1.1. The principle of creating sports pitches, involving groundworks to provide levelled ground, on this application site is already approved. The site is encompassed within Outline planning permission 15/03693/out for the Mill Spring development, which included 3 sports pitches and changing facilities.

1.2. Subsequently, Reserved Matters no 16/02508 were approved on 20th March 2017 (see Fig 1) which included a detailed layout and cross sections for the proposed pitches.

1.3. However, following advice from Sport England (Natural Turf for Sport: Updated guidance 2011, May Revision 002), two pitches have now been largely constructed which have relatively minor but material differences to the approved plans, in their size, siting and height, together with implications for approved landscaping, footpath, fencing and drainage details.

1.4. Therefore, the current full application seeks retrospective consent for these two pitches plus associated proposals for footpaths, landscaping, fencing and drainage, to enable their completion and hand over to Whitchurch Town Council.

1.5 The change to the playing pitches, the subject of this current application, mainly resulted from the ‘making’ of the Whitchurch Neighbourhood Development Plan whose policy requirement was that these pitches be provided to FA Standards for Club Football (Policy HA4).

1.6 The key determinant of the current planning application is whether the two sports pitches as built to this improved standard, plus ancillary proposals, have a material adverse impact on local planning policies compared to the approved scheme.

1.7 The planning policies considered for previous applications include landscape and visual impact, biodiversity, flood risk and neighbour amenity.

1.8 We have shown in this Planning Statement that these issues have been satisfactorily addressed and result in no material additional adverse impacts.

1.9 In particular, in terms of neighbour amenity, following pre application consultation with neighbours in adjoining properties, we have improved our proposals for fencing and ball netting in the current application compared to the approved plans.

2.1. This full planning application is a retrospective application for groundworks to create 2 Sport England standard football pitches, footpaths and landscaping, fencing and associated drainage details as an amendment to the approved outline planning application no 15/03693/out granting consent for the erection of 100 dwellings with formation of new access onto Winchester Road, associated works to facilitate coach parking and parent drop off and associated open space and recreational facilities following demolition of 123 Winchester Road, on land between Winchester Road and Micheldever Road, Whitchurch.

2.2. For clarity, the matters not changed from the previously approved plans are vehicular access and parking arrangements, the third non FA standard football pitch and the sports changing facilities.

3.1. The application site (see Fig 3.1) has an area of 5.75 hectares and is located on the southern edge of Whitchurch, bounded by the recent Mill Springs housing development and by Testbourne School Playing Fields to the west, open fields to the south and east, and by the rear of residential properties fronting Micheldever Close and Micheldever Gardens to the north.

3.2. Vehicular access is from Winchester Road and through the Mill Springs development. Additionally, pedestrian and cycle access are provided from Micheldever Road.

3.3. The site is not located in, or adjacent to, an area of landscape sensitivity or wildlife importance. It is not directly affected by other environmental constraints that exist around Whitchurch such as flood risk areas or air quality and noise impacts from the A34, Sites of Special Scientific Interest and the North Wessex Downs Area of Outstanding Natural Beauty.

4.0WhytheConstructedPitchesDifferfromOutlineConsent

4.1. The outline planning permission approved 2 full size pitches for community use in this location and reserved matters have been approved for their layout and height (following ground levelling).

4.2. The developer commissioned a specialist contractor so that these pitches be properly laid out on levelled ground in accordance with the approved plans.

4.3. Following discussions with the Whitchurch Town Council, whose Neighbourhood Plan approved in October 2017 required pitches here to be of FA Standards for Club Football, the contractor responsible delivered Sport England compliant pitches, specifically type 4 pitches. They did not realise that implementing such changes would require planning permission.

4.4. Sport England standards specify the size and gradient of the pitches, which was marginally different to the community orientated approved proposals

5.0PlanningHistoryoftheSite

5.1 An application for Outline planning permission (LPA Ref 15/03693/OUT) was submitted to Basingstoke and Deane Borough Council on 20 October 2015. The application sought approval for the development of land between Winchester Road and Micheldever Road for up to 100 dwellings (to include 40% affordable housing) with formation of new access onto Winchester Road, associated works to facilitate coach parking and parent drop off and associated open space and recreational facilities, following the demolition of 123 Winchester Road.

5.2 The application included access details; the other reserved matters (layout, scale, appearance and landscaping) were reserved for later consideration.

