LAWRENCE SCHOOL DISTRICTThe Lawrence Union Free School District #15 includes the villages of AtlanticBeach, Cedarhurst, Inwood, Lawrence, Meadowmere Park, portions of ValleyStream known as North Woodmere, Valley Stream, Woodmere and Woods burgh.The public school population is comprised of approximately 2,700 students frompre-kindergarten through twelfth grade. The District is also responsible fortransporting ap proximately 4,200 non-public school students who reside in theDistrict to and from school. Furthermore, the District is legally obligated toprovide to all eligible school age children, both public and private, textbooks,special education services, and health and welfare services.

BOARD OF EDUCATIONThe Lawrence Union Free School District Board of Education consists of sevenmembers elected by District residents. Board members serve without pay andserve three-year terms which overlap. Decisions made by your elected schoolboard members affect the education of your children and the well-being of thecommu nity. Voting Information — Every eligible school District resident should exercise theirright to participate in the dem ocratic process, and to vote on the proposed schoolbudget and for Board of Education trustees. This is an important way forcommunity residents to make their voices heard and play an active role in ourpublic schools. Lawrence residents who have lived in the District at least 30 daysprior to the vote date, who are U.S. citizens and 18 years of age or older, and whoare currently and properly registered, may vote. In-person registration isconducted throughout the school year and before each regular and specialelection with Ms. Mohindar Bharaj, District Clerk, 2 Reilly Road, Cedarhurst, NY11516, on school days between 8:00 am and 4:00 pm. A voter remains registeredby voting at least once in each four-year period and maintaining residence in theDistrict. Residents currently registered for general elections and meeting thequalifi cations outlined above are also eligible to vote in school elections.

RESIDENCYOnly legal residents of the Lawrence Union Free School District 15 are entitled to attendour schools. The school District verifies that all individuals requesting school registrationestablish proof of residency. In addition, all students entering the ninth grade are requiredto re-register prior to the beginning of the school year. Any resident who believes thatsomeone attending our schools is not a legal resident is encouraged to call 295-7058 andto communicate such concerns. Anonymous tips are accepted.

ATTENDANCEWhenever possible, parents should notify the school when the child is going to be absent.Written excuses, signed by the parent, giving the dates and reason for absence are requiredby the State and must be presented when the student returns to school.

Absence and Lateness – Parents should encourage regular attendance and punctuality fortheir child. Some important reasons for this include:

• Most school work is organized in sequences and the effect is cumulative over longperiods. Chronic absences or lateness seriously interferes with the child’s progress.

• New York State Education law permits absence from school for personal illness, deathor illness in the family, quarantine, religious observance, one hour a week for religiousinstruction (parent permission required), school supervised trips, unsafe weather con -ditions and required appearance in court. All other absences are considered illegal andmust be recorded on the student’s records.

• The amount of State Aid which a school receives is based on average daily attendance.Unnecessary absence reduces the amount of aid received and increases the cost to thelocal taxpayer.

• High school students will not receive credit for courses if they have excessive unexcusedabsences.

EMERGENCY SCHOOL CLOSINGSWhen it becomes necessary to close public schools due to inclement weather, ouremergency calling system will be activated. Emergency school closings will also be postedon the District website. The following radio stations will also be notified: WCBS, WINS,WBLI, WBAB and KJOY. These announcements will begin at approximately 6:00 amdepending on the time a decision is made to close the schools. For other school closings,delaying of school openings or the dismissing of pupils before the regular closing time, ouremergency call system will be activated. If you miss hearing the listings on the air, youshould call the District’s School Closing Hotline, 295-7090. The deter mination to openschool will be made based on information available regarding road conditions, visibility andother safety factors, but the final responsibility to send children to school on inclement daysrests with the parents or guardians. The safety of our children traveling to and from schoolis a prime concern during winter months. If it is a snow day and schools will be closed everyattempt to update the District website by 6:00 am will be made. However, technicaldifficulties with internet access for the website, as well as electrical outages or phone lineproblems, could result in the site not reflecting accurate information.


REGISTRATION REQUIREMENTSRegistration for all schools takes place in Room 105 at the District Registration/Trans-portation Office in the Middle School Campus. Please call 295-7058 to schedule anappointment to register your child.

