Leadership Maryland is designed to broaden the base of leaders

through the development of individual interest, statewide knowledge

and leadership ability that can be applied with power, infl uence and

authority for the greater good of Maryland.

MISSION:

FROM THE PRESIDENTCongratulations to the Class of ’09 on completion

of an exciting, demanding, informative and fun

year. You now have one of the most informed

and enlightened views of the socio-economic

landscape of Maryland. As a result, you are well

prepared to join the ranks of more than 700

graduates as you now become members of Leadership Maryland.

While you now understand the complexity and interconnected-

ness of many issues, you also recognize that there are no easy

solutions. For many of you, Leadership Maryland has become a

very personal journey, fi lled with new awareness and ideas, yet at

times, emotionally draining and frustrating. However, because

of your shared experiences, you now have a network of public and

private sector leaders who are your trusted friends. And, as you

continue on your leadership journey, I encourage you to extract the

talents and resources of this network by building new relationships

and coalitions to address some of the issues you discovered over

the past nine months. Not only will this enrich our state and

communities, but it will also enrich your lives.

So, today begins the challenge to make the most of your Leader-

ship Maryland experience, to marshal the energy, camaraderie and

commitment for action that you feel, and turn it into action that will

serve the greater good of our state. Ultimately, Maryland will be the

greatest benefi ciary of your Leadership Maryland experience. You

are now part of a uniquely talented network of informed leaders …

the catalyst for positive change in Maryland.

FROM THE CHAIRCongratulations to the Class of 2009! This

has been an extraordinary year. You have

experienced Leadership Maryland during

the Great Recession. Perhaps more than any

other class, you have learned about leadership

struggles in the era of evaporating budgets. Mary-

land’s socio-economic challenges still remain. Creative leaders are

responding. With the additional exposure you received through

Leadership Maryland, I’m sure you are adding to the creativity.

Stay connected. Your fellow classmates will prove to be a super

resource. I encourage you to reach across the years for input from

them. You will fi nd that the alliance among Leadership Maryland

members is a formidable one.

Leadership Maryland’s program sustainability requires your

fi nancial support. Tuition alone is not suffi cient to fi nance the

organization. The 2009 class Legacy Fund goal is most impressive.

By continuing your annual membership renewal, you have access

to the resources of the organization, as well as provide a signifi cant

source of program revenue.

On behalf of the Leadership Maryland Board of Directors,

JOHN T. BUTLER

John, a resident of Mitchellville, is Vice

President for University Advancement for

Mount St. Mary’s University. John is responsi-

ble for marketing, outreach, communications,

alumni and parent relations, and development.

He earned his B.S. in political science from St. Michael’s College,

his M.Ed. in guidance and counseling from Howard University,

a Certifi cation in group therapy from the Psychiatric Institute of

Washington, and 36 credits from Washington Theological Union.

John contributes his time to Leadership Greater Washington, The

Order of Malta, the District of Columbia Workforce Investment

Council, Greater Washington Board of Trade and the District of

Columbia Chamber of Commerce.

DR. NONI H. BYRNES

Noni, a resident of Kensington, is Chief of

the Cell Biology Integrated Review Group

for the Center for Scientifi c Review at the

National Institutes of Health in Bethesda. She

manages and supervises a group of Ph.D.-level

scientifi c review offi cers, each responsible for coordinating expert

reviews of applications submitted to NIH in specifi c areas of cell

biology. This Dean’s List student earned her B.S. in chemistry from

Allegheny College and her Ph.D. in analytical chemistry from

Emory University. Her volunteer community activities include St.

Rose of Lima Catholic Church, Action in Montgomery and Tilden

Middle School PTA.

ALLYSON T. BLACK

Allyson, a resident of Odenton, is Vice

President of Government Affairs for the Mary-

land Chamber of Commerce. In this role, she

advocates and lobbies on legislative positions

approved by the Chamber’s board of directors,

and drafts position papers and testimony on legislation that impacts

the business community. Allyson earned her B.A. in English from

Florida A&M University and her M.P.A. from Florida State Uni-

versity. Her volunteer community activities include Florida A&M

Alumni Association, Reid Temple A.M.E. Church and Christmas in

April. Allyson loves to read and write, stating that creative writing

is her passion and reading is an everlasting love.

ERIC D. BROTMAN, CFP

Eric, a resident of Lutherville, made the

entrepreneurial leap in 2003, founding

Brotman Financial Group, Inc., a boutique

wealth management and fi nancial planning fi rm

representing families and small businesses on all

fi nancial matters. Eric earned his B.A. in English from the University of

Pennsylvania, his CLU, ChFC and MSFS in fi nancial services from The

American College, and his CFP from the College for Financial

Planning. His volunteer activities include leadership roles with the

Financial Planning Association of Maryland, Leadership Baltimore

County, Resource Link, Baltimore Junior Association of Commerce,

Center Club and Ed Block Courage Awards Foundation.

RUTH ANNE CALLAHAM

Ruth Anne is the Executive Director of

Food Resources, Inc., a non-profit food

distribution agency serving low-income

households. This operation distributed 1.4

million pounds of food in 2008. Ruth Anne is

retired from the Federal Government where she served for 22 years.

She earned her B.S. in biology/chemistry from Southwest Texas

State University, and her M.B.A. in management from Mount St.

Mary’s University. Ruth lends her time and talents to the Hous-

ing Authority of Washington County, Rotary Club of Hagerstown,

Maryland Symphony Orchestra, Washington County Board of

Education and Washington County Commission for Women. She

is a 2000 graduate of Leadership Washington County.

