Like all rules, this rule also has an exception which is the law makers’ penchant for extending deadlines at the last moment. One wonders whether extending deadlines at the last minute serves any meaningful purpose for those who work hard during the last days to meet the deadline. Is it not essential, in all fairness, to announce extension well in time if the intention of the Government is to really help the assessees ? When I communicated with you last time, you were slogging to meet the original deadline of 31st October and by the time this newsletter reaches you, the extended one of 15th November would have expired. All the efforts that you have put in would surely translate into prosperity in this new year. Despite the fact that the stock markets witnessed a decline in muhurat trading, I believe that strong performances of corporates are continuing and markets would remain buoyant in the long run. Economic growth results in demand for consulting services increasing exponentially. In the coming years, our profession will witness tremendous opportunities. If we are to grab them, we will have to upgrade our knowledge infrastructure very quickly. We at the Society are doing everything to ensure that members are in a position to continuously sharpen their professional skills. The activities which were reduced in October will now be carried out with new vigour in the coming months. While we aid and assist wealth creators, we remain committed to social needs. The BCAS Foundation has been supporting various causes of interest to citizens. The foundation will also be launching a scheme for the benefit of students. You will be informed about it through this newsletter. As I write this, the cover of a magazine on my table carries a photograph of an eminent industrialist. As I have stated earlier in this communication, our profession has a great role to play, in creating “brand India”. It is time we got the recognition due to us. Dear Members,

“The only thing that is permanent is change” is a rule that is often quoted.Like all rules, this rule also has an exception which is the law makers’penchant for extending deadlines at the last moment. One wonders whetherextending deadlines at the last minute serves any meaningful purpose forthose who work hard during the last days to meet the deadline. Is it notessential, in all fairness, to announce extension well in time if the intentionof the Government is to really help the assessees ?

When I communicated with you last time, you were slogging to meet theoriginal deadline of 31st October and by the time this newsletter reaches you,the extended one of 15th November would have expired. All the efforts thatyou have put in would surely translate into prosperity in this new year.

Why you can’t do without thisEffective Communication andPublic Speaking Workshops

People in organisations typically spend over 75% of their time in aninterpersonal situation; thus it is no surprise to find that at the rootof a large number of organisational problems is poor communication.Effective communication is an essential component of organisationalsuccess, whether it is at the interpersonal, intergroup, intragroup,organisational, or external levels.

Regardless of who you are and what type of job you currently haveor plan to have, there’s a good chance that one day you will berequired to make a speech in public.

It may be a presentation for your colleagues. It may be a toast atyour best friend’s wedding. It may be a statement at a communitymeeting. Whatever the purpose, you need to be prepared for thatday.

Of course, even if you’re never called upon to vocalise your own ideasin front of others, learning how to effectively speak in public willincrease your confidence, make you more comfortable with otherpeople, and fine-tune your communication skills. Being an effectivepublic speaker gives you the tools to make a difference in yourbusiness, in your community, and in the world.

Public speaking is a skill that everyone needs to learn and not allare born as good communicators. The Human Resources Committeeof the Bombay Chartered Accountants’ Society under the auspices ofAmita Memorial Trust has organised these workshops for itsmembers and students separately, on Public Speaking and EffectiveCommunication. In these workshops, we will cover the basic processof communication and then we will cover some of the most difficultcommunication issues students and members face while interactingwith other people. These workshops would provide constructive andeffective feedback along with personal performance appraisal.

Computer Training Programme forSenior Chartered Accountants

Dear Senior Chartered Accountants,

Do you still depend on your computer operator to perform everydaytasks like working with files in Word and Excel, checking emails,downloading information from the Internet, auditing around accountingsoftware, etc. ? Does the computer phobia still haunt you ?

After the runaway success of the ‘Computer Training Programme forSenior Chartered Accountants’, BCAS in partnership with YCP’s AIT,now presents 5th batch of computer training programme, speciallydesigned for Chartered Accountants of over 55 years of age.

