With the population of H ous-ton and its inner core expected to clim b exponentially in the next few decades, residents and offi cials alike are turning their attention to how all those new H oustonians will get around.
Last week, after nearly a year of discussion and study, city of-fi cials presented the draft of a vision to im prove m obility in the western part of the Inner Loop to residents, including the Washington Avenue C orridor and some of the H eights’ busiest connector streets.
D ubbed the “Inner West Loop Sub-Area Study,” the 83-page docum ent provides a glim pse of how planners think m any of the Inner Loop’s m ajor thor-oughfares can be reconfi gured to accom m odate not only new residents, but commuters going to the city’s major employment centers, as well as new commer-cial and entertainment districts.
About 30 people fi lled a small m eeting room at the West G ray M ulti-Service C enter to look through copies of the draft study and inspect large posters showing some of the conceptual designs for m any of the m ajor thoroughfares – am ong them : Shepherd, D urham, Washington, Waugh, Studemont/M ontrose, Heights, Yale, Lower Westheimer, West Alabam a and Richm ond.
T he study was developed by the engineering fi rm Kinley-H orn and Associates, with input from an initial public meeting in M arch and a series of m eetings with “stakeholder” groups in the months since. M ichael Ereti, assistant direc-tor of traffi c operations with the city’s public works and engi-neering department, led off the presentation by noting that even as the region adds new or ex-
pands existing roadways, traffi c congestion continues to rise.
“We sim ply can’t build our-selves out of this congestion” and new alternatives will have to be developed, Ereti said.
H e emphasized that the study calls for a “multi-m odal” ap-proach to addressing the city’s transportation needs, incorpo-rating pedestrian and bicycle access and M etro’s bus and light rail system s, as well as autom o-biles.
T hroughout the presenta-tion, Ereti and Kinley-H orn’s Kurt Schulte went to some pains to em phasize that the study is prim arily conceptual, and that after adoption its ideas will be incorporated into the city’s long-range C apital Improvement Plan program and planning policies.
Schulte said the planners strived to look at each m ajor thoroughfare or collector street individually and not take a “cookie-cutter” approach to de-veloping concepts.
Among the “common themes” the planners worked on based on input from the public and stakeholder m eetings, Schulte said, were improving bicycle and pedestrian infrastructure; creat-ing more routes connecting resi-dential areas with com m ercial centers; protecting residential areas from cut-through traffi c and street parking; and increas-ing access to public transit.
Ereti said that one of the pri-m ary challenges city planners face is the lim ited public right-of-way held by the city along major thoroughfares. And as the city grows and freeways become more congested, the functions of many Inner Loop thoroughfares, such as Kirby D rive, are changing into prim ary collector routes.
Ereti said during the devel-opm ent of the study, a num ber of scenarios were considered but ultim ately not included in the draft. Am ong them was the idea of transform ing Lower Westheimer and Richmond into one-way corridors during peak driving tim es.
D uring a question-and-answer session that followed the m ain presentation, several residents voiced both support for and con-cerns with the draft study.
D avid Robinson, a m em ber of the city’s Planning C ommis-sion and president of the N e-artown Association, noted that several of the diagrams incorpo-rated M etro’s proposed Univer-sity Line light rail route, which would connect the existing light rail system with the western part of the Inner Loop to the Uptown area.
That route, which is projected to run down Richmond Avenue, does not yet have funding, and there have long been questions as to whether it will in fact be built. Robinson asked what “level of commitment” could be inferred by the route’s inclusion in the study.
Ereeti said that the planners could not anticipate what ulti-m ately would happen with the University Line, but that the study needed to plan around all possible contingencies. C ity of-fi cials worked with M etro rep-resentatives in developing the study, he said.

Another resident (who later declined to give his nam e) said that it appeared that the study gave only short shift to creating a more conducive environment for bicyclists. H e said existing bike lanes in the inner city don’t feel very safe for him and his fam ily.
