1. BACKGROUND

Council resolved to call for expressions of interest from architects to form and lead a multidisciplinary design project team to undertake the following:

Phase 1 Feasibility design of a range of development options for the identified site incorporating a central library with commensurate parking levels. Options to include mixed use in a multi level envelope up to six storeys in height. The proposed options (and associated costings and staging if appropriate) are to be presented to Council for consideration and approval

Phase 2 Design development and documentation (through to tender) of the approved development option

Phase 3 Contract administration of the construction of the project

This Design Brief covers the Library and Multifunction Space component within any proposed development. It has been prepared by the Library Building Consultant in close consultation with the Manager, Library Services and the staff of X Library. It will enable the design team to have a full understanding of the significance and sense of direction of the Library and Multifunction Space.

2. VISION AND IMAGE

Vision

The Library and Multifunction Space will add value to the precinct as a cultural and community destination. Even in its current location and with cramped facilities the Library already draws large numbers of people each day and is a key player in the cultural life of the City of X. The Library and Multifunction Space which will serve the community for the next half century or longer can be expressed in a number of ways:

an icon: a landmark building symbolising the heart and soul of the City an inspiration: expressing the aspirations of the people of X an image: projecting the future of libraries and information services an attraction: attractive to a demographically and culturally diverse community,

relating to the people it serves in an inviting and friendly way a community place, generating a feeling of ownership on the part of its users a hospitable, comfortable and welcoming facility a safe place to be a vibrant, interesting and exciting place a building of quality and permanence, which residents and visitors will feel proud

of a building of design excellence which enhances the image of X and its streetscape,

but relates logically to other buildings and spaces in its neighbourhood a facility which is able to accommodate all the current activities, plus more

besides a dynamic, innovative and adaptable place: keeping options open, able to

anticipate community needs, allowing for changes in emphasis and services over time, and able to accommodate emerging service opportunities

A number of elements of the Library and Multifunction Space vision are reflected in the qualities of space and facilities which the client wishes to achieve:

a sense of excitement, with oases of calm a light, airy, spacious feel, with good use made of controlled daylighting a building which is eye-catching and easy to see from the street, with an easily

identifiable entrance an aesthetically pleasing building people will want to return to a building which will not date quickly, but which is contemporary in flavour a tasteful decor a sense of accessibility, going beyond mere compliance with standards a sense of the diverse history and geography of the City a variety of spaces, with the right mix of facilities visibility in and out: the design must allow for passers-by to see into appropriate

3. COMMUNITY CONSULTATION AND CLIENT

INVOLVEMENT

During the entire planning and design process there will be a programme of consultation with the community, coordinated by X City Council staff. As well as more general presentations at strategic times to the community as a whole, the consultation process will include key stakeholders, including major client groups of the Library such as the Library’s Multicultural Group. Regular contact will be maintained with the client’s Project Control Group and with relevant committees of Council and advisory committees, such as the Access Committee.

4. SERVICES AND TRENDS

Services

The Library at X is the central library for library services in the [note any surrounding areas and plans for any new branch libraries].

Loans from the central library and branches in [date] totalled X items.

The Library is open on X days of the week, for a total of X hours.

An average of X people visit the Central Library each day.

Its level of onsite use, over and above the loan and return of library resources, where people make use of the Library’s resources and facilities - such as its reference collection, Internet access and copying facilities - is very high and growing steadily.

The Library has a good reputation for its collection quality and information services, despite the space constraints which have limited the size of the collection accessible to the public and the facilities which can be offered. The Library is heavily used by school and tertiary students and the general public of all ages and from all ethnic backgrounds. Users of X City Library have high expectations, and the provision of more adequate space and facilities will enable the Library to meet these expectations and to anticipate and respond to emerging information needs of the community.

Services and functions accommodated

The central library currently houses the following:

The Library is closed on Public Holidays. Library hours are reviewed and revised in response to trends in demand and user requirements. Access to the Library’s Web resources is available 24 hours per day, 7 days per week.

Trends

Permeating all recent public library developments in Australia and in comparable countries overseas is the expanding role of the public library as a hub of community activity, providing access to the emerging information technologies as well as to traditional graphic materials. The public library as a community focus, place of social contact and of individual and group learning is seen as having a distinct and valued role in the communities of the future. Buildings and adequate space will continue to be vitally important for library services.

The importance of public library buildings has been recognised by the Library Council of New South Wales, which recently issued expanded guidelines for those who are planning public library buildings in this State.