5.3 The outline application was supported by a Concept Masterplan which illustrated how the site layout could be designed to a high quality for up to 100 dwellings with over provision of green public open space and sports facilities.

5.4 It was recognised that the construction of pitches in the current location required significant groundworks to level the site, which have since been undertaken.

5.5 The application was considered by the Development Control Committee of Basingstoke and Deane Borough Council on 23 March 2016. The Committee resolved to grant planning permission subject to the completion of a S106 legal agreement, which was signed and planning consent granted on 26th May 2016.

5.6 The permission is subject to 33 planning conditions which included a requirement for reserved matters to be approved.

5.7 Reserved Matters details 16/02508/RES were approved in March 2017, including plan 041.5021.402 rev F which provides details of the proposed playing pitches layout and height cross sections.

DischargeofConditionsRelevanttotheProposal.

5.8 Many planning conditions imposed on the outline planning consent and the reserved matters approval have already been discharged and some relate to this application site as being part of the wider Mill Springs development site. These include:• Tree protection.• Boundary treatment• Archaeological investigation and mitigation• Bat protection • Biodiversity Protection and Enhancement • Demolition and Construction Method Statement• Layout and method of construction details for the

pedestrian and cycle access to Micheldever Road• Construction Environmental Management Plan

Section 106 Obligations

5.9 The outline planning permission is subject to a S106 legal agreement. One of the obligations in that agreement concerned the construction of all 3 pitches and new changing rooms to be handed over to the Whitchurch Town Council on completion of the 50th housing unit. Clearly that timescale has not been achieved.

5.10 The developer has been in discussions with the Town Council during the construction period. The Town Council requested that 2 of the proposed pitches be constructed to Sport England standard (see Whitchurch Neighbourhood Development Plan policy later) so that more formal football matches might be played. Accommodating Sport England requirements has been the main cause of requiring the current application (see later).

5.11 A Deed of Variation is required to redefine the timescale for handing over the pitches and sports facilities to the Town Council.

5.12 Therefore, the approval of the current application will enable the completion of the pitches and meeting the obligations of the S106 legal agreement to hand over the recreational facilities to the Whitchurch Town Council.

6.0 Planning Policy6.1. There has been no material change in planning policy since the

time of the approval of the outline application and reserved matters details, as it applies to the current proposals, apart from the making of the Whitchurch Neighbourhood Development Plan in October 2017. However, this is an important material consideration in this case (see para 4.3 prev and details later).

6.2. The planning approvals considered and assessed the National Planning Policy Framework, the Adopted ‘Saved’ Local Plan policies of the Basingstoke and Deane Local Plan Review 1996-2011, the Basingstoke and Deane Borough Local Plan 2011-2029, the Draft Whitchurch Neighbourhood Plan and the Council’s Supplementary Planning Documents, including the Landscape and Biodiversity SPD 2008 and Whitchurch Design Statement SPD 2004.

National Planning Policy Framework

6.3. The National Planning Policy Framework (NPPF) applicable at the time of the previous applications promoted mixed use developments and encouraged the provision of community facilities that would improve health, social and cultural wellbeing as well as meeting local needs, particularly where these are sustainably located.

6.4. The NPPF was updated in February 2019, but its policy for the site is consistent and it reiterates that the need for ‘Access to a network of high quality open spaces and opportunities for sport and physical activity is important for the health and well-being of communities.’

Basingstoke and Deane Local Plan

6.5. At the time of the approval of the outline application, the provision of new leisure facilities and open spaces were considered within Local Plan 1996-2011 Saved Policy C9 which stated that new provision will be permitted where the location is acceptable, the design and construction would be of a high quality and impacts on neighbouring land uses can be ameliorated.

6.6. The Council’s planning report to committee confirmed that the application included consideration of the change of use of land from agriculture to recreation with the provision of three adult sports pitches and supported by a new sports pavilion/changing rooms with parking.

6.7. We are aware that there was concern by properties in

Micheldever Close to the location of the sports pitches. The Council’s committee report, in accordance with Saved Policy C9, considered the impact on neighbour amenity, which was considered to be acceptable, as well as the impact on environment and accessibility. The location of the pitches was approved by the Local Planning Authority, subject to detailed designs to be brought forward within any reserved matters.

6.8. Also, the proposed additional planting was considered to have a positive benefit both to the landscape setting and biodiversity interests.