This programme is designed to impart only basic knowledge ofComputers, Microsoft Windows, MS Office and Accounting software.Hence, this programme is ideally suited for Senior CharteredAccountants who wish to learn basic computer tasks at their ownpace. So if you already have working knowledge of computers, thisprogramme is not meant for you.

The Reserve Bank of India has issued 3 Circulars.

A.P. (DIR Series) Circular No. 14, dated October 17, 2007

Anti-Money Laundering Guidelines

This Circular provides that :

(i) Money changers can now make payment in cash to foreignvisitors/non-resident Indians up to US $ 3,000 as against thepresent limit of US $ 2,000.

(ii) PAN card will henceforth be accepted as a suitable documentfor establishing relationship with the company / firm in termsof paragraph 6 of Annex to A.P. (DIR Series) Circular No. 16[A.P. (FL Series) Circular No. 1], dated December 2, 2005.

Booking of Forward Contracts — Liberalisation

This Circular permits :

(i) Small and Medium Enterprises (SME) to :

(a) Subject to certain conditions, book/rebook/roll over forwardcontracts without production of underlying documents.

(b) Use foreign currency rupee options for hedging their ex-posures after production of underlying documents or un-der past-performance route.

(ii) Resident individuals to book forward contracts to manage/hedgetheir foreign exchange exposures, actual or anticipated andinward or outward, up to US $ 100,000 without production ofunderlying documents on self-declaration basis. The contractsshould have tenures up to one year and should be in theprescribed format attached to this Circular.

A.P. (DIR Series) Circular No. 16, dated October 31, 2007

Exim Bank’s Line of Credit (LOC) of USD 10 million to theGovernment of the Republic of Senegal for IT Training Project

Exim Bank has made available, subject to certain terms andconditions, a Line of Credit of US $ 10 million to the Government ofthe Republic of Senegal for financing exports of eligible goods andservices including consultancy services for the Information TechnologyTraining Project, which are eligible for export under the Foreign TradePolicy of the Government of India. Out of the total credit, at least 85%of the goods and services shall be supplied from India.

The Credit Agreement under LOC is effective from September 19,2007. The last date of opening of Letters of Credit is 48 months fromthe scheduled completion date of contract in case of project exportsand before July 1, 2013 in case of other supply contracts.

BCAS Foundation operates Right to Information (RTI) Clinic on aregular basis. RTI clinic is operated by Mrs. Hema Sampat, aresearch scholar on the subject of RTI, Mr. A. K. Asher, Advocate& RTI activist and Mr. Narayan Varma, past President, BCAS.

The Clinic provides help and guidance to BCAS members as alsoto non-members, i.e., all citizens, for making applications under theRTI Act and also assists in resolving any related difficulties on thesubject of RTI.

The RTI clinic operates from BCAS office — 11 a.m. to 1 p.m.

The next RTI clinic days are 24th November 2007 and 8th, 15thand 22nd December 2007 (Saturdays).

A half-day Seminar has been organised to deal with various issuespertaining to Employees’ Stock Option Plan.

“Employees’ Stock Option Plan” (ESOP) as a concept has undergonemany changes in recent past. Recently, certain changes have beenmade in the Income-tax Act relating to Fringe Benefit Tax on ESOPs.This has drastically altered the attractiveness of ESOPs as a tax-freeremuneration given by employers to employees.

With a view to revisit all the important aspects of ESOPs, and tounderstand the intricacies of ESOPs, we have organised this Seminarwhere we propose to deal with various aspects such as legal,accounting and tax, from the point of view of the employer as wellas employees.

Apart from being important for practising members, this seminar willalso be of relevance to members who are in industry, both from thepoint of view of formulation as well as implementation.

Eighth Intensive Study Course onDouble Tax Avoidance Agreement

We are happy to announce the 8th batch of the Study Course on‘Double Tax Avoidance Agreement’ (DTAA) to be held from 15thDecember 2007 to 16th February 2008.

This is an intensive course and will be conducted in classroom style.There will be about 28 lectures in all, covering each article of DTAAand with special emphasis on features like force of attraction, mostfavoured nation and triangular cases, including a test. The UN ModelConvention will form the basis of the course.
