2016 has been a great year for BAPA. By the time of this writing, we have over 110 active professional and student members in our Section! This year we sponsored and co-sponsored nearly 20 events including our recent Mobility Fees Lunch & Learn, monthly Happy Hours featuring important figures in Broward County planning, the Downtown Symposium, and the 10th Annual Ethics Seminar. Through these events, we have made available over 35 CM credits to our membership. Rest assured that our board is hard at work preparing a new slate of events in 2017 to help keep you engaged with your fellow planners and the topics important to you. FRACKING: A Technical

Panel for Planners

According to the New York Times, nearly 80 local governments have passed ordinances to ban or oppose fracking methods due to their concern over how fracking chemicals and acids may impact our fragile ecosystems, unique geology, and potable water supply. In recent months, the possibility of fracking becoming legal in the State of Florida has been in the news.

Co-Sponsored by Broward County and BAPA, this lunch and learn-style workshop brought technical expertise to 40 local planners on this important topic. The panel featured Representative Evan Jenne, Minority Policy Chair representing Florida’s District 99, Dr. McVoy, an Everglades hydrologist and ecologist also a three term sitting city commissioner in Lake Worth, FL, Jo Sesodia, Director of Planning and Development Management for Broward County, and Jason Liechty, Environmental Projects Coordinator for Broward County’s Environmental Planning and Community Resilience Division.

The event was free and open to the public. A sold out crowd enjoyed lunch, enlightening presentations, a very active Q&A discussion, and 1.5 hours of CM credit. Presentations are posted on GoGreen and a video recording of the session is available for future use.

and Funding 21st Century

Recent changes made by the Florida Legislature

have taken a carrot and stick approach to

transportation concurrency. On one hand, they

have provided local governments throughout

Florida the opportunity to plan for a land use and

transportation system best suited to meet the

needs of their community. On the other, they

have substantially clamped down on the ability of

local government to time, regulate and impose

mitigation requirements on new development.

Further, in many urban areas, adding roadway

capacity is no longer feasible or desirable. Thus,

local governments throughout Florida are

exploring Mobility Plans and Mobility Fees as an

alternative to concurrency and road impact fees

and exploring creative 21st Century ways to

provide mobility through means other than

adding road capacity.

Participants learned how autonomous vehicles,

car, ride and bicycle sharing, golf carts, kayaks,

cycle tracks and multi-use trails that

accommodate walking, bicycling and other 21st

Century approaches are being integrated into

Mobility Plans and how Mobility Fees can be

used to assist with funding these alternative

approaches to Mobility.

PERSPECTIVE ON THE APA-FL ANNUAL CONFERENCE IN TAMPA

Florida APA Tampa Conference: Inspiring my Present and the Future to Come

This year’s Annual Florida APA conference was held in Tampa from the 6th

to the 9th

of September. The

conference’s theme was “Inspiring Florida’s future” and it couldn’t have a better name, as it reminded

me of why I fell in love with Urban Planning. Thanks to the Florida American Planning Association

(FAPA) Broward Section, I was able to attend the conference and learn from the many sessions,

workshops, and tours.

The conference revitalized me as professional, enlightened me in subjects I wanted to learn about and

gave me the opportunity to expand my networking. I met and exchanged ideas with planning students,

government officials, and chief executive officers. I was also able to learn about subjects where I had no

previous knowledge or work experience, and that is very important because it provides me with a vast

quantity of knowledge to become a well-rounded professional. Though some find it difficult to find

value in every conference they attend, such a venue to me is a space filled with knowledge and people

willing to share their professional experience to teach one another the best practices in the field. At this

year’s FAPA conference I acquired a vast quantity of knowledge in different planning areas. Since I

started my career path as Urban Planner, I decided to immerse myself in the profession and to connect

with professionals in order to learn and understand all aspects of planning. That is why I always make an

effort to go to the different activities my local section offers and actively participate in the annual

conventions. There is so much to learn from fellow colleagues that I never want to miss the events

organized by APA, FAPA, and the Broward Section.

I encourage everyone to become an active member in your local section, as well as to become a

concurrent participant at the annual state and national conference. I assure you that it will give you the

power of knowledge that you need to become a champion in your niche and equip you to not only

inspire yourself but also to inspire those around you.

My experience at the conference was amazing. I enjoyed and learned from all the sessions I attended.

They were all informative and the presenters had real experience examples to share with the group. Out

of all the sessions I attended, I enjoyed the Redefining Transit: Partnering with Uber and Lyft. First and

last mile is very important when it comes to transportation planning, and proving people with the

options of a reliable first and last mile is crucial. Overall, The conference had keynote speakers, sessions

and networking opportunities that was beneficial in further developing my knowledge, skills and

abilities as a planner.

Pinnacle at Tarpon River

Tour and Networking Event

Thank you to Pinnacle Housing Group and Tim Wheat, VP and to our members that attended the tour of the mixed-income Pinnacle at Tarpon River! The tour included an overview of the development’s amenities, two residential units and a discussion of how the project was funded, tax incentives for affordable housing and future needs.

This year's theme was "Looking Forward and Looking Back"

Mary McCarty, former Palm Beach County Commissioner, who was convicted of fraud and spent 21 months in federal prison, made an especially impactful presentation. McCarty, who served on City and County Commissions for many years, talked about the "hubris" that overtakes people who believe they are doing the right thing. "She said ‘I never in a million years thought they were investigating me. In my mind, I never thought I had committed a crime. I was pretty

cocky then, ‘they’re not going to find anything on me.’” Post prison she started a consulting firm to coach people about to be incarcerated. Her advice regarding the conduct of public business: know yourself, know who your real friends are and know the law.

Participants in the epic battle to repeal the "corruption tax" that was waged by the Gannett Newspapers gave us their take on the role of "old line media" going forward. We got two different views regarding the present practices of the CRAs. Despite their genesis in the urban renewal spirit of clearing slum and blight, they are now being used as economic development vehicles.

And we looked forward to the role that technology will have in preventing corruption. The world of social media, instant (and fake) news, and ubiquity of phone apps will impact us. If you paid a bribe in India, there is an App to report that (I paid a Bribe). Closer to home it's the same thing for Philadelphia (Philly WatchDog) If you want to know how your tax dollars are being spent you can check out the salaries of White House staff members (21st Century Government). If you want to participate in fighting corruption there is a whole network of like-minded people you can join (Expose the Corrupt).

Speakers talked about the current assault on Freedom of Information Requests, the perils of blogging, open government and how to engage citizens in meaningful ways using technology.

Clearly 'transparency" regarding information and process and politics will be a theme going forward.
