WORK COMMENCES AT RAMPION OFFSHOREWIND FARM

Work will begin this weekat the RampionOffshore Wind Farm, inreadiness for the first

foundation installation inJanuary. This will include clearingboulders on the seabed along thecable route and around each ofthe 116 foundation positions toallow safe and effectiveinstallation.

Chris Tomlinson, E.ONDevelopment Manager for theRampion Offshore Wind Farm,said: "After five years indevelopment, followingsuccessful consultation, consentand contracting, we're delightedto be able to confirm that workwill commence this week toprepare the seabed for turbineinstallation.

“Assessment of the number ofboulders is still underway but islikely to be in the thousands andup to six vessels will be on site toundertake the work over the nextmany months. Great efforts willbe made to replicate the seabedas it is now and all bouldersmoved will be weighed and thenew position recorded. Details ofthe new positions of the boulderswill be made freely available tosea users. We will continue toissue Notices to Mariners to keepsea users informed of theseworks.”

This coincides with workcommencing onshore, with thefirst of 12 stages of the onshoreproject which started in earlySeptember to the south of theUpper Brighton Road, Worthing.Access points will be constructedfirst to allow construction of a

haul road along the cable route.This will be followed by trenchingworks to lay the ducting for thecables, and finally, thereinstatement of the ground.Work will start on building the

onshore substation in Twinehamtowards the end of September.

“Throughout the Rampionproject’s progress we’ve workedhard to keep the local communityinformed of our activities andover the last three monthscommunity events have beenheld at locations along the cableroute in Lancing, Steyning,Henfield and Twineham, wherewe were pleased to be able toupdate over 500 local people ofour construction plans,” addedChris.

When the turbines are fullycomplete in early 2018 theelectricity cables will comeashore at the BrooklandsPleasure Park in Worthing andwill transport power along 27kmof underground onshore cable tothe new substation at Twinehamwhere it will be connected to thegrid.

During the planned three yearoffshore construction period it isestimated that around 250 to 300

jobs will be created. A workforceof up to 100 will be employed forthe onshore cable route andaround a further 40 to 60 peopleat the onshore substation duringconstruction. Once the wind farmis commissioned and fullyoperational, it is envisaged thatup to 65 full time permanent jobswill be created at the operationsand maintenance base which willbe advertised locally and willinclude two apprenticeship rolesper year for at least three years.

Approval has also beenreceived from Lewes DistrictCouncil Planning Committee forthe wind farms operations andmaintenance base at NewhavenPort. The design is expected to befinalised over the winter periodwith construction planned to

is unclear. What is certain is that they have sat unoccupied since as earlyas 1938, the point at which the current owner’s family bought the estatewhich included the auction lot and several other cottages; all of whichare now Grade II listed.

I had never heard of The Square before. It is tucked away behind OldLondon Road and has the look of a semi-working farm. Flint, brick, slateand unmade paths feature throughout. There are overgrown plants(with talk of Japanese knotweed atthe auction) between the variousbuildings. The interiors of 19–20include collapsed floors andcrumbling lath and plaster. Censusrecords show agricultural labourers,gardeners, carters, railway workersand washerwomen as residents inthe 19th century. They have all leftpresumably.

At a glance, the two cottages looklike one. Planning permission is inplace to rebuild the southern bricksection, restore the northern flintsection, and add a sympatheticextension. Works wouldpresumably include thereplacement of the building’shorizontally-sliding sash windows.A quirky two-bedroom single-storeydwelling would be the result. LCEwere the architects.

ELEANOR HARRISAN EYE ON i360Restoring the ‘White Cafe’ arches & gettinginvolved in the community

This week work is gatheringapace on our beachbuilding. The concreteframe has already gone in

and our contractors have builtaround one third of the 60 columns,which will support the roof. Weexpect the roof to be added in earlyOctober.

At the rear of the building hiddenunderneath the pavement on KingsRoad are a series of arches. Whenthe building is completed, these willbe hidden from view and becomeour back of house area for storage,our recycling store and stafffacilities.

These arches are not part of theoriginal 1866 West Pier, but werein fact added 20 years later. Likemuch of the Victorian seafrontthey are crumbling and have beenpropped up with supports formany years.

We had originally planned onrefurbishing them, but ourstructural engineers advised thatthe arches are too heavily corroded and dilapidated and will need to berebuilt. Two of the arches, known as the ‘White Cafe’ are structurallysound and will therefore be restored. We were granted planningconsent to rebuild them earlier this year.

In preparation, we spent 6 weeks this summer installing 114, 5 metrelong, ground anchors to ensure that the rear wall of the i360 beachbuildings, which supports the footpath and highway on Kings Road, willcontinue to stay supported.

We expect the arches work to take approximately 3 weeks. During therebuilding period any waste material is segregated on site and recycled.

Having signed a lease for 125 years, the i360 beach buildings andtower are designed tostand well into the nextcentury and beyond.Therefore they need to beable to stand the test oftime as we are creatingthe future heritage ofBrighton seafront.

Meanwhile we havebeen busy in thecommunity. We hostedfour fully booked freetours as part of HeritageOpen Days and held asold out talk with ourchief engineer. RIGHT TO RENT: WHAT DOES IT MEAN FOR LANDLORDS?

Landlords across the UKcould be affected by newlegislation if theImmigration Act is

introduced as expected thisautumn.

There has been widespreadconfusion and concern over theanticipated legislation, whichwould act as a clampdown onlandlords who are lettingproperties to illegal migrants.

Carole Charge, technical andcompliance director at propertyspecialist Leaders, says theimminent legislation should be onthe minds of all reputablelandlords as they seek to ensurethey stay on the right side of thelaw.

“It is worth noting that thelatest updates suggest the billmight include the creation of anew criminal offence that couldsee landlords imprisoned for amaximum of five years if they arefound to be housing illegalmigrants,” she explains. “Thismakes it essential for landlords to

ensure they are operating in linewith the regulations.

“Although a custodial sentenceis likely to be reserved for onlyrepeat offenders, it serves as areminder of the seriousness with

which the government is treatingthe issue.”

Further potential amendmentsto the Immigration Bill arereported to include the arrival ofan effective way for landlords toend tenancies upon discovering atenant does not have the right torent and a legal notice the HomeOffice can use to end a tenancy

when it discovers a tenant is notentitled to remain.

Mrs Charge adds: “It will not benecessary to go to court to obtainan order for possession in suchcases, as the tenancy will nolonger be deemed to be anassured shorthold tenancy once aperson is found to be an illegalmigrant. However, landlords maystill wish to use the courts tocarry out an eviction.”

One way for landlordsconcerned about ever-changingletting legislation is to instruct anexperienced and professionalletting agent to oversee themanagement and legalcompliance of their portfolio.