In establishing the precise extent of each component part of the new Library, each service point and function has been carefully and critically assessed to ensure its continued relevance. Collection space has been examined in the light of the migration of some resources from print to electronic form. Computer equipment numbers have been calculated based on current perceptions of demand, and on foreseeable patterns of use. Aisle widths and shelf height have been assessed to accommodate more

satisfactorily people with limited mobility. Allowances have been made for currently unmet demand for training space, library-related meeting space, group study and quiet study space, children’s activities areas, adequate community display and exhibition space. Account has been taken of the need for specialised space for heritage materials associated with the history of the local area.

The resulting schedule of accommodation outlined in Section 6 and expanded into area by area data sheets in Section 7, is as good an assessment as we can make of the space required to meet the community’s needs over the next fifteen to twenty years. During that time there will be many changes which we cannot foresee, but the design will ensure that the building will be flexible and able to adapt readily to the changing circumstances.

The new Library and associated Multifunction Space will represent a significant advance on the current premises in terms of the following categories of enhancement:

improved user comfort (e.g. reduced congestion) meeting practical requirements (e.g. providing quiet study areas, group study

areas, a distinct children’s activities area) meeting standards and guidelines for specific functions (e.g. floorspace per study

table, floorspace per computer terminal) complying with legal requirements (e.g. accessibility requirements, occupational

health and safety issues) enabling community activities to be accommodated (e.g. exhibition space,

multipurpose space for functions, discrete meeting spaces for lifelong learning, computer training)

coping with growth in use (e.g. more reader places, more computers) enhanced opportunities to provide innovative services providing a focus for the historical resources of the region (e.g. by a local studies

display, expanded local studies resources and archival storage

Specifically the floorspace in the new Library and Multifunction Space will mean:

reduced overcrowding, by providing more seating, with study areas wider apart, and with a variety of seating to suit all users

reduced height of shelves, improving accessibility and security increased aisle widths, improving access and comfort for all, and enabling

unhindered wheelchair access a distinct children’s activities and story time area which is large enough to meet

demand but does not disrupt other library activities a number of group study and meeting rooms additional technology, including more computers and space for more printers,

copiers and imaging equipment training facilities a better layout, providing better supervision and security better positioning of quiet and bustling areas improved accessibility overall, to meet Disability Discrimination Act and other

Staffing

Although staff numbers are likely to increase slightly, because of the increase in the size of the Library and its range of services, the efficient use of staff time will be a major factor in a successful design. More and more routine library services and procedures will be modified to limit staff intervention and to facilitate self-service. This will be aided by self-service loans and returns procedures and equipment. Software utilised throughout the Library will be designed to be as user-friendly and self-explanatory as possible. Resources will be self-service wherever possible, and items which are intrinsically valuable, fragile or vulnerable will be progressively

digitised and mounted on the Library’s intranet, thereby reducing the need for staff intervention.

Demand

New and extended public library buildings stimulate increased demand and use. Without exception this has been the experience in Australia over the past decade. Very high visitation levels are always experienced at the time of initial opening, tapering off a little as the novelty wears off, but remaining at a high level, to the extent of 50% to 100% increases in performance indicators of use.

X City Library will be no exception: demand will increase markedly with the raised profile of a larger facility, the publicity at the time of its opening and the greater visibility the Library will have on its new site. Improved facilities will encourage greater visitation by school groups and special interest groups within the community. Although the volume of loans of library materials is likely to increase, even greater growth in on-site use of the Library’s resources and services is likely: this will include use of electronic resources and equipment, copying facilities, use of printed reference and information sources, recreational and informational reading of newspapers and periodicals, use by English as a Second Language (ESL) students and their tutors, family history and local studies researchers. Increases will also occur in off-site services, including services via the Library’s Web pages, and focussed services for particular target groups. Focussed services will include those provided as a community service, such as the Home Library Service, and value-added services which may evolve, including those directed at corporate clients or time-saver services for busy people.

Information technology

Information technology will permeate every aspect of the services, resources and activities of the new Library. The Library will keep abreast of information technology of benefit to its community, and will remain on the lookout for new information services and resources. The Library will provide every opportunity to facilitate community access to each level of electronic government as it evolves.

Educational role

Promoting “information literacy” will remain a key role of the Library, directed especially at those members of the community who, because of their age-group or background, have not been exposed to any form of training in the use of new information technologies. The Library will continue to facilitate programmes in literacy and English as a second language, to foster appreciation of cultural diversity, to encourage enjoyment of and participation in cultural activities and the arts, as part of a wide community mandate.

