Our REALTOR and Affiliate members offer business services and legislative representation to real estate practitioners and affiliated service providers in Cowlitz County and surrounding areas.

    Message from the LCCA Executive DirectorSooner or later you may join the millions of people who remodel their homes each year. Perhaps it was that moment when you realized that avocado green and harvest gold are no longer the in colors for todays trendy kitchens. Or maybe you had an epiphany one day as you stood in line to use your own bathroom. Whatever the impetus, the thought has crossed your mind: Maybe its time to start a home remodel. The reasons for home remodeling are as varied as the projects we undertake.

    Some of these include, adding more space, upgrading cabinets, counters, appliances, and fixture, creating a floor plan thats customized for your lifestyle, improving energy efficiency with new windows, doors, insulation, and climate control systems, Increasing the resale value of your home

    The first step is to develop an idea of what you want to do with your home remodel. Write a prioritized list of your needs and wants. Look at magazines and websites and collect pictures of what homes or remodeling projects you like. The more clearly you can envision the project and describe it on paper, the better prepared youll be in making your decision.

    Think about traffic patterns, furniture size and placement, colors, lighting and how you expect to use the remodeled space. If your decision to remodel involves creating better access for someone with limited mobility, you may want to consider contacting a Certified Aging-in-Place Specialist.

    You may want to improve home efficiency and hire a remodeler for green home remodeling. These projects include replacing windows and doors,

    upgrading heating and cooling systems, adding insulation, and other remodeling to make the home more energy-efficient, easier to maintain, and comfortable.

    Figure out how much money you have to spend on the home remodeling job, furnishings, landscaping or any other cost you might incur.

    Once you have created a list of what you would like out of your home, the next step is deciding how to accomplish your vision.

    Americans are in love with remodeling. Television networks such as HGTV and DIY run 24 hours a day with shows like BATHtastic and Design Star. Magazines, websites and blogs feature happy home owners gushing over perfect room makeovers. And with the continuing challenging economy, more home owners have decided to stay in their current home longer, which has created higher demand for remodeling.

    A survey released by the National Association of Home Builders (NAHB) in 2012 shows that common remodeling projects have increased, compared to a similar survey from 2010. And nearly 50 percent of remodelers report seeing an increase in the number of home owners who undertake remodels to avoid moving, compared to the 2010 findings.

    Bathroom and kitchen remodeling remain the two most common types of jobs, as they have been consistently since 2001. After 2009, however, bathroom and kitchen remodeling switched placesbathrooms became the most frequent type of job for professional remodelers. Seventy-eight percent of the survey respondents cited bathroom remodeling as one of the most common jobs, an all-time high.

    Home owners are frequently asking for a high-end spa feel to their new bathrooms, with features and materials such as television screens built into mirrors, exotic wood finishes, recycled glass tiles and sophisticated lighting systems. Other popular features include

    those that enable a home owner to stay in their home as they age; including step-in tubs and shower stall benches and rails.

    Both kitchen and bathroom remodeling projects were up 17 percent from two years ago.

    Other popular jobs were window and door replacements, room additions, handyman services and whole house remodeling, although whole house remodeling is down significantly from its peak in the mid-2000s.

    The motivation behind many home owners decision to remodel has changed as well. The top two reasons for remodeling were the need to repair or replace old or outdated components and the desire for better and newer amenities. More than 50 percent of remodelers said that these two reasons for remodeling have become more common over the past two years.

    In contrast, more than 20 percent of remodelers said there was a decrease in customers remodeling to increase home values as an investment or to prepare for a sale (whether distressed or not). Remodeling to accommodate a change in the number of people living in the home also received low scores.

    Whether they are inspired by the amazing makeovers shown on television shows, or their changing lifestyle necessitates repurposing spaces to make more efficient use of their homes square footage, home owners are turning to professional remodelers to help improve their home.

    Enjoy the Great Outdoors with a Deck or PatioA new deck or patio can be the perfect gathering place, adding a new dimension to your yard and creating space that you didnt even know you had. A well-planned outdoor living space can become a home owners backyard getaway, but the wrong deck or patio can end up as unused dead space.

    Several factors can determine whether a deck or patio is best for you. How much weight does your space need to hold? If you are considering a huge hot tub or spa, a patio might support its weight better. What about climate? Will the surface become too hot to walk on during summers peak? Does rain or snow create runoff problems on a flat patio surface? If you have a rough backyard terrain, a raised deck may end up your best choice instead of expensive excavation for patios.

    Once youve determined whether a deck or patio is best for your home, the possibilities are endless. Stone, brick and concrete pavers are available in a range of styles and colors and are durable. Remember that site preparation is important for drainage, grade and proper placement, and can be a lot of work for the DIYer. Weeds also can pose more of a problem with patios. When in doubt, leave it to a professional with the experience, not to mention equipment, you need.

    Flagstone and concrete patios also are popular but remember to allow for expansion, to prevent cracking. Cracking in concrete is inevitable, but it can be minimized with the proper installation. If you dislike dirt or have pets, consider a raised deck. Remnants from sand and stone patios easily find their ways into clean houses. A raised deck also may

    work as a better option for low-lying yards that tend to become soggy when it rains.

    Most decks are made of wood, ranging from pressure-treated pine and fir to more durableand priceywoods such as red cedar, redwoods and tropical hardwoods. No matter what the type, wood decks require maintenance and even then, with less expensive woods, swelling and warping will still occur over time.

    To reduce the amount of maintenance required, consider composite and vinyl decking. These materials are less susceptible to swelling and also are more resistant to insects. The cost, however, can be significantly higher, particularly if coordinating railing and balustrade systems. Concrete decks, while much more expensive than wood or composite, are the most durable and require only the occasional pressure wash and periodic re-sealing. And no longer just drab grey, concrete is now available in a nearly limitless variety of styles, colors and patterns.

    Before beginning your outdoor project, assess your space. Where do you have the best sunlight? Do you want to use your space for dining or grilling? If so, do you have a large enough area for tables and chairs? Is there one area of the yard that is quieter and has more privacy from neighbors? A good home builder, remodeler or landscape architect can help you design a master plan thats right for your space and your ideas.

Dont be afraid to ask questions and ask to have things explained-more than once if nec-essary. Your contractor wants to build you the home of your dreams, and they want to do it right the first time.

    . Do YouR HoMeWoRK: Make sure your contractor is licensed and bonded, and make sure they dont have excessive liens against their bond. This information can all be found at the Labor and In-dustries website.

    . AsK foR RefeRenCes: If a contractor has been in business awhile and has been successful, theyll be happy to share it with you. Ask for references, and then call the references. Dont just ask about the workmanship, ask about the process and experi-ence as a whole.

    . get A ContRACt in WRit-ing: It seems like common sense, but sometimes we all need to be reminded. A home cant be built with a handshake anymore; you and the contractor both need to protect yourselves with a clear, complete document spelling out responsibilities and payment.

    1. Obtain a written contract that includes price, payment terms, sales tax, permit fees (if applicable), the specific work to be performed, materials to be used, warranties and start and end date. It is also a good idea to include change-order processes, final review and sign-off procedures and cleanup.

    2. Ask for a disclosure statement prior to work starting. Sample disclosure statements are available on the L&I web site and at local L&I offices.

    3. Make frequent inspections and consult your local building department about required permits. Make sure that all permits are in place and that inspections are in order.

    4. When advancing money for materials, it may be possible to make checks payable to both the contractor and the supply house or to pay the supply house directly.

    5. Put all change orders in writing and ask questions as work progresses. Avoid verbal contracts, and be very cautious about paying for work that has not been completed.

    6. Request signed lien released from all major subcontractors and suppliers on your job before making final payments.

    Be WARY of ContRACtoRs WHo: Provide credentials or refer-

    ences that cant be verified.

    Offer a special price only if you sign today or use other high-pressure sales techniques.

    Accept only cash, require large deposits or the entire cost up front or ask you to make the payment in their name.

    Ask you to pick up the build-ing permit. In most instances, the contractor is required to take out the permits. Permits are your protection and help ensure that work will meet local building codes.

    Offer exceptionally long war-ranties.

    n All registered contractors must carry general liability in-surance coverage in the amount of $50,000 property damage and $200,000 public liability or $250,000 combined single limit. (Note: This requirement does not pertain to electrical contractors. Telecommunica-

    tions contractors must carry $170,000 in general liability insurance.)

    n A contractor must have a current business license, and if the contractor has employees, he or she must have workers compensation coverage.

    n A contractor must provide a Notice to Customer disclo-sure statement to you for any residential project with a pro-jected cost of $1,000 or more, and any commercial project of $1,000 to $60,000.

    If any supplier of materials, worker or subcontractor is not paid, a lien may be filed against your property to force you to pay. You could pay twice for the same work.     If you receive a notice of intent to file a lien on your property, ask your general contractor to provide you with lien release documents from the supplier or subcontrac-tor who has sent this notice. The

    One of the most important considerations for your home remodeling project is financing. After all, the project will go nowhere if you cant pay for it.

    Fortunately, there are several options that can provide the dollars you need. Four of the most common are a home improvement loan, a home equity line of credit, a home equity loan (second mortgage), and a cash-out refinancing of your current mortgage. However, the simplest method of financing is cash.

    CAsHIf you have cash in savings to pay for your home remodeling project, this may be the best way to finance your home improvements. But be sure to consider the fact that, by paying in cash, you tie up money that could be earning interest in other investments. In other words, you need to look at the interest rate that you would be charged by financing the project and compare this to the interest you could earn by investing these funds.

