A Langley woman was saved by fourcomplete strangers.by Heather [email protected]
Most people would tossed out a few choicewords when they saw a Volkswagen Golf
driven erratically on Highway 1 near BrunetteAvenue during Thursday’s rush hour.
But Courtney Smith and Ron MacLeod weretwo of four motorists who could see some-thing was wrong with the driver just before 9a.m. July 21 in Burnaby.
“She was leaning over the passenger seat,”Smith explained.
Smith, a printer and copier salesman, was
heading into his sales territory when he sawthe erratic vehicle almost hit a car and boundagainst the median.
He also saw two other vehicles try to boxit in and brought his Kia Sedona in front ofit. The Golf bumped into the Kia at about80 km/h and Smith used his slightly largervehicle to slow it down and finally stop it.

by Postmedia Network Inc. staff
A vacationing Californian family offour died in the camper van destroyed inFriday’s gruesome head-on collision onHighway 93 in Kootenay National Park.
Family in California have confirmedthat Robert Howard, 48, his wife Ana-Maria Dias, 50, and their two daughters,Samantha, 12, and Veronica, nine, perishedon a winding section of the mountain high-way north of Radium.
Police said an unloaded flat-deck trac-tor-trailer crossed the centre line of the wethighway, slammed into the family’s 1972Dodge camper van, and pinned it against aconcrete barrier. The crash ignited a deadly
fireball.Passersby helped the 40-year-old driver
out of the big truck, but the flames forcedthem to abandon efforts to save the family.
The truck, a 2003 Volvo tractor, wasregistered to a Langley address.
The van was so badly damaged in the firethat its licence plates were unrecognizable, said RCMP Cpl. Dan Moskaluk.

Langley truck driver survives fiery crash

The owner of the Langley MedicalMarijuana Dispensary which was raided bythe RCMP July 19 wants to meet with thecommunity.
Randy Caine has organized a townhallmeeting for 7 p.m. on Aug. 2 at the DouglasRecreation Centre to hear from residentsabout their views on having a medical potdispensary in their community.
“This has always been community driven,”he said.
His downtown Langley dispensary onFraser Highway, which has been open about11 months, was the subject of an RCMPraid. Caine estimated they seized about$15,000 in pot and some baked goods withpot as well as some cash.
“The dispensary is located in a mixedresidential and commercial building,” saidRCMP Const. Jillian Roberts. “As a resultof receiving numerous ongoing complaintsfrom the community and area residents, police began an investigation into these com-plaints.”
These dispensaries are not legal and arenot legally authorized by any authority orlegislation in Canada, to distribute mari-huana, Roberts explained.
Caine said the police wanted to take themembership lists but he fought that and thelists were not seized.
Caine is licensed by Health Canada to pro-vide for three clients but he admits to havingabout 150 active clients who have medicaldocumentation.
“Do we abandon these people?” he askedduring an interview with the Langley Advance.
(The dispensary has about 270 clients intotal but some have had their membershipsrejected due to inappropriate conduct andothers no longer need medicinal pot.)
He said the society and government haveto realize that marijuana is a medicine formany people. He points to a recent clientwho passed away at 72. The anti-rejectiondrugs from this heart transplant patientmade him nauseated and pot allowed him tobe able to keep food down.
He said the dispensary didn’t advertise.
“We began to have physicians recom-mending that they [patients] come to us,” hesaid.
Caine said he was always open aboutthe dispensary, with governments and thepolice. He’s spoken to Supt. Derek Cookeabout the dispensary and when it was bro-ken into about six days after the storefrontdispensary opened, the RCMP was on sceneinvestigating. Caine noted he wasn’t raidednor shut down then.
The dispensary has an HST number, issubject to WorkSafe rules, and pays intogovernment benefits for staff, he said.
The police warrant said he was traffickingin a controlled substance but Caine said hehas Health Canada licensing and follows theintent of court decisions which have said potis a legitimate treatment for many illnesses.
Health Canada’s medical marijuana regula-tions have been found unconstitutional incourt several times and that forces medicalsuppliers to operate in a grey area, he said.
“There is some degree of culpability inthis,” he said of government and authorities.
Until the issues around the raid areresolved, people will only find informa-
tion and advocacy at the Langley MedicalMarijuana Dispensary.
Health Canada and Crown counsel havenot been in contact with him since the raid.No charges have been laid.
Caine said he has tried to increase thenumber of people on his licence and clientshave written to Health Canada asking for thedispensary to be their supplier.
“It’s not that there hasn’t been thatattempt,” he said.
Caine said communities have real concernsabout pot in their communities, but medicalmarijuana is here and that’s why he’s triedto operate a community-based business.
Caine contracts with suppliers he said arenot part of the criminal trade. He said hesells for below black-market prices becausepeople who are ill often can’t work and havedifficulty affording medication.
He said he follows Health Canada’s setmarket value, charging about $6 per ounce.
The dispensary only recently started tobreak even, covering rent and wages. Caineowns two Hempyz gift and novelty shopsand has worked for years in film and TV,providing the capital for the dispensary.

