Foreign FlyersAccording to Civil Aviation Law 491-06, the government is authorized to make excep-tions so that established airline companies can set up operations in the Dominican Republic to operate as national airlines despite having 100 percent foreign invest-ment. Up till now, the law required that companies must have at least 35 percent Dominican investment and board represen-tation. Brazilian airline Gol is interested in establishing a hub at Las Américas Inter-national Airport (AILA) in Santo Domingo. Other airlines will also be able to profit from the change due to the Dominican govern-ment's interest in encouraging new airline frequencies and increased capacity.

RemesasA report of the Inter-American Development Bank (IDB) says that there has been a 4.8 percent increase of the remittances (re-mesas) to the Dominican Republic in 2012. The Dominican Republic received 3.2 bil-lion dollars of Dominicans living abroad. It was among the larger increases in the region. The report “Remittances to Latin America and the Caribbean in 2012: Differing Behavior among Subregions” was produced by the IDB's Multilateral Invest-ment Fund. The IDB says that since 2009, when the remittances to the region fell to 56.5 billion dollars, they are still beneath the peak of 64.9 billion dollars in 2008. These flows are an important income for thou-sands of families that receive the transfers to cover their basic needs and to invest in edu-cation, health, housing, and businesses.

At a meeting with judges and the Presi-dent of the Founda-tion for Animal Wel-fare, Marilyn Lois, Attorney General Francisco Domín-guez Brito asked the judges, to track ani-mal abusers and punish them hard. Domínguez Brito emphasized: “We must enforce the Animal Welfare Act and the Act on the Responsible Attitude in which abuse and cruelty to animals are punishable by imprisonment and fines.”At another meeting with judges and singer Manuel Jiménez, President of the Society of Authors, Composers and Publishers of Music (Sagedom), Domínguez Brito asked the judges to ensure the copyright. The world is changing and there are immaterial goods and property in connection with the intellect and creativity of individuals that need to be protected. Manuel Jiménez said this law motivates the authors to produce good works.

The visit of the Puerto Rican Secretary of State, David Bernier Rivera (right pic, left), had the goal to revitalize the relationship between the two Caribbean neighboring islands, according to the Dominican Chancellor Carlos Morales Troncoso. Only a decade ago, the business volume between the two countries stood at two billion dol-lars, until the tax break for U.S. companies who opened a business in Puerto Rico was abolished in 2005. At present, the trading volume is a little over a billion dollars.At the conclusion of the meeting, Bernier and Morales signed an agreement to re-activate the bilateral commission, where matters of common interest will be coordi-nated. Also a declaration to strengthen eco-nomic and cultural relations was signed.The Dominican Republic and Puerto Rico will join forces and source their natural gas together on the international market to get a better price. According to Bernier, the potential for lowering the cost of fuel is enormous, as buying greater volumes would translate into lower energy costs. The first purchases are planned to be made in 2015. The mechanism of how this will be done exactly, remains to be worked out.Secretary of State Bernier met with Presi-dent Danilo Medina to talk about trade, agriculture, transport and education. An

agenda has been prepared for the coming months, focused on cooperation to increase agricultural production and promote pro-jects of energy, environment and services.The two countries were also studying the possibility of jointly producing products and services for export to the US market like apparel and food production. Production could start in the Dominican Republic or Puerto Rico, but it needs a percentage of manufacture in the US to be classed as a product manufactured in the US in order to gain access to auctions for US government procurement contracts, Bernier said. This project would make both countries very competitive and contribute to economic development.

US ambassador Raul Yzaguirre will resign as of the end of this month, for health reasons. In one of his last statements, Yzaguirre had defended the position of Barrick Gold in the Dominican Republic, warning the Dominican government that the dispute would affect foreign investment. As the impasse advanced, Yzaguirre com-mented that it was in the best interest of both parties to reach an agreement.

In Latin America and the Caribbean, twelve percent of children under five years suffer from chronic malnutrition. In the Dominican Republic, 103,000 children are chronically malnourished, according to UNICEF studies. In 81 countries surveyed around the world, led by India, Guatemala is located at rank 25 with 48 percent of malnourished child-ren under the age of five in Latin America. The Dominican Republic is ranked 57, the luckiest in Latin America are the children in Costa Rica (74) and Panama (62). The UNICEF report points out Haiti and Peru for successful campaigns against hunger. In Peru, the number of malnourished children decreased from 30 to 20 percent since 2006, in Haiti from 29 to 22 percent. Despite these terrible figures, the situation has improved. There are still 165 million mal-nourished children under five worldwide.

You can hear them everywhere with their squawking loudspeakers: “Hierro viejo com-pramos, motores de neveras ...” (We are byuing scrap metal, refrigerator motors ...). Metal, especially copper, is the material whose export has increased the most bet-ween 2009 and 2011. The suppliers are the scrap metal collectors and the thefts of cables or manhole covers in great style.

This is the result of an investigation by the economist Pavel Isa Contreras: “New products and markets of Dominican exports: a new trade structure?” in which he found that there was a delicate drop in exports to the United States by 700 million between 2006 and 2011, at the same time by chance, exports to Haiti rose nearly exactly by the same amount. In 2010, Haiti overtook the United States as the main destination for national exports produced outside free zones for the first time. 25 percent of all Dominican exports are going to Haiti. Every week thousands of Haitians cross the border to buy 20 or 30 dollars worth of goods to take back home. It is difficult to quantify how much is exported informally. Figures for 2009 show 753 mil-lion dollars in exports to Haiti. The upward trend of exports to Haiti has continued, with an increase of 189.6 percent in formal ex-ports in 2012. Only free zone industry exports continue to be dominated by the US, which buy 80 percent of this output.