In order to safeguard the health of your child, to place him or her in the most appropriateprogram and to conform New York State Laws and District policy, the District requirescertain information and records. These include:

• Original birth certificate (required) • Proof of parental relationship (no passports accepted) • Proof of prior school attendance• Three (3) proofs of residency • Proof of current physical examination

(in addition to deed, lease or affidavits) • Proof of up-to-date immunizations• Valid photo ID with current address

Records must be presented, approved and photocopied before your child may beregistered.

Children who will be four years old on or before December 1st, will be eligible forentrance into the full day Pre-Kindergarten program at the Early Childhood Center (ECC) at#4 School. Parents are advised to call ECC for assistance, 295-6400.

A child living within the School District whose fifth birthday falls on or before December1st will be eligible to enter the Kindergarten program in September. Kindergarten registra-tion is held in early February. Public notice is given regarding exact times, dates and places.

To be eligible for first grade, a child’s sixth birthday must fall on or before December 1st.Above grade one, a transfer student from outside the District is tentatively placed at the

grade level indicated on the record furnished by the former school.

TRANSPORTATION/TEXTBOOKSTransportation to the public schools in the District is provided on the basis of the student’sgrade and a minimum distance from home to school. Distances are measured by the short-est route between home and school of attendance. The following distances presently apply:

Bus passes will be mailed by the end of August to parents of eligible students. No bus stopchanges will be made during the first two weeks of school. The safety of our children is aprime concern in the task of transporting them as efficiently as possible. Parents are urgedto help children be prompt and courteous at bus stops, and to respect their fellowpassengers and neighborhood residents. All residents of the Lawrence School District requesting transportation/textbooks for

their children who will be attending a non-public school must submit an application on orbefore April 1, for the next school year. Late requests or changes in schools will not behonored if it incurs an additional cost to the District. Proof of residency in the LawrenceSchool District must be submitted for all new applications. Proofs consist of a deed, tax bill,closing statement or lease and affidavits, and a valid photo ID with current address. An originalbirth certificate, not passport, must be submitted for all PreK and Kindergarten students.


PARENT/STUDENT INFORMATION Academic Intervention Remedial Service — The District conducts a Remedial ReadingProgram for students in Kindergarten through sixth grade. In addition, a variety of otheracademic interventions in math ematics, writing, science and social studies are offered ingrades Kindergarten through the twelfth grade.

Attendance Services — The attendance personnel follow up on absences, encourageregular attendance, and prepare records and reports. An outreach social worker may workwith students and families on attendance issues.

Automated Phone Alerts — The District uses an automated telephone calling system tokeep parents updated about school emergencies and other major school events. Parents/guardians should provide the school with their most current phone numbers (home, workand/or cell phone). Parents must keep the school aware of any changes to their contactinfomation.

Child Safety — In the interest of safety, the school will make an effort to call the familiesof children who are absent from school on any given day. We will call only the person andnumber listed on a special form distributed to the children at the beginning of the schoolyear. Two attempts will be made to reach a busy line and calls will usually be made before10:00 am. It should be understood that there will be occasions when parents will not beable to be reached and the school will assume no responsibility beyond making reasonableefforts to reach the parent through the contact information provided to the school.

Code of Conduct — The Lawrence Public Schools is committed to providing a safe andorderly school environment where students may receive and Lawrence Public Schoolspersonnel may deliver quality educational services without disruption or interference.Responsible behavior by students, teachers, other District personnel, parents and othervisitors is essential to achieving this goal. The Code lists expectations of the District’sessential partners in this effort including parents, teachers, coaches/advisors, guidancecounselors, psychologists, social workers, support staff, principals, administrators, super-intendent and the Board of Education. The Code of Conduct is available on the Districtwebsite and in the main office of each school.