    Interest payments on a home improvement loan may be tax-deductible, while the expenses of a remodeling project paid for in cash cannot be written off. Crunch the numbers and meet with a financial advisor to determine whether paying in cash is best for your financial situation in the long run.

    HoMe iMPRoVeMent LoAnTwo special loans administered through the Federal Housing Administration (FHA) are the Title I and Section 203(k) programs. A Title I loan allows you to borrow up to $25,000 for improvements to a single-family home. These are fixed-rate

    loans that FHA insures against the risk of default. Loans must be made by an approved Title I lender.

    The 203(k) program is not as well known, but if you are look-ing to purchase a fixer-upper or foreclosed home, it is a ter-rific opportunity. It allows home owners to receive a single, long-term, fixed or adjustable rate loan that covers both the acqui-sition and rehabilitation of the property. To obtain a loan under the 203(k) program, you must use an FHA-approved lending institution. Most mortgage lend-ers are approved to make loans through this program.

    HoMe equitY Line of CReDitA home equity line of credit is a form of revolving credit in which your home serves as collateral. This allows you to tap into the funds whenever you need. The credit line is usually set at 75-80% of the appraised value of your home minus the balance of the first mortgage. Your credit history and ability to pay may also be considered in determining the amount of credit available.Home equity lines of credit usually carry a variable interest rate that is figured by adding a margin to the current Prime

    Rate or some other index. Other costs associated with setting up a line of credit may also apply and will vary from lender to lender.

    seConD MoRtgAgeIf you are not comfortable with the open-ended nature of a line of credit (which requires discipline to ensure that you dont go way over budget), a home equity loan, or second mortgage, may be right for you. This is a fixed-rate, fixed-term loan based on the equity in your house that is paid back in equal monthly installments over a specific period of time.

    CAsH-out RefinAnCingIf interest rates today are significantly less than when you first purchased your house, refinancing your mortgage may be a wise move. The refinancing alternative allows you to use the accumulated equity in your home to take out a new loan to pay off your existing mortgage and then use the remaining funds for your remodeling project.

    Make sure you factor in the length of time you plan to live in the house and the number of years left on your current mortgage before you decide to refinance.

    KeePing YouR BuDget in LineOnce youve decided how much you can afford to spend fulfilling your remodeling dreams, the real challenge is making sure you stick to this budget. So, how can you prevent your expenses from spiraling out of control?

    Plan on spending only 80% of what you can afford. Put the additional 20% in reserve to cover changes, unforeseen problems, and miscellaneous charges.

    Remember that anything not included in the original contract will cost extra. Its very easy to start tacking on hundreds and even thousands of dollars in change orders that will break both your budget and your timeline.

    Stay focused on the task at hand. Stick to the project you have planned rather than deciding that now is the time to overhaul the rest of the house.

    Doing your homework will help you have a more successful experience. Use this checklist to help you select a home builder or home remodeler to work on or build your home.

    Contact your local home builders association for the names of member builders and remodelers: You can also ask family, friends or coworkers for recommendations.

    Make sure the builder or home remodeler has a permanent business location and a good reputation with local banks and suppliers.

    Find out how long they have been in the building business. It usually takes three to five years to establish a financially sound business. You want to make sure they will be around after the construction is complete to service any warranties.

    Checklist for Finding and Hiring a Builder or Remodeler

    Check out the companys rating and if there have been any complaints filed with your local Better Business Bureau:

    Make sure the builder/remodeler has sufficient workers compen-sation and general liability insurance. If not, you may be liable for any construction-related accidents on your premises.

    Ask the builder/remodeler to provide you with names of previous customers. If they wont, beware. If they do, ask the customers if they would hire the builder/remodeler again.

    Ask if you can see the builder/remodelers work, both completed and in progress. Check for quality of workmanship and materials.

    Do you feel you can easily communicate with the builder/remodeler? Remember you will be in close contact with them throughout the construction process and afterward as you live in your new home.

    Make sure the builder/remodeler provides you with a complete and clearly written contract. The contract will benefit both of you. If you are having a new home built, get and review a copy of the home warranty and homeowner manual as well.

    Be cautious of unusually low-priced bids. If the builder/remodeler is unable to pay for the materials and labor as the project proceeds, this may indicate a potential problem. Keep in mind that less expensive does not necessarily mean better!

    Verify that your remodeler is an EPA Lead-Safe Certified Renovator if you are planning work in a pre-1978 home that will disturb more than six square feet of painted surfaces inside the home or 20 square feet on the exterior of the home.

    When you bought your home, you took out an insurance policy to cover the house and all of your familys belongings inside. But was that the last time you thought about your insurance coverage? Home owners insur-ance includes insurance on the actual structure and the con-tents inside.