At the suggestion of one of the meeting’s attendees, the city offi -cials agreed to extend the dead-line for public comments to the draft (through the website listed above) by 30 days to early Feb-ruary. That decision drew a huge round of applause.

As Stevens Principal Lucy Anderson wrote in an e-mail to supporters, it was the best C hristm as present ever. Last week she found out that H ISD has allocated $5,000 for the school to get a facelift.
An H ISD contractor will remove the existing shrubs from the school and plant new more resilient shrubbery as well as replace the landscape timber that borders the shrubs. Ex-isting trees will be relocated to areas where they can thrive with m ore sunlight.
“I know that this is not happening in a vacuum but is a result of the advocacy that Stevens is receiving,” Anderson wrote. “I am so grateful.”
Volunteers are still needed for the school’s Beautifi ca-tion D ays scheduled for January 12 and February 23. School tours are planned on January 26 and January 31.
Raising C ane’s on Ella has reserved January 23 for Stevens and will share 15 percent of the profi ts with the school for anyone that mentions Stevens when they purchase meals.
Those who want to read with students or serve as tutors can sign up in the front offi ce at Stevens. All volunteers must fi rst have a background check com pleted by H ISD.
A Facebook page has been established for ‘Stand with Ste-vens’ and volunteers are pitching in to help with immediate needs. O ak Forest resident G lenda Vann O gden is working to get Stevens a Kroger C ommunity Share number so that a portion of Kroger purchases by an individual can benefi t the school. Kroger isn’t accepting any m ore applications this quarter, but Vann O gden is going to try again in April.
A book drive is also currently underway. O ak Forest resi-dent Nora Loera was very impressed with Principal Ander-son at a recent O ak Forest H omeowners Association meet-ing and wanted to help with the drive, soliciting her offi ce for books and cash donations.
“In addition I have begun to reach out to the neighbor-hood businesses in hopes of them allowing m e to place a book drive box at their business,” Loera said. “Shawn Saly-ers, owner of Baskin Robbins and MytiBurger immediately stepped up, and we hope more will. In our household, books are the key to learning and I wanted to help in whichever way I could.”

The hectic m orning rush to get the kids out of the house and off to school on time, fully pre-pared for the day, is an age-old struggle.
Although there are great differences in fam-ily style and management, morning hiccups are defi nitely universal.
But this isn’t just a parenting issue: Schools – especially public districts like H ouston ISD – lose state funding when students are absent or seriously late, and have gotten tough about habitual offenders. U ltimately, parents can end up in court and fi ned for being indifferent about attendance.
“C hildren lose instruction. If excessive ab-sences are noted, schools refer to truancy of-fi cers to investigate and follow-up,” explained G arden O aks Elementary Principal Lindsey Pol-lock. “As a principal, I also look for patterns to ensure that children are coming to school regu-larly and not always missing on a certain day of the week, such as M ondays or Fridays.”
But what happens when you have multiple children at different schools, or you’re a single parent also getting ready for work yourself? There was a two-year period when I dropped off my four children off at four different schools and had to be to work myself by 8 a.m . O ur m orning began at 5 a.m .
Even in two-parent families, sometimes the m orning duty falls routinely to one parent, as in my case.
I asked several fam ilies of different sizes to share bits about their morning routine as well as tips for making it through the morning more sm oothly.
Follow A RoutineO ne area m om , M onica Luna, bikes to son
Rayden M orales’ school each morning and he is treated to a ride behind her in a bicycle cart.
M onica’s husband, Enrique M orales, works at N ASA, and the family has only one car, so cy-cling is her only mode of transportation to get her son to and from school. She rides her bike 45 m inutes each way, which m eans four trips taking 45 minutes each. She rides in sunny and cold weather, but on rainy days, her m other drives her son to school.
