Disaster Risk Reduction in School Curriculum in Lao PDR

1. Background on DRR mainstreaming in education

1. Background on DRR mainstreaming in education- The Regional Consultative Committee ( RCC ) on Disaster Management was established with the initiative of the Asian Disaster Preparedness Center (ADPC) in 2000. - 2002 to 2004 integration of DRR in primary school curriculum, development of textbook and teacher’s guide, training of all teachers on teaching DRR and implemented in target school/province- 2006 Recommendations for future actions for further integration of DRR in education sector : children in schools are the most vulnerable in times of disaster and are the greatest risk of losing their lives.- 2007- 09 Advocacy and pilot project implementation in the education sector: The project implemented in close cooperation with Ministry of Education ( National Research Institute for Education Sciences with technical support from ADPC & UNDP and funded by DIPECHO.

Project: Mainstreaming Disaster Risk Reduction into the Education Sector in Lao PDRPhase I – January 2007- April 2008

• Project Partners:– Lao PDR: NDMO and MoE

Implemented under the RCC Program on Mainstreaming DRR into Development Policy, Planning and Implementation in which education is a priority sector

- National Advocacy Workshop on 28-29 February 2008 helped develop consensus for DRR in the education amongst Government, NGOs, donors and UN agencies and Recommend for future actions for further integration of DRR

Phase II – April 2008 to 20091. Institutionalize DRR module of Phase I into selected secondary

grade subjects of the national curriculum and teachers training system

2. Develop a framework curriculum plan to aid future integration of DRR in all secondary school grades in the 3 countries

2. Current Status of DRR Mainstreaming in education sector

• Goals and strategies:reference: National strategy on Disaster Management:

1. Safeguard sustainable development and reduce the damage of natural or manmade disasters to community, society and country economy.

2. Shift strategy from relief and mitigation after disaster impact to community, society and economy of government organizations to preparedness before disaster strike emphasizing on flood, drought, landslide and fire parallel with continuing mitigate in post disaster period.

3. Turn from responsibility of only government agency to people centered in dealing with disaster by building capability for community

4. Promote forever protection of the environment and country richness such as: forest, land and water.

A.Context of the case study

Objective:• To provide information on DRR to teachers and trainers • To improve teaching of integrated DRR module by teachers• To help teachers and students have understanding of disaster

preparedness and risk reduction.

• Challenges- The cooperation and collaboration between sectors and donors.- Budget limited - Need appropriate legislation that provides financial resources for disaster preparedness and mitigation

- Teachers need skills development in technical knowledge about DRR- Instruction on the DRR module must be part of teachers training courses- All existing teachers must be taught how to integrate DRR in teaching materials- There is desire amongst teachers and students to learn about DRR- The DRR integration into Ed. Sector must be supported from all administrative levels and schools- Continuous training is required for teachers.- Need more teaching materials

• Sound practices in the course of DRR mainstreaming:

• Implemented in lower secondary schools:– Khammouane province 7 schools– Vientiane Capital 5 schools– Bolikhamsay 3 schools– Sayabuly 5 schools

• Implemented in primary schools– Sayabuly 8 schools

• Total: 31 schools 172 person, with 104 teachers

• Pretest –questionnaire to students• Monitoring of teaching• Post test –Quiz, poster making, story writing, etc.

The objective is to make students aware and understand the causes and effects of disasters on lives nd property in general, and understand the prevention methods and mitigation measures from disasters.

Evaluation

• Total students: 484 • Interview students: Very good, but all question not

answered– Total 105 question; answer 103: 369 students, girl

– Can find 26-42 kind of potential hazard – Some action proposed are better school response – Painting of posters to show how to reduce risk from a

disaster

Plan on how to institutionalize DRR mainstreaming in school curriculum:

- Enhance the learning process and understanding of disaster prevention, mitigation and preparedness among pupils and students

Recommended steps for replicating the initiative:

- Training the teachers to get better understanding of DRR- Integrated DRR module into all primary and secondary school