Dignity for All Students Act/Student Bullying Prevention Intervention Policy — The Boardof Education of the Lawrence Union Free School District is committed to providing an edu-cational environment that promotes respect, dignity and equality. The Board recognizesthat students’ ability to learn and to meet high academic standards and a school’s ability toeducate its students are compromised by incidents of bullying or harassment. Therefore, itis the policy of the District to prohibit bullying, harassment or discrimination against anystudent by a student or students and/or employee or employees on school property or ata school function. Discrimination based on a person’s actual or perceived race, color,weight, national origin, ethnic group, religion, religious practice, disability, sexual orienta-tion, gender or sex is prohibited. Acts of bullying or harassment are prohibited, whetherthey are committed directly or indirectly, in person (face-to-face), or through electronictechnology, either on school property, at a school function, on a school bus or off schoolproperty where there is a sufficient nexus to the school environment. In order for the Board

to effectively enforce this policy and to take prompt corrective measures when the policyis violated, it is essential that all victims and persons with knowledge of bullying, harass-ment, or similar behavior report it immediately to District administrative staff. A Dignity Actcoordinator for each school has been trained in human relations in the areas of race, color,weight, national origin, ethnic group, religion, religious practice, disability, sexual orienta-tion, gender and sex. The building principal should be contacted to report an incident ofbullying or harassment.

District Website — www.lawrence.org is a great source of information for students,parents and community members. The website includes important District announcements,up coming events, Board of Education meeting agendas and minutes, Legal Notices, Boardof Education policies, budget information and curriculum guides. In addition, each schoolhas web pages providing contact information, specific calendars, current headlines andupcoming school events. The website is updated regularly to provide important informationand has a translator toolbar that can translate into a variety of languages. The eSchool dataParent Portal is a secure web-based student management system that gives parents/guardians online access to their child’s report cards. To register for an account, you willneed your child’s nine digit student identi fication number. Please contact your child’s schoolif you do not know your child’s ID number.

Emergency Drills — In accordance with Education Law Sections 2801-a and 807(1-a), (b)and to ensure the safety and security of students and staff, the District conducts fire drills, emergency evacuation drills, and bus safety drills during the year. Additionally, inpartnership with the Nassau County Police Department, the District conducts emergencylock-down drills. These drills have been conducted at each of the District schools, and theDistrict will continue to conduct these drills during the school year. Once a year, all studentsare released 15 minutes earlier than the regular dismissal time in order to test the responseof the District’s Emergency Disaster Management Plan. This mandatory drill is held incompliance with the New York State Education Commissioner’s Regulations.

Extra Help— All teachers schedule an extra help period for their students, either before orafter school, at least once a week. Teachers inform their students of these sessions in class.If you have any questions regarding these sessions, please contact your child’s teacherthrough the school’s main office.

Extracurricular Activities— Extracurricular activities are considered a necessary addition toany well-rounded program of studies at the secondary level. Students are encouraged toparticipate in at least one activity or program per year. There is a wide variety of extra -curricular offerings that are listed in the student handbooks.

Guidance Services — The guidance program seeks to help students become more aware of their capabilities and of the educational and career opportunities that are appropriate for them.

Home Instruction — Home instruction is provided for students who will be unable toattend school for at least 10 consecutive school days. Requests for homebound servicesshould be made to the principal and must include medical documentation.

Instrument Rentals — Students enrolled in a District music program may rent instrumentsfor a basic fee. Procedures will be explained by the instrumental teacher during the firstweek of school.


Parents for Megan’s Law— In order to provide parents/guardians and residents with infor-mation concerning convicted sex offenders who are living or working in this District, theschool District is now benefiting from a no-cost sex offender e-mail alert notification pro-gram. Parents for Megan’s Law (PFML) will e-mail District residents, who have registered,informing them of any new sex offender’s presence and direct them to their website wherethey can access a full copy of the notification. To receive notifications, please call the PFMLHelpline at 631-689-2672 or their website at parentsformeganslaw.org and click on the“Sex Offender E-mail Alert Registration Program” link on the home page.

Student Records— Under the Family Education Rights and Privacy Act (FERPA), parents ofstudents under age 18, and students or graduates age 18 or older, may review, obtaincopies (for a nominal fee), and challenge the accuracy or fairness of the student’seducational records. Board policy regarding specific procedures to obtain access toeducational records can be found on the District website, in the main office of each schooland in the Business Office. Complaints regarding the District’s failure to make recordsavailable, or to respond adequately to challenges about accuracy or fairness, should beforwarded to the Superintendent’s Office, 195 Broadway, Lawrence, NY 11559.Subsequent complaints may be filed in writing to: The Family Educational Rights andPrivacy Act Office, Department of Education, 330 Independence Ave. S.W., Washington,DC 20201.

Tutoring — Members of the High School Honor Society are available for tutoring HighSchool students at no charge. Please contact the High School main office for information.