M onica enjoys riding her bike and has found it m akes her happy; she says it is good exercise and she loves the fresh air. She wakes up at 4:45 a.m. so she can be fully awake and make break-fast, then wakes her son up at 6 a.m . and leaves by 6:40 a.m. Timeliness is not a problem for her – and M onica’s relaxed and happy demeanor is a clue. She has a routine, and she sticks to it.
Be Organized & CooperateJeff and Laura Aldis’ fam ily has a m orning
challenge to which m any can relate in a dis-trict that prides itself on “school choice”: their daughters, 14-year-old ninth-grader Abby and 11-year-old sixth-grader Emily, attend schools which are 20 m iles apart. “Jeff and I switch off driving Abby to Westside H igh School, which is 20-plus miles one way,” explained Laura, then we drive 20 m iles to work, and that equals 40 miles driven each morning.” Fortunately, Emily is driven each morning to Frank Black M iddle School close to hom e.
To m ake this work, Laura wakes up at 5:30 a.m ., m akes herself a cup of coffee which was set to brew the night before, and starts her daily routine which is geared toward keeping every-one as organized as possible.
For 30 m inutes she m akes or preps break-fast, makes a lunch or two, and does some other things geared to keeping life stream lined. She m ay prep dinner or pop in a load of laundry – all necessary tasks she fi ts into a very sm all space of tim e.
Jeff and Laura’s daughter Abby wakes up by herself at 6:10 a.m . and daughter Em ily wakes up at 6:40 a.m . with a little help from her fam -ily. Each member of the family knows what they need to do in order to leave on tim e with the
proper item s for the day.
Stick To Your GunsSays Laura Aldis: “W hen it is tim e to leave,
the understanding is that whatever is not done when you need to leave either needs to go un-done, or needs to happen in the car on the way.” In some families, that can mean dressing in the backseat – putting on clothes, shoes, socks and belt while staying safely seatbelted.
Jane Ann Roberts, mother of three in G arden O aks, said, “I don’t know how m any tim es we were carrying socks/shoes, breakfast (pop tart or banana), brush, etc., out the door. W hen the car was scheduled to leave, it left.”
Laura Aldis’ favorite tips for smooth morn-ings: “M ake your family have everything ready and by the door the night before. No exceptions. H ave them show you their outfi ts for the morn-ing, including shoes and hair bows.”
O ther tips are: H ave clocks visible in the bathroom s, kitchen and other areas in which your fam ily gets ready for the day so everyone knows what tim e it is; 30 m inutes before your departure tim e, call out the tim e in 10 m inute increments, then 5 minute increments, alerting everyone to the exact amount of time they have left; and, the best advice for a sm ooth, calm morning: G o to bed on time yourself so you can be your best self for your kids in the m orning.
Nighttime Planning,Bedtime Consistency
Vanessa Weirich Koller and her son, 9-year-old River, go through his backpack every eve-ning to m ake sure there are no surprises in the m orning when they leave the house around 6 a.m .
“I’m pretty strict about bedtime. I want River to have enough sleep because dealing with a tired child at 5 a.m . m akes both of us cranky and everything takes longer,” Vanessa said. “I also give River tim e to wake up. I used to wake him up just in tim e to get dressed, brush his teeth and hair, and go... rush, rush, rush. It occurred to m e that I set my own alarm early enough to snooze at least twice, and if I had to wake up and hit the ground running I would be unpleasant as well.
Now I give him a warning wake up and let him know he has 5-10 more minutes until he has to get up and he responds so much better.”
Principal Pollock weighs in on the importance of sleep and nighttim e routines. “Ten hours is ideal, which m eans a wake-up of 6:30 a.m . is preceded by a bedtim e of 8:30 p.m . I often see young children at the grocery store well past this tim e,” she said.
Make It FunIn the G riffi th fam ily, it’s early-riser Ellie, 8,
and tough-to-awaken D avid, 6, who require morning management. Ellie’s no problem, said dad W illiam G riffi th, but getting D avid up re-quired som e creativity – a H om er Sim pson alarm clock. “N ow he’s up at 7 a.m . on the dot every day to the sounds of, ‘D onuts of the world beware, it’s judgm ent day!’ or ‘Awwww! I got
up yesterday!’ plus several other Simpson-isms that get the three of us up with a laugh,” says dad.