JOHN H. CAMMACK

John, a resident of Towson, recently retired as

Head of Third Party Distribution for T. Rowe

Price Group in Baltimore, where he supervised

90 employees and had direct responsibilities

for a division of the company. Before joining

T. Rowe Price, John was a vice president with Alexandra Armstrong

Advisers, a fi nancial planning boutique located in Washington, D.C.

A Phi Beta Kappa with Honors from Denison University, John also

holds an M.B.A. in fi nance/marketing from Columbia University.

He currently is Chairman of the Mutual Fund Education Alliance,

serves on the boards of the Foundation for Financial Planning and

the Maryland Financial Literacy Advisory Council, and is Chair-

elect for the United Way of Central Maryland.

DR. MARIE A. CINI

Marie, a resident of Glenn Dale, is Vice

Provost and Dean at the University of Maryland

University College, which is a virtual

university focusing on the educational

and professional development needs of

adult students. Marie helps the institution’s 76,000 under-

graduate students around the globe achieve their educational

goals by ensuring quality programs that are offered in fl exible

and accessible modalities. She earned her B.S. in arts and science

and her M.S. in counselor education from Pennsylvania State

University, and her M.S./Ph.D. in social psychology from the

University of Pittsburgh. Marie recently moved to Maryland

and is eager to engage with the broader community and

become involved with organizations that focus on education

and healthcare.

KIMBERLY A. CLARK

Kim, a resident of Baltimore, is Executive

Vice President of Baltimore Development

Corporation, the economic development

entity for Baltimore City. She is respon-

sible for all of the corporation’s projects and

business development teams, supervising 40 employees. Kim

studied business administration at Loyola College and

international business at Towson University. The organizations

that benefi t from Kim’s volunteerism include Baltimore Urban

Debate League, Maryland Economic Development Associates,

International Economic Development Council, Urban Land

Institute and Glenn Dale Golf Club. Kim is also a 2007 graduate

of The Leadership-Greater Baltimore Committee.

MICHAEL J. DAILEY

Mike, a resident of Frederick, is Executive

Director of the Frederick Innovative

Technology Center, Inc., which is a non-

profit business incubator to assist high

technology start-up companies accelerate their businesses

and create high-paying jobs in the local economy. He formerly

owned his own business, Frederick Wireless. This Honors stu-

dent earned his B.A. in business from Lewis University (Illinois).

He serves as President of the Maryland Business Incubation

Association and holds leadership roles with the Entrepreneur

Council of Frederick County, the Frederick County Chamber of

Commerce and Fredericktowne Rotary Club.

NATALIE D. EDDINGTON, PH.D.

Natalie, a resident of Owings Mills, is Dean

and Professor of the University of Maryland

School of Pharmacy, the fourth oldest school

of pharmacy in the nation. As Dean, she is the

chief academic and administrative offi cer and provides leadership

for the school’s education, pharmacy practice, research and

outreach programs. A Dean’s List student and recipient of

numerous academic awards, Natalie earned her B.S. in pharmacy

from Howard University and her Ph.D. in pharmacokinetics

from the University of Maryland-Baltimore. She lends her

expertise to the American Association of Pharmaceutical Sciences,

Phi Kappa Phi, American Association of Colleges of Pharmacy

and the National Institute of Pharmaceutical Technology

and Education.

DR. MATTHEW E. FITZGERALD

Matthew is Associate Vice President for

Quality Programs for the American College

of Cardiology, which is a premier medi-

cal society providing educational programs,

quality initiatives, clinical guidance, advocacy

and clinical registries, and fosters research on behalf of its 30,000

members. Matthew earned his B.A. in biology and chemistry from

the University of Delaware, his M.A. in environmental science from

Florida Institute of Technology, and his Masters in Public Health

and Doctor of Public Health in international health/environmental

health from Johns Hopkins School of Public Health. A resident of

Easton, he volunteers with Talbot County Hospice, Chesapeake

Bay Foundation and the Talbot Waterfowl Festival. He is a 2003

graduate of Shore Leadership.

JEANNETTE R. FITZWATER

Jeannette, a resident of Mountain Lake Park in

Garrett County, is Senior Vice President and

Director of Human Resources for First United

Bank and Trust, a $1.6 billion bank-holding

company, offering a full range of banking,

investment and insurance products headquartered in Oakland.

She earned her B.B.A. in personnel and industrial relations/man-

agement (cum laude) from Ohio University, and holds Certifi cates

from the School of Bank Marketing and the Maryland Banking

School. She also is a registered business coach. Jeanette volun-

teers her time to the United Way of Garrett County, Maryland

Banking School Board, Garrett County Workforce Development

Task Force, St. Paul’s United Methodist Church and Garrett

County Drug-Free Coalition.

ERIC W. FRANKLIN

Eric, a resident of Owings, is Founder, Presi-

dent and CEO of ERIMAX, INC. in Dunkirk,

which provides approaches to improve, iden-

tify, acquire, implement and manage a variety

of solutions to technology and management

problems. Eric earned his B.A. in biology from Hampton Univer-

sity, and his M.A. in procurement and acquisition management

from Webster University. He contributes his time and expertise

to the Boys and Girls Club of Southern Maryland, South-

ern Maryland Workforce Investment Board, Calvert County

Science Technology Engineering and Math Steering Committee,

Calvert County Minority Business Alliance, Tri-County Council

Minority Business Task Force, and the Calvert County Economic

Development Commission.

