natural conformation and with no preparation other than normal feeding and fitting with no exception of normal dressing of hair, hoofs and horns. Any operation materially altering the structure or the natural conformation of any part of the animal's body (including head, legs and tail) whether by introduction of iron, liquids, or other substance subcutaneously into any part of the body and any surgical or chemical operation correcting, deleting or minimising defects or changing by exaggeration or otherwise natural conformation of the animal and any operation intended to do so, is hereby prohibited. Any exhibitor or an animal offending this regulation shall be deemed guilty of unethical conduct.

19. Due to meat safety requirements and the health threat with Q Fever, there will be no viewing of carcasses.

20. The 2019 Premier Beef Presentation will take place on Saturday 10 August 2019 at 8.45am

21. Every endeavour will be made to showcase one side of each of the first three ribbon winners from the Junior Heifer and Steer carcass competition and to be transported to a meat display from Monday 12 August to Sunday 18 August 2019.

22. Collection of carcasses displayed in the meat display will be made on Monday 19 August 2019.

23. The purchaser of carcasses on display is responsible for the cost of delivery from the meat display. Carcasses will be trimmed to Aus-Meat standard.

LANDMARK INTER SCHOOL STEER HERDSPERSON

Every school with a steer/heifer entered in the Led Steer Section is eligible to compete. Each School will be allocated a section of an aisle to keep clean and tidy and will be judged accordingly. This competition is to encourage schools, colleges and exhibitors to display and maintain their teams in a manner befitting their school and the beef industry. A part (section) of the competition, displays promoting your school and its agricultural related activities will be showcased on the main arena. (previously in Expo Place). To be eligible to enter a display on the oval, all schools must provide students with a 3m x 3m marquee for the display. Set up will commence at 7.00am Monday 5 August 2019 and packed down by 4.00pm Tuesday 6 August 2019.

Points will be awarded on the following criteria: 1. Cleanliness of aisles at all times - 10 points 2. Tidiness of feed storage - 10 points 3. Presentation of school steers (other exhibitors in allocated

section of aisle not included) - 40 points 4. Promotion of the school or college by the students (Main

Each team nominated will have a team spokesperson who will be required to give an oral presentation to the judge. The points of each team member will be aggregated and added to the marks given to the oral presentation of the team spokesperson. This method of scoring will determine the placegetters in this competition. Led Steers will be selected by the judging panel to be used in this competition from steers entered in the show.

The Hormel System of determining the top places in each division will be used to determine the students to speak publicly to the judges for the judges to determine the top three placegetters in each division.