6.9. On 26 May 2016, Basingstoke and Deane Borough Council adopted a new Local Plan 2011-2029. The adopted Local Plan now forms part of the statutory development plan for the borough.

6.10. Therefore, when the subsequent reserved matters application was considered the relevant local planning policies for this site included;

• PolicyCN8Community,LeisureandCulturalFacilities Promotes the provision of facilities including playing

pitches.• EM1 Landscape Proposals must be sympathetic to the character and

visual quality of the area and not be detrimental of the landscape.

• EM4 Biodiversity Significant harm to biodiversity should be avoided or

mitigated.

• EM5GreenInfrastructure To protect and enhance Green Infrastructure including

playing fields.• EM7 Managing Flood Risk Major developments are required to use sustainable

drainage systems unless demonstrated to be inappropriate.

• EM10 Delivering High Quality Development All development proposals will be of high quality, based

upon a robust design-led approach and developments will be required to respect the local environment and amenities of neighbouring properties.

Supplementary Planning Documents

6.10 The previous approval fully considered relevant Supplementary Planning Documents (SPDs) including the Whitchurch Design Statement SPG and the Council’s Landscape and Biodiversity SPD 2008. This has been updated when the council adopted a new Landscape, Biodiversity and Trees Supplementary Planning Document (SPD) on 13 December 2018, which is now considered in the landscape proposals for the current application.

Whitchurch Neighbourhood Development Plan 2014-2029

6.11. The Whitchurch Neighbourhood Plan 2014-2029 was ‘made’ on 26 October 2017. The Plan now forms part of the Development Plan for the parish.

The current proposals are consistent with the policy provisions with that Plan. Policy HA4 specifically refers to the development of the Mill Springs site and point 7 of that policy requires the development to;

’Make land available by a planning obligation for public open space (for football pitches, associated changing rooms and car parking) to meet local needs, in line with the council’s adopted standards and FA Standards for Club Football – see Figure 11.7 ‘ reproduced in this report as Figure 7.1.

6.12. In addition, the new pitches here will be protected and retained for the future. The WNDP Policy LD1 states;

ProtectionandEnhancementofOpenSpaces

The open spaces as shown in Figure 7.2 (and any additional open spaces that will be provided as part of the sites allocated by Policies HA2 – land West of Evingar Road; HA4 – land East of Winchester Road; and Local Plan SS3.6 - South of Bloswood Lane) will be protected and retained unless satisfactory alternative facilities are provided; or unless it can be clearly proven that they are no longer required; or unless they will provide alternative recreational provision which meets evidence of local need in such a way as to outweigh the loss.

Developments should connect new open spaces to other existing or proposed open spaces by means of footpaths, cycle paths and green corridors where possible.

6.0 Planning Policy (continued)

The Whitchurch Neighbourhood Development Plan should be read as a whole. Proposals will be judged

against all relevant policies in the Development Plan as set out in paragraph 1.2.

11.45 This site has planning permission for development in conformance with the above policy and the reserved matters have recently been approved by the BDBC Planning Department.

Settlement Policy Boundary

11.46 This Plan proposes that the built areas of the site allocations are included in the Whitchurch Settlement Policy Boundary:

WNDP Policy HA5

Revision of the Settlement Policy Boundary

The present Settlement Policy Boundary for Whitchurch shall be extended, as identified in Figure 11.5 and Figure 11.7, to include the built areas of the sites allocated for housing and employment development by the WNDP. Adjacent or contiguous areas which exist as, or are proposed to be, public open space or for recreational use shall not be included within the Settlement Policy Boundary.

7.0 StatementofCommunityInvolvementontheCurrentApplication

7.1. In response to pre application consultation the Town Council commented;

‘Whitchurch Town Council worked closely with Barret David Wilson to allow 2 sports pitches provided for the community as part of the planning S106 agreement to be upgraded to FA Standard as described in the WNDP’.

Residents Comments

7.2. The applicant, Barratt David Wilson Homes, has contacted the 11 households backing onto the new sports pitches.

7.3. A letter drop to these properties adjoining the site described the current proposals, which included the addition of ball stop netting as we foresaw a need, albeit that the goal positions have not dramatically changed from that currently approved plans (which do not have a requirement for ball stop netting). We asked for neighbour’s views on the amended plans including the proposed netting.

