Logan together LEADERSHIP TABLE Thursday 14th march 2019 Meadowbrook Conference room, Griffith University Logan Campus, University Drive, Meadowbrook 9:30-11.30 am Attendance: Note membership list attached to these minutes Apologies: Jacinta Powell (Proxy Michelle Wellington), Craig Kennedy (Proxy Joanne Bridges), John Norfolk, Amanda Currie, Nick McGuire, Leith Sterling, Aunty Robyn Williams, Michael Jacobs, Louise Litchfield, Mary Anne Colllier, Linda O’Brien (Proxy Susanne Osborne) 1. Welcome and Introductions Margaret Allison, Chair, welcomed everyone to the March meeting of the Logan Together Leadership Table (LT) and noted apologies, proxies and guests. The Chair acknowledged sorry business with regard to institutional abuse, following the conviction of Cardinal Pell last week. 2. Project Update: Community Maternity and Child Health Program Michelle O’Connor (Midwifery Unit Manager) provided an update on the Logan Community Maternity and Child Health program.

• 400 families cared for to date • 2 x 5 and 2 x 4 midwives 4 x Hubs (Access Gateway, Browns Plains Early Years

Centre, ATSICHS, Hosanna (outreach)) • Recruitment to commence re: Assistant • Working with PHN regarding communication and linkages, ensuring the networks

and GP’s have information and smooth processes for referral. • Students commenced (Griffith) • External Evaluation commissioned by Qld Health commenced late last year with

final report due in June - Carramar • First birthday celebrations 3rd May, coinciding with the week of the Internal Day of

the Midwife. • Hubs fb page to start. Will be a tool to reach some women • The figures show an increase in vaginal births. • Hubs recently granted funding for a project officer (0.4) to look at smoking

cessation in pregnancy. • Currently reviewing the right@home program to see how we can work with this

program.

It was noted there are still women who are unable to be contacted after referral. To date this is around 39 women. The previous numbers of women presenting unbooked for delivery was 600, so the hubs are nearing operating capacity. It was queried whether we are aware of what the current number of unbooked mothers arriving for delivery, as a comparison against the figure of 600. Discussion ensued on disseminating positive messages to the community. A communique will be coming out in relation to reaching some of the women who aren’t accessing the services after referral, or are invisible to the service. 3. Warril Yari-Go Matthew Cox provided an overview of the Warril Yari-Go group which was formed prior to ChangeFest. Members include Traditional Owner, Aunty Robyn Williams, Local Elders, representatives of Logan District Aboriginal and Torres Strait Islander Corporation, Gunya Meta, Jinndi Mibunn Beenleigh Housing & Development Corporation and the Stronger Smarter Institute. Member of Warril Yari-Go, Geoff Mount, was welcomed to the meeting. The members of Warril Yari-Go review the needs and priorities in the community and have the potential to activate where there are significant issues that are identified and discussed through strong cultural process. The group can then move to action quickly. It was suggested the coordination of Warril Yari-Go and the Leadership Table to ensure cross-pollination of the whole group. After discussion, the following governance arrangements were suggested.

• Joint meeting of Warril Yari-Go and the Leadership table every 6 months; • Warril Yari-Go members also Leadership Table members • Consider co-chairing arrangement; • Regular information exchange between the two groups

4. Project Schedule and Updates The Project Update was tabled, and the following updates provided:

• Social services reform – Currently working with yfs, UnitingCare and CSIA on this project, namely how can we more coherently use resources.

• Transdisciplinary Support in Community Settings – Currently looking at how it would look with health support and disability pathways within kindergartens. Work is commencing for this service in May. Currently reviewing the health mapping process, namely how screening processes map back to specialists, the GP system into services provided by the state to the child. It was noted Victoria does integration between education and health well.

5. Kindy Scholarships /Birth Certificates

Penny Goodall provided an update on the Kindy Scholarships project. Bendigo Bank have provided $20,000 in kindy scholarships where finance is the key barrier to kindy. Currently looking at C&K administering the funding, with discussions continuing next week. Bendigo Bank staff have undergone Kindy Conversations training to use with Bendigo customers. The issue of children being unable to enrol in prep until birth certificates are sighted has been an issue for some Logan families again this year. Last year 50 birth certificates were privately funded, and this year 30 have been privately funded. A letter has been drafted to the Attorney General and Minister for Education to look at how this could be rectified. Additionally, we are working on a submission to the State Government. Discussion ensued on lack of hardship provision and affect on the community. It was suggested we could look at a targeted activity, such as ID sign on day for families. It was also suggested Child & Health Nurses could check with parents that they have registered the birth. 4. Leadership table update on consultations Matthew Cox presented on the possible options for the Leadership Table in the future following consultation with Child & Family Chapter, Backbone Team, Warril Yari-Go, DSS Reps (see attachment). There was some discussion about changing the name of the Chapter, perhaps to the Logan Together Network? Discussion ensued. Discussions will be held with the Child & Family Chapter with regard to their format. 8. General Business Cath Bartolo will be chairing the April meeting.