J. ROBERT FRAZEE

Bob, a resident of Westminster, is President

and CEO of MidAtlantic Farm Credit, ACA,

a $2 billion cooperatively owned fi nancial

services company that provides credit and

other services to agriculture-related industries

and rural communities. He earned his B.S. in agriculture and

extension education from the University of Maryland College

Park, and continued his studies in business at the Johns Hopkins

University. Bob provides volunteer leadership to the Maryland

4-H Foundation, Maryland Agricultural and Resource-Based

Industry Development Corporation, and the American Guild

of Organists. He serves as a substitute church organist and is a

part-time farmer.

RICHARD A. GAST

Rich, a resident of Hollywood in St.

Mary’s County, is Vice President of

Operations for Resource Management

Concepts, Inc. (RMC) in Lexington Park,

a position he has held since 1994. RMC

is a management and technology firm serving the Fed-

eral government market. This Dean’s List student earned

his B.S. in accounting from Robert Morris College, and his M.S.

in systems management from the Florida Institute of Technol-

ogy. Rich contributes his time and financial expertise to the

Knights of Columbus, Southern Maryland Workforce Investment

Board, Maryland Software Industry Consortium, St. Mary’s County

Nursing Center and Historic St. Mary’s City Foundation.

CAROL A. GILBERT

Carol, a resident of University Park, is

Assistant Secretary and Division Director-

Neighborhood Revitalization for the Maryland

Department of Housing and Community

Development. She leads a team charged with the

strategic investment and management of more than $50 million in

annual State and Federal grant and loan resources. Carol earned her

B.A. in English from the University of Virginia, and her Masters

in architecture from the University of Maryland College Park.

She volunteered for more than 10 years at two non-profit

organizations – Live Baltimore Home Center and Baltimore

Heritage. She is the founder of the Baltimore Homeownership

Preservation Coalition, which increases awareness and resources

to help homeowners in foreclosure.

TERESA L. GREIDER

Teresa, a resident of Peach Bottom, Pa.,

is Executive Vice President and Chief

Financial Officer of NBRS Financial Bank

in Rising Sun, Md. The bank was founded

in 1880 with branches in Cecil and Harford

counties in Maryland, and Lancaster County in Pennsylvania.

Teresa earned her A.S. in computer information systems from

Goldey-Beacom College, and her B.S. in business management

and M.S. in accounting and finance from the University of

Maryland University College. She is active in her home state

with Fulton Grange #66, Fulton Township and the Emergency

Management Team, as well as with Maryland Bank Services

and MFB Advisory Board in Maryland.

JASON L. GROVES, ESQ.

Jason, a resident of Upper Marlboro, is

Assistant Vice President of Government

Affairs for Verizon and is responsible for

legislative affairs in Annapolis. He formerly

served as a Captain in the United States Army

JAG Corps. A Dean’s List student, Jason earned his B.S. in hospi-

tality management from Bethune-Cookman College and his J.D.

from North Carolina Central University School of Law. This busy

leader fi nds time to volunteer with Leadership Prince George’s,

Leadership Anne Arundel, Bowie State University Foundation,

Anne Arundel Community College Foundation and Prince George’s

Community College Foundation. Jason is a 2004 graduate of

UMAR HAMEED

Umar, a resident of Baltimore, is the Founder

of Productivity Cubed, an international

consulting organization that works with indi-

viduals, corporations, boards of directors and

others to assist their management teams in trans-

forming and building stronger organizations. As chief consultant,

Umar helps transform teams and writes and creates new products.

He studied marketing at Sheridan College and is a master

practitioner in Neuro-Linguistic Programming, having graduated

from the NLP Institute of California. Umar also graduated from

the NLP Institute of New Zealand, where he earned his NLP Instruc-

tor designation. He contributes his time and expertise to Leadership

Anne Arundel and to various other community organizations.

JONATHAN S. HESS

Jonathan, a resident of Forest Hill, is Vice

President of The Whiting-Turner Contract-

ing Company, where he leads an operating

group of 60 individuals. His responsibilities

include oversight of ongoing construction,

employee development and advancement, business development

and the strategic pursuit of new work. He also is the mid-Atlantic

Regional Director for the company’s life sciences work. A Dean’s List

student and recipient of a leadership scholarship, Jonathan earned

his B.S. in industrial engineering from Virginia Polytechnic Institute

and his M.B.A. from Loyola College. He contributes his time to the

International Society of Pharmaceutical Engineers, Maryland Life

Sciences Advisory Board, and St. Ignatius Catholic Church.

DR. KATHLEEN B. HETHERINGTON

Kate is President of Howard Community Col-lege (HCC) and a resident of Columbia. HCC enrolls more than 7,500 credit students and over 15,000 non-credit students at its 119-acre campus. Before relocating to Maryland, Kate held positions with the Community College of Philadelphia. She earned her B.S. in psychology from Pennsylvania State University, her M.S. incounseling and human relations from Villanova University, and her D.Ed. in higher education leadership from Widener University.Kate volunteers her time and talent to Community Colleges for International Development, Howard County Chamber of Commerce, James Rouse Entrepreneurial Fund and Columbia Festival for the Arts.

