Overall, the collection rate for all budgeted funds is 103.61%. The current year to date property tax collections (October, 2003 to June, 2004) ending on June 30, 2004, are $20,231,094.61 or 92.36%. The year to date increase is $ 1,383,173.83over the same period last year. Month of June, 2004 Data Analysis Sheet for the Tax Office
WHAT? After reviewing the data, what patterns do you see?
Two Thirds (66%) of the 2003 tax collection season ended on June 30, 2004. Year to date dollar collections are $20,231,094.61 compared to $18,847,920.78 for the same period of the 2002 tax year. The dollar amount has shown a very strong and healthy increase over last year. The percentage is always tough, because every year the beginning levy increases due either to increase valuations or tax rate or both. Through June, 2004 the year to date collection rate is 92.36% which is .3% less than last year. The Tax Office has implemented numerous new collection strategies this year. These strategies have made a difference on the levy amount collected thus far this year. The Tax Office has collected 103.61% of the budgeted funds. More taxpayers in the “split pmt” option failed to make their final (2nd) payment due. This year there are 123 taxpayer accounts with a combined total of $210,465 that did not make the final payment. The largest taxpayer account failing to make timely payment was Southwestern Bell with $155,319 balance due. Last year, there were 78 taxpayers with a combined total of $38,195 on the “split pmt” accounts that did not make the final payment. Some of these payments may still come in after the June 30, 2004 cut-off date. These other payment will be considered timely, if the US Postmark is June 30, 2004 or earlier. The balance of the year will require extensive filing of lawsuits in order to bring those taxpayers who as of today have not paid their taxes. Lots and lots of lawsuits will be needed. Aggressive filing of lawsuits is a necessity, year round, but more so during the summer months. Without evidence of this element, the end results may be disappointing.
From the data, what are the areas of strengths?
Strong efforts continue to bring excellent results. Among the strategies employed are the true, and tried methods:
• Direct phone calls • Post-card mail out at the start of the month • Newspaper Ads towards the end of the month. • New software that identifies all taxpayers that have recently moved addresses.
Another area, that is closely monitored, are the numerous changes to the tax roll received from the Webb County Appraisal District. Listed below are some highlights for the month of June,2004. payment arrangements. Other areas that are closely monitored are the changes received from the Webb County Appraisal District. Listed below is a summary of the changes to the levy and the accounts that contributed most to that change.

Strategies employed this month included: The Tax Office starting referring delinquent taxpayers to KMP for partial payment contracts.
This strategy will in the near future begin to pay for itself in continued monthly partial payments. The idea is to enable these taxpayers to make small but steady monthly payments.
From the data, what are the areas that need improvement or attention?
Lawsuits need to be filed, continuously, religiously, and timely! This area of tax collections needs to be strengthened
WHY? What are the possible casual factors for areas in need of improvement or attention?
In those months that lawsuits are filed, the tax collections do demonstrate a very healthy growth. There is a strong and direct correlation between collections and the number of lawsuits filed. The greater the number of lawsuits filed the greater the tax collection activities.
HOW? How do you explain the casual factors?
Identification of delinquent accounts is relatively easy and inexpensive. The Tax Office continues to provide this information to the attorneys . Preparation, title and ownership research is expensive and time consuming. That’s why an aggressive timeline with definite goals is needed.
IN CONCLUSION? What do you conclude from your analysis? Continued growth in an upward direction needs an infusion of lawsuits. WHAT’S NEXT? Identify improvement strategies for areas of need?
The Tax Office Director and John Kazen will continue to work together to establish strategies to clean up the delinquent roll. Included in our discussion will be old lawsuits and tax warrants.
