LEADING THE WORLD WITH TRUST1
The year 2018 has been, as I truly feel through my stay in Dushanbe for over one year, such an epoch making period of independent Tajikistan, as well as for me personally as Chief Representative of JICA Tajikistan Office. Optimistically speaking, a bright future can be foreseen in economic dynamics, especially after the historical border-opening summit with Uzbekistan, in addition to the long-waited operation of the huge Rogun HPP. On the other hand, further more efforts are still awaited in such areas as business climate improvement for private sector development, which is to be another driving force for the further economic development of such a beautiful but so-called land-locked mountainous country.
JICA began its technical cooperation with Tajikistan in 1993 by inviting Tajikistan's government officials to Japan for training to gain knowledge and experience on governance and macroeconomic development. JICA Office was established in 2006, and since then various Grant Financial Assistance and Technical Cooperation projects have been dynamically implemented in various sectors. JICA also dispatches Senior Volunteers teaching Japanese language in universities in Tajikistan. You are very welcome to be acquainted in this small brochure with our major projects, aiming at improving living standard of the people of Tajikistan.
By the end of March 2018, the total number of participants from Tajikistan to the Knowledge Co-Creation Program (KCCP), formerly called as JICA Training Courses, has exceeded 2100 people. The ex-participants returned from Japan, including top class governmental officials, are real treasure for Tajikistan's current and future development as leading human resource. We are so happy to have announced in April 2018 the new Mini-Grant scheme for ex-participants who remain friends of Japan and JICA, utilizing and disseminating their knowledge and experiences in further development of Tajikistan through cooperation with JICA, including in their sectorial Alumni Clusters' activities.
Also in 2018, JICA reviewed its strategy for cooperation with Tajikistan. New main directions of JICA's partnership with Tajikistan include Improvement of Business Environment and Promoting Employment, in order to contribute to successful implementation of new National Development Strategy (NDS) till 2030, which is well aligned with Sustainable Development Goals (SDGs).
I am looking forward to working together with the Government of Tajikistan, international and local development partner organizations, NGOs, and all other stakeholders, to realize JICA's Vision,
“Leading the world with trust”.

The Japan International Cooperation Agency (JICA) is an independent governmental agency that coordinates Official Development Assistance (ODA) for the government of Japan. It is chartered with assisting economic and social growth in developing countries, and the promotion of international cooperation.
JICA was newly organized by merging of the Japan Bank for International Cooperation (JBIC) and Japan International Cooperation Agency (JICA) as of October 1, 2008, and became one of the largest bilateral development organizations in the world with a network of about 97 overseas offices, and projects in more than 150 countries.
To further deepen partnerships with developing countries and contribute to the peace and development of the international community, Japan has provided ODA to developing coun-tries for more than half a century.
As the implementing agency of the Japanese ODA, JICA has helped foster human resources, technology transfer and infrastructure development through technical cooperation, ODA loans, Grant Aid and other schemes explained below.

Technical Cooperation involves the dispatch of experts, provision of necessary equipment and training of personnel from developing countries in Japan and other countries.
Grant aid is the provision of fund to developing countries which have low income levels, without the obligation of repayment. Used for improving basic infrastructure, obtaining health and medical care, equipment and other requirements.
ODA loans support developing countries by providing low-interest, long-term and concessional fund to finance their development efforts. Used for large-scale infrastructure and other forms of development.

JICA began its technical cooperation with Tajikistan in 1993 by inviting Tajik officials to Japan to gain knowledge and experience on governance and macroeconomics development. This was very important for promoting peace and stability in the country. As of January 2018, a total number of participants to JICA's Knowledge Co-Creation Program, formerly called the Training Programs, has exceeded 2,100 people. JICA Office was established in 2006 in Tajikistan and since then various Grant Aid and Technical Cooperation projects have been implemented more dynamically, aiming at improving living standard of Tajik people for the sectors such as agricul-ture and rural development, water supply, health, transport, energy, capacity building as well as SME promotion. JICA's cumulative investment portfolio in Tajikistan in all sectors comprises 34 projects amounting to more than 345 mln. USD (82 mln. USD for Technical Cooperation and 263 mln. USD for Grant Assistance), including 12 on-going projects.
