1. Objective of the Guidelines

The objective of the Guidelines to assist Khammouane EdL brand staff ,responsible and carry out the EMP issues associated with construction of transmission lines to the village. 2. Sub-project Description This sub-project will be electricfied to 7 villages of Boulapha District Khammouane Province such as: Na Tang chai Village, Phonsangphai, Soy, Kang, Pak Phanang, May (Keng Gnalouan), Katea, For this Sub-Project is not Industry area, this will be passed through the degradation area and rice paddy field. For route selection Edl’ s engineer and villagers have consultation to reduce an effective as least as posible to villager’properties and respect area of the village. In the special case, we have moved or cut out the trees , EDL will explain for the situation to the villagers to understand, villagers will help and not requested for any compensation. • Technical Description of the sub-project

3. Mitigation Plan

There is not much impact because of this power line will passed scub land and rice paddy field only, but There is no any for protection and respect area will nor passed by project, so these will not be be any major impacts.

Before clearing , The line shall be clearly marked and including the tree to be cut. This to avoid cut of unnecessary trees.

Noise Construction will take place during normal daytime hours. In special case like village’s holiday if EDL willing to do the contruction work. EdLwill need to consult with vilage ahead.

5. Institutional Arrangement

5.1 Institutional Responsibility and Capacity

Environment unit will responsible for implementing social and environment issues in the sub-project under supervision of EdL Khammouane branch and There should have coordination committee between district and village to help EdL implement sub-project. 5.2 Environmental Information Flow Environment unit will report directly to planning section and Manager of EdL Khammouane Branch after that will make copy to ESU in Development Department

and reporting need to be send to the concerning District for helping in the mitigation of the issues in the project.
