A General Summaryof Land Use Zones

Land use zones are used to classify and regulate

land development and use. The followingdescriptions provide general information onland use zones for your convenience only. Pleaseconsult the complete Zoning Bylaw (#12800)when interpreting or applying the Bylaw.

 There are two types of land use: permitted  and

discretionary . Permitted uses that comply withregulations must be approved by a DevelopmentOfficer. However, the Development Officer mayapprove or refuse a discretionary use of a site,depending on how the proposed use complieswith regulations, relates to surrounding areas andapplicable statutory plans.

All Development Officer decisions on landuses may be appealed to the Subdivision andDevelopment Appeal Board (SDAB). However,the public will only be notified of their right to

appeal in discretionary land use decisions.

Residential Zones

RF1 - Single Detached

Residential Zone

 This zone provides theopportunity for singlefamily housing.

RF2 - Low Density InfillZone

 This zone provides theopportunity for retainingsingle family housing,

while allowing someduplex development.

RF3 - Low Density Redevelopment Zone

 This zone provides the opportunity for singlefamily and duplex housing while allowing someapartment or row housing with up to four units.

RSL - Residential Small Lot Zone

 This zone provides the opportunity for singlefamily housing with attached garages on smallerlots.

RPL - Planned Lot Residential Zone

 This zone provides the opportunity for singlefamily housing on smaller lots and accessed by arear lane.

RF4 - Semi-DetachedZone

 This zone provides theopportunity for primarilysemi-detached and duplex

housing.

RF5 - Row Housing Zone

 This zone provides theopportunity for relativelylow to medium densityhousing, such as row housesor town houses.

RF6 - Medium Density

Multiple Family Zone

 This zone provides theopportunity for mediumdensity housing, such as rowhouses or town houses that

may have separate secondstorey units.

RA7 - Low RiseApartment Zone

 This zone provides theopportunity for low riseapartment buildings up to

four storeys.

RA8 - Medium RiseApartment Zone

 This zone provides the

opportunity for medium riseapartment buildings up tosix storeys in height.

RA9 - High Rise Apartment Zone

 This zone provides the opportunity for high riseapartment buildings.

RR - Rural Residential Zone

 This zone provides the opportunity for

permanent single family residential developmentin a rural setting.

RMH - Mobile HomeZone

 This zone provides theopportunity for mobilehomes developed withina mobile home park orsubdivision.

Commercial Zones

CNC - Neighbourhood Convenience

Commercial Zone

 This zone provides the opportunity forconvenience commercial and personal serviceuses, intended to serve the day-to-day needs ofresidents within the neighbourhood.

CSC - Shopping CentreZone

 This zone provides theopportunity for largershopping centres intended

to serve a community orregional area. Residential,office, entertainment and cultural uses may beincluded in this zone.

CB1 - Low Intensity

Business Zone

 This zone provides theopportunity for low intensitycommercial, office andservice uses located along

arterial roadways that borderresidential areas.

CB2 - General Business Zone

 This zone provides the opportunity for businesses

that require large sites and a location with goodvisibility and accessibility along, or adjacent tomajor public roadways.

CB3 - Commercial Mixed Business Zone

 This zone provides the opportunity for mediumintensity commercial development near capacitytransportation nodes.

CHY - Highway Corridor Zone

 This zone provides the opportunity for highquality commercial development along roadsserving as entrance routes to the City.

CO - Commercial Office Zone

 This zone provides the opportunity for mediumintensity office, commercial and residentialdevelopment in the inner city, around Light Rail Transit station areas or other locations offeringgood accessibility by private automobile and

transit.

Industrial Zones

IB - Industrial BusinessZone

 This zone provides the

opportunity for industrialbusinesses that carry outtheir operations such thatno nuisance is createdor apparent outside an

enclosed building, and the use is compatible withany adjacent non-industrial zones.

IL- Light Industrial Zone

 This zone provides the opportunity for high

quality, light industrial developments and limitedaccessory outdoor activities. Any nuisance factorassociated with these uses will not extend outsidean enclosed building.

IM - Medium Industrial Zone

 This zone provides the opportunity formanufacturing, processing, assembly,distribution, service and repair uses that carryout part of their operation outdoors or requireoutdoor storage areas. Any nuisance associated

with these uses should not extend beyond thesite.

IH - Heavy IndustrialZone

 This zone provides theopportunity for industrialuses that due to theirappearance, noise, odour,risk of toxic emissions, orfire and explosion hazardsare incompatible withresidential, commercial, andother land uses.

Urban Service Zones

US - Urban Service Zone

 This zone provides the opportunity for publiclyand privately owned facilities which provide

institutional or community services.

PU - Public Utility Zone

 This zone provides the opportunity for a systemor utilities that are used to benefit the public,such as water, sewage disposal, electric power,heating, waste management, drainage, publictransportation and telecommunications.