McBurney Lane would beexpanded under a new plan.
by Heather [email protected]
The redevelopment of McBurneyLane could include closing off adozen parking spots in the lanebetween Douglas Crescent andMcBurney.
The City’s plan is to make a ped-estrian corridor from Douglas Parkthrough to Fraser Highway.
The lane between Anna’s Booksand Venetis Steakhouse has a dozenspots that would be turned into aparklike setting.
“We want to green downtown,”said City administrator FrancisCheung.
He said the community wouldn’tlose out on parking, though.
“We’re converting the parking onDouglas Crescent from parallel park-ing to back-in angle parking,” heexplained.
The result will be a net gain offour spots over what is downtownnow, even with the loss of the laneparking.
The City hosted a public openhouse July 21 to show people theideas that have been created for thespace.
“We considered carefully howpeople are going to use this space,”said Katherine Wimble, the project’slandscape designer with the com-pany Hapa Collaborative.
The existing pedestrian area ofMcBurney Lane will have woodenground-level decking and curvedcurbs, which would serve as publicseating for events.
The south end where the parkingis currently, would have a similarlook but instead of a curved wooddecking, there would be a curvedgrass area.
Along the street would be honeylocust trees (the same kind currentlyon the north end of McBurney Lane.
Hapa did an assessment of the cur-rent use, including the good and badfeatures.
“One of the best ones is the scale,”Wimble said.
The lane is inviting and does notfeel imposing.
The plan is to keep the invitingnature so more people are encour-
aged to use the lane and open upthe sightlines so people feel safer inthe area.
Wimble explained that the materi-als used were carefully considered.
“We’re trying to invest in materialsthat are going to be durable over thelong term,” she added.
The redesign of McBurney Lanewas hastened after a large informa-tion kiosk was burned down lastyear, so creating a space that dis-courages vandalism and crime was aconsideration.
The City and Hapa will reviewpublic comment sheets fromThursday evening and decide wheth-er to amend the plans.
The City is consulting with areabusinesses to find the least disrupt-ive time to do the three months ofconstruction.
Mayor Peter Fassbender said theback-in parking format will be intro-duced likely when the lane construc-tion is completed and the Serenadecondo complex is done. The condoconstruction has caused DouglasCrescent to be narrowed for severalmonths.
“In terms of public safety, I thinkit’s probably going to improve it,”Teri James said of the McBurneyredevelopment.
James is a City councillor and theexecutive director of the DowntownLangley Business Association.
She said the area is underused asit is now.
The association office on FraserHighway overlooks McBurney andshe expects the project will rejuven-ate the site and prompt more publicuse of the space.
“I actually think that the down-town has been crying out for agathering place for a long time,” shesaid.
Anna Dallmore owns Anna’sBooks, the store famous for its resi-dent bunny, said she wasn’t awareof the big changes coming. Dallmoreis concerned about the loss of park-ing spots because the businesseshave already been hurt by the log-running traffic issues caused bySerenade’s construction.
The net increase in four park-ing spots isn’t enough, she noted, because businesses at that end ofDouglas Crescent are short of publicparking. Dallmore is also critical ofthe safety of the back-in parkingthat’s coming.
“It’s certainly someone who’snever owned a small business in thiscommunity before,” Dallmore said ofthe plans’ originator.