GLEN R. IVES

Glen, a resident of St. Mary’s County, is Group Vice President of Sabre Systems, Inc., which provides innovative technology, scientifi c and management solutions to government and commercial clients. A graduate of the U.S. Naval Academy and U.S. Army War College, he served as a Naval Offi cer and pilot. His last assignment was as Commanding Offi cer, Naval Air Station Patuxent River, the nation’s premier Research, Develop-ment, Test and Evaluation Center of Excellence for Naval Aviation. Glen devotes his leadership to the United Way, Christmas in April and Special Olympics. He also serves on the boards of the College of Southern Maryland Foundation, Chamber of Commerce, The Patuxent Partnership, Annmarie Garden, Workforce Investment Board and the Metropolitan Commission Task Force.

DARRYL A. JONES SR.

Darryl, a resident of Annapolis, is CEO of

the Maryland Association of Nonprofit

Organizations. He studied political science

and labor economics at Howard University

and mid-career studies in management at

Harvard University’s Kennedy School of Business. He also studied

at The Asset-Based Community Development Institute, Center for

Urban Affairs and Policy Research at Northwestern University, and

The Fundraising School, Center on Philanthropy at the University

of Chicago. This busy leader volunteers his time to the Kellogg

National Leadership Alliance, Prince George’s Community Federal

Credit Union, Hannah’s Grace Ministry, National Law Enforcement

Museum and Maryland Fraternal Order of Police.

GARY K. KESSLER

Gary, a resident of Lexington Park, is Deputy

Program Executive Offi cer for Unmanned

Aviation and Strike Weapons, Naval Air

Systems Command, United States Navy, at

Naval Air Station Patuxent River. He is respon-

sible for the development, procurement and life-cycle support for

all unmanned aviation systems for the Navy and Marine Corps.

Gary manages more than 2,000 people with an annual budget over

$1.5 billion. He earned his B.S. in aerospace engineering (cum

laude) from the University of Maryland College Park, and his

M.B.A. from Florida Institute of Technology. Gary serves

as Vice Chairman of the St. Mary’s County Board of

Education and is a member of the Legislative Committee of the

Maryland Association of Boards of Education.

JOSEPH KROBOTH III

Joe, a resident of Hagerstown, is Director

of Public Works for Washington County.

He is responsible for the administration

and leadership of all public works opera-

tions consisting of six agencies and more than

300 employees with a combined operating budget exceeding $75

million. Joe earned two A.A.S. degrees in electrical and mechanical

engineering from Hagerstown Community College, a B.S.C.E. in

civil/structural engineering from the University of Maryland and

an M.B.A. from Frostburg State University. His volunteer activities

include Antietam Exchange Club, Assembly Club of Hagerstown,

Volunteer Fire Company of Halfway, Md., and Halfway Little

YMCA. He is a 2003 graduate of Leadership Washington County.

MARLENE Y. LIEB

Marlene, a resident of Abingdon, is

Associate Vice President for Continuing Edu-

cation and Training for Harford Community

College. Marlene earned her B.S. in speech

pathology and audiology from Bowling Green

State University; her M.S. in adult and continuing education

(magna cum laude) from the Johns Hopkins University; and a

Certificate from The Women’s Leadership Institute. Marlene

volunteers with the Community Foundation of Harford County,

American Red Cross-Central Region, Unitarian Universalist

Fellowship of Harford County, American Association of University

Women and Faith Communities and Civic Organizations United.

She is a 1999 graduate of the Harford Leadership Academy and

coordinated the Academy from 2001 to 2007.

BRADLEY T. MACDONALD

Brad, a resident of Owings Mills, is Executive

Chairman of the Board, Medifast, Inc., a lead-

ing portion-controlled weight-loss company.

Since the turnaround of Medifast in 1999,

Brad has built the company from $5 million to

over $100 million in revenue, and employs nearly 300 Maryland-

ers. He studied social sciences at Villanova University and East

Carolina University, and military science and national security at

the Naval War College. Brad is very active in his community, serv-

ing on various boards, such as the Baltimore County Chamber of

Commerce, Stevenson University, the United States Marine Corps

Reserve Toys for Tots Foundation, Notre Dame High School and

the Owings Mills Roundtable.

MARCIA A. MIDDLETON, PH.D.

Marcia, a resident of Baltimore, is a consul-

tant to Science Applications International

Corporation in Abingdon. She is an expert

on chemical weapons decontamination. She

formerly served as Design Director for the

Department of Defense’s Guardian Installation Protection Program.

She also serves on a volunteer basis as the Executive Director of

Patrick Allison House, Inc., a transitional housing program in Balti-

more City serving homeless men in recovery from addiction. Marcia

earned her B.S. in chemical engineering from the University of

California-Berkeley, and her Ph.D. in chemical engineering from the

University of Texas-Austin. She is currently taking pre-law courses

at the Community College of Baltimore County.

SHEILAH F. MIRMIRAN

Sheilah, a resident of Baltimore, is Govern-

ment Relations Manager for Washington

Suburban Sanitary Commission (WSSC). She

was appointed Acting Director at WSSC after

11 months on the job and received the General

Manager’s Award for doing the work of three positions. Sheilah

formerly served as a senior legislative assistant to Rep. C.A. Dutch

Ruppersberger. A Dean’s List and Honors student, Sheilah earned

her B.A. in political science from the University of Massachusetts-

Sheilah has taken a much-needed break from a lifetime of continu-

ous volunteer activities to invest in valued relationships. She is

currently exploring new opportunities with three organizations.

MICHAEL V. MURPHY, FAIA

Mike, a resident of Baltimore, is President

of Murphy & Dittenhafer, Inc., an award-

winning architectural firm with offices in

Maryland and Pennsylvania, which specializes

in institutions, education, housing and historic

preservation. Mike earned his B.A. in history from Wheeling Jesuit

University and his M.Arch. from the University of Pennsylvania. His

community involvement includes the Commission for Historical

and Architectural Preservation, Archdiocese of Baltimore, and the

Urban Design Committee of the American Institute of Architects.