5. PRACTICAL & PHYSICAL ISSUES

This section of the brief identifies issues which influence the way in which the building is planned, designed and fitted out, and which may have a bearing on concepts generated in the early phases of the project.

Access and address

The building must be highly visible from the street with a path of travel which is unencumbered and very clear to pedestrians approaching along the street or from car parking.

There is to be only one public entrance and exit to the Library, in a clearly visible and logical location. Care must be taken to ensure safe and convenient access for pedestrians to the facility and around the site. Pedestrian/vehicle conflict must be avoided.

Accessibility

The design team must ensure that all areas of the Library and Multifunction Space are safe and accessible to all potential users, regardless of any physical or sensory disability. This is a requirement which will influence the design of every part of the complex, from the provision of convenient parking spaces for people with disabilities, level access to the entrance, right down to the appropriate height and stability of furniture and equipment.

Representative groups of people with disabilities and senior citizens are to be consulted on the project at appropriate times, and the relevant Council officers will coordinate meetings. Some of the issues involved are:

clear external signage handrail design convenient access from designated parking bays. These parking bays should be

located as close to the public entrance as is safe and practicable. entries and doorways - automatic doors are essential for the main entrance and the

entrance into the Library and Multifunction Space. Elsewhere care should be taken with the springing of swing doors (where self-closers are necessary) to ensure that such doors are convenient for people with disabilities.

lift and stair design door furniture floor surfaces and coverings: changes in level or function should be signalled by

an appropriate change of surface texture signs and guide maps width of doorways, aisles, corridors and passageways: adequate space must be

provided to accommodate double strollers, and to allow for generous turning space for prams and wheelchairs.

technical aids and provision of special equipment emergency evacuation fire precautions

Attention is drawn to the Australian Standard AS 1428, Design for access and mobility, to the Building Code of Australia and to Section 23 of the Disability Discrimination Act. Very helpful Advisory notes on access to premises have been issued by the Human Rights and Equal Opportunity Commission (http://www.hreoc.gov.au/disability_rights/buildings/access_to_premises.html)

The needs of staff with disabilities are also to be taken into account in the design process.

Acoustics

Appropriate measures will be required to insulate the Library and Multifunction Space from external noise, noting that the site is adjacent to busy roads. Care must also be taken to ensure that air conditioning plant noise is within acceptable limits. The designer will need to be aware of the variety of tasks which take place in the Library and Multifunction Space, ranging from quiet study to group discussion. Careful placement of functions will assist in reducing potential conflict, but special acoustic treatment may be needed in some areas. Some recommended design sound levels are provided in Australian Standard AS2107.

Where audiovisual equipment is used in open areas the use of devices such as sound domes with integral speakers to limit the impact on adjacent areas should be investigated.

Automation

Opportunities to automate some library routines in order to reduce occupational health and safety risks and to improve efficiency, such as checking in and sorting library materials, are being explored by the Library and if implemented may have cost and space implications.

Ceiling height

In the Multifunction Space and Foyer high ceilings are required for aesthetic and practical reasons (for example to accommodate large art works or panels). Generous ceiling height is also desirable in the library generally, where ceilings are to be no less than 3300 mm above finished floor level.

Data and communications reticulation

A multi-technology backbone system is required capable of reticulating communications signals from latest technologies to all areas of the building. Adequate space must be allowed for secure housing of patch panels, hubs and cable risers. Close coordination with information technology personnel of Council and of the Library is required when designing communications and data cabling provision. The design

which emerges must allow for a high initial capacity and for considerable future expansion. Great flexibility is also required, through the use of perimeter ducting, columns and an appropriate grid system in the floor. Power and data may be required virtually anywhere during the life of the building. The reticulation systems used must also be easy to locate, install and maintain.

The Library requires a flexible telephone system able to function with a mini switchboard of its own, whilst remaining accessible to and from Council’s network. Public telephones will be provided, probably in the Foyer.

Cordless phones are required at all service desks.

Deliveries

Convenient and safe access is required for vehicles making deliveries to the Library and Multifunction Space. A dedicated bay is required for the Home Library Service vehicle. The delivery area must be within easy reach of a lift serving the Library and Multifunction Space.

Disaster preparedness

Shut-off points for power, water and other utilities must be located in areas which are easily accessible to staff and other authorised personnel.