The Fraser River is looked at as away to move commuters.
by Kelly SinoskiPostmedia Network Inc.
If Jeff Malmgren had his way, sub-urban commuters in Metro Vancouverwould have a new way to get to workevery morning: riding a riverbus onthe mighty Fraser.
Malmgren, of the Fraser RiverBusSociety, pitched the concept Friday toMetro Vancouver’s regional planningcommittee, arguing that water-bornecommuter transport has the potentialto ease gridlock on the roads and bringmore transit options to the region.
Under his plan, four water buseswould run between Richmond andMaple Ridge, carrying up to 15,000passengers per day. The hop-on,hop-off buses would stop along theroute in Vancouver, Burnaby, NewWestminster, Coquitlam and Langley.
“More and more people are trans-commuting; they’re going acrossthe region,” he said, but in order totake transit and go east from NewWestminster, most commuters haveto go into downtown Vancouver first. The riverbus would eliminate that, reducing the average commute formany people.
Malmgren, who urged MetroVancouver to further investigate theconcept and its viability, estimates itwould cost up to $20.4 million to startthe project, with operating costs at$1,000 per hour/per vessel.
The SeaBus across Burrard Inlet, by
comparison, costs $675 per hour torun, he said.
“The world is rediscovering theriver, here and elsewhere, as thedesire for safe, efficient and sustain-able methods of commuter transportturns us back to whence we came,”his report to Metro Vancouver states.“In Metro Vancouver, a convergenceof circumstance means the time to gothere is now.”
In 1995 and again in 2003,TransLink studied other possibilitiesfor ferry routes, four of them ser-iously: Bowen Island to Amblesidein West Vancouver to the West Endto Jericho/Kitsilano, with UBC buslinks; Lonsdale Quay to Amblesideto the West End to Jericho/Kits, withUBC bus links; Deep Cove to (pos-sibly) Belcarra to Waterfront Stationdowntown; and Port Moody/Ioco toMaplewood in North Vancouver toLonsdale Quay.
None was pursued.Water transport can be found around
the world, from Cardiff’s Aquabus towater taxis in Chicago, Brisbane andParis. In Asia, water-borne commutingis prevalent in every waterfront city.
Langley City Mayor Peter Fassbendersaid it makes sense to get better useout of the Fraser, and the project isworth investigating as part of theregion’s overall transit mix.
“People are putting more ideas onthe table; we’re going to have to lookat how we priorize these things,” hesaid. “We should look at anything. It’s like the gondola [to Simon FraserUniversity]. I support looking at itas an option but not as usurping theEvergreen Line or other projects.”

Our View
Human kindnesstouches hearts
It’s not that hard.Reaching out to a stranger, be it holding
open a door for someone with his or herhands full or letting someone go ahead inthe grocery line.
Or right up to saving a life.We call them random acts of kindness and
they are the kind of randomness people wel-come into their lives.
This week the community learned aboutthe heroic actions of four Lower Mainlanddrivers who helped a Langley woman whowas suffering a massive heart attack whiledriving in Burnaby.
Further down the road, people tried tohelp at the scene of a crash in Kootenay Parkbetween a tractor trailer and a vehicle carry-ing a family of four.
In one case, a life was saved – at leastlong enough for the trained professionalsto take over. In the other, four lives werelost despite efforts of passersby – but thefact that people were so willing to help maygive at least a bit of comfort to the victims’survivors. The decency of people around usalways tends to have an uplifting influence, even in the darkest circumstances.
What the heroes – and they are heroes, byany yardstick – did in those circumstanceswas somewhat more expansive than theopportunities for random acts of kindnessthat we normally encounter.
But the contagious feeling of goodnessthat we can engender with a simple act of“being nice” to other people works at everylevel.
And on top of that, in all our combinedtime as journalists at the Langley Advance,we’ve never found anyone who felt regretat having helped someone else. On the con-trary, all reports indicate that it feels great.
So the next time you see someone in needof a helping hand, reach out.
You may not always be saving a life, butyou’ll certainly be touching a heart – maybeeven your own.
– H.C. & B.G.

