1. INTRODUCTION

MSC Consulting Group Limited (MSC) has been engaged by Anscot Property Ltd to prepare a Land Management Plan in support of a Resource Consent application for a proposed new mixed-use development at Mount Eden Road, Mt Eden.

The total site area is 464 m².

This Land Management Plan has been prepared as part of the supporting information. The Land Management Plan is to be implemented to ensure that all necessary procedures are correctly followed and that the construction activities associated with the project and development of the site ensure that any impact on the environment is contained within the site.

This plan sets out the procedures and mitigation measures that will be followed both during the course of the project and after completion of the construction works and hand over of the project.

During construction the main contractor is to ensure that all contractors, sub trades and their own workforce who are employed or visiting the site shall be aware of the Land Management Plan and shall adhere to this plan in order to ensure that the impact on the environment is minimised.

2. LIAISON

A Site Manager will be nominated prior to any work commencing on site. All correspondence and communication is to be directed through the Site Manager.

The Site Manager will also act as the Safety Officer.

The Site Manager will operate from the site office. This office will be sign posted and included on the sign will be the following information:

• Name of Site Manager

• Office contact telephone number

• Site Manager contact mobile number

The Site Manager will be available to the public, Auckland Council and other affected or concerned parties at all times.

The Site Manager will communicate and attend any meetings with the Auckland Council as required. Dates and times of these meetings are to be agreed with between the two parties.

A sign will be erected on the development site. This sign will display the following information:

• Name of Site Manager

• Working hours

• Office contact telephone number

• Site Manager contact mobile number

The work hours will be as follows:

Monday to Friday: 6.30am to 6.00pm

Saturday: 7.30am to 6.00pm

Sunday and Public Holidays: No work unless agreed to in writing by Auckland Council

The Site Manager will maintain daily records. The information recorded shall include:

• Location and type of machinery working

• Weather

• Complaints received

• Measures taken to mitigate action causing those complaints

3. MANAGEMENT

The site office shall contain a site phone, consent drawings, Land Management Plan, daily records of activities etc.

A point of entry to the development site is to be clearly defined. Located at this point of entry shall be an appropriate warning sign directing all visitors to report to the Site Office. The sign shall also include a “no trespassing” warning. The sign shall be in accordance with the Health and Safety Act, the Building Act and Auckland Council requirements.

A site toilet is to be provided and located away from neighbouring residences in a safe and sanitary location.

Rubbish bins shall be provided on site and kept in a safe and sanitary condition.

All on site construction work shall be contained within the site boundaries.

Parking of all vehicles including trucks making deliveries or pick-ups shall be on site or at locations as approved by Auckland Council.

4. NOISE AND DUST

General construction noise associated with the site activities during the construction period shall comply with:

NZS 6803 P 1999 “Measurement and Assessment of Noise from Construction, Maintenance and Demolition Work” as measured at the boundaries.

Where specific site restrictions on working hours are in place, whether imposed by a Bylaw or by contract or consent requirements, these shall be strictly adhered to.

The generation of unnecessary noise such as loud radios, public address systems, external telephones, etc. shall be avoided where possible.

Construction noise levels shall comply with the rules of the Auckland Council Unitary Plan and with the Auckland Council bylaws with regard to the hours of working and the noise levels as follows:

Appropriate water sprays shall be used where required suppressing dust arising from excavations and cartage operations to ensure that the amount of dust and fine particles carried beyond the site boundaries shall not exceed a rate of 130 milligrams per square metre per 24-hour period. The standard method of measuring dust deposition as set out in ISO/DIS4222.2 shall be used.

Where possible, stockpiles of soil are to be located away from boundaries.

If, and when excessive wind conditions are such that excessive dust is generated and is unable to be controlled, then alternative work is to be performed until conditions are more suitable.

Fires are prohibited so the need for smoke controls will be eliminated. All rubbish and excess materials are to be removed from site.

5. SITEWORKS AND ENGINEERING

5.1 Scope of Works

The earthworks required for the development of this site will include the construction of the new basement area and building platform.

The estimated volume of earthworks involved in the proposed development is:

• Cut to waste 1,631 m³

The area of siteworks is approximately 420 m²

The work will be carried out in one stage with areas being stabilised with hardfill as they are brought to design level.

The proposed site works will consist of:

• Provision of erosion and sediment controls

• Formation of the new building platforms

• Trenching for services

• Retaining walls

• Stabilising of exposed earthworks

A suitably experienced Geotechnical Engineer will observe the placement of any soil within the development.

Any unsuitable material will be removed from the site to a suitable disposal location.

Refer to the attached Sediment & Erosion Control Plan for the extent of earthworks.

5.2 Sediment and Erosion Control

All sediment control measures are to be operational prior to any other works commencing on site. All erosion and sediment control shall comply with Auckland Council requirements.

To avoid any loose material being carried out onto public roads, the site entrance shall have a stabilised strip of course aggregate, which is to be maintained at all times. A water blaster is to be provided as required on site to wash wheels prior to vehicles leaving the site.

All roads and pavements adjoining the site are to be kept free of mud and soil at all times.

The earthworks contractor shall be required to maintain the stability of the land and property at the boundary of the site, Control measures required are to be maintained and monitored daily.

The main sediment control measures for this project will be:

• Stabilised construction entrance

• Silt Fences

• Further sediment control works may be required by the Engineer as the project advances. These will be installed by the Contractor as and when required by the Engineer.

5.3 Accidental Discovery Protocol

In the event of discovery of sensitive material which is not expressly provided for by any resource consent or other statutory authority, the standards and procedures set out in Unitary Plan E12.6.1 “accidental discovery rual” apply.