7.4 Questions arising from the consultation and the applicant’s responses are detailed below;

1 Could you tell me when you GUARANTEE to complete this exercise (up to and including removal of safety fencing and all landscaping).

All works are programmed to be completed for the end

of September 2020 with the handover of the pitches, landscaped areas and pavilion to the Town Council taking place at that point.

2 Can you confirm none of the facilities ie pitches and

changing rooms will be used in any way until it is finally completed ?

I can confirm none of the facilities will be used until it is

completed and handed over to the Town Council. 3 I assume your planning request covers those items you

have already carried out that deviate from the original plans approved by Basingstoke and Deane as well as those you now propose?

The main purpose of this application is to formalise the changes we have had to make to accommodate the Town Council’s requirement that two of the pitches are

delivered to Sport England standards which results in larger pitch areas.

4 Pitches 2 and 3 are upgraded to Sports England Standard

Type 4 turf. What is the standard of pitch 1? Is it smaller and lower standard ? Is it exactly the same dimensions and positioning as approved in 15/03693/OUT ? Is there any change in expected use in each of the 3 pitches ?

Pitch 1 dimensions and positioning have not changed as it was not required to be Sport England standard. Only additions in this area are some additional soakaways to the south of the pitch adjacent to the new pavilion

5 It’s not explicit that pitch 1 is also fenced to avoid dogs fouling the pitches?

Yes this is also now proposed to be fenced with fencing extending from the pavilion.

6 Now some questions re fencing and netting. No details

are given on either the height nor the material of both. Could you provide more details ? Your letter says “ball netting along northern boundary of Sports England pitches”. Are all three pitches Sports England pitches because the diagram enclose shows it on pitches 1,2 and 3 ? Any clarification would be helpful.

A proposed 6m high ball stop fence along similar lines to the below image. As the goals (as previously approved) are directly behind the gardens it has been added on to the revised drawings. I have been advised that if you look directly at it has minimum impact on view but does prevent balls flying into gardens. I have attached a PDF of the proposed landscaping plan for easier viewing. For absolute clarity the pitch closest to the pavilion stay as previously approved and is not Sport England standard. The two pitches further way from the pavilion are now Sport England standard.

7 From my perspective it’s a shame about the netting but it makes sense. The only question remaining concerns the type of fencing. Is it like the fencing currently around pitches 2 and 3 or something else and will there be gates that are lockable to allow access?

The proposed fencing to prevent dogs getting on the pitches has been requested by the Town Council, to be added to the plans for approval, as something similar to the below image which will have lockable gated access. Height wise it will be similar to what is currently round the pitches(1.8m) but will not run all the way round. As you can see from the screen grab I have done below, the proposal is the fencing to protect the pitches will prevent access behind your property by the general public utilising the new footpath (pink line on plan).

8.0DesignandAccessStatementEvaluation

8.1 The proposed land use for the application site will remain as recreation and sports pitches as approved by outline application 15/03693/OUT and reserved matters application 16/02508/RES..

8.2 This submission is made following discussions with the Town Council, which took place following approval of the reserved matters application. The Town Council expressed that their initial support of the reserved matters application, and willingness to adopt the pitches upon completion, had been based on the assumption that Sport England standards would be required. However, no such requirement was imposed by the planning approval or relevant legal obligations. Following discussion with the Town Council it was agreed that Barratt Homes would upgrade two of the three playing pitches to Sport England specification prior to the Council’s adoption of the pitches.

8.3 The effect of adopting FA standards for the larger size of sports pitches compared to the previously approved plans is summarised below;

previous approval in regards to size and location.

8.6 Due to the constraints of the area, to deliver the size of pitches required by Sport England ground levels had to be raised to accommodate the increased pitch area.

8.7 In regards to ground level changes, levels have gone up by the following amounts; East to West the ground level has changed by approx.0.3m to 1.25m on the Sport England Pitch area

North to South across the area the levels have changed by Behind No 8 Micheldever Close - 0.17 to 0.53m

Behind no 6 Micheldever Close - 0.17m to 0.66m

8.8 The alteration in ground level will be most noticeable at the opposite end of the pitches from the adjacent neighbouring properties, and the proposed levels are still falling away from those properties..

8.9 The impact of these sports pitches location on neighbouring properties was considered as acceptable at the previous approval. The new proposals for fencing and netting should provide an overall benefit from the previous scheme which had no such mitigation proposals.