Ecological sustainability, energy efficiency and environmental awareness

The Local Government Act 1993, Section 7, requires council, councillors and council employees to have regard to the principles of ecologically sustainable development (ESD) in carrying out their responsibilities. ESD is a pattern of development which improves the quality of life, both now and in the future, by maintaining the ecological processes upon which life depends. The principles underlying ESD include:

Integrating economic, social and environmental goals in policies and activities Ensuring that environmental assets are appropriately valued Providing for equity within and between generations Dealing cautiously with risk and irreversibility; and Recognising the global dimension.

These principles are being considered with the various functions of Council and are to be reported within the context of the State of the Environment Report for the City of X.

ESD issues and proposed initiatives relating to the Library and any associated spaces are to be thoroughly canvassed and discussed with the appropriate Council officers during the early stages of planning and costing.

A modular ducting system, incorporated in a floor or ceiling grid, and around the perimeter of areas, will greatly facilitate minor relocations of furniture and equipment. Such ducting, and other conduits, ducts and cable trays, must allow for considerable expansion during the life of this facility. A minimum of 50% spare capacity is to be allowed at the distribution boards and in conduits and cable trays for future use.

Electrically "noisy" equipment should not be on the same circuits as computer equipment. Switchboards should be located so that electromagnetic interference does not affect sensitive equipment or raise occupational health and safety concerns.

Surge protection will be required on the main switchboard.

Centralisation of power switching is required, so that it will not be necessary to turn off all individual switches, for example for public access computers, when the facility is closing. Main switches should be located at the staff entrance and must be secure.

Uninterruptible power supplies are required for all servers and critical electronic equipment.

Finishes

Colour schemes and sample fabrics and materials are to be prepared for Council approval. Colours are to be selected having regard to the psychology of colour and its influence on user behaviour.

Durable, high quality and low maintenance finishes are required throughout the facility. The finishes selected should where appropriate be of a colour and a texture to discourage graffiti.

Preferred floor coverings for specific areas will be spelt out in the full brief. Where carpet is used it will be subjected to very hard wear at entrances, around counters and in most staff areas. An ACCS "contract extra heavy duty" (48 oz) carpet is required. The carpet will require a low pile, to facilitate trolley movement. Selection of the colour of the carpet and its pattern, if any, will require close consultation with Council staff. Alternatively high quality carpet tiles ("modular carpet") may be considered. When laid on concrete, carpet tiles will require an underlay.

A quantity of spare carpet (to be discussed with and approved by Council officers) from the same batch of carpet used for the fitout is to be handed over for placement in Council's store at the conclusion of the fitout of the premises.

At specific service points, such as the Circulation Desk, anti-fatigue matting may be required if the general carpet and underlay used is insufficiently soft underfoot.

Fire services

Fire extinguishers and hose reels will be installed as required by relevant legislation, and good practice will dictate the extent and type of fire detection systems installed. Any system of thermal and/or smoke detectors will be linked to Council security.

There is no objection to the use of sprinklers in Library and Multifunction Space areas if these are required.

Flexibility and adaptability

The interior of the Library and Multifunction Space must be able to adapt easily to suit future changes in service provision. There should be a minimum of built-in items. Modular loose furniture should be used extensively. Permanent partitions should be minimised. Lighting, power and air conditioning should be able to cope with changes in layout without major service reconfiguration. The column module must be regular and generous, and must be subdivisible between column faces by 900 mm, the nominal standard shelf width. Inflexible elements, such as lift cores, stairs, services ducts and toilet blocks must not be located where they will have a major impact on future adaptability or flexibility of layouts.

The design of the new Library and Multifunction Space must take into account possible future changes in floor area requirements, allowing for expansion or contraction of Library space as needs, resources and technologies change during the life of the building.

Floor loading

The facility must be designed for flexible use. This means allowing for the installation of book shelving at virtually any point. In line with AS 1170.1-1989 this would indicate a general floor loading in the Library and Multifunction Space of not less than 7.5 kPa. Compact shelving must be allowed for in closed stack areas and in parts of the staff Work Room. This would require a loading in excess of 10 kPa.

Floors

The Library and Multifunction Space must be on as few floors as practicable and economically achievable, in order to ensure that the number of staffed service points required for supervision is kept to the minimum, and to enable the most efficient and convenient layouts to be devised.

Functionality

It is essential that the Library and Multifunction Space are easy to find one’s way around with a minimum of direction, efficient for people to use, easy to supervise and to staff. Every component must be designed and located with convenience and efficiency in mind. Innovative and adaptable labour-saving installations should be explored.