MA - Municipal Airport

Zone

 This zone providesthe opportunity forthe operations of theEdmonton City Centre

Airport. In addition to theMA Zone, there are three

additional zones, MA1, MA2 and MA3, whichallow for the operation of the airport facility, theairport business industrial zone, and the airportgeneral business zone respectively.

AP - Public Parks Zone

 This zone provides the opportunity for an area ofpublic land for recreational uses.

NA - Natural Areas Protection Zone

 This zone provides the opportunity for theconservation, preservation and restoration ofidentified natural areas, features and ecologicalprocesses.

A - Metropolitan Recreational Zone

 This zone provides the opportunity for preservingnatural areas and parkland along the river,

creeks, ravines and other designated areas forrecreational uses and environmental protectionconforming to approved plans.

AN - River Valley Activity Node Zone

 This zone provides the opportunity for limitedcommercial development for recreation andtourism uses within designated areas of parklandalong the river, creeks and ravines.

AJ - Alternative Jurisdiction Zone This zone provides the opportunity for lands thatdo not require a Development Permit becausethey are under the jurisdiction of federal orprovincial legislation or the Constitution Act. These lands are not required to conform to theZoning Bylaw.

Community Services Zones

 The four Community Services Zones (CS1,CS2, CS3 and CS4) provide for relatively low to

medium density housing generally referred to asrow housing on lands that have become surplusto public education needs. In addition, eachCommunity Services Zone has a distinct range ofdevelopment opportunities.

Agricultural and ReserveZones

AG - Agricultural Zone

 This zone provides theopportunity for conservingagricultural and rural landuse activities.

AGU - Urban Reserve Zone

 This zone provides the opportunity foragricultural and rural land use activities and alimited range of other uses that will not impactfuture development of the land.

AGI - Industrial Reserve Zone

 This zone provides the opportunity foragricultural and rural land use activities that will

not impact future use of the land for industrialdevelopment.

Direct Control Provisions

DC1 - Direct Development ControlProvision

 This zone provides the opportunity for detailed,sensitive control of the use, development, sitingand design of buildings and disturbance ofland. This zone is used to establish, preserveor enhance areas of unique character orenvironmental concern; or areas of special

interest as designated under the HistoricalResources Act.

DC2 - Site Specific Development ControlProvision

 This zone provides the opportunity fordirect control over a specific proposeddevelopment where the proposed mix of usesor the development regulations cannot beaccommodated in a standard zone.

Special Purpose Overlays

 The term “overlay” refers to a special set ofregulations imposed in addition to the standardregulations of a land use zone much as a

transparent overlay can be used to superimposenew or different information on an existing mapor drawing.

Protection Overlays

 These overlays provide regulations that areintended to address specific development issuesrelated to safety, hazard, and/or environmentalprotection.

 These include the following:

•  Airport Protection Overlay•  Airport Protection Overlay for the City Centre

Airport

•  North Saskatchewan River Valley and RavineSystem Protection Overlay

•  Floodplain Protection Overlay

Commercial Overlays

 These overlays provide regulations to addressissues related to development for specificcommercial environments in the city. Theseregulations control the uses, scale, and character

and streetscape elements that define the imageof these commercial environments.

 They include the following:•  Alberta Avenue Pedestrian Commercial

Shopping Street Overlay

•  Major Commercial Corridors Overlay•  Major and Minor Second-hand Stores Overlay

•  Pedestrian Commercial Shopping StreetOverlay

•  Whyte Avenue Commercial Overlay

Industrial Plan Overlay

 This overlay provides a means to alter land useor specify regulations for land uses and land useactivities in order to achieve the local planningobjectives of an Industrial Statutory Plan. The

overlay can only be applied where specified in anIndustrial Statutory Plan.

Residential Overlays

•  Mature Neighb ourhood Overlay

  This overlay is applied to over 100 matureneighbourhoods and contains developmentregulations which affect the RF1, RF2, RF3, RF4and RF5 Zones.

•  Medium Density Residential Overlay

  This overlay applies to specific sites zoned RF6,RA7 and RA8 in select neighbourhoods.•  High Density Residential Overlay

  This overlay applies to specific sites zoned RA9in select neighbourhoods.

•  Sub urban Neo-Traditional Overlay

  This overlay allows for the developmentof neo-traditional housing in suburbanneighbourhoods.

Special Areas

Special Areas are specifically defined geographicareas of the City, such as Terwillegar Towne,Clareview Campus, Griesbach, Heritage Areas,Downtown Edmonton, Ambleside and Ellerslie

Industrial Park. These areas may have new zonescreated where an Area Redevelopment Plan orArea Structure Plan is in place. The zones aredesigned in accordance with the policies andobjectives of the Plan to address a unique mix ofboth uses and land use regulations.
