    Louisiana Cancer Research Consortium

    In 2001, the Louisiana legislature placed a high priority on addressing cancer in Louisiana and advanced severalactions, committing over $250 million to foster the highest level of cancer research, education and care inLouisiana. Their actions were driven by the horrific mortality statistics and the appalling costs to the Stateeconomy, with studies indicating an annual productivity loss of approximately $400 million due to excessive

    early death caused by cancer.

    The Legislature guided the development of the Louisiana Cancer Research Consortium, a public-privatepartnership, formed in 2001, to establish an ambitious alliance between Louisianas two leading academic heathsciences centers and the State of Louisiana. The originatingacademic consortium members were LSU Health Sciences Center inNew Orleans and Tulane University Health Sciences Center. XavierUniversity of Louisiana and Ochsner Health Systems joined theconsortium a few years later.

    In 2002, the State legislature mandated a mission and provided adedicated funding stream to the Louisiana Cancer Research Centerof LSU Health Sciences Center in New Orleans/Tulane HealthSciences Center (LCRC), a 501(c)3 entity. LCRC provides anumbrella for the work of the consortium and has a primary missionto conduct research and promote education in the diagnosis, detection and treatment of cancer while pursuing aNational Cancer Institute (NCI) designation. Louisiana also levied a new tax of 3 cents per pack of cigarettes tofund initiatives coordinated by LCRC, creating dedicated and ongoing revenue of approximately $10million/year for an indefinite period.

    A functioning NCI-designated cancer center in Louisiana would play a large role in the significant reduction ofdeaths from cancer as well the loss-of-productivity economic impact. Our new 10-story, $102 million state-of-

    the-art research facility located in New Orleans is part of the LCRC plan

    to compete for NCI designation. The LCRC facility contains 180,000square feet of lab office and meeting room space to be used by all fourresearch partners. It will create a culture to encourage collaboration andinteraction with the goal of leveraging each others strengths to the benefit of all. Our work environment will be the cornerstone of whawill be a progressive biomedical corridor emanating from New Orleansand throughout the greater region.

    Louisiana Cancer Facts:

    Approximately 22,780 new cancer cases, excluding some skin cancers and carcinomas, occurred in Louisianaduring 2011. Thats equivalent to over 60 Louisianans receiving the diagnosis of cancer every day.

    About 8,360 people living in Louisiana died from cancer during 2011. Thats equivalent to 23 peopledying from cancer every day.

    Despite recent decreases, the combined mortality rate for Louisianans with cancer is about 30% higherthan the national average.

    The combined cancer mortality rate for African Americans in Louisiana is about 30% higher than fortheir white counterparts.

    In2008,thefacilitydesignbyRMJMHillierwasapprovedandBriceConstructionCompanywascontractedtobuildthefacility.

    Theconstructionofthisapproximately$102millionfacilityshowsthetrulycollaborativeeffortofthemajoruniversityhealthsciencesprogramsinNewOrleans.

    ThenewfacilitywillplayanimportantroleinhelpingLCRCtoachieveNCIdesignation,alongwiththecontinuedhardworkoftheLCRCscommittedpartners,boardandstaff.

    In 2002, the Louisiana Department of Economic Development funded a statewide network of wet-lab business

    incubators to capitalize upon the significant biotechnology-related research activity that has been taking place in

    Louisianas higher education institutions. As result of a comprehensive feasibility study commissioned by the

    LED, the State committed resources to the establishment of three facilities, one in Shreveport, one in Baton

    Rouge, and one in New Orleans.

    With the idea of covering the major medical

    research centers in the State, the aim of this

    initiative was to assist in the commercialization of

    the biomedical research being performed in

    Louisiana.

    The New Orleans BioInnovation Center is a 66,000

    square foot wet-lab business incubator that

    contains wet-lab space, stand-alone offices, and

    meeting/conference space. The building also

    contains other lab/office space that can be leased

    by existing, or expanding, biotechnology companieswith university relationships.

    Meant to be a device for the development of a biotechnology industry in

    New Orleans, the facility hopes to cater to a broad range of companies,

    from pre-startups and start-ups, to maturing and expanding businesses.

    We currently have 19 tenants, ranging from startups to VC firms. All work

    together to enhance the local life science community.

    A key component to our success is the programming that we operate within

    the local universities and the community at large. Our student interns and

    graduate fellows work in teams to assist in the commercialization of local

    technologies. The interns and fellows work together in establishing the

    market potential of area technologies then continue toward the completion

    of a full business plan. We also help with introductions to management

    professionals and capital partners, as well as networking with key industry

    players who may assist in the development of the startup.

    We are striving to build a strong community among our

    clients, tenants, and the local and regional business

    community. We look forward to bringing new partnersinto our network with the thought of establishing a

    strong community for the local commercialization of

    our world-class research technologies.