Layouts should be simple to follow, with clear routes of travel, unobstructed sightlines where required, visual markers and a clear and logical set out of shelving to facilitate self-orientation.

Furniture selection and design must take account of the wide range of users of X City Library, including people with physical disabilities. Care must be taken to ensure that designs are safe and ergonomically sound.

Furniture must be robust, yet attractive, and must be easy to maintain. Wherever possible furniture should be modular so as to facilitate reconfiguration as use and demand change.

Readily available standard items of furniture are generally preferred to custom-built items, because of lower initial and replacement costs.

Furniture which will accommodate personal computers and associated equipment must incorporate suitable wire management facilities, and must address occupational health and safety issues.

Hydraulics

Domestic water supply design is to ensure that potable water is available from all taps. All fixtures and fittings used are to have the highest possible energy efficiency rating and controls to minimise water use.

Landscaping

There should be opportunities for views from the Library into landscaped areas on the site.

Lifts

A dedicated Library passenger lift, able to accommodate a stretcher, will be required linking public areas of the Library which are on more than one floor. Public access to this lift will not be feasible outside the Library’s secure zone. Staff will require secure lift access to delivery or stack areas if these are on other levels.

Lighting

In a library advantage can be taken of controlled natural light, both for aesthetic and energy conservation reasons, whilst avoiding excessive heat loss or gain, glare and the unwanted effects of direct sunlight on library materials and people.

Recommended light levels will generally follow the recommendations provided in AS 1680, Parts 1 and 2.

The need for light fittings which minimise glare, particularly in areas where computer terminals are used, is emphasised.

After hours security lighting of the premises is to be provided. External lighting should use long-life components and be vandal-resistant.

Occupational Health and Safety (OH&S) issues are to be addressed throughout the planning and design process to ensure that the public areas and staff workplaces meet the highest standards.

Parking

Library users will require convenient access from parking areas, with designated parking for people with disabilities as close as possible to the nearest access point or lift. A number of short stay parking bays may be useful for people who are merely returning Library materials. A number of spaces in a secure zone will be required for Library vehicles, vehicles of people making service calls and for staff. Bicycle parking must also be provided somewhere in the precinct.

Public art

Opportunities exist for public and community art and crafts to be incorporated in the design and decoration of the Library, and this should be discussed with Council officers at an early stage to identify the kinds of contributions which local artists, craft workers or members of the community might be able to make to the project.

Elsewhere there are opportunities to display items from Council’s collections, and a suitable hanging system must be provided on all walls.

Safety and security

The entire facility must be designed to be safe and secure, in such a way as to deter vandalism and inappropriate behaviour, and to minimise security problems. Externally the Library should have no quiet concealed corners with handy windows which can be broken or forced.

There will be perimeter and internal intruder alarms. Alarms will generally be required on emergency exit doors. An alarm panel for Library areas will be required at the main Service Desk.

A silent duress alarm button will be required at service desks. Alarms will be linked to Council's security contractor, and will also indicate alarm status at the interface between staff work areas and public areas.

Special care must be taken in deciding the location of the Library’s book theft detection system and the furniture and fittings in the surrounding area. Usually the “gates” of electromagnetic theft detection systems must not be located close to computer-based equipment. Further information on the site requirements for the system should be obtained from the manufacturer, in conjunction with Council officers.

A robust and reliable locking system is required for the premises, designed to suit a Council master key system. The number of locks which are keyed to differ should be minimised. Card key access control will also be required at the staff entrance and for entry to staff areas (including the Cafe) from public areas and other selected locations.

Security cameras will be required at strategic points inside and outside the facility, monitored at a main service desk. Cameras will be linked to a videorecorder.

Shelving

In general there are four categories of shelving to be considered in fitting out this library:

"Standard library shelving": this refers to static, cantilever-type shelving. This shelving is appropriate for all public areas and in staff offices where there are considerable amounts of shelving. Standard shelving must exceed the minimum requirements of Australian Standard 2273-1973 Steel library shelving. A maximum height of 1600 mm is preferred for free-standing shelving in public areas.

"Office shelving": various lengths of shelving will be required in the staff offices. Some of this shelving would be selected to match the office furnishings.

“Compact shelving”: this refers to rolling shelving on tracks, which may be surface-mounted or flush with the floor, with one or more access aisles per unit of compact shelving, permitting greater use of floor space for low-use materials.

"Special shelving": this is required for items such as compact discs and picture books, and will include displays similar to those used by retailers.

