ABOUT US
Leadership Great South Coast (LGSC) provides an annual community
leadership program for aspiring and emerging leaders drawn from all
sectors of the Great South Coast region. The LGSC Program builds
relationships and networks between the business, community and
government sectors.
LGSC participants are drawn from all three sectors, allowing
participants to benefit from a variety of perspectives when
considering the nature of leadership and the future of our
community and its economic prosperity.
This program is intellectually stimulating and experiential,
designed to develop the skills and knowledge of aspiring leaders
through contact with real community leaders in the context of
community issues.

EMPLOYMENT DETAILS Executive Officer, Leadership Great South
Coast
STATUS: Temporary Full-Time TENURE: This role will be offered a
12-month tenure.
AWARD: Victoria Local Authorities Award 2001 and the Moyne Shire
Enterprise
Agreement CLASSIFICATION: This position will operate under an
annualised salary agreement. SALARY: An executive salary rate
commensurate with the successful
applicant’s skill and experienced will be offered. PAYMENT DETAILS:
Salary is paid on a fortnightly basis into a nominated bank account
by
direct bank deposit. SUPERANNUATION: Council will make
contributions in accordance with legislative
requirements to the applicant’s chosen compliant superannuation
fund. Council’s default superannuation fund is the Local
Authorities Superannuation Fund (also known as Vision Super).
HOURS: This position will work an average of 38 hours per week.

hours work will apply.
ANNUAL LEAVE: 4 weeks annual leave per annum SICK LEAVE: 12 days
sick leave per annum PROFESSIONAL The Council recognises the
importance of the employee DEVELOPMENT: maintaining an adequate
level of skill and will allow for appropriate
training opportunities including hosting in-house training
sessions, entitlements to attend external training courses and
conferences, and contributions of money and leave to support
employees undertaking study in a field relevant to their
position.
PROBATIONARY This position is subject to an initial 3-month

POSITION DESCRIPTION Executive Officer, Leadership Great South
Coast
BACKGROUND
Leadership Great South Coast (LGSC) Inc. provides an innovative
annual
leadership program in the Great South Coast region of
Victoria.
Moyne Shire Council will auspice LGSC until the end of 2021, at
which time the
organisation will transition to a stand-alone, incorporated body.
LGSC is
governed by a skills-based Board of Directors.
The Executive Officer will work with and report directly to the
Board of Directors
to ensure the development and successful operation of the annual
leadership
program and other initiatives.
The Executive Officer will also supervise and support the 0.5 EFT
Program
Manager and any other staff who may be engaged to support the
organisation.
POSITION OBJECTIVES
To lead and develop the organisation to enable achievement of the
vision-

KEY POSITION RESPONSIBILITIES AND DUTIES Strategic planning and
Board support:
Participate in the implementation and review of Strategic
Plan.
Develop and implement an annual work plan to achieve the medium-
and long-term
goals and objectives identified in the Strategic Plan.
Forge strong strategic relationships with appropriate service
partners, stakeholders, and
potential sponsors.
Act as the Secretariat to the Board and any sub-committees
consulted by the Board.
Initiate and prepare for the Board’s consideration and approval,
discussion papers and
reports for the purposed of policy development.
Program delivery:
Develop, coordinate and participate in the delivery of an annual
program that builds
dynamic leadership capacity and capability based on exposure to
change, challenges,
realities and inspirational leaders.
Develop and implement a participant selection process.
Maintain and make available all program material in a timely
fashion.
Undertake any other relevant tasks that may arise during the course
of the program
which will enhance its effective implementation in the
region.
Participate in annual program evaluation.
Liaise with other leadership programs to identify opportunities to
share ideas, activities
and resources.
Liaise with Regional Leadership Australia and participate in the
network of Victorian
community regional leadership programs.
Fundraising and sponsorship: Acknowledging that participant’s fees
and funding from the Victorian Government and Local
Government will be an important part of the income for the program,
the Executive Officer will:
Identify and seek additional funding in support of the program from
corporate,
government, philanthropic and charitable institutions.

Develop and submit acquittals and other reporting requirements
related to the receipt of
grants and other funding support.
Develop and maintain sponsorship database.
Develop and foster relationships with existing and prospective new
financial partners.
Deliver benefits to sponsors in accordance with their entitlements
under sponsorship
agreements as determined by the Steering Committee.
Monitor sponsor satisfaction levels and the degree to which their
expectations of the
program are met.
Marketing and communications:
Develop and implement a communications/media strategy to maximise
editorial and
other community-based publicity of program events, participant
progress and other
relevant news and information.
Promote Leadership Great South Coast at local/regional forum and
events.
Identify opportunities for growth and expansion of the range of
products and services
offered to meet stakeholder needs.
Network Development:
Participate in relevant regional networks.
Finance, budget, risk, resource and operational management
Coordinate human and physical resources including volunteers,
staff, contractors and
others as required to deliver quality services and responses.
Coordinate Occupational Health and Safety practices and procedures
and facility
management.
Ensure timely reporting on activities and/or programs to the Board
and funding bodies.
Document planning and preparation including development of
proposals, policies,
procedures and program manuals, reports and promotional
materials.
Ensure the organisation meets relevant quality standards and
accreditation
requirements.

The following Key Selection Criteria will be used as a tool to
assist in the selection of the most suitable applicant. The

KSC 1 Demonstrably high interpersonal and communication skills and
