REPORT SUMMARY The purpose of this report is to highlight the projects completed as at 30 June 2014 and with ongoing issues detailed by exception. This report covers capital and non-capital projects in the Operational Plan 2013/14 allocated and delivered by the Project Development Unit (PDU), Public Works. Progress of approved carry over projects from 2012/13 and new projects approved during 2013/14 are listed on the Capital Works Program (ATTACHMENT 1) for information along with detailed project updates (ATTACHMENT 2). PDU’s annual target of 85% for completed operational plan and carryover projects has been exceeded with a result of 90%.

RECOMMENDATION: That Council receive and note this report.

Projects report This report covers capital and non-capital projects in the Operational Plan 2013/14 delivered by the Project Development Unit (PDU), Public Works. Further details on all Operation Plan projects can be found in the Quarter 4 Quarterly Review Report. Progress of projects in the Operational Plan 2013/14, approved carry over projects from 2012/13 and new projects approved during 2013/14 are listed on the Capital Works Program (ATTACHMENT 1) for information. Risks and proposed solutions are listed under the heading ‘Project Exception Report – by outcome’ for information and endorsement. As at 30 June 2014, the PDU is responsible for the delivery of 151 projects including: 107 projects in the Operational Plan 2013/14 16 carry over projects from 2012/13 28 new projects approved during 2013/14 The PDU annual target (KPI) for completed operational plan and carryover projects is 85%. The current status is as follows:

The City of Ryde is committed to the delivery and maintenance of high quality carpark infrastructure. 5 BETTER WASTE AND RECYCLING FUND - EPA GRANT PROJECTS

Report prepared by: Section Manager - Waste File No.: GRP/09/3/11 - BP14/947

REPORT SUMMARY This report advises of Council’s participation in the Better Waste and Recycling Fund which is delivered as part of the Waste Less, Recycle More NSW Government initiative. This new Fund replaces the old Waste and Sustainability Improvement Program (WASIP) funding which Council received on an annual basis from the NSW Environment Protection Authority (EPA). Funding for these projects is sourced from monies received from the Waste Levy that Council’s pay as part of their waste disposal costs. City of Ryde received $290,463.38 in May 2014 and will receive a further $259,261.77 in July/August 2014, making a total of $549,725.15. The Fund can be used to support a broad range of projects that improve recycling, community engagement, reduce waste generation, tackle litter and illegal dumping and contribute to achieving the targets in the NSW Waste Avoidance and Resource Recovery (WARR) Strategy. City of Ryde has identified four (4) projects which fall within the target initiatives, which were submitted to the EPA on 2 July 2014 and since approved. Details of the projects contained in the Action Plan are ATTACHED.

RECOMMENDATION: (a) That Council notes receipt of the Funding from the EPA under the Better Waste

and Recycling Fund. (b) That Council allocate the amount of $549,725.15 from the EPA Better Waste

and Recycling Fund grant for the purpose of projects listed below and that the amount also be consolidated into the next Quarterly Review.

i. Reduce Illegal Dumping – Living on the Block $160,000.00 ii. Reduce Litter – Tackling Litter in the West Ryde Catchment $256,725.15 iii. Manage Problem Waste Better $23,000.00 iv. Supporting Better Practice $110,000.00

(c) That the necessary budget changes be made to reflect the funding so that the

projects can begin to meet the 30 June 2015 deadline.

Discussion In March 2013, the NSW Government announced a new waste and resource recovery initiative, Waste Less, Recycle More. A key component of the initiative is the new Waste Avoidance and Resource Recovery (WARR) Strategy, which identified six key result areas to drive down waste disposal, improve resource recovery and support investment in recycling infrastructure. The six target areas are:

Avoiding and reducing waste generation

Increasing recycling

Diverting more waste from landfill

Managing problem wastes better

Reducing litter

Combating illegal dumping The Better Waste and Recycling Fund comes under Waste Less, Recycle More and provides local government with funding opportunities to develop projects which meets one or more of the six target areas. In March 2014, Council updated its Waste Management Strategy ensuring that strategies and actions were developed to meet the six target areas of the new WARR Strategy. From the Action Plan we nominated four projects which will be implemented under the Better Waste and Recycling Fund received by Council. To secure the Better Waste and Recycling Fund, an Action Plan listing all the projects that will be funded was submitted to the EPA. The EPA approval to implement the projects listed in the Action plan was given in July and therefore missed the deadline for inclusion in the 2014-15 Operational Plan and 2014-18 Delivery Plan. As these projects must be completed by 30 June 2015 in accordance with the requirements of the financial reporting for Better Waste and Recycling funded projects, this report now seeks approval to include these projects in the 2014-15 Operational Plan and 2014-18 Delivery Plan, with amendments to the Budget occurring accordingly. The projects for inclusion are: 1. Reduce Illegal Dumping – Living on the Block – Targeting better management

of unwanted household items to avoid illegal dumping by employing a dedicated officer to engage with Strata Managers of Multi Unit Developments (MUD’s) to identify sites on existing developments to store unwanted household items prior to the household clean up collection. The development of posters, information leaflets and social media will also be utilised.

2. Reduce Litter – Tackling Litter in the West Ryde Catchment – An education program engaging the community through workshops and distribution of litter reduction resource material will be the focus of the campaign. Investigation of installation of signage utilizing the “Hey Tosser” campaign and painted signs on gutters near storm water drains will also be used prior to the installation of Gross Pollutant Trap to capture silt and litter in the Archers Creek catchment.

3. Manage Problem Wastes Better – Regional Initiative to provide accessible and

affordable problem waste disposal options to the region. The NSROC Regional group will investigate avenues for residents to access suitable drop off centres for disposal of problem wastes such as paints, oils, batteries, gas cylinders, mattresses, household chemicals etc.

4. Supporting Better Practice – Community education program for improved

services with the new collection contract. Promotional campaign aimed at a smooth transition for any changes which may occur due of the new waste collection contract. Media, advertising, flyers, workshops and community events will be developed and conducted to promote the changes to improve recycling rates and reduce waste going to landfill, particularly through the household clean-up program.

The Action Plan giving details of the projects is ATTACHED. Financial Implications Adoption of the recommendation will have no financial impact. The projects are fully funded

from the $549,725.15 received from the EPA’s Better Waste and Recycling Fund payment. Consultation with relevant external bodies Consultation was conducted with the EPA prior to submitting the Action Plan, to ensure that the projects listed met the guidelines set for monies received from Better Waste & Recycling Fund payment. Liaison with internal Council Units was carried out to ascertain relevant projects which met the EPA requirements.