An expert in new construction, adaptive re-use and historic preser-

vation, Mike has a particular interest in community enhancement

by design and offers his talents toward community improvement.

TIMOTHY J. MURRAY

Tim, a resident of Beltsville, is the Execu-

tive Director of the Pretrial Justice Institute

in Washington, D.C., a non-profi t organi-

zation which advocates for fair and effective

policies and practice among the nation’s criminal

justice systems. Tim pioneered the work in the design of the

nation’s first Drug Court. He earned a Proficiency Certificate

in Vietnamese Language from the Defense Language Institute,

studied anthropology at the University of Maryland Univer-

sity College, and sociology at Barry University. Tim’s volunteer

activities include St. Joseph’s Parent/School Association, Cub

Scouts, Knights of Columbus and the National Association of

Pretrial Services Agencies.

LESLIE I.D. PREWITT

Leslie, a resident of Arnold, is the Director

of External Relations for Opportunity Build-

ers, Inc., a 46-year-old nonprofi t organization

that provides vocational training and employ-

ment services to more than 300 adult clients

with developmental disabilities. Leslie earned her B.S. in zoology

from the University of Maryland. She formerly owned her own

company for eight years, The Edible Edge Corporation. Leslie

has contributed considerable time and expertise for several

years to Special Olympics Maryland, HeartSmart, Boys and Girls

Clubs of Annapolis and Anne Arundel County, and Meeting

Professionals International.

CLARE L. RAZAQ-HINES

Clare, a resident of Bowie, made the entre-

preneurial leap in 2000, creating net.America

Corporation, which provides professional

and IT management services to its clients.

Clare’s successful small business is located

in Upper Marlboro and employs 29 individuals. A Dean’s

List student and the recipient of numerous academic and

civic awards, Clare earned her B.S. in international management

(graduating magna cum laude) from Southeastern University,

her M.S. in technology management (graduating magna cum

laude) from the University of Maryland University College,

and continued her studies at the Tuck Business School at Dart-

mouth College. She is a Court Appointed Special Advocate

in Prince George’s County and a Sunday school teacher at

Pathway Christian Church.

DR. MARY M. RODGERS

Mary, a resident of Columbia, is the George

R. Hepburn Dynasplint Professor and Chair

of the Department of Physical Therapy and

Rehabilitation Sciences at the University of

Maryland School of Medicine. This award-

winning Honors student earned her B.S. and M.S. in phyiscal

therapy and biomechanics from the University of North Carolina,

and her Ph.D. in biomechanics from Pennsylvania State

University. Mary provides volunteer leadership to the Unitar-

ian Universalist Congregation of Columbia, Physical Therapy

and Society Summit, University of Maryland Center for

Research on Aging, and Archives of Physical Medicine

and Rehabilitation.

STACY L. RODGERS

Stacy, a resident of Pikesville, is Deputy

Secretary for Programs for the Maryland

Department of Human Resources. Stacy

oversees public welfare and child support

enforcement programs, the Office of Grants

Management and local departments of social services, and super-

vises 5,000 employees. She earned her B.S. in psychology from

the University of Maryland Baltimore County, her M.P.A. in public

management from the University of Baltimore, and a Certifi cate

in executive leadership from Harvard University JFK School of

Government. This busy leader contributes her time and expertise

to Provident Adult Day Care Center, American Baptist Churches of

the South, Alpha Kappa Alpha Sorority, Inc., and National Forum

for Black Public Administrators.

SCOTT C. SCARFONE

Scott, a resident of Westminster, is Principal/

President of Oasis Design Group, which pro-

vides urban design, planning and landscape

architecture services to public, institutional

and private organizations. A Dean’s List and

Honors student, Scott earned his B.S.L.A./B.A. in landscape archi-

tecture and geography with a specialization in planning. He is the

co-founder of the Maryland Public Gardens Consortium, founded

to share resources for marketing Maryland’s public gardens and

raising the standards of practice for public horticulture. Scott also

is past president of the Maryland Chapter of the American Society

of Landscape Architecture and the author of Professional Planting

Design: An Architectural and Horticultural Approach for Creating Mixed

Bed Plantings.

LOUISE PHIPPS SENFT

Louise, a resident of Baltimore, founded Lou-

ise Phipps Senft and Associates/Baltimore

Mediation, Baltimore’s fi rst private mediation

fi rm, 15 years ago. She mediates, trains, super-

vises and mentors staff and seven independent

contractors, creates and produces public trainings in confl ict trans-

formational skills, writes articles and delivers keynote addresses.

An award-winning student, Louise earned her B.A. in psychology

and women’s studies from the University of Virginia, and her J.D.

from Washington and Lee School of Law. Her volunteer activities

include Safe Haven Network (Founder/Director), Roland Park Civic

League, Sovereign Military Order of Malta, the Maryland Mediation

and Confl ict Resolution Offi ce, and Network 2000.

JARED D. SPAHN

Jared, a resident of Baltimore, founded

Old Town Construction, LLC in 1999. The

company builds and develops sustainable

commercial and multi-family projects, and is

a leading practitioner of “green building” in the

Mid-Atlantic region. Jared earned his B.A. in public policy from

Washington and Lee University and earned a Certifi cate in British

Studies from Richmond University (London). Additionally, he was

designated a LEED Accredited Professional by the U.S. Green Build-

ing Council. Jared’s volunteer community activities include the

Ellicott City Business Association, Gilman School Annual Giving

Campaign and Scott E. Caplan Foundation, and he is a member of

the Maryland Department of General Services Professional Services

Selection Board.