    The structural part of the package generally covers damage such as fire and smoke, lightning, wind and hail storms, vehicles, explo-sion, and aircraft or other falling objects. The package should also include coverage for theft, van-dalism, riot or civil commotion, freezing or sudden water escape from the plumbing system or appliances, glass breakage, and sudden tearing of heating or cooling systems.

    A comprehensive home owners policy should cover your home, any structure attached to it such as a porch or garage and any unattached buildings on your property that are not used for business or rented to others. Damage caused by flooding, earthquakes and hurricanes are not covered by your regular home owners policy. Your insurance agent can provide you with information about coverage of these natural disasters.

    The personal property portion of the insurance package protects things in your home like clothes and furniture. It should also provide protection for your personal property while you are away from home, the things you take with you on vacation. The amount of insurance on your personal property is equal

    to a percentage of the amount of insurance on your home (usually 55 percent). However, it is important that you know that special limits may apply to certain types of personal property. For example, money bank note and rare coins, securities, stamp collections, jewelry and furs, firearms, silverware/goldware, rugs, tapestries and wall hangings. Higher limits on most of these items are available through upgrades on the policy or by taking out a separate policy for the items.

    Check to see that your policy is written for replacement costs and you may want to consider inflation coverage. Replacement cost coverage on your personal property means that the insurance will pay to repair or replace your personal property

    that is covered. For example, if you bought an item several years ago for $100 and to replace it today would cost you $200, the insurance would pay $200. Inflation coverage automatically increases the amount of your insurance coverage on your home and personal property as inflation changes the cost of replacing your property. The changes are based on the movement of an inflation index and are reflected in the premium on each renewal.

    But how do you know if you have too little or too much insurance? Start with a home inventory to help you assess your insurance needs. First you need to know how much it would cost to rebuild your house today on your existing lot. Ask your builder what the market

    rate is per square foot to rebuild your house. Multiply that times the square footage of your house and thats how much insurance coverage you should have. The amount of your personal property coverage is a percentage of that amount (normally 55 percent and can be upgraded to 75 percent).

    For your belongings inventory, list every item in your home, attic and garage, when you bought it, its original cost and its estimated value. It also helps to have photographs or a videotape of your possessions. Have a couple of sets of the photos or videos made. Keep one copy in a fireproof safe at home or a safety deposit box. Marking your items with a personal identification number such as the last four digits of your social security number (dont put your full number as that will make you vunerable to identity theft) will make reclaiming any stolen items easier.

    If you ever need to file a claim, the inventory will make it easier and ensure that you are compensated for virtually everything. If its not

    on your list when you file a claim, you wont be compensated for something that youve paid for years to insure. Check with your insurance agent or company for a home inventory guide or advice on how to best organize your list if you should ever need to file a claim with them.

    A home owners policy will also include personal liability coverage. That is, the insurance provides payments for bodily injury or property damage for which you or a relative who lives with you may be legally responsible. For example, if someone is accidentally injured on your premises, such as falling down stairs and breaking a leg, or if your ladder falls over on your neighbors car and damages it. Personal liability also includes medical payments to others, meaning that if someone is accidentally injured on your property or is accidentally injured by you or a relative who lives with you, the insurance will cover medical expenses to a certain limit.Reference: National Association of Home Builders

    Spend lazy Saturday after-noons browsing the pages of Architectural Digest or Dwell, wishing you had the budget to hire an interior designer to replicate their artistic interiors? Well-designed rooms dont al-ways have to come with a huge price tag; in fact, designing on a budget may be easier than you think. Many times, by changing small elements, you can give a room an entirely new personal-ity. Sometimes adding a few colorful pillows or picking up a paintbrush is all you need to do to make your room look like something out of the pages of a magazine.

    One of the most common fixes for a boring room is color. Color is easy to do and inexpensive. Updating the color of just one wall in any room will give it an entirely new feel. Painting, when approached correctly, can be an enjoyable experience with instant rewards. For the style-conscious, earthy tones such as ambers, browns, and rust are currently popular. Using modern glamour hues such as white and black with a punch of a teal, coral or chartreuse color is very hot right now.

    Adding accents to pieces you already own can also make a large difference. For instance, if your couch is not as exciting as it once was, try throwing a few fun accent pillows on it. Remember, throws and cushions, when selected as accents, can really bring new life to a tired piece of furniture. The use of pillows, throws and draperies in living spaces enhances a room in many ways. Fabrics also can add beautiful softness to a room and allow additional patterns

    and textures to be brought into a room. Another budget-friendly change is to rotate the artwork in a room. Using the same frames but changing the images can easily create a new theme or mood, and combining several different frames in different finishes and sizes can achieve different looks.

    Often overlooked but strikingly effective, updated lighting can work wonders. Lighting will dramatically change the mood of a room. Try installing a new fixture or simply swapping out the shades on current fixtures. Installing dimmer switches can also make for an interesting change.