Visitors—District safety procedures require that all visitors must enter through the school’smain entrance, provide valid photo identification, sign in and receive a visitor’s pass.

SCHOOL FOOD SERVICESThe correlation between breakfast, good health and educational performance has made theneed for breakfast a priority. Lawrence Public Schools is one of a few Nassau County SchoolDistricts to offer both a school breakfast and lunch program in each school building.

A free and reduced meal policy for District school children utilizes income eligibilityguidelines which are revised each academic year. To determine eligibility or to obtain anapplication, call your child’s school. Eligible families must reapply for each child every yearprior to September 30th to determine eligibility for the following school year. The cafeteriasuse an automated point-of-sale system called “Scholar Chip” that allows for prepaymentsat any time in any dollar amount over $20 (scholarconnect.com). Parents may also send acheck to the child’s school made out to the Lawrence UFSD Lunch Fund. In addition,students may make prepayments with the cashier at lunch time utilizing the prepay depositform available at their school. Clearly print the child’s name, school, grade and dollaramount enclosed on the envelope to ensure accurate recording.

PARENT/STUDENT INFORMATION CONTINUED HIGH SCHOOL STUDENT INFORMATIONObjection to the Release of High School Student Information to Military RecruitersInstitutions of Higher Education — Federal law requires public school Districts, uponrequest, to release the name, address and telephone number of High School students tomilitary recruiters UNLESS a parent or child expressly informs the school not to release thiscontact information.

If you or your child do not want contact information (name, address or phone) includedin the lists that are released to military recruiters, fill out an Opt Out From Disclosure ofStudent Contact Information form available in the High School Guidance Office or a signedwritten statement must be submitted.

The law also applies to the release of contact information to institutions of higherlearning (such as colleges and universities). You or your child may choose to prohibitdisclosure of contact information to just military recruiters, just institutions of higherlearning, or to both groups. (Policy #5500)

Working Papers — Working papers are required by law for students under the age of 18who seek employment. Employment forms may be obtained through the nurse’s offices inthe Middle School and High School during the school year. During the summer, the formsmay be obtained in the attendance office of the High School. Forms must be signed by aparent/guardian and the applicant must have a medical examination by the family or schoolphysician. A birth or baptismal certificate, passport or other proof of age must be presentedto school officials.

PUPIL PERSONNEL SERVICES (PPS)Instructional Support Team — Each school has a multi-disciplinary team which works together with the teacher to resolve educational issues. The team recommends strategiesand support services to assist the child to reach his/her full potential.

Psychological Services— The school psychologist works closely with teachers, parents andstudents to develop plans for children who have learning, behavior or emotional problems.The psychologist may also evaluate students who are suspected of having a disability. Thisis done through the use of standardized tests, observation, school records and interviews.Each school psychologist counsels students individually and in groups.

Social Work Services— The school social worker helps students to adjust to school, screensfor potential educational problems and works together with parents, school psychologist,school counselor and teacher. The social worker also conducts individual and group coun-seling sessions.

Special Education Parental Notification — As required by Section 4402 of New York StateEducation Law, you are hereby notified of your right to initiate a referral of your child forthe purpose of determining the need for special education services for the child. Please visitthe NYSED web page www.P12.NYSED.gov/SpecialEd/Quality/Parents.htm for SpecialEducation Information and Assistance for Parents.

Special Education Services — It is the goal of the Lawrence Public Schools to provide eachstudent with free and appropriate public education in the least restrictive environment. Tomeet the special educational needs of children with disabilities, the District provides a fullcontinuum of services, including support services, and special classes designed to meet eachindividual youngster’s capabilities. The network of instruction and support staff is directedat providing appropriate services and to provide opportunities for their nondisabled peers tothe maximum extent possible. The Committee on Preschool Education (CPSE) and Com-mittee on Special Education (CSE) operate under the guidelines established by the New YorkState Education Dept. This includes the requirement that students receive support andintervention in a general education setting before they are removed from the mainstream.If you believe that your child may have a disability contact Pupil Personal Services, 295-7085.