H e’s also an advocate of advance preparation. “Laying out clothes the night before is a plus, and they dress themselves, though I sometimes have to move my youngest along in the sock and shoe department. The kids are both in school on the same campus, so we walk to and from school every day. In the rain, sleet and snow.”
William’s best tip for getting out of the house on time for the 20-minute walk to school: “I just run it like a m ilitary exercise, ‘You know what to do, so m ove, m ove, m ove!’” Still, there can be rough mornings, even with the best of plan-ning and discipline. “It always breaks my heart when/if they go into school in tears. That’s a day full of ‘what could I have done better?’ guilt, though they always com e out of school sm il-ing,” said W illiam .
Reward SuccessJane Ann Roberts relies on a reward system
for motivation. “The one that worked the best for us was m aking a deal (that you m ake them feel like they cam e up with) that if they are on time every morning, then you go for ice cream or whatever they want at the end of the week. And because this can grow old, I would then m ake it a 2 week thing, then a monthly thing, and the prize was bigger like a trip to the toy store or a special day at C huck E. C heese or whatever suits their fancy.
“Eventually (every time) the ‘chore’ becomes habit and they no longer need the reward for that behavior.”
Be Considerate & CaringWhat is the big deal about being tardy once in
a while? Tardy students of all ages interrupt the fl ow of the classroom , educators com plain.
O nce the bell rings and the teacher begins his or her day, tardy students straggling in one by one continually break the concentration of both teacher and classroom. In addition, time spent by offi ce staff writing tardy slips wastes valu-able tim e, literally costing the school m oney. C onsider a school of 1,200 students. O n average, 75-100 of those students are tardy daily, which m eans 75-100 tardy slips must be written.
“Being on time to start the day with the class sets the stage for the rest of the day,” says Prin-cipal Pollock. “C hildren are relaxed, focused and secure when they have a smooth morning. We see improved behavior, focus, and academ-ic outcomes in children who are at school every day and who are at school on tim e.”
She says there are life lessons to be learned, that “being on time is an important life habit to support responsibility, reliability and long-term success at school, at work and in life.”
Those sentim ents are echoed by Jane Ann Roberts. “We all have to learn to live by the rules and function in society,” she said. “C hil-dren grow up and have to report to work on time. We have to do our part in helping them to learn how to do this and it starts with their fi rst ‘job’ – school.”
O n Saturday, Feb. 9, volunteer dads and granddads will fl ip thousands of free pancakes, serve up Katz’s hot coffee, and auction off thousands of dollars worth of merchandise in continuation of a 19-year tradition that has helped set G ar-den O aks Elementary School (G O ES) apart as an exceptional and diverse learning com munity.

In 2010, G O ES won the U.S. D epartm ent of Education M agnet Schools Assistance Program grant for approxi-m ately $3 m illion. The grant helped establish G O ES as a M ontessori M agnet School with Environmental Sciences. Enrollm ent has since increased by m ore than 30 percent.
Sponsored by the G O ES Parent Teacher O rganization (PTO ), the breakfast helps cover funding gaps that the grant, state funding, and other public agencies cannot. We soon face the added challenge that our grant will run out and we have not yet secured additional funds. Key among the school’s funding needs are adequate staff and materi-als to support the M ontessori teaching style, technology in the classroom, fi eld trips, and student art and enrichment programs. Each year we gather to show appreciation for our community and to come together to support our children and our school.

