DISCUSSION The Laramie County Comprehensive Plan identifies the area as Urban Rural Interface (URI). Within this area, higher density residential, intensive commercial, employment centers and industrial uses are recommended. Generally, these uses have access to public water and sewer services. The subject property is located within the South Cheyenne Water and Sewer District. PlanCheyenne contemplates Urban Residential (UR) uses for this area. This category includes many of the Cheyenne Area’s existing neighborhoods, with primary uses including a broader variety of residential types, such as single-family residences, duplexes, patio homes, townhomes, condominiums, and apartments. The subject property is located in the MU - Mixed Use zone district, which allows for medium density residential as a use by right. The Medium Density Residential zone district allows for accessory living quarters upon approval by the Board; therefore, staff finds that this proposed use should be allowed within the MU zone district with Board Approval. At this time, staff has not received documents required from the applicant providing proof of posting the Development Action sign on the property, nor a project narrative letter describing the intent and purpose of the proposed use. The applicant shall provide testimony regarding the above-mentioned items to the Board at the January 16, 2018 public hearing of the application. Staff finds the application generally meets the criteria for a Board Approval. RECOMMENDATION and FINDINGS Based on evidence provided, staff recommends the Laramie County Board of Commissioners find that:

a. This application is in compliance with section 1-2-100 of the Laramie County Land Use Regulations.

b. This application is in compliance with section 4-2-111 of the Laramie County Land Use Regulations.

and that the Board grant approval for “Bulgin Accessory Living Quarters”, located at Stundon Tracts, Tract 1, Laramie County, WY, with no conditions. PROPOSED MOTION I move to grant Board Approval for “Bulgin Accessory Living Quarters”, and adopt the findings of facts a and b of the staff report.

A RESOLUTION APPROVING “BULGIN ACCESSORY LIVING QUARTERS” LOCATED AT STUNDON TRACTS, TRACT 1, LARAMIE COUNTY, WY.

WHEREAS, Wyoming State Statutes §18-5-201 to 18-5-208; §18-5-301 to 18-5-315 authorize Laramie County, in promoting the public health, safety, morals and general welfare of the county, to regulate the use of land through zoning in unincorporated Laramie County; and WHEREAS, The Laramie County Board of Commissioners have previously adopted the Laramie County Land Use Regulations; and WHEREAS, this application meets the criteria for a Board Approval pursuant to section 1-2-100 of the Laramie County Land Use Regulations; and WHEREAS, this application is in compliance with section 4-2-111 governing the MU – Mixed Use zone district; and NOW THEREFORE BE IT RESOLVED BY THE GOVERNING BODY OF LARAMIE COUNTY, WYOMING, as follows:
