Reason for CAF assessment:
Clearly outline here the main presenting concerns and unmet needs for the child/parents/family and any previous
involvements or work that has been undertaken to address these.
RfS received from Darren Carter, Learning Mentor at Pleasant High School received 10/9/17 highlighting concerns about Fiona at school. Fiona's attendance at school has dropped to below 50% and she appears disengaged in her lessons. A phone call to mum identified that she is struggling to get Fiona up and out of her bedroom in the morning. Crystal [mother] reported that there are issues with Fiona and her stepfather's relationship which often leads to confrontation. Last year Fiona attended the nurture group and attendance was at 70%. Fiona has stated that she cannot cope with school at present and I feel that this needs further investigation. It has been observed by Darren that Fiona has a good friendship network at school. No information provided regarding the other child in the family on the RFS. This will be captured throughout the CAF process.

Please summarise the strengths and outline any needs that are already being met.
Darren Carter reported that Fiona is on roll at Pleasant High School. She is a Year 9 pupil and has had a positive relationship with her teachers. Darren reports that Fiona has good peer friendships. I have observed in the family home that Fiona has a good relationship with her sibling with good interaction and attachment displayed. I have observed Fiona to be clean and well-presented. Fiona is registered with a GP and a dentist. The school nurse reports no health concerns. Fiona reports that she has a good relationship with her father who she sees at weekends.

Crystal states she has good communication with Fiona's dad and asks for support with Fiona when needed. Fiona's dad (Carl) supports this statement. Crystal and Carl are observed to be cooperative. Crystal states Harry [younger sibling] enjoys nursery and has good attendance. This is supported by Shanice Brown Key Worker at Happy Tots Nursery.
Crystal has herself recognised that she is struggling at times to meet Fiona's needs and is accepting of support to address this.

Crystal is in receipt of benefits and has no arrears on her rent. I have observed that there is food in the cupboards and evidence of recent home cooking. Crystal reports that John- [Stepfather] is good at cooking for the family.
Fiona is observed to have an affectionate relationship with her sibling Harry.
Fiona's dad Carl reports he takes her to see her paternal grandparents about once a month and she has a positive relationship with them.

Breakdown in family relationship. The family are separated. Issues between Fiona and her stepfather.

I observed the house to be untidy. The fridge freezer isn't working properly meaning that food is having to be bought on a day to day basis. Crystal and John would like to return to work for financial security.

Analysis of needs and risk
What is your analysis? Consider all strengths, unmet and complex needs; risk of harm to self or others.
Please take into account High Risk Indicators and Underlying Risk Factors identified within the body of the assessment (above) and
how these impact on the child (ren) individually and the family.
The information gathered during this assessment demonstrates that the family is open to engagement
and support.
Crystal acknowledges that her own experiences of poor parenting in her childhood is impacting on her
parenting ability particularly as Fiona gets older and more challenging.
The lack of routine's/ guidance and boundaries are contributing to Fiona is spending a lot of time in her
bedroom and says she often feels she cannot cope with school. As a result of this, her attendance is very
poor. Failure to improve her attendance may have long term consequences for Fiona's future education

and employment opportunities. Crystal states that Fiona has a good relationship with her dad, and feels
that Fiona would prefer to live with her dad.
In my professional opinion Fiona is demonstrating emotional anxiety and challenging stepfather John's
authority, as she transitions into adulthood, which is leading to a deterioration in her relationship with
John. Fiona and Crystal report that Fiona and John argue regularly and Fiona has commented that she
doesn't get on with John as he "gets at her".
It is also my opinion that Crystal's prior experience of poor parenting and lack of support from wider family
members is creating challenges for her in managing and understanding Fiona's behaviour.
Crystal has open communication with John, which is a protective factor for Fiona.
From the information collated, the common underlying risk factors are experiences of poor parenting and
Fiona's emotional health difficulties. A further underlying issue if left unaddressed is risk of
poverty/financial exclusion.

If the child/young person is of appropriate age/ability to contribute to their CAF assessment then provision must be made to ensure their thoughts, wishes, like and dislikes are considered and evidenced. Alternatively If the child is unable to contribute (due to age or circumstance) please give reason why and provide a clear picture of the child from your observations focusing on likes, dislikes, preferences, relationships.
Fiona reported to mum and Darren Carter that she feels rubbish at school because she does not feel good at anything. Fiona reported to Jane that she cannot be bothered with school or her netball anymore. Jane completed Teen Star with Fiona, her wellbeing score is 2. Fiona spoke about having support from her dad but said that mum does not understand her feelings. Fiona explained that she doesn't get along with John and he is always nagging and shouting at her to do things so she stays in her bedroom out of the way. Fiona said that she argues with her mum about not going to school.
Fiona said she loves her mum and brother but would much prefer to live with her dad as he doesn't get at her like John does and they get on really well.

During home visits Crystal has expressed that Fiona is hard work. Crystal and John would welcome help from professionals to help them support Fiona. Crystal and John have reported that they find Fiona's behaviour difficult to manage because it often ends in confrontation. Fiona's father accepts that there are issues with her behaviour, however he reports she is more settled at his house Crystal and John report they would like to return to education or employment in order to gain financial stability.
