To quantify any race and gender-based disparities identified in LAWA contracting and other wealth creation activities
To quantify market availability of women- and minority-owned businesses suited to LAWA opportunities
To identify where there are disparities/gaps relative to the market availability of these demographic segments of the Los Angeles area regional market
To deliver preliminary data and actionable information on a compressed timeframe
To deliver a comprehensive analysis of economic disparities related to race and gender

LAWA STUDY DELIVERY APPROACH PHASE I
• Short-term (12 weeks) preliminary discovery and data review • Partner with an academic research institution • Short-form RFP went out to 3 institutions on Oct. 8, 2020
PHASE II • Comprehensive study to examine LAWA’s record and identify gaps/
disparities • Developing Phase II Scope while Phase I underway • Seeking foundation funding to augment LAWA investment in study
NEXT STEPS – Starting now, informed by Phase I and II study findings • Consider and recommend options for LAWA response to possible changes in
state law, permitting race/gender contracting goals