The next meeting will be held on 11th April. The meeting closed at 11.30am

9 09/12/16 The Leadership Table provided concept approval for the Ensuring Logan P-2 children have adequate nutrition to learn and grow project for further development, subject to an explicit community co-design component to the project.

10 10/2/17 The 0-8 Community Partners project received concept approval subject to more work being done to resolve the two issues raised and subject to a further presentation on the campaign design by Red Suit.

11 10/3/17 The Young Parents Under 19 project received concept approval 12 10/3/17 School neighbourhoods were agreed as the basis for geographic

segmentation of the city. 13 17/6/17 The Early Childhood Education and Transdisciplinary Support concept

was endorsed for further development, noting the various points of feedback, most particularly the need to resolve how health supports are provided into the model and how the model will link to the introduction of the NDIS. The proposal should come back to the Leadership Table for further review as it develops.

14 14/07/17 The Early Years Campaign concept was endorsed. The Cross Sector Leadership Table will act as strategic oversight for the concept. Additionally a project group will be formed including community and marketing personnel from Logan Together community partners to further the concept.

15 08/09/17 The Community Connection and Engagement Strategy (Draft 2.2) was endorsed.

16 08/09/17 Cross Sector Leadership Table meetings to be rescheduled to Thursdays for the first half of 2018 on trial.

17 10/11/17 Phase one implementation of the Community Connection & Engagement Strategy, within the current Logan Together budget, was adopted. The Director has been tasked with finding additional funds to expand Stage 1.

18 8/12/17 The Logan Together Project Status Update is adopted by the CSLT as a reporting tool to be tabled quarterly.

19 8/2/18 Strategic Projects being undertaken by Logan Together to be expanded to now include Community Gateways.

20 13/09/18 Jobs for Families project to sit idle with no further action at this point in time.

21 14/02/19 1. The Leadership Table adopt and implement the vision and principles embedded in the ChangeFest 2018 Statement for the practices, policies and projects in Logan Together.

2. The member agencies of the Leadership Table commit to: a. Taking the ChangeFest 2018 Statement back to their Boards

or governing bodies with a view to adopting it and translating it to action.

b. Making other organisations in their networks aware of the ChangeFest 2018 Statement, and its importance to their services and operations, and engage them to also commit to its vision and principles.

The Australian Early Development Census (AEDC) results guide much the work of Logan Together - we want kids in Logan to be at the same level as kids across Queensland. We are guiding by the life stage approach seen on our Roadmap for Change, to ensure we are doing everything at each age and stage to get kids off to a great start. The AEDC domains show us where we need to focus and how Logan is doing.

As Logan Together kicked off in 2015, we are keeping a close eye on AEDC movements across the next seven years to guide where we focus our work and the change needs to happen most - both geographically and per domain. As projects develop across the city, the AEDC results is one of the tools which tell us what’s working.

Here’s some key insights into what they tell us:

At Logan, Queensland and Australia-wide levels there is a general trend towards small decreases in overall rates of vulnerability as measured by the vulnerable on one domain or more measure. But it is slow progress!

Since 2012 overall rates of vulnerability in Logan are decreasing slightly faster than across Queensland and Australia as a whole.

Progress is uneven - some domains are improving but some are fluctuating or going backwards from one collection to the next.

In Logan, things are generally heading in a positive direction with more suburbs showing long term improvement trends than the opposite and the overall numbers for the city getting slightly better over time.

Overall about 22% of suburbs in Logan have expereinced decreases in vulnerability since 2012.

We need to be cautious in interpreting changes at a suburb level because the sample sizes are small

and many different factors can influence the results but we would rather see this trend than the opposite.

vulnerability (of less than 1%) in the Physical health and wellbeing, Social competence and Emotional maturity domains, but a more

significant positive trend in the Language and cognitive skills and Communication and general knowledge domains.

The Australian Early Development Census (AEDC) provides a national measurement to monitor Australian children’s development across five domains: physical wellbeing, social wellbeing, emotional wellbeing, language, and communication. The AEDC provides evidence to support policy, planning and action for health, education and community support.