In the first quarter of this year, economic activity in the country has declined signi-ficantly more than expected. This is due, among other things, to the tax reform with an increase in value added tax (ITBIS) by two to 18 percent now at the beginning of the year. To counteract the lack of money, which can be felt everywhere, the Central Bank (BC) now approved to bring 20 billion pesos from the legal reserve in circulation. With this money, bank loans to the pro-ductive sector will be facilitated in order to stimulate the economic activity. The cur-rency board authorized the Central Bank, therefore, to reduce the legal reserve, so that money can be introduced into the economic cycle.At the beginning of May, the Medina administration already has announced more spending aimed at reactivating the economy and encouraging new investment and growth.

Before the elections in Venezuela the “Washington Post” warned, Nicolás Maduro “might regret his victory.” Since the elections there is a lot of unrest in the country. The opposition under Henrique Capriles is trying to put pressure on the new govermnet. With the United States in his back, Capriles called for a recount of all votes, since he has lost the election only very narrowly. The recounting of votes is now underway, but without the presence of representatives of the opposition, because the Election Commission refused to accept their conditions. Capriles' followers now are traveling around the world to persuade other governments, showing “evidence” of election fraud to call for new elections in Venezuela. However, they find little interest - except for Spain and the United States, no one joined. Capriles announced that he will appeal against the election results.The new president Nicolás Maduro reacts touchy to interferences. He threatened the United States with economic and trade sanctions if they should start with this kind of aggression. Despite all their differences, the United States buy much of their oil from Venezuela. Maduro said, the times in which the United States could dictate something to Venezuela are over now.

Venezuela sold 232 million barrels of oil at a preferential price to the 17 member countries of the Petrocaribe Agreement in the last six years, including the Dominican Republic and Haiti. At the Seventh Petrocaribe Sum-mit in Caracas, President Maduro promised that nothing will change at short notice. Venezuela is willing to strengthen the ties among the Caribbean countries and even to seek cooperation in other fields. Venezuela wants to strengthen and unite the countries of the region. In the final document, the creation of a Caribbean Economic Zone has been agreed on, supported by Petrocaribe.

Bolivian President Evo Mo-rales usually announces the nationalization of a foreign company on each May 1. This year it was no company but Usaid, which is working in Bolivia since 1964 with health programs or the hand-

ling of natural resources. Morales accused Usaid to conspire against his government.

Haiti's Prime Minister Laurent Lamothe respon-ded to the accusations of amnesty international (ai), the country was violating human rights by evacu-ating residents of the camps that were built after the 2010 earth-quake against their will and by force.In an official statement, he clarified: “Haiti is committed to protecting the human rights of all Haitians. Since taking office, the Martelly-Lamothe government has been committed to moving our men, women and children from these camps - where people have indeed been living in subhuman conditions. We are doing everything possible to transition all persons displaced by the devastating 2010 earthquake, out of the camps and into shelter where they will be safer, and can resume their lives with some semblance of normalcy.”The Minister made it clear that new figures from the International Organization for Migration (IOM) agree that 80 percent of the originally 1.5 million uprooted were relocated by government programs in stable accommodations. “We are doing our best to insure that 100 percent of our people can either return to their original homes or to other safer dwellings. This is a national imperative, especially as the hurricane season approaches. We believe that people's human rights are being protected and guaranteed by the very process of transitioning them to safer dwellings.”Lamothe reaffirmed that while there were private landowners who may have been responsible for evicting people from their property, it was emphatically not something the government endorsed. “The administra-tion cannot control what private landowners choose to do with their property. This is up to the judicial branch to resolve.”

According to the presi-dent of the Dominican Medical Association (Co-legio Médico Dominica-no - CMD), Amarilis He-rrera (photo), the natio-nal health system of the country has collapsed. Herrera said this at the first Dominican sum-mit “For the right to health and social secu-rity” in the office of the CMD to analyze the “real” situation of the health system.

Herrera explained that the public hospitals suffer from various shortcomings, including poor infrastructure, poor medical equip-ment, lack of inputs and staff as well as “poor management and mismanagement.”Another problem is, according to Herrera, that none of the public hospitals has abolish-ed its treatment fees, so mainly poor pa-tients are getting in big trouble.“The famous treatment fees are still there. It is not true that the hospitals have abolished them. Our poor patients have to borrow money that they can pay for all services and treatments in these hospitals,” laments He-

rrera. The fee had been abolished only for medical consultations, but not for operations, cesarean sections nor x-rays.Herrera said that health is not a priority for this government. “We see that in hospitals most things are just patched,” said Herrera.In addition, the health care has a budget with which “you do not know what you should do with it.” More than 20 organi-zations are demanding that this health care system, which denies equal treatment for all, must be changed.

Venezuelan Salsero Oscar D'León almost lost an eye in an accident in his apart-ment in Miami. Init-ially it was said that he would be blind in his left eye, but per-haps fortunately this will not be the case. His good friend, Puerto Rican singer José Feliciano, known to be blind, made him an offer, “a joke”, as he clarified later: he could donate one of his eyes to Oscar D'León.

According to a Gallup poll with the news-paper ”Hoy”, who is the most admired singer of the Dominican Republic, 15.7 percent named Juan Luis Guerra. Antony Santos was second (12.4), followed by Frank Reyes (9.8), Hector “El Torito” Acosta (6.8), Fernando Villalona (6.6), Johnny Ventura (5.5), Zacarías Ferreira (4.1), Romeo Santos (2,1) and others.