HELEN M. SPINELLI

Helen, a resident of Greensboro, is Chief of

Community and Environmental Planning for

Queen Anne’s County. She is responsible for

long-range planning, growth management

and environment, a comprehensive land-use

plan, and eight community plans. Helen studied economics at

Delhousie University (Nova Scotia) and earned her B.A. and M.A.

in economics from Fordham University. She holds volunteer

leadership positions with the Maryland Chapter of the American

Planning Association, Denton Church of the Brethren, Rotary Club,

University of Maryland Center for Environmental Science and

Caroline County Habitat for Humanity, where she serves as

its land-use planner and President.

DR. MICHAEL C. TOOKE

Michael, a resident of Easton, is the Senior

Vice President and Chief Medical Offi cer for

Shore Health System of Maryland/UMMS, an

integrated health care delivery system for the

mid-shore region of Maryland’s Eastern Shore.

Michael is the senior executive responsible for quality of care

and physicians affairs. The Honors student earned his B.S. in

biology from Vanderbilt University, his M.D. from Tulane Medi-

cal School and his degree in Internal Medicine from the Mayo

Clinic (Rochester). Michael’s volunteer activities have centered

on The Maderia School, a girl’s boarding and day school located

in McLean, Va., where he served as Vice President of the Board and

Chair of the Finance Committee. He is a 2002 graduate of Shore

Leadership.

MARY ELLEN VANNI

Mary Ellen, a resident of Baltimore, is the

Executive Director of the Fuel Fund of

Maryland, Inc., a non-profit organization

that assists low-income families in central

Maryland with home heating and utility bills.

Mary Ellen earned her B.A. in mathematics from the College

of Notre Dame of Maryland and her M.A. in theology from St.

Mary’s Seminary and University, and she is a 2004 graduate of

The Harry and Jeannette Weinberg Fellow’s Program. Mary Ellen

volunteers with St. Matthew’s Church Community, School Sisters of

Notre Dame, College of Notre Dame of Maryland, Maryland Asso-

ciation of Nonprofi t Organizations, and the Emergency Food

and Shelter Program. She also is a 2006 graduate of Leadership

Baltimore County.

DR. BARBARA A. VINIAR

Barbara, a resident of Easton, became Presi-

dent of Chesapeake College, which serves

fi ve counties on the Eastern Shore, in July

2008. The college offers Arts and Sciences

and vocational degrees and certifi cates to 3,600

students annually, and enrolls another 8,000 students in continuing

education and workforce training. She earned her B.A. and M.A. in

English from Lehman College, City University of New York, and her

Ed.D. in Education Leadership from Fairleigh Dickinson University.

Barbara serves on the Talbot County Economic Development Com-

mission and the boards of the Mid Shore Community Foundation,

the Chesapeake Bay Maritime Museum and Temple B’nai Israel. She

is a member of the Kellogg Fellows Alliance Consulting Group and

the founder of the Berkshire Leadership Program.

ELIZABETH H. “BETTY” WELLER

Betty, a resident of Chestertown, is Vice

President of the Maryland State Education

Association, a 70,000-member organization

of teachers, administrators and support pro-

fessionals that works to support its members

and improve public education for all Maryland students. To ful-

fi ll this role, Betty is on leave from her teaching position in Kent

County Public Schools. She earned her B.A. in German, and her

M.A. in psychology from Washington College. She previously

served as President of the Kent County Teachers’ Association and

served on several state higher education accreditation teams. She

is active with the Kent Association of Riding Therapy and sings in

the Emmanuel Episcopal Church Choir.

PAUL J. WIEDEFELD

Paul, a resident of Towson, is the Administra-

tor of the Maryland Transit Administration,

the 10th largest public transit agency in the

country, providing rides to more than 360,000

customers a day via bus, light rail, subway and

commuter rail services. He formerly served as the Executive Direc-

tor of the Maryland Aviation Administration during the Glendening

and Ehrlich administrations, and was recently re-appointed to that

position effective December 2009. Paul earned his B.S. in political

science from Towson University, and his M.C.R.P. in city planning

from Rutgers University. Paul has volunteered his professional

expertise to the Transportation Research Board of the National

Academies, BWI Partnership, American Public Transportation

Association and Immaculate Conception School.

MADELINE YATES

Madeline, a resident of Gettysburg, Pa., is

President of Resources for Global Citizenship

(RGC), based at Mount St. Mary’s College.

RGC assists educational organizations develop

and enhance their praxis relating to local

and global engagement. She coordinates the Maryland Campus

Compact, a higher education association of college and

university presidents dedicated to addressing community devel-

opment with community partners. Madeline earned her B.A. in

political science from Gettysburg College and her M.A. in human

development from Hood College. Her volunteer activities include

Project Gettysburg Leon, National Service Learning Partnership,

Superintendents Service-Learning Advisory Board and Health

Adams County Latino Taskforce.

TERRY SLADE YOUNG

Terry, a resident of Glen Burnie, is Executive Vice President-Institutional Advancement for The Maryland Zoo in Baltimore. Terry is responsible for marketing, public rela-tions, events, development, group sales, membership and government relations. She formerly served as President of the Baltimore County Chamber of Commerce. Terry’s college course work was at Towson University, the University of Maryland Baltimore County, University of Maryland University College and Harvard Graduate School of Education, Institute for Education Management. Her volunteer community activities include the Owings Mills Corporate Roundtable, Stella Maris President’s Advisory Board, St. Timothy’s School and the Greater Baltimore Committee. In 2002, she was named one of Maryland’s Top 100 Women.

welcomed the new class members with

an inspirational message on the impor-

tance of community leadership, and then

entertained questions from the class. The

audience of Board members and LMD

graduates offered a rousing toast to the

new Class of 2009 as the year of learning

and discovery was launched.

ORIENTATION RETREATHyatt Regency Chesapeake Bay - Cambridge, Md. April 2 & 3, 2009

The class gathered for its opening retreat

at the magnifi cent Hyatt Regency Chesa-

peake Bay in Cambridge for two days of

laughter, group activities and leadership

briefi ngs. Under the theme “The Chang-

ing Landscape in Maryland,” Anirban

Basu of the Sage Policy Group took the

class on a spirited tour of Maryland’s rap-

idly changing economic and demographic

realities. LMD President Nancy Minieri

briefed the class on the history of the

program and the policies and expecta-

tions for the class. Program Facilitator

Eliot Pfanstiehl led the class through a

fast-paced program of interactive and

thought-provoking activities designed to

explore the many facets of leadership and

build trust, communication and friend-

ships amongst strangers.

EDUCATION - SOUTHERN REGIONHilton Garden Inn - Solomons, Md.May 14 & 15, 2009

The class began its day touring the

Calvert Cliffs Nuclear Plant, with a brief-

ing on energy alternatives, costs and the

future of nuclear power in Maryland

with Douglas Nazarian, Chairman of the

Maryland Public Service Commission.

Then, the class visited the source of the

decade-long BRAC growth in St. Mary’s,

Calvert and Charles counties – Naval

Air Station Patuxent River. After Class of

’99 alumnus Tim Smith’s tour of aircraft

simulators, fl ight control operations, test

hangers and the base, the class relaxed

with lunch at the Offi cer’s Club. After a

bus ride to the far end of the peninsula,

the class boarded a handmade skipjack

and listened to the tales and teachings

of Captain Jack Russell of the Chesa-

peake Bay Field Laboratory. This lifelong

waterman, now the head of the St. Mary’s

Commissioners, shared stories of life on

the Bay, changes in the fi shing industry

and the need for attention to restore the

ecological balance of human and animal

life in the Bay. The day ended perfectly

at sunset with dinner at the Old State

House in historic St. Mary’s City and a

briefi ng on the historic buried city. The

next morning, it was off to school again

for Education Day and a briefi ng on “No

Child Left Behind” at the Dr. James A.

Forrester Career and Technology Center

by St. Mary’s Superintendent Dr. Michael

Martirano ’07 and Dr. Carl Roberts ’98,

Public School Superintendents’ Associa-

tion, followed by a panel on the challeng-

es of funding education with Del. John

Bohanan (Dist. 29B), Caroline County

Kevin Maxwell. After an overview of the

very successful S.T.E.M. Program partner-

ship between Naval Air Station Patux-

HEALTH AND HUMAN SERVICES - CENTRAL REGIONPier 5 Hotel, Baltimore City, Md.June 18 & 19, 2009

Over the two days, the class visited some

of the State’s best practices in health and

human services located in Baltimore, in-

cluding the Maryland Center for Veterans’

Education and Training and the amaz-

ing Living Classrooms program, which

teaches woodworking and maritime

skills to Baltimore youth on the Harbor

waterfront. The class saw, fi rsthand,

the facts, faces and future of Baltimore

through the eyes of remarkable leaders.

The Honorable Brenda Donald ’08, Sec-

retary, Maryland Department of Human

Resources, and Cathy Demeroto, Catholic

Charities, put a face on the number of

Maryland citizens in daily need of help.

The class met clients and staff of several

programs and agencies and had lunch

with guests at Our Daily Bread Employ-

ment Center, a program of Catholic

Charities, which feeds, counsels and sup-

ports thousands of homeless and needy

citizens of Baltimore every year. For the

fi rst time, the class visited the headquar-

ters of Humanim, located in the newly

renovated American Brewery building in

Baltimore, hosted by Henry Posko ’93,

CEO of Humanim and former Chairman

of the Board of Leadership Maryland. Mr.

Posko was joined by the Honorable John

Colmers ’99, Secretary, Maryland Depart-

ment of Health and Mental Hygiene,

and Deputy Secretary Renata Henry, to

discuss “Navigating the Stormy Seas” of

funding health and human services in

these challenging economic times. Class

of ’09 member Dr. Michael Tooke, Shore

Health System of Maryland, capped off

the day with his informative briefi ng on

Maryland’s unique health care reimburse-

ment model.

CRIMINAL JUSTICE - WESTERN REGION Rocky Gap Lodge - Cumberland, Md. July 23 & 24, 2009

If you want to study criminal justice,

start the day at the end of the line … the

North Branch Correctional Institution,

the most high-tech maximum-security

prison in the country, which houses

1,400 inmates and was built at a cost of

$171 million. Hosted by LMD alumni

Commissioner Mike Stouffer ’08 and

Brenda Shell-Eleazer ’08, Warden, Mary-

land Correctional Institution for Women,

the class got an inside-out overview of

the State’s correctional system, with a

tour of the new high-tech security facil-

ity and a briefi ng on challenges of the

correctional system in Maryland. Three

inmates responded to penetrating ques-

tions from the class about the experiences

that landed them in jail and daily life

while incarcerated. Following a tour of

the prison and lunch, the class headed

back to the hotel for a panel on reducing

inmate recidivism with Dr. Patricia Marks

’02, of Prison Outreach Ministry, Valerie

Main of the Washington County Media-

tion Center and Linda Deming with the

Anne Arundel Confl ict Resolution Center,

and moderated by Class of ’09 member

and attorney-mediator Louise Phipps

Senft. The day ended with cocktails al

fresco and dinner overlooking beautiful

Lake Habeeb, with singing, guitar playing

and mellow moments of camaraderie.