8.10 Actual use of the pitches will only occur for a small amount of time each week, and seasonally. The impacts upon residential amenity will be intermittent and any resulting noise or disturbance will not be significantly higher than as per the previous planning approval.

9.0 Landscape and Fencing Proposals

9.1 In terms of landscaping and visual impact, the proposed changes are minor. The pitches will appear, when viewed from public vantage points along roads and footpaths in the wider public realm, as very similar in the landscape to those approved.

9.2 Regarding hard landscaping proposals, 1.2m post and rail

fencing with stock proof mesh is proposed to the eastern boundary of the recreational area. Around pitch areas 1.8m high weldmesh fencing is proposed. The fencing is proposed at the request of the Town Council to prevent access by dogs on to the pitches.

9.3 6m ball net fencing is proposed along the northern boundary of the Sport England pitches. This is to provide new protection to adjacent residential properties.

10.0 Ecology

10.1 WYG were commissioned by Barratt David Wilson on 8th July 2020 to complete a review of ecological documentation submitted as part of the planning application for Land by Winchester Road, Whitchurch, Hampshire (16/02508/RES). The original submission comprised an initial extended Phase 1 habitat survey of the site (including the area proposed for the construction of sports pitches) in 2012, followed by an updated survey in 2015.

10.2 WYG have issued an Ecological Statement confirming that the

previously approved mitigation or enhancement measures fall outside of the current application area and as such will not be impacted by the current proposal, further that “the proposals do not preclude approved measures to avoid ecological impacts”, and noting that the landscape proposals for the current application incorporates measures (such as a buffer of wild flower meadow and native tree planting) that will provide additional foraging resources for species considered to be present within the site. The statement goes on to conclude that “the ecological mitigation and enhancements proposed are appropriate for the updated layout, and consistent with the approved documents.”

11.0 Flood Risk and Drainage Assessment

11.1 Paul Basham Associates (PBA), civil engineers, have considered the flood risk and drainage strategy of the proposals (alterations to sport pitches sizes and specification and internal pavilion building) relative to the previous approval (reserved matters consent 16/02508/RES).

11.2 PBA have prepared a statement confirming that “the number of parking spaces associated with these facilities will remain as previously consented. The access will also remain as previously consented. Both of which should therefore not result in any changes to the highways or drainage principles already agreed with Basingstoke and Deane Borough Council and Hampshire County Council. This letter therefore confirms that increasing the size of the sports pitches (but not the number) and the internal alterations to the pavilion buildings will not result in any required changes to the approved Flood Risk Assessment or Drainage Strategy.” The letters concludes with “We therefore strongly believe the local flood authority should raise no objections to these updated proposals.”

12.0 Groundworks and Contamination Assessment

12.1 Earthworks have been required to form a levelled area as part of the construction of sports pitches on this sloping site. The earthworks comprise a minimal area of cut, together with an area of fill placement.

12.2 Following site visits and inspection, our consultants confirm that the materials placed to form the sport pitches as part of the above development comprise site won materials derived from the various on-site excavations and construction works associated with the residential redevelopment.

12.3 The consultants have attended site and carried out inspections and trial pits, and as part of these works can confirm that no visual or olfactory indications of ground contamination have been identified. Whilst physically unsuitable materials have been locally removed, the remaining soils are considered chemically suitable for the proposed use of this area as a sports pitch.

12.4 As part of the site wide contaminated land watching brief, no pockets of unforeseen contaminated or suspicious soils have been encountered, which is consistent with the findings of the ground investigation works that did not identify the presence of elevated concentrations of a wide range of potential chemicals of concern on this green field development site.

PBA produced a Highways Cover Letter confirming that “increasing the size of the sports pitches (but not the number) and the internal alterations to the pavilion buildings will not have any impact on the operation, capacity or safety of the local highway network. 14.0S106DeedofVariation

14.1 The time frame for the delivery of the community facilities, including the playing pitches and pavilion building, to the Town Council will be extended by way of a Deed of Variation to the S106 Agreement to September 2020. The Deed of Variation will also contain substitute plans showing the upgraded pitch dimensions and ground levels.

14.2 Additional time is required for completing the pitches to the higher standards required by Sport England. Including raising of levels to accommodate the required increase in scale of the pitches and in pitch drainage systems.