HEALTH SERVICESA nurse is in attendance in each of the schools to administer first aid, provide emergencyhelp and to be of assistance in matters of health. Vision, hearing and scoliosis screenings arealso provided. No treatment beyond first aid is given in school. Parents are notified if a childhas an accident or becomes ill. It is important that the health office has the name of thefamily physician and the name, address and telephone number of a person who can carefor the child if the parents are not available. Should a child need to leave school aparent/guardian or an adult designated by the parent/guardian must pick up the student.If a child needs medication administered in school, the school nurse must have writteninstructions from the physician, which lists the name of medication, exact dosage, exacttime to be administered, special precautions and side effects, and a written consent formfrom a parent or guardian. Medication must be in the original pharmacy container. Onlymedication which is absolutely necessary will be administered during school hours.

Student Physicals — According to Education Law Section 903, every student in grades K, 2, 4, 7 and 10, and all new admissions to the District are required to submit a healthcertificate signed by a duly licensed physician, physician assistant or nurse practitionerauthorized to practice medicine in New York State. The physical examination form willrequest a body mass index (BMI) and weight status category. All students in grades K, 2, 4,7 and 10 are requested to present a dental health certificate. Whenever possible, physicalexaminations should be conducted by the student’s physician. The physical cannot be morethan 12 months old when presented to the District. If the school does not receive theinformation from the student’s physician, the school nurse will contact the parent/guardianto remind them of the need to provide the physical examination form.

SECURITY CAMERASFor the safety of our students, staff and visitors, the School District employs camerasurveillance equipment for security purposes. This equipment may or may not bemonitored at any time. Surveillance cameras will be utilized only in public areas where thereis no reasonable expectation of privacy. Public areas may include school buses; buildingentrances; hallways; parking lots; front offices where students, employees, and parentscome and go; gymnasiums during public activities; cafeterias; and supply rooms.

However, it is not possible for surveillance cameras to cover all public areas of Districtbuildings or all District activities. District surveillance cameras will not be installed in areassuch as restrooms, locker rooms, changing areas, private offices (unless consent by theoffice owner is given), or classrooms.

Images observed by the security cameras may be utilized by the District to imposediscipline in appropriate circumstances.

STUDENT ACCIDENT INSURANCELawrence Public Schools carries “Non-Duplicating Student Accident Insurance” to protectparents from substantial financial loss, within certain specified limits. Included are medicaland dental expenses incurred as a result of injuries sustained by children while engaged inschool-connected activities under the supervision of school District personnel.

This insurance plan reimburses parents for most expenses not covered by other valid andcollectible insurance. This student insurance covers the child while participating in schoolactivities including sports and athletics, and while traveling to and from school activities.

It is essential that accidents and injuries be reported immediately to the school nurse orother staff members. Forms for submitting medical claims, together with instruction sheets,may be obtained at any school.


FACILITIESAsbestos Hazard Emer gency Act (AHERA) Compliance Activities— In compliance with theAHERA, the Lawrence Public Schools undertakes the following procedures:

• Re-inspect all buildings and spaces biannually for all asbestos containing buildingmaterials.

• Provide appropriate treatment when necessary.

The re-inspection and updated management plans are available for review in the mainoffice of each building and at the Facilities Office located in the Lawrence Middle School.

Asbestos Management Plan— Public notice of Asbestos Management Plan in accor dancewith New York State Department of Education requirements under Environmen tal Pro-tection Agency Regulation (40 CFR Part 763): The Asbestos Management Plan and anyresponse actions taken or planned are available in the Facilities Office.

Community Use of School Facilities — The public schools are centers of community life,and not-for-profit, nonsectarian organizations may use the school facilities ac cording toDistrict policy and regulations. Although the Board of Education encourages communitygroups to use school facilities for civic, educational, cultural or recreational purposes, schoolsponsored activities will take precedence in scheduling the use of schools or grounds. Integrated Pest Management — The Lawrence Public Schools practice the procedures ofIntegrated Pest Management (IPM). This process utilizes measures for suppressing pestswith minimal impact on human health, the environment and on non-target organisms.Pesticides will only be used as a last resort and if needed, the least toxic pest specificalternative must always be selected. For further information including the 48-hour notifi-cation process, contact the Facilities Office at 295-7045.

Pesticide Spraying — The new Pesticide Notification Law requires the District to form aregistry of any student, parent or staff member who wishes to receive written notification48 hours prior to a regulated pesticide application. Individuals may request that their namesbe added to the school registry at any time during the school year. Please be aware that ina case of emergency, we may not be able to provide a 48-hour notice. All interested partiesshould contact the District’s pesticide representative in the Facilities Office at 295-7045.

