Common rules in the European marketsince 1989

From Construction Products Directive (CPD) – since 1989

to Construction Products Regulation (CPR) – since July 2013

Harmonized standards, incl. fire standards

CE-marking becomes mandatory

Declaration of Performance (DoP)

National conflicting standards must be replaced in all EU countries

Harmonized sandwich panel envelope testBurden or opportunity?

Opportunity?

Sometimes B-s2,d0 is not considered enough to demonstrate good

performance

Approval may lead to wider application, e.g. equivalence to non

combustible construction

Avoid misuse of large testing, non standard methods, emotional debate

Burden?

Cost of testing

With a harmonized test method excessive costs are avoided

Need for extended applications

Cost and time of harmonization

Conclusions

Common European standards are in place, incl. fire

The common reaction to fire standards are small scale, while resistance to fire

standards are large scale

Further developments happen as needed, e.g. Facades large scale test

ISO tests for the sandwich panel envelope exist, but the need for a harmonized

EU large scale test has not been shown

A large scale test gives the opportunity to show performance and may lead to a

wider application of the sandwich panel

Large scale approvals: burden or opportunity?

A resistance to fire test for non load bearing construction could be used instead

of a large scale envelope test