A number of spare new shelves, brackets and safe and easily-installed and adjusted bookends are to be supplied as part of the fitout contract. The quantity required is to be discussed with Council officers.

Signs

Signage requirements for specific areas will be referred to in this brief, and include:

external signposting from nearby crossroads, parking areas and walkways prominent building identification, with large illuminated lettering on the exterior

near the entrance major directory display signs on each floor emergency exit and other statutory signs door signs for the entry, exit and various internal doors easily changed signs, showing opening hours, layout, and, where appropriate,

current and forthcoming activities area guides, which are large, highly visible signs for areas such as "Copying" and

"Information" desk and counter-top signs shelf-signs, including signs to show the contents of bays and in some cases of

individual shelves.

Where appropriate use may also be made of raised lettering or Braille.

Some signs and instructional notices will need to be in community languages (including languages in non-Roman scripts such as Chinese, Japanese and Korean) as well as in English. There will need to be close cooperation with the Library in developing the sign schedule.

Stormwater and roofwater

The roofing system, gutters and downpipes are to be designed to cater for the 1 in 100 year rainfall event in accordance with the CSIRO Design Guidelines, with rainfall events greater than this frequency being safely discharged away from roofs and gutter collection systems. The roof design must avoid as far as practicable box gutters and parapets, with eaves gutters being the predominant rainwater disposal/collection system.

Television antenna

A master television antenna is required, with outlets in the Multifunction Space, meeting spaces, IT and other areas noted in the brief.

Temperature and humidity control

Council’s aims and objectives for ecologically sustainable development are set out in its general documentation for the project. It should be noted that that library materials are prone to mould when subjected to high levels of relative humidity (RH). Although there is no universal standard for RH, it is generally accepted that a reasonable range for storage of paper-based materials is 40-60% RH. It is recognised that lending collections may be out of the Library and subjected to all kinds of conditions, and critical tolerances are not suggested for the Library as a whole. For the Local Studies collections, however, more stringent conditions must be met, with an RH of 50% 5% and a temperature of 20°C 2°C, twenty-four hours per day.

Appropriate and stable conditions will be required for the Library’s IT equipment room.

Visual contact

Users and staff in the main areas of the Library should be able to maintain some visual contact with the outside, where considerable attention will be given to landscaping. Similarly, from the outside it must be possible, where appropriate, to see into the main areas of the Library, in order to give the passer-by some idea of the services and materials available within.

Walls

Wherever possible wall space will be required for display purposes. A suitable hanging system is required.

In corridors, at doorways and particularly near the Delivery Area and near service desks and Returns Room, walls will require protection from trolley impact and damage. Chair rails will be required in meeting rooms.

The above bay numbers are based on a percentage of items being on loan at any given time.

Adjustable metal shelving is required, with units no higher than 1600 mm. Most shelving should be 250 mm deep, with a clear height between shelves of approximately 275 mm (5 shelves high) and 350 mm (4 shelves high).

The shelving must be adjustable in increments of approximately 25 mm. Each shelf shall have a rear upstand of approximately 25 mm.

Tilted bottom shelves are required. Ends of brackets of tilted shelves must not protrude beyond the edge of the end panel. Most bays will be double-sided. Depending on the development of layouts, some single-

sided shelving may be used against walls. All shelving units must be stable, even when unevenly loaded: bracing to walls will be necessary with single-sided shelving bays.

Aisle widths should be a minimum of 1500 mm clear. One approved book support per shelf is required. These will be standard items from the

manufacturer, designed to minimise damage to library materials and safe and easy to use. Canopies and end-panels are required to enhance the appearance of the shelving, to

protect library materials from dust (canopies) and to provide a good surface for mounting shelf signage (end-panels).

Shelving must exceed the minimum requirements of Australian Standard 2273-1973 Steel library shelving. It should be from a reputable and reliable supplier, be finished in a standard manufacturer's colour and be guaranteed for at least five years.

All shelving shall as much as possible run in the same direction. This will permit a uniform setout of light fittings, and will also make the logic of the layout easier for users to follow. The sequence of materials must be easy to follow: the layout of shelving must be logical and clear. Very long ranges of shelving are to be avoided.

Specialised storage or inserts for standard shelf units will be required for cassettes, CDs, CD-ROMs, DVDs and kits. Note that CDs, CD-ROMs and DVDs are currently housed in protective security cases.

Paperbacks will be in free-standing ‘spinners’.