I don’t know of many who aren’t enjoyingthis onslaught of nice weather currently uponus – appeased that the sun is threatening tostay for a few days, at least.
Attendance at this weekend’s fair inAldergrove is a strong indicatorof just how anxious people areto get outdoors and have somefun in something other thanliquid sunshine.
Thousands swarmed to theweekend festivities, takingin the midway rides, games, activities, and live entertain-ment.
While I’m thrilled to see thecommunity rejoicing at thisfamily-oriented party, I wantto send out a little reminder toleave your four-legged familymembers at home.
Admittedly, its gets my dander up to seesome folks attend these kinds of events, andthey’re walking among the big crowds ofpeople with a dog that is obviously scared, overwhelmed, distressed, hot – or all of theabove.
I don’t care how well trained the animal isor how much you love it. I don’t even wantto hear the excuses of separation anxiety ordepression that apparently plague pets.
If someone really loves his or her dog, leaveit at home when the mercury begins to rise.
Now that leads me to a topic that makes myblood boil.
Wandering through parking lots, how oftenhave you spotted an animal left inside avehicle while their human is inside a storeshopping, or off revelling in some form ofsummer fun?
Each year, animal welfare organizations suchas Langley Animal Protection Services respondto hundreds of complaints about dogs left inhot cars.
On a warm day, temperatures inside aparked car can quickly climb to well above 38degrees Celsius (100 degrees Fahrenheit).
Dogs can withstand high temperatures foronly a very short time before suffering irrepar-able brain damage or death.
Take an incident in Burnaby earlier thismonth, where a Good Samaritan noticed apuppy locked in a kennel in a car left sitting indirect sunlight at BCIT.
The distressed dog was barking and it didnot appear to have any water. With the exception of thevehicle’s sunroof, which asslightly ajar, the car was sealedfor some two hours.
The five-month-old puppywas unresponsive and notbreathing by the time author-ities arrived and broke her freeof the sweltering hot prison.
Despite efforts to resuscitateher, that dog could not besaved.
Or what about the morerecent incident near Victoria,
in which an off-duty police officer left a 10-month-old German shepherd, which was beingtrained as a police dog, in a hot SUV for aboutthree hours while he was out fishing.
Fortunately, in this case, some other GoodSamaritans stepped in when they heard thedog barking and yelping in distress, and put atent over the SUV and began spraying it withcold water while waiting for help.
I don’t care what the reasoning. There’s noexcuse for such blatant stupidity, cruelty, anddownright animal abuse.
Dogs are typically among the most loyalfriends a human can have. Given a smatteringof affection, they’ll pretty much follow theirowners to the end of the earth, and do any-thing to protect their human from harm.
Too bad humans don’t reciprocate.Convicting the owner of animal cruelty
seems too little, way too late. It’s not goingto bring the dog back, and no punishmenthanded out in a Canadian court would ever besevere enough to be a deterrent to others.
So all I can do is plead with our readers:Next time you think about bringing yourpooch along to a festival or other summer out-ing…
Don’t.Leave your animal at home, where it can
stay cool, well hydrated, and comfortable.

Dear Editor,I like to think that people want to do
what’s best and are merely ignorant aboutmarijuana.
But I’m beginning to think some peopleare either so brainwashed by decades ofpropaganda, are willfully ignorant for pol-itical convenience, or are morally irregularpeople.
There is something sadistic and border-line psychopathic about stealing medicinefrom sick people.
Randy Caine has done everything right. He has worked as closely with the RCMPand local authorities as he possibly can,and is doing it for ill people.
He is providing a service that HealthCanada has failed to provide, despite mul-tiple court rulings stating that they mustprovide access to marijuana as medicineor risk violating Charter rights.
The dispensary system is more con-venient for ill people and provides thetype of symptom-specific strain selectionneeded to treat conditions as wide-rangingas migraine headaches, MS, cancer, andbipolar disorder.
I hope the RCMP and the politicianswho support these raids feel proud ofthemselves.
They continue to lock up the youngpeople and Native peoples of this countrydisproportionately, and continue to raiddispensaries to steal medicine from illpeople.
All that is to “save us” from a substancethat was initially banned based on racistfear-mongering before we understood any
of the science behind it.Every “danger” initially assumed, from –
gasp – your white daughter dating a non-white man (an actual argument in favourof prohibition at the time), to the gatewaydrug theory, to physical addiction, hasbeen debunked.
But thank god the police are stealing itfrom cancer patients. I feel much safer.
I know I was at risk of a cancer patientstealing my car stereo for pot money anyday now.
Travis Erbacher, Langley
Heart goes out to elderlyDear Editor,
The Langley Medical MarijuanaDispensary was served a search warranton July 19 and all of the marijuana wasseized.
The director Randy Caine has been dis-pensing marijuana to seriously ill peoplein Langley for some time now.
He was sure to make the City and localpolice very aware of his actions at theoutset, going so far as to apply for a busi-ness licence to supply marijuana to peoplewho are authorized by their physician andpermitted legally by the government toreceive it.
I am shocked to hear that the policehave chosen to intervene in this process, and my heart goes out to the many sickand elderly citizens of this communitywho will now have the added burden offinding this product through illicit chan-nels.

Dear Editor,I’d like to thank the staff
of Langley Costco, who
recovered my mother’spurse from their parkinglot.
It had been dumpedthere after being snatchedearlier in the day by some-one who considers an 82-year-old heart patient fairgame.
The purse contained asizeable amount of cash, asshe had been out banking, paying bills, and groceryshopping.
I must admit the well-meaning thief, if such athing exists, took onlythe cash and two scratchtickets, leaving behind herwallet, cellphone, and therest of its contents.
However, the shock ofthe theft added extra strainto an already weak heart.
Yet the Cosco staff madeher day a little better bycalling as soon as theyfound it, despite the latehour.
Then the next morning, another employee wentinto the store to retrieve itfor her when she arrivedto claim it before the storewas open.
Thank you.Tim Attwood, Langley

Dear Editor,Raising the tolls on bridges and increasing fuel taxes
will only add more hardship to the average person. The thought that raising gas taxes is better for the
environment because it gets people out of the cars isn’texactly true. Some people have to drive to work, as tran-sit is not convenient for them, and truckers drive for aliving.
I believe that generating additional income forTransLink can be done with a lottery.
The TransLink Lottery could be held weekly, and theprizes would depend on the correct numbers on theticket. The revenue generated will all go to TransLinkand help pay for TransLink projects. The lottery could beoperated by the BC Lottery Corporation.