MIRACLES EVERYWHERE
If we take the time and effort to look closely, we will realize that miracles are all around us. Almost everything, when viewed properly, is a miracle. Life, the
solar system, and matter itself are miraculous. These things are awe-inspiring and defy easy explanations from almost any perspective. From a philosophical point of view it is impossible to answer the question why there is a universe in the first place, and once we begin to look at life and the material universe from a scientific perspective we see that it is infinitely complex and always amazing. One doesn’t have to be religious to be inspired by the world around us, and many scientists and students of science wax poetic when they begin to grasp the miraculous intricacies of our wondrous universe. Many people think of miracles as God doing something to violate the laws of nature, of God doing tricks for us, as it were. But, God is the very author of the laws of nature, if you want to see the miracle, just look around you. It’s in the starry heavens above you, in the sand beneath your feet, and in the beating heart within you, and perhaps most of all in the mass of neurons which is your brain and which allows you to contemplate it all.

Joe Webb, architect and chair-man of the nonprofi t city leader-ship group Blueprint H ouston, along with representatives of some of H ouston’s 22 municipal management districts, presented Tuesday night an update on Blue-print H ouston’s C itizens’ Vision for H ouston’s Future.
“It is a competition,” Webb said. “Houston is competing on a glob-al level now.”
Addressing about 50 people gathered at the United Way of G reater Houston, 50 Waugh D rive, Webb said a recent survey has shown that 83 percent of H ous-tonians say they want a strategic plan for the city, a city vehicle for growth with partnership from the municipal management districts and the private sector.
“C ities were created for com-merce, sociability, to get to know your neighbors, for the common good,” Webb said. “H ow do we do that? By thinking and planning.”
Within H ouston’s roughly 600 square miles are areas in need of redevelopment and areas in which the citizens feel they are too much under the microscope of develop-ment, he said.
H e cited H ouston’s original 1836 plan of downtown H ouston streets that “works like a champ,” but that a new strategic vision for the city is needed.
“Are we going to do something or are we going to fade away?”
Webb asked.Peter Brown, architect and for-
mer city council member, said that even though a comprehensive plan is called for in H ouston’s city code, the idea of such a plan has been met with resistance from Houston’s leaders and developers.
“It’s a political problem,” Brown said. “The decision makers don’t want a plan. D evelopment doesn’t want a plan... We’re suffering from double indemnity here. The city is not growing and our unfunded debt is. The city is one of the slow-est growing big cities in America.”

Talk about incredible timing. Last week, on Dec. 12, 2012, (or 12-12-12), Delina Gonzalez and James Washington welcomed baby Maliyah Gonzalez-Washington to the world at Memorial Herman Northwest Hospital. The baby was delivered by Dr. H. Ahmed. Obviously, Baby Maliyah – 6 pounds, 3 ounces and 19 inches – wasn’t the only child born on that day. However, there likely weren’t many children who were born at 12:12 p.m. Just to be clear, Maliyah’s birthday is 12-12-12 at 12:12 p.m. Wonder if this child will have a lucky number... H ouston ISD trustees voted 6-2 Thursday to extend Super-intendent Terry G rier’s contract through June 2016. Leader-area trustee Rhonda Skillern-Jones supported the extension, while Trustee Anna Eastm an was not present for the vote.
O pposing the extension were board President M ichael Lunc-eford and Trustee Juliet Stipeche.
It was only last February when the trustees had voted by a narrow
margin to extend G rier’s contract – which pays $300,000 a year plus bonuses based on student perfor-mance and other goals – through February 2014. At that time, East-man vigorously opposed the con-tract extension.
G rier began serving as super-intendent in September 2009 and becam e known for toughening teacher evaluations and princi-pals’ accountability, for an Apol-lo 20 program to turn around
underperform ing schools, and for m issteps – such as trying to m ake sweeping changes in the district’s popular magnet school program s.
Since then, voters approved a G rier-engineered $1.9 bil-lion bond package in November, largely designed to rebuild aging high schools, with 68 percent in favor.
Skillern-Jones said she support-ed D r. G rier’s contract extension
so that the superintendent can see the school building program through, and be held accountable for getting the job done.
“I think it’s important because the public has entrusted us with $1.89 billion of their hard-earned tax dollars,” she said.
