Post 16 Funding• Education Post 16 protected?• Funding for 16-19 year olds whose funding fell by 14 % between

2010-11 and 2014-15 • 14/15 - 17.5% cuts to Y14 funding (£3300 per student)• Adult Skills Budget (ASB) - 14/15 24% cuts• Further 3.9% cut in July 15 • Summer withdrawal of mandated ESOL training (19+)) ((JCP

withdrawals))• Heavy reliance on student loans for post 19 qualificaitons• Good news – Bursary Fund? (16-19 year olds)• (Education Maintenance Allowances for students from low-income

households that totalled £560 million were replaced in 2011 with a Bursary Fund of £180 million).

Post 16 Funding (cont)• Study Programmes really deliver:• An impoverished curriculum• Less individual support• Fewer qualifications (maximum 3 A Levels)• Less inclusivity – higher entrance requirements and less vocational provision• Less taught Hours and larger class sizes• On the sky line – A new funding formula for 16-19 education might reduce

funding per student even more from September 2016 - further cuts (£4k to £3.6k)

• The government has said decisions on expenditure beyond 2015/16 will be made as part of the spending plan being published in November.

• The government has also announced a review of post-16 education and training providers, which seeks to address “the significant financial pressures on institutions”.

The need for impartial CEIAG• Changes in funding eg have made schools become businesses – Statutory

guidance introduced to give young people the right to impartiality (is this working?)

• Loss of LA functions eg Youth Service, Connexions, EBP statutory duties• Lack of employment work experience resourcing and opportunities• Restrictions of part time work and opportunities for youth eg the demise of the

Saturday job• Lack of awareness and promotion of apprenticeship opportunities as alternative

pathway – especially for those not continuing in sixth form provision, exiting sixth form provision early or simply exiting sixth form provision at end of Y13

• Direction of funded programmes to support RONIs – DWP/Enterprise Company/ESF

• Employers voice – they cannot access young people in schools to promote excellent opportunities.