Dear Editor,I find the cost of the Langley hospital parking system
outrageous. It is a disgrace, the method they go aboutcharging the public, and in particular those who are goingthrough a difficult time and require the hospital services.
Where could I lend my support to getting somethingdone to make changes to the ridiculous charges and theway people are being charged?

MacLeod, Smith, andtwo others raced to thestopped vehicle, but theGolf’s doors were locked.
“I ran back to my carand got my jack and bust-ed the window,” Smithsaid.
The men got into theGolf, MacLeod got herseatbelt off, and theypulled out a 44-year-oldLangley mother of threechildren, putting her onthe ground of the HOVlane infront of thestoppedvehicles.
“It tookus a coupleof minutesto get herbreathing,” Smith said.
MacLeod, certified inCPR, took the lead. AnRCMP officer arrived a fewminutes later and assisteduntil medical help arrived.
At the hospital, it wasdetermined that the

Nanaimo’s Lewis Ratcliff netsfive during his team’s 10-9win over Langley.by Troy [email protected]
The Langley Thunder’s homewinning streak came to a thud-ding halt this past Wednesday.
Langley’s Western LacrosseAssociation squad had wonfive straight at the LangleyEvents Centre entering its gameversus the visiting NanaimoTimbermen.
The Timbermen upset theapple cart by clipping theThunder 10-9 on the strength ofa third period in which they out-scored the hosts 6-3.
Langley took a 6-4 advantageinto the second intermission.
Then, over a 17 minute and21 second span during the finalframe, Nanaimo scored fivetimes while holding Langleyto one goal, as the Timbermenjumped out to a 9-7 lead.
The Thunder’s Andrew Potternetted his third of the game with37 seconds left in regulation tobring Langley to within a goal, but that was as close as thehome team would get.
The Thunder led 6-2 at onepoint of the second period but
couldn’t seal the deal.“We battled back and had a
chance to tie it up,” Thunderhead coach Rod Jensen said. “Ican’t complain about our fightto the end, but we could haveput ourselves in a better pos-ition.”
Nanaimo’s Lewis Ratcliff hada huge night, offensively, regis-tering five goals and two assists.Ratcliff’s teammate, WLA lead-ing scorer Scott Ranger, set upfour goals.
“We shut down Ranger butdidn’t pay enough attentionto Ratcliff and he scored fivegoals,” Jensen said.
Rob Van Beek, with a pair,Alex Turner with a single andthree assists, Jamie Lincoln,Kyle Belton, and Dan Williamsfound the net for the Thunder.
The loss was just the secondof the season at the LEC for theThunder, which saw its homerecord fall to 6-2.
Langley has struggled on theroad with a 1-5-2 mark.
The Thunder remains in thirdplace in the WLA standings witha 7-7-2 record, two points aheadof the fourth-place Timbermenand Maple Ridge Burrards.
The New WestminsterSalmonbellies sit on top of theleague with a 11-4-1 mark, fol-lowed by second place VictoriaShamrocks at 9-5-2.
With just two games to goin the regular season, and theThunder currently sitting in aplayoff position, it’s crucial forthe locals to finish strong, thehead coach said.
“This is the end of the yearand the better teams prod-uce at the end,” Jensen said.“We’ve had a hiccup, a bumpin our road, and we’ll see whatwe’re made of. Things like thishappen in sports. We let ourguard down a bit, but good on
Nanaimo for stepping up theirgame. We weren’t able to closethe door on them.”
On a bright note, the Thunderis 5-2-1 over its past eight out-ings.
The team enjoys a week’srest before returning to the LECfor its final home game of theregular season, as it hosts theWLA cellar-dwelling CoquitlamAdanacs Wednesday at 7:45p.m.
Langley’s final games of
the campaign are against theAdanacs, who occupy the WLAbasement with a 6-10 record.
“We’re doing some goodthings but it’s a tight league andthere’s very little margin forerror,” Jensen said. “Coquitlamis going to be spoilers so we’regoing to have to be ready toplay.”
He added, “When we playthem, we better be on our game.I expect us to bounce back andplay a heck of a game against