The next morning, the class visited the

Allegany Ballistics Laboratory in Rocket

Center, W.Va., a major Western Maryland

employer, to learn about the manufac-

ture of munitions and defense supplies

from Keith Funkhouser, Vice President

and General Manager of ABL Opera-

tions, and Robert Hadra, Vice President-

Manufacturing Operations. Returning to

downtown Cumberland, the class was

treated to lunch catered by students from

Allegany College’s School of Culinary

Arts, followed by a short walk to the Alle-

gany Arts Council for a panel on “Leader-

ship Begets Leadership: The Birth of the

Regional Leadership Series,” hosted by

graduates of LMD, Leadership Allegany,

The Greater Cumberland Committee and

four local institutions of higher learning.

While half the class cruised up the Nanti-

coke River on a boat with environmental

author and journalist Tom Horton and

Don Baugh, Vice President, Chesapeake

Bay Foundation, the other half toured

a chicken farm with owner/farmer Terri

Wolf–King and staff of Perdue Farms. Jim

Lewis ’07, Caroline and Cecil counties

Extension Director, provided a briefi ng

on agricultural issues beyond the bus

window. Both groups united at Hen-

son Scout Reservation for lunch and an

environmental chemistry lesson by Dr.

Russ Brinsfi eld, Executive Director, Harry

Hughes Center for Agro-Ecology, Inc., on

nutrient management in the ecosystem.

After the groups switched places, they

reconnected at the Fountains Conference

Center for a lively debate on the real cost

of conservation in Maryland with gradu-

ates Cambridge attorney Sandy McAllis-

ter, Esq., ’94 and Kristin Saunders Evans

’02, Assistant Secretary, Maryland Depart-

ment of Natural Resources. In one of the

most candid and lively presentations of

the program year, the class looked behind

the scenes at real decisions and political

practices in State and local land manage-

ment, policy making and business strat-

egy in the tug of war between economic

growth and ecological sustainability. The

evening featured dinner at the world-

renowned Ward Museum of Wildfowl

Art. The next day the class heard an in-

sightful and forthright presentation by Dr.

Jim Perdue ’00 on the state of Maryland’s

poultry industry, followed by a tour of the

Perdue Farms Salisbury Processing Facil-

ity. Dr. Janet Dudley-Eshbach, President,

Salisbury University, hosted the class

for lunch, followed by a presentation

by a staff member of BEACON on “The

Changing Demographics and Graying

of the Eastern Shore,” noting the rise of

both age and diversifi cation of the Shore’s

population with European and Hispanic

immigrants. The session ended with

Leighton Moore, owner of Ocean City’s

hot spot Seacrets, and Richard Meehan,

the Mayor of Ocean City, on the effect of

the economy on tourism on the Shore. As

always, the session ended with a closing

debrief and a trip back across the Bay

Bridge for many, blessedly driving against

Friday night beach traffi c.

MULTI-CULTURALISM - CAPITAL REGION The University of Maryland Conference Center - College Park, Md. October 15 & 16, 2009

After a fi rst-person overview of the

challenges of diversity in Maryland by

LMD alumnus Herb Jordan ’05, the class

participated in a daylong workshop

utilizing Harrison Owens’ Open Space

Technology (OST) format. The process

invited class members to share their

candid questions, personal knowledge

and actual life experiences in diversity

in a series of self-selected sessions while

building stronger bonds of respect and

trust among the group. The entire day

wrestled with the challenge of creating

common vision in a diverse community,

discovering ways to mobilize people of

different heritages and languages and

coming to consensus in an increasingly

multi-cultural nation. A windshield tour

through a newly renovated arts and

entertainment district in Hyattsville and

dinner at Franklin’s rounded out the

day. Capital Region Day began with a

tour of the National Institutes of Health,

where the class toured the world-famous

Clinical Center, the National Library

of Medicine, and learned about NIH’s

budget for biomedical research by Dr.

Toni Scarpa, Director of the Center for

Scientifi c Review. The fi nal act of the ses-

sion was a visit to the 2,000-seat Music

Center at Strathmore, now celebrating its

fi fth anniversary as Maryland’s premier

concert and arts education venue, hosting

160 Strathmore, Baltimore Symphony

Orchestra, Washington Performing Arts

Society, National Philharmonic and

commercial productions a year. The visit

included lunch, a backstage tour and a

briefi ng by Eliot Pfanstiehl, President and

CEO, Strathmore.

Class members held their fi nal daylong

session refl ecting on their year spent

traveling across the State. In this fi nal

session, they brainstormed leadership ini-

tiatives and shared lessons learned about

leadership. After a heartfelt exchange of

individual appreciation to each other in

the closing circle, class members, once

strangers back in April, returned home as

part of a statewide team of informed lead-

ers armed with new knowledge, a new

network of powerful allies, and a broader

vision and heart for doing the work of

Maryland.