SAVE Legislation — Pursuant to New York State Education regulations, the LawrenceUnion Free School District has completed its annual review of the District Wide SchoolSafety Plan. A copy is available in each school, and the Facilities Office.

POLICIES AND REGULATIONSThe Lawrence Public School public notices comply with requirements from NYSED and theU.S. Department of Education and are aligned with the policies of the Board of Education.Residents may view these documents on the District website. CENTRAL COUNCIL PARENT TEACHER ASSOCIATIONCentral Council PTA is the coordinating body of the individual PTA units in the District. It iscomposed of delegates from each school acting as liaisons among the Board of Education,District administration and the community.

The Central Council promotes interest and cooperation among member PTAs on mattersof mutual concern within the District. It serves as a medium through which the PTAstogether deal with issues beyond the scope of a single PTA unit working alone.

ALUMNI INFORMATIONReunions— Lawrence alumni interested in learning about reunion plans are encouraged tocheck the Lawrence High School website for alumni information.

Lawrence High School Art Alumni Association — Founded in 1994, the Lawrence HighSchool Art Alumni Association (LHSAAA) was formed to showcase the diverse artistic talentof Lawrence alumni and encourage student artists in Lawrence. THE CHRISTINA MAZZITELLI MEMORIAL ART GALLERYThe Mazzitelli Memorial Art Gallery, donated by the Jimmy Mazzitelli family and communityfriends, was opened in 1999 at the Lawrence High School. The Gallery is open duringregular school hours for visitors. Students, faculty and community artists exhibit their workin four exhibitions annually. For further information, call 295-7098.

SOCIAL AND EMOTIONAL LEARNING (SEL)The Lawrence School District is committed to the academic, social and emotional wellbeing of its students. Research shows that schools and families have essential roles toplay in promoting children’s positive development and academic performance. Wheneducators and parents work together as partners, they create important opportunitiesfor children to develop social, emotional and academic competencies.

The Lawrence School District has initiated a District-wide SEL program to helpteach students essential strategies and skills. These skills include the followingcompetencies:

SEL will be integrated into school-wide curricula. It will provide a framework for schoolimprovement. It will help to create and maintain safe, caring learning environments.It will promote values and competencies and create a school community of inclusion and respect. PENINSULA PUBLIC LIBRARY 280 Central Avenue, Lawrence, NY 11559, 239-3262, www.peninsulapublic.org. Trainedstaff provide services to children, young adults and adults through a broad and diversecollection of books, magazines, DVDs, audio/video cassettes, films, compact discs andprograms.

COMMUNITY INFORMATIONSTAR Property Tax Exemptions — Residents of Lawrence Public Schools may be eligibleto apply for the New York State STAR Property Tax Exemptions Program. Homeownerswith District 15 property as the primary residence, may apply to the Nassau County Boardof Assessors at 571-1500.

Tax Exemptions for Senior Citizens — The Lawrence Public Schools demonstrates itssupport of our senior community by adopting the Senior Citizen Property Tax Exemption,which provides partial property tax relief on a sliding-scale basis to residents meeting the required criteria. Under the current provisions of the law, the maximum income per-mitted, including Social Security, for a senior citizen’s real property exemption is $37,399.


Exemptions ranging from 50 percent to 5 percent are based on a sliding scale. For furtherinformation, contact the Nassau County Department of Assessment at 571-1500.

Applications for these exemptions must be made annually on or before January 2 of eachyear to the Nassau County Dept. of Assessment, 240 Old Country Road, Mineola, NY11501.

NYS School Report Card — The New York State School Report Card provides importantinformation regarding academic performance of all students in raising learning standards.Information from the School Report Cards is used to plan instructional supports for studentsand ensure that students are gaining the knowledge required to meet the rigor of theCommon Core State Standards and graduation requirements. The School Report Cardincludes the state and federal accountability status required under the No Child Left Behindlegislation for student performance for the District and each school within the District.School Report Cards for the District and individual schools may also be accessed via theschool District website.

Tax Code— The Lawrence Public School District is District #15 for the Town of Hempstead.The New York State Income Tax code for the Lawrence School District is 337. Residentsshould include this number on their New York State Income Tax returns.
